INDUSTRY MARKET RESEARCH QUESTIONS
1. There are only 50 seats available at the Government’s facility, will the contractor be able to provide desks/computers for the other FTEs at a separate facility? If not, what would you suggest?
2. If this requirement is solicited on an unrestricted basis, would you be able to meet the
DoD Small Business Program Goals for Subcontract listed below?
DoD Small Business Program Goals Subcontracting Goals
FY 2018 FY 2019

If these goals cannot be met can you give any recommendations on what types of subcontracting goals should be considered?
3. When the final solicitation is posted, would 30 days be sufficient time for an organization to put together a proposal?
4. The Government anticipates this being a Firm Fixed Price contract with some cost CLIN’s; do you have any concerns with that approach? If so, what would you suggest?
5. Do you know of any issues that would preclude conducting the solicitation process entirely by electronic means?
6. The anticipated evaluation process is a Full Tradeoff with Past Performance rated as Acceptable and Unacceptable. Do you have any recommendations or concerns about using this type of evaluation scheme?

Not to Exceed (NTE) cost reimbursement basis. All travel must be preapproved and within scope of the contract. Commercial air travel will be authorized for contractor personnel traveling between their normal work location and the government-directed locations. INDUSTRY MARKET RESEARCH QUESTIONS
(http://www.defensetravel.dod.mil/site/travelreg.cfm). Any amount above the Joint Travel Regulation will be covered by the contractor and will not be reimbursed by the Government. Contractors would only be reimbursed for actual expenses, -- no fees/ G&A etc. will be allowed on travel reimbursement. Do you have any suggestions or another approach?
9. The Air Force will conduct a price realism analysis on the fixed price portion of the offer to properly assess the offeror’s understanding of the requirements and the risk inherent in its proposal. This would help ensure that the Air Force takes risk into consideration if a low offer was significantly lower than other offers. Is this an unreasonable approach?
10. If you were to define relevant past performance, how would it be defined based on the complexity and scope of this requirement? What would you consider relevant?
11. There is a possibility that other Major Command’s/Agencies will utilize this IDIQ. Each additional task order should not exceed 5-10 FTE’s. Is this feasible while also meeting the requirement for 300 FTE’s for the initial requirement?
12. There appears to be an ample amount of contractors already supporting the DoD with similar auditing support services. Are there any Organization Conflict of Interest issues that should be clearly identified prior to the solicitation, during the solicitation process as well as after contract award?
13. The Government is gaging small business interest in performing an audit on the scale and magnitude of the Air Force with an estimated $165B portfolio; has your business successfully performed these services as a prime or in a particular teaming arrangement?
If not, how would you construct a team to render the services now??
14. This contract will require a minimum SECRET facility clearance and all contractors will require a SECRET security clearance. There are an estimated 300FTE’s. Is providing all positions with cleared personnel on Day One feasible?
15. The intent is to award a single award IDIQ. Is this a reasonable approach? If not, how would you suggest structuring the contract?
