Page Section Paragraph Question Response
2 I B Existing generator was locked and nameplate information could not be accessed on site. Please provide manufacturer nameplate information.
Unit is Onan. Ford motor model LSG‐8751‐6005‐A with
Serial number 19409‐F‐11RL manufactured in 1993 and
Onan alternator model 100ENBA, serial number
A940532186.
2 I C There were no drawings or plans attached to the
SOW. Please provide plan/layout drawing and single line drawing
Available drawings will be provided.
2 II ‐ Due to COVID delays, some generators are seeing significant delays in delivery – how is this to be addressed based on the 180 day requirement?
This will be determined by the Contracting Officer if it becomes an issue.
2 III A2 What is run time/load requirement for fuel storage tank? Also is double wall belly style day tank permitted or must it be a separate tank?
24 hours. Integral tank.
4 III C Is there a specific form to be submitted for the qualification statement or if not, what are the requirements for this document?
No specific form. Design should be accomplished by a registered electrical engineer.
5 III A1 Turn over old generator to government, Are we moving this to another part of the Base?
No.
6 III A3 Is the capping of the gasline to be welded cap? Gas line needs to be capped to acceptable industry standards.
7 I B AS BUILTS for existing generator location, wiring, gasline locations, any other lines under the area?
Available drawings will be provided.
8 III A4 Tank Requirements to have spill containment at fill point? Overfill Protection? Low Fuel Warming on
Tank? High Fuel Usage Shutoff in case of leak?
Guages?Cathotic Protection both Current and
Galvanic?
See document "Pittsburgh generator requirements" posted with solicitation.
9 I B Since we couldn’t take pictures, can somebody take pictures of existing generator at multiple angles and surrounding area, so we can determine spacing for new generator. Will it impact roof overhand, walkways? Etc.
Photos to be posted.
10 I B BASIS OF DESIGN for Generator?
Cummins/Bridgeway or Generac? Warranties vary as do runhours before replacement? Are you trying to match a brand onsite for ease of Maintenance with Service Personnel on site?
See document "Pittsburgh generator requirements" posted with solicitation.
11 I B Are you aware of any buried Hazardous Materials in area where concrete would be removed and new pad(s) installed? Abandoned Asbestos Heating &
Water Lines? ETC? Will any other hazardous materials be encountered in existing conditions?
No. If excavation is required and hazardous material is encountered, it will be treated as an unforeseen condition.
Clarify Drawings, specifications, and/or procedures
Approve use of material or equipment Request an estimate for Owner’s consideration Transmit drawing or documentation for incorporation of the work, subject to last paragraph below DESCRIPTION:
Respectfully request to properly balance the building electrical load and install recording ammeters to provide data necessary to the proper sizing of the generator, prior to the generator bid.
This would provide information for a more accurate and most likely a more competitive bid overall.
This is not a question, so I do not know what is being asked. The nature of a design‐build contract is such that the contractor is required to gather the data, balance the load and size the generator, as well as perform the construction.
2 3 2 Can the existing concrete generator pad be reused if it is adequately sized for the replacement generator?
Yes.
2 1 B What will the minimum run time be for sizing the diesel fuel tank for the replacement generator?
24 hours. Refer to UFC 3‐540‐01.
2 3 2 What is the existing output breaker size on the existing natural gas generator? (generator cabinet was locked during site visit)
350 Amps.
3 3 5 Provided the new generator is going to be of the same size can the existing conduit and wiring going from the existing generator to the existing transfer switch be reused and reconnected to the new generator or will it be required to replace all wiring and conduit?
Conduit can be reused. If wire is determined to be in good condition, it can be reused as well.
3 3 5 It was noted at the site visit that the existing conduit and wiring going from the existing generator to the existing transfer switch is surface mounted above the surface of the concrete generator pad going into the building, will this above ground installation method be acceptable to remain above the surface or will it need to be re‐installed so that it is below grade?
Conduit is acceptable to remain, provided it is large enough.
2 3 2 Is there a maximum weight limit for delivery trucks / cranes / lifts on the access road that provides access to the generator location at building B213?
No.
2 3 2 Confirm that this new generator will not be classified as a life safety generator?
Confirmed.
2 3 2 It was stated at the site visit that not enough time was allowed to get permission to allow photographs of existing site conditions, will another site visit be scheduled in order to allow photographs of the existing site conditions?
Photos to be posted.
2 3 2 Is there any manufacturer requirements as to the manufacturers that can be used in providing the replacement diesel generator?
See document "Pittsburgh generator requirements" posted with solicitation.
2 I B Are you tying anything into ADVANTOR with this new work? Low Fuel Warning? High Fuel Spill
Warning, Running or Not Running?
No.
At site visit, we were told we could have access to existing drawings to the generator and building, can you please provide those.
Available drawings will be provided.
SOW asks for an appropriately sized generator. The generator currently feeds the entire building which is an 800Amp service and the generator is 100KW
(278Amp max). Please clarify how to size the new generator without metered demand information?
We suggest 30days of metering information from the main distribution panel or service to help establish appropriate generator size.
Refer to SOW. Contractor will need to install recording ammeters on the service during a training weekend when the load is highest, as part of the data collection phase of the design.
Please clarify requirement for balancing load. This work may include revision of wiring and switches in main switchboard or other downstream equipment.
Correct. Once the designer's evaluation is complete, he can determine the most efficient way to accomplish the balancing.
Please clarify if the generator enclosure is required to be a standard weatherproof enclosure or a sound rated enclosure.
Refer to UFC 3‐540‐01, Table 2‐1.
Is the generator required to have a Belly Tank or
Remote Tank?
Integral tank.
There was a comment made at the walk‐through about not needing fencing around the generator.
Please verify that the new generator will not require a new fence around it.
Verified. No fencing required.
Can specifications be provided on drawings or do you require full set of master specifications for the project?
Can be on drawings.
Please confirm that 10%
Conceptual/Programming/Schematics are not required.
Confirmed.
We do not see any requirements for the Design
Build team on the contract administration side of things, what requirements do you need for this as far as meetings/reviews in field etc. after work begins?
Would be on an as needed basis. Design reviews could be via teleconference.
Additional things to consider for type of tank and runtime requirements: The longer the runtime on the subbase tank the higher the generator gets to service. Example a 48 hour runtime could add a 50” subbase under the generator. Estimated 60” high generator this puts you at 110” above concrete pad.
This may interfere with the building overhang. Then you are moving the generator onto the asphalt ramp. Now your possibly adding platforms, railings, and structural steel to the sides to access the generator. What was the weight requirements of the existing pad?
Unknown.
What is the sound Attenuation Requirements for
The new Generator. There are two windows within close proximity to the Generator. What EPA Tier
Emissions are you looking to design the generator around?
Refer to UFC 3‐540‐01.
Have you considered input from the personnel onsite that will be required to fill the tank. Will they be able to get close enough on the asphalt path with
Diesel Truck.
Yes.
Moving the generator or even lifting the generator will require longer conductors to feed the new generator. Will cable splices be permitted? Do you have meggar information on the feeder conductors?
No.
