TAB F QUESTIONS:

F1. Question: F-TE-2, 1.13 (F6.1.4); Is the Red Rock and/or Mulch reimbursable or part of the FFP?

Answer: Red Rock and Mulch are FFP.

F2. Question: F-TE-2, 1.13 (F6.1.4); Of the 59,884 square feet, how much is rock and how much is mulch? What thickness is added each year?

Answer: The square feet information for each can be found on Map F-TE-7-C-1. Thickness to be added each year is 3” of double cut shredded hardwood mulch and 3” of red rock.

F3. Question: Reference PWS Paragraph F5.17.2.4 and F-TE-2: The technical exhibit does not provide a count of water heaters to be serviced by the Contractor.

Answer: Paragraph F5.17.2.4 is about Electric Unit Heaters/Wall Units, not water heaters.

There are 40 Electric Heaters/Wall Units.

F4. Question: Reference PWS Paragraph F5.18 and PWS F-TE-2h: The table provides a listing of fire suppression systems; however, there is no indication of whether the systems are high or low expansion systems. Please provide an updated listing to show if the systems are high or low expansion systems.

Answer: B295 and B302 are Aqueous Film Forming Foam, AFFF. B305 is High Expansion Foam.

F5. Question: Reference PWS F5.18.2 and F-TE-2h: Please provide the date of the last 2-year foam concentration internal tank inspection for each of the low and high expansion foam systems in the TE.

Answer: Assume all inspections need to be completed at contract start.

F6. Question: Reference PWS F5.18.2 and F-TE-2h: Please provide the date of the last 10-year foam concentration internal tank inspection for each system in the TE.

Answer: Assume all inspections need to be completed at contract start.

F7. Question: Reference PWS Paragraph F5.23 and F-TE-2: The technical exhibit does not have a listing of lightning and ground arrestors. Please provide a listing of lightning and ground arrestors for Offeror review.

Answer: Bldg 533, 9 points check. Bldg 537, 9 points check.

F8. Question: Reference PWS Paragraph F6.1.1.8 and F-TE-2a 1.11: The paragraph outlines weed control duties for improved grounds, and the TE states there are 8.3 acres to be controlled. Are there any other areas i.e. semi-improved, un-improved grounds that require weed control?

Answer: No other grounds require weed control.

F9. Question: Reference PWS Paragraph F6.2.4 and F6.2.5: Please provide a listing of buildings requiring pest inspections and wood infestation inspections.

Answer: Please reference F-TE-2f, Facilities to be maintained by contractor.

F10. Question: Reference PWS Paragraph F7.6.12: Please provide the date of the last API

653 tank cleaning for each of the storage tanks.

Answer: Cleaned 2015.

F11. Question: Reference PWS F7.7: Please provide an estimate on the use of amount of times the truck scale is used annually.

Answer: Approximately 162 times per year.

F12. Question: Reference PWS F-TE-7: Please provide the drawings listed in TE-7.

Answer: All drawings can be found at FedBizOps.

F13. Question: Request a copy of the Base Pest Management Plan as referenced in

Paragraph F6.2.1; which is cut and pasted below:

F6.2.1 Integrated Pest Management: The KTR shall utilize Integrated Pest Management (IPM) techniques consistent with the Base Pest Management Plan in performing all operations in connections with the insect and rodent control program. The program will pertain to the control or eradication of household and nuisance pests which may be detrimental to the health and welfare of U.S. Government personnel and property.

Answer: Integrated Pest Management Plan will be posted to FedBizOpps.

F14. Question: On an average how many snow blades and snow brushes does Youngstown consume annually? Follow up, what are the length and numbers of snow plows that require blades

Answer: Paragraph F6.3.5.4 identifies the estimated number of blades that need changed. V-Blades are 10’ and Angle Blades are 10’. Oshkosh Blades are 12’.

F15. Question: On snow brushes does Youngstown use metal or fiber brushes?

Answer: Bristles are polyurethane.
