SITE VISIT MINUTES
FA6633-15-B-0006
REPAIR ROOFS, BLDGS 821 & 617
PROJECTS: QJKL 14-0014 & QJKL 14-0020
Site Visit - 23 April 2015 (10:00 AM) Bldg. 729
A site visit was conducted on 23 April 2015 in the Contracting Conference Room, Bldg 729 room 118 (see site visit attendance roster for names of the attendees) for any interested contractors and potential subcontractors.
Contracting/Cindy Murry provided an overview of the basic contract requirements and some information pertinent to this specific solicitation:
1) One contract will be awarded with two line items (CLINs), CLIN 0001 (Bldg 821) and CLIN 0002 (Bldg 617. This is a SDVOSB set-aside. Magnitude is between $250K-$500K.
2) Performance period is 120 days (60 days for each project), and Liquidated Damages of $158.00 per day will only be enforced for Bldg 821.
3) Project will require the submittals listed in the specifications, including a Environmental Protection Plan prior to work commencement as well as a Progress Schedule AF3064.
4) Funds are available for these projects, with work hopefully starting soon after award (May- June?)
5) Note: The entrance to the base, the Main Gate will be shut down for 60 days beginning in June. Base access will be through the 133rd Air Natl Guard entrance, with trucks coming through the Army Gate.
6) Contractors should pay attention to the “Bid Instructions” in Section L of the solicitation
7) A public bid opening will be conducted on 14 May, 1:00pm in Bldg 729, Room 118. No late bids will be accepted, and we’ll need security information on anyone attending or delivering a bid (see Section L, FAR Clause 52.236-27)
8) There will be approximately 10 other construction projects in and around these buildings which must be coordinated with this project
9) ALL QUESTIONS MUST BE RECEIVED IN WRITING TO CINDY MURRY NO
LATER THAN 30 APRIL 2015, 1:00PM. These will be consolidated and responses provided and posted on 01 May to www.fbo.gov under this IFB #
Civil Engineering/Carlos Batista and Kyle Turner provided a general overview of the projects, and what the government’s expectations are for this project. Additionally, due to the proximity of the active runway, there will need to be an object-free area (FOD) within the free zones to the maximum extent possible. Free Zone for the Bldg 821 project will need to consist of traffic cones and caution tape with a 6’ high fence around the large generator during work. Fencing is not required for Bldg 617 as it is already contained within an existing fence. This bldg is an ammunition storage building, no welding, hot tar pots, etc. without a burn permit through the base fire chief. Escorts will be required for both projects.

Documents available at the site visit as indicated below:
a. Drawing cover page #T.01 indicating where we will meet to enter the “controlled area”
Business cards for Cindy Murry
b. Procurement Fair flyers (Procurement Fair on 30 April at Earle Brown Center)
Contractors were advised that no amendments have been issued to date, but if necessary, will be posted on FBO. If it’s after 01 May, the bid opening date may need to be extended. Watch fbo.gov for any changes.
Contractors were then taken to buildings 821 and 617 for visual inspections, however were informed there would be NO PICTURE taking on the aircraft ramp. Bidders were all instructed not to include any contingencies in their bids (i.e. VIP visits, base exercises, weather. If there are variances discovered after award, we will address them at that time.
General questions may be directed to myself at 612-713-1427, and ALL technical questions are to be emailed to Cynthia.Murry@us.af.mil or faxed to 612-713-1425 Attn: Cindy Murry.
