STATEMENT OF WORK

REPLACE EMERGENCY GENERATOR

I. TITLE and DESCRIPTION:
A. Summary. “Replace Emergency Generator, B213” is a Design-Build contract at Pittsburgh ARS, PA. This work consists of performing all design and construction work which includes providing all materials, labor, and equipment necessary to provide a useful, operable, and serviceable generator in accordance with this statement of work.
B. Repair Work. Replace existing 100 kW natural gas generator with new appropriately sized diesel powered backup generator at dining facility, B213.
C. Site Plans. Attached are drawings that show the current layout of the work area associated with this project.
II. PERFORMANCE TIME: Work is to be completed within 180 calendar days after NTP is approved, during normal duty hours from 0730 to 1600, and weekdays Monday through Friday, with no work on federal holidays. Any deviations from the normal working hours must be approved 72 hours in advance by the Contracting Officer. Typically work will not be allowed during training weekends, usually the first weekend of the month.
III. DESIGN
A. Architect/Engineer. The Contractor will provide design by retaining an Architect/Engineer (A/E) who will complete design documents in accordance with the phases and schedule stated herein. The design shall include work of all trades required to result in a complete and functional project, ready for use.
The generator design shall be based on A-E review, investigation, and measurement of actual project conditions and shall not rely solely on as-built or other generator drawings provided by the Government.
The design must include the following considerations:
1. Disconnect and remove the existing 100KW natural gas generator, drain and properly dispose of fluids, and turn the generator over to the government.
2. Provide and install new appropriately sized diesel generator with fuel tank, based on existing load at 120/208V Main Distribution Panel.
3. Cap off existing natural gas piping.
4. Provide environmental protection for diesel storage tank.
5. Connect new generator to existing transfer switch and replace cables as necessary.
6. Install recording ammeters during a primary UTA weekend, as part of the data gathering necessary to properly size the generator.
7. Balance the load in the building on the 120/208 Volt service, and provide an up to date electric single line diagram.
8. With the 60% Design Submittal: Complete Lines 10-26 on the Generator Authorization and Design Approval Request form (attached) and provide panel schedules and genset sizing calculations. Include the one-line diagram and the results of the recording ammeter.
B. Documents
General. Design documents will be prepared by a current, Pennsylvania registered Architect or (as appropriate) Engineer. This includes all drawings, sketches, and the cover page of project manuals. Drawings for electrical must be stamped by a registered professional engineer. The A- E shall include design disciplines as follows:
1. Architectural
2. Plumbing
3. Electrical
4. Initial investigation: The A/E shall spend a minimum of 16 hours on site (exclusive of travel time) to review existing equipment, utilities, structural issues, client operations, client requests, and scenario development. Verify conditions and dimensions of existing generator installation. If necessary remove existing construction to expose concealed elements or systems requiring verification. Patch exploratory areas to maintain integrity, weather-tightness, and safety of building/generator.
5. All work performed is to conform to the latest edition of the International Building Code, National Electric Safety Code, OSHA and all other applicable codes. All design will be in accordance with any referenced Air Force Instructions, EPA and PA DEP Regulations, International Building Code, PA Dept of L & I, the National Electric and Plumbing Codes, NFPA Codes, and applicable industry standards such as ASHRAE and ASME.
6. Design shall comply with AFI 32-1062, Electrical Systems, Power Plants and Generators.
7. Consider entire building with respect to code analysis and life safety requirements.
C. AE Experience Requirements:
Prior to acceptance of proposal, contractor shall submit qualification statement for the proposed designer Architect Engineer.
D. Phases of Design:
SCHEDULE: The design will be required to be accomplished to the schedule as shown below.
A review meeting with AE will be scheduled once the AE has received comments from the Government and has had an opportunity to review the same. A review meeting shall occur at each phase.
Title I Services: at each phase
Phase I (10%) Conceptual/Programming/Schematics
Phase II (60%) Design Development
Phase III (90%) Pre Final Review
Final (100%) Final Issue/Construction Documents
Phase I of Delivery Order: (10%) Conceptual/Programming/Schematics

Phase II of Delivery Order: (60%) Design Development
Design development drawings and specifications, along with the “Generator Authorization and Design Approval Request” will be submitted 21 calendar days after notice to proceed. The design is to be 60% complete and fully detailed for technical review at this stage.
Government review comments on submission requirements on Phase II will be forwarded to the A-E within 14 calendar days after date of receipt from the A-E.
Phase III of Delivery Order: (90%) Pre Final Review
Design development drawings and specifications will be submitted 21 calendar days after receipt of approval of Phase II. The design is to be 90% complete and fully detailed for technical review at this stage.
Government review comments on submission requirements on Phase III will be forwarded to the A-E within 14 calendar days after date of receipt from the A-E.
Phase IV of Delivery Order: Final (100%) Final Issue / Construction Documents
Final drawings and specifications will be submitted 14 calendar days after receipt of approval of Phase III.
If required, Government review comments on submission requirements on Phase IV will be forwarded to the A-E within 10 calendar days after date of receipt from the A-E.
Final drawings and specifications will be submitted 7 calendar days after receipt of the Government’s comments on the Submission of Phase IV. The design is to be 100 percent complete at this stage.
E. Design Deliverables
Provide submissions in hard copy (2 sets) and electronic forms. Specs and text shall be in word document form. Preliminary drawings/sketches shall be in .pdf form. Final drawings to be in AutoCAD.
IV. CONSTRUCTION;
A. Contractor Responsibilities: Verify exact location of new work. Verify conditions and dimensions at the site before ordering or delivery of material. Provide all tools, equipment, materials, transportation and labor to accomplish work. Contractor shall maintain a normal safe work area and remove all debris from Pittsburgh Air Reserve Station when work is completed.
Excess materials and waste will be disposed of in accordance with local and state ordinances.
Any damage to existing facilities or appurtenances shall be repaired or replaced, in kind, by the contractor at no additional cost to the Government. Concrete trucks may not wash out on the Base.
B. Construction: The construction contractor will furnish all labor, equipment, and materials and perform all operations in accordance with plans, specifications, and contract terms to provide a complete project, ready for use. Contractor will work under Air Force Occupational Safety and Health (AFOSH) and OSHA regulations.
C. General:
The work shall mean to provide and install a complete finished, operating, functioning generator ready for use by the government.
No on-site work shall begin until government approval of design documents.
The contractor shall provide separation dust and construction barriers between occupied spaces during demolition and construction. The work area is to be cleaned on a daily basis along with any dust/debris that is transmitted into the corridor/shared areas of the facility and excess/ demolished materials are to be removed from Pittsburgh ARS to an approved landfill as part of this contract in contractor provided containers/trucks/trailers. Associated facility will be occupied by 911 personnel during construction.
D. Contractor Responsibilities: Verify all existing conditions, dimensions, and assemblies.
Include necessary exploratory work to verify concealed components. Repair and patch exploratories as necessary.
E. Coordination of Work: Coordinate all aspects of the design with contiguous assemblies, systems, and conditions.
F. Schedule: Provide a Work schedule showing area to be worked in, dates of work, and estimated time for completion of the project. Submit schedule to the Contracting Officer (CO) for approval and coordination. Coordinate proposed schedule 7 days in advance of work to be accomplished with the Construction Manager, who will make arrangements with the using agency. Work is to be performed to the satisfaction of the CO.
G. Contracting Officer’s Technical Representative: The Base Civil Engineer, 911 Airlift Wing, or his designated representative, is designated the Technical Representative of the Contracting Officer for the purpose of technical supervision, inspection, and acceptance of services to be rendered under this contract.
H. Construction On-site Start: The Government must specifically approve, in writing, any on –site construction activities to begin before Government approval of the 100% design documents.
J. Construction Specifications: The following attached specifications will be followed by the contractor during all construction work.
