TAB A/RFP QUESTIONS
1. Question: The Youngstown RFP includes a requirement to submit Past Performance
(PP). But aside from an offeror having potentially negative PP, it seems to have little to no effect on a technical acceptability determination. How will an offeror’s negative Past Performance be handled and evaluated?
Answer: The offeror will be given an opportunity to address the negative Past
Performance.
2. Question: We note many previous AFRC BOS contracts required a minimum level of experience which essentially became “minimum qualifications” that offerors had to meet in order to be technically acceptable.
a. Is the lack of experience requirements or minimum qualifications for this RFP appropriate for a BOS contract of such importance?
Answer: Due to the size standard, an offeror cannot be disqualified due to lack of experience per Small Business Administartion.
b. Would the government please consider adding a minimum level of experience to the requirement?
Answer: No
c. Will the government please consider evaluating offerors’ experience?
Answer: No
3. Question: Reference PWS Paragraph Reference A18.6: The Government is providing refuse service. Please confirm the refuse service includes disposal of
HAZMAT.
Answer: No. Refuse service is for normal trash and dumpsters.
4. Question: Reference PWS Paragraph A5.2 and B-TE-2: The paragraph states that 1 primary AND 1 alternate UTA are conducted per month, whereas the Reserve
Training Workload Factors show there is only 1 supported UTA per month. Please clarify.
Answer: Youngstown has 1 UTA per month. A5.2 will be corrected in an
Amendment.
5. Question: Reference Attachment 12 Pricing Matrix. The labor categories listed in the O&A Tab do not line up with the current CBA labor categories. (example no
Heavy Equipment Mechanic, Fuels FAS Lab Tech, Fuels QC on the CBA).
Answer: Employee classification and compliance with the applicable WDs is an employer responsibility. The govt-provided titles and categories in the RFP are strictly for contract pricing purposes.
6. Question: The labor categories on the DBA Rate tab do not match up with labor categories on the DBA Building WD (example Alarm installer).
7. Question: Request that the government provide a cross reference for the O&A labor categories to the current CBA positions allowing Offerors to properly price the O&A and DBA requirements. This will also ensure all bidders are utilizing the correct labor categories.
8. Question: Will there be an amendment to include A-TE-3,A03 - QCP? I've downloaded all attachments from FBO and can't find it. Am I missing something?
Ref PWS paragraph A3.2.
Answer: The Government does not provide the QCP, the contractors provide their own QCP.
9. Question: Reference A-TE-4B Government Furnished, Service Provider Operated
Vehicles; Is there any reason that the 2 – R11’s listed are highlighted?
Answer: No.
10. Question: Reference A-TE-4B Government Furnished, Service Provider Operated
Vehicles and Attachment and Attachment 17; Please clarify as to why the quantity and type of Vehicles listed in Attachment 17, TAB A - General does not align with the List of Vehicles provided in TAB A?
Answer: GFE listed in A-TE-4B will be removed and only equipment listed on
Attachment 17 will be provided.
11. Question: Reference A-TE-4b.1; Are the parts cost for repair annual or monthly?
Answer: Monthly
12. Question: Reference Attachment 12, Price Matrix, O & A Labor Rates; As Airfield
Personnel are not in the Union, Shouldn’t Chief of Airfield Management and Chief of
Base Operations be excluded from the matrix as they are not positions found in the
Area-Wide Wage determination?
Answer: Attachment 12 has been updated to reflect the correct duty titles.
13. Question: Reference Attachment 12, Price Matrix, O & A Labor Rates; Are there any conformed positions/wages on the current contract?
Answer: No.
14. Question: Reference: 252.237-7024 NOTICE OF CONTINUATION OF
ESSENTIAL CONTRACTOR SERVICES (OCT 2010)
a. Question: Clause requires a written plan to be submitted with offer but Section L does not have this requirement and Section M makes no mention of evaluating this requirement. We suggest making it a deliverable item due prior to contract start.
Answer: Clause will be deleted in the next amendment issued.
15. Question: The airfield personnel are not included in the CBA that the government provided. Is there an additional CBA for the Airfield personnel or are they SCA employees? If they are SCA, which labor category is currently being used?
Answer: The airfield personnel are not included in the CBA. Employee classification and compliance with the applicable WDs is an employer responsibility.
The govt-provided titles and categories in the RFP are strictly for contract pricing purposes.
16. Question: It was stated that not all government provided equipment may not be listed due to government tracking requirements. Will the Bush Hogs remain for contractor use? They are not listed in Atch 17.
Answer: Only equipment listed in Attachment 17 will be provided.
17. Question: Does any of the non registered “X” equipment in grounds stay for contractor use? Such as: 98X68562, 02X20008, 99X7087, 00X66892,99X0369 and cushman scooters.
18. Question: There was many hand tools, hedge clippers, and weed whackers in grounds, are they provided to the contractor?
