VEHICLE OPERATIONS AND MAINTENANCE
DESCRIPTION OF SERVICES
C1 Overview. Westover ARB Vehicle Management provides effective management, receipt, assignment, accountability, operation, transfer, and inspection and maintenance services for the base vehicle fleet, tenant organization vehicles, selected registered and non-registered equipment, and transient vehicles. Vehicles assigned are a combination of in-house government-owned vehicles and limited GSA-leased vehicles. GSA vehicle servicing and maintenance shall be accomplished IAW GSA policy defined in the GSA packet maintained in each GSA-leased vehicle listed in C-TE-2d(1).
Services include providing minor, major, unscheduled, scheduled, and preventive maintenance services for the government non-leased vehicle fleet, using in-house, contract and warranty services; performing on-base and local area mobile maintenance services; maintaining maintenance records; providing analysis and reports using On-line Vehicle Interactive Management System (OLVIMS) and the Defense Logistics Agency Energy (DLA Energy), Fuels Manager Defense (FMD), Fuels Enterprise Server (FES), Base Level Support Application commonly referred to as the BLSA, or most current applicable government software programs; and providing materiel support through government and commercial vendors and agencies. The Ktr shall comply with all federal, state, and local laws in the performance of this PWS. All costs for supplies, parts and materials as well as subcontract work beyond the capability of the Ktr in support of unscheduled maintenance of government owned vehicles listed in C-TE-2d (2) will be reimbursed to the Ktr under the Reimbursable Direct Parts and Materials for the Motor Vehicle Management (MVM) CLIN excluding the vehicles/equipment listed in Tab A, Technical Exhibit A-TE-4b. All costs for materials, parts, and supplies in support of preventive and scheduled maintenance, including state inspections, shall be included in the Firm Fixed Price. All labor, including subcontract labor, shall be included in the Firm Fixed Price unless otherwise specified in the PWS.
C1.1 Hours of Operation. The Ktr shall provide Vehicle Operations and Maintenance services as follows:

On UTA weekends, the Ktr shall maintain the capability to repair vehicles and provide training and dispatch services, including licensing, for fleet vehicles and access to the facilities.
C1.2 Personnel Qualifications.
C1.2.1 Vehicle Operations and Maintenance Manager. The Ktr shall provide a manager to accomplish Vehicle Operations and Maintenance services as required in this PWS. The manager shall have a minimum of five years of experience as a manager of vehicle maintenance services. The Vehicle Operations and Maintenance Manager shall have no additional duties outside the vehicle operations and maintenance function. (A-TE-3, Item A01)
C1.2.1.1 The Vehicle Operations and Maintenance Manager or designated alternate shall be located on-site during normal duty hours.
C1.2.2 Vehicle Mechanics. The Ktr shall provide vehicle mechanics that have a minimum of three years’ experience in vehicle mechanic services in either gasoline or diesel engines and related vehicle systems such as electrical, air conditioning, and braking. Resumes will be reviewed by AO and COR prior to hire.
C2 Operate Vehicles
C2.1 Taxi Service. Upon receipt of customer request, the Ktr shall determine supportability (vehicle, driver availability, customer entitlement), confirm or deny request, schedule and provide services and document in OLVIMS-Dispatch module IAW AFI 24-301, Vehicle Operations. Ktr will follow the guidelines in AFI 24-301 attachments 8 and 9 to determine customer entitlement. (See C-TE-1, SDSC01)
C2.2. Cargo Pick-up and Delivery. The Ktr shall provide a delivery and pick-up service for materiel issued to and turned in by customers. Upon receipt of customer request via supply channels, the Ktr shall determine supportability (vehicle, driver availability, customer entitlement), equipment and materials needed, confirm or deny request, Westover ARB Base Operations Support C - 1 schedule and provide services IAW AFI 24-301. The Ktr shall ensure appropriate information is input to the OLVIMS-Dispatch. (See C-TE-1, SDSC01 and SDSC17)
C2.2.1 Pick-up. The Ktr shall ensure materiel picked up for turn-in has been cleaned, purged, drained, environmentally certified or otherwise prepared by the customer. The Ktr shall verify the AFTO Form 20, Caution and Inspection Record, is accomplished IAW TO 35-1-4 and attached when applicable The Ktr shall receipt for materiel picked up from customers.
C2.2.2 Delivery. The Ktr shall comply with delivery time requirements identified in paragraph C2.2.3 for delivery of materiel to customers. The Ktr shall obtain customer’s signatures, dates, and times on delivery documents for all materiel delivered. The Ktr shall off load materiel at on-base delivery destinations. The Ktr shall deliver but not off load materiel to DRMO and obtain proof of delivery. The Ktr shall ensure classified and CA/CRL materiel is signed for by individuals authorized on either the Authorization to Receipt for Classified Property Listing or Equipment Custodian (EC) Listing.
The Ktr shall ensure Ktr personnel that handle classified property in performance of this task possess a secret clearance. (See C-TE-1, SDSC17)
C2.2.3 Required Delivery of Due-Out Released (DOR) Material is as follows (See C-TE-1, SDSC13 thru SDSC16):

C2.2.4 Space-Available Transportation. Shuttle bus shall be provided by the ktr when requested to accommodate Space Available visitors to the base (intra-installation only). The ktr will ensure documentation in OLVIMS-Dispatch is accomplished.
C2.3 Vehicle Operator Training/Licensing. Vehicle Operator Training/Licensing. The Ktr shall assign and validate trainers, develop and coordinate vehicle lesson plans as required and document training IAW AFI 24-301. The Ktr shall process customer request to obtain government vehicle license and update vehicle operator status in the OLVIMS- Dispatch IAW AFI 24-301. The Ktr will manage the Operations and Licensing section IAW AFI 24-301. The Ktr shall ensure completed work information is input to the OLVIMS-Dispatch. (See C-TE-1, SDSC02)
C2.3.1 Vehicle Control (VC) Program. The Ktr shall manage the 439 AW VCP program IAW AFI 24-302, Vehicle Management. (See C-TE-1, SDSC03 and C-TE-3, C03 and C04)
C2.3.2 Minimum Essential List. The Ktr shall develop and maintain a vehicle Minimum Essential Listing. The purpose of this listing is to establish vehicle assignment priorities and recall priorities. This listing shall be prepared IAW AFI 24-
302. This listing will be validated by the AO prior to approval by the 439 MSG/CC.
C2.3.3 AF Reservist Training. The Ktr shall provide reservists training when directed by the CO. The Ktr shall provide specific Vehicle Operations/Management training to reservists using AF procedures IAW AFI 24-301 and AFI 24-302.
The Ktr shall document ,as the trainer, all training provided to reservists in the applicable electronic training program and the government will certify the task. Ktr shall provide access to GFP supply equipment, and facilities to the reservists.
C2.4 Operator Care Program. The Ktr shall establish and implement an operator care program that will ensure the vehicles are in a safe and serviceable condition and specific operator care maintenance is performed using Air Force Form 1800 series as a guide IAW AFI 24-302 and TO 36-1-191. (See C-TE-1, SDSC04)

C2.4.1 Wing Commander Vehicle Service. The Ktr shall inspect the Wing Commander’s car weekly. The Wing Commander’s car shall be cleaned, washed, and serviced every other week, and waxed at least semiannually IAW local requirements, AFI 24-302 and TO 36-1-191. The Ktr shall ensure completed work information is input to the OLVIMS- Dispatch. (See C-TE-1, SDSC19)
C2.5 Fleet Wash Facilities. The Ktr shall provide all services and supplies necessary to maintain the fleet wash facility IAW accepted industry practices, and comply with state, local and federal environmental policies and procedures. (See C-
TE-1, SDSC05)
C2.6 U-Drive-It. Upon receipt of customer request, the Ktr shall provide U-Drive-It services IAW AFI 24-301 and AFI 24-302. The Ktr shall determine if a credit card should be issued to the driver and authorization granted to exceed the Permissible Operating Distance (POD), if required, IAW AFI 24-301. The Ktr shall ensure appropriate information is input to the OLVIMS-Dispatch. (See C-TE-1, SDSC06)
C2.7 Permissible Operating Distance (POD). The Ktr shall operate and allow only operation within the POD approved by the Logistics Readiness Commander/Director as published IAW AFI 24-301 and in the VCO guide. The Ktr shall obtain the written approval of the AO or COR for dispatch of vehicles outside of the established POD.
C3 Maintain Vehicles.
C3.1 Requirements The Ktr shall provide scheduled and unscheduled vehicle and equipment maintenance and repair services for the 439 ARS. Assigned vehicles and equipment are identified in C-TE-2. Services shall include inspections including Service Bulletins, servicing, and major and minor repair of vehicles and equipment accounted for in the OLVIMS-Legacy. The Ktr shall maintain Mission Capable (MC) rates for the vehicle fleet IAW 24-302. Scheduled maintenance is accomplished IAW TO 36-1-191, which provides maintenance frequencies. The Ktr shall notify customer of scheduled maintenance requirements based on schedule generated by OLVIMS. The Ktr shall be responsible for scheduling work and determining vehicle maintenance priorities IAW AFI 24-302. The Ktr shall provide work status to the customer, (typically, an individual designated by the unit as the vehicle point of contact), as requested. (See C-TE-1, SDSC07 and SDSC10)
C3.1.1 Upon receipt of vehicle addition or notice of deletion to fleet inventory, the Ktr shall research data received with vehicle and input to OLVIMS and other related data systems, such as LIMS-EV and CRIS tools. Other services shall include, but not be limited to performing an acceptance inspection or serviceability inspection and processing vehicle for service or disposition. If vehicle is being transferred to another location, or being used for extended TDY, the Ktr shall generate a transfer disk, and vehicle file for transfer with vehicle. The Ktr shall maintain a record file of selected records. All work under this paragraph shall be accomplished IAW AFI 24-302.
C3.1.2 Technical Order Publications. The Ktr shall maintain the Vehicle Maintenance and Operations TO publication file, commonly referred to as a TO Library. The Ktr shall maintain a file of current TO’s for Vehicles and Equipment that they are responsible to maintain and service. The Ktr shall use the Enhanced Technical Information Management System (ETIMS) where applicable to maintain, add, delete, and update TO requirements IAW TO 00-5-1-WA-1. Other repositories of TOs may be used if required TOs are not available thru ETIMS IAW AFI 24-302. The TO Library will be managed and inspected IAW TO 00-5-1-WA-1.
C3.1.3 The Ktr shall manage the Time Compliance Technical Order (TCTO), Commercial Service Bulletin (SB) and One-Time Inspections (OTI) program and accomplish the required inspections IAW AFI 24-302 and TO 36-1-191. (See C-TE-1, SDSC07b)
C4 Types Of Maintenance
C4.1 Intermediate Maintenance. Intermediate maintenance is accomplished by the base Vehicle Management, including major and minor repairs. VFM/VMS determine shop capability and decide which source of repair to use.
Manpower, total cost, mission requirements, Non- Mission Capable (NMC) time, shop tools, equipment and technical capability influence the decision-making.
C4.1 Minor Maintenance. Upon customer arrival, the Ktr shall inspect vehicle for operator care, damage, or possible abuse; check mileage, and determine work requirements. The Ktr shall enter the work on AF Form 1827, Minor Maintenance Work Order, and ensure completed work information is input to the OLVIMS-Legacy. Do not use the AF

Form 1827 for PM&I, Special inspections, TCTOs, SBs and OTIs, replacement of tire or batteries. Maintenance costs exceeding the $60.00 component cost or 2 hours in work duration shall be major maintenance. The Ktr shall replace tires and batteries IAW AFI 24-302.
C4.2 Major Maintenance. When work costs exceed the minor maintenance requirement the Ktr shall generate AF Form 1823-1, Vehicle and Equipment Work Order, perform work, and notify customer for pick-up. This work includes repairing or replacing parts, assemblies, sub-assemblies, and components IAW AFI 24-302. The Ktr may have to fabricate parts when required and perform body, glass, upholstery and structural repair. The Ktr shall ensure completed work information is input to the OLVIMS-Legacy. All maintenance that exceeds $500.00, to include parts only, requires written approval from AO prior to performance. All maintenance that exceeds the One Time Repair Limit (OTRL) must be approved by the AO.
C4.3 Scheduled Maintenance. The Ktr shall perform scheduled maintenance to include PM&I and Special Inspections based on the OLVIMS-Legacy schedule IAW TO 36-1-191 and AFI 24-302. (See C-TE-1, SDSC08)
C4.4 Mobile Maintenance. Upon receipt of request for mobile maintenance, the Ktr shall determine validity, and if valid, respond to the request IAW AFI 24-302. If parts are needed, the Ktr shall order parts, recover the vehicle, schedule repair and complete. All attempts shall be made to accomplish the required work at the breakdown site.
The Ktr shall ensure completed work information is input to the OLVIMS-Legacy.
C4.5 Operator Care Maintenance. The Ktr shall provide operator care maintenance required by the operator care program for all vehicles assigned to the Ktr.
C4.6 Recovery Service (Wrecker). Upon receipt of customer request, the Ktr shall determine customer entitlement, confirm request, determine retrieval equipment and materials needed, and provide services IAW AFI 24-301and AFI 24-302. The Ktr shall determine if DOD Fleet Credit Card should be issued to retrieve vehicles IAW local policy.
The Ktr shall ensure appropriate information is input to the OLVIMS-Dispatch. (See C-TE-1, SDSC09)
C4.6.1. The Ktr shall provide written procedures for notification and a listing of on-call mechanics to the CO. (See C-TE- 3, C02 and C08)
C4.7 Tools and Equipment. GFP tools and equipment shall be maintained IAW AFI 24-302. Contractor provided tools and equipment shall be maintained IAW the contractor’s Tool and Equipment Accountability Control Plan.

C4.7.1 Tools and Equipment (Specialized). Specialized tools and equipment are tools used for special applications in specific vehicle repair and maintenance. Government-owned specialized tools and equipment shall be calibrated IAW TO 00-20-14 and AFI 24-302. The Ktr shall calibrate Ktr-owned tools and equipment IAW manufacturer’s recommendations.
C4.8 Tires. The Ktr shall provide tire shop services to include inspection, repair and replacement and assistance in changing tires not covered in the operator care program. The Ktr shall use tire control procedures IAW TO 36-1-191, AFI 24-302, and AFI 23-101, Air Force Material Management. New tires for all government owned vehicles will be procured from the most economical source.
C4.9 Unscheduled Maintenance. Unscheduled Maintenance does not include scheduled maintenance, preventive maintenance and any other recurring type maintenance.
C5 Accountability.
C5.1 Parts. The Ktr shall account for daily parts issues by entering purchase data into OLVIMS-Legacy. The Ktr shall ensure accountability of all parts waiting to be installed, or still on-order. The Ktr shall update OLVIMS parts locations and associated OLVIMS data elements IAW AFSCM 24-1, OLVIMS End User Manual.
C5.2 Shop Stock. The Ktr may maintain Ktr owned items such as oil filters, air filters and daily use HAZMAT items (when in compliance with NFARSI 32-7001). The Ktr shall create a quarterly "High Cost Shop Stock Listing" and enter low cost shop consumption and stock data into OLVIMS-Legacy. All work under this paragraph shall be performed IAW AFI 24-302.

C5.3 Fuels. The Ktr shall perform a download of fuel issue data from the Base Level Support Application (BLSA) web site https://www.feshub.desc.dla.mil/fesWar/Action/UtilityAction screen for accuracy, resolve discrepancies and input to OLVIMS-Legacy IAW 24-302, and AFCSM 24-1 weekly.
C5.4 DOD Fleet Credit Card. The Ktr shall manage the base fleet service credit cards. Services shall include requisitioning, receiving, issuing and administering control of the DOD Fleet Credit Card IAW AFI 24-302, and AFI 24- 301.
C5.5 Master Vehicle Report. The Master Vehicle Report is maintained in the LIMS-EV Status Tab under fleet posture.
The listing is used for fleet management purposes.
C5.5.1 The Ktr shall provide fleet management services to include, adjustments to unit vehicle assignments, receiving new assets from the Vehicle Buy Program (or rotating vehicles), receiving new leased vehicle authorization by updating the Logistic Installations and Mission Support Enterprise View (LIMS-EV) Vehicle View, Consolidated Request Information System (CRIS) Tool, Vehicle Data Quality Dashboard (VDQD) and the CA/CRL IAW AFI 24-302. All adjustments/assignments will be validated by the AO. (See C-TE-1, SDSC12)
C5.5.2 Upon request for a new vehicle authorization, the Ktr shall process request IAW with the applicable paragraphs IAW AFI 24-302 Coordinate the AF Form 601 through the AO prior to submission.
C5.6 Reports. The Ktr shall provide various reports and analysis generated by the OLVIMS and some reports requiring manual preparation . OLVIMS generated reports are IAW AFI 24-301, AFI 24-302, and AFRC Supplements thereto, include but are not limited to “Limited Technical Inspection Report”, Materiel Deficiency Report”, Vehicle Master List, and reviews Annual Vehicle Buy Submission. Non-automated reports are generally reports required by higher headquarters or public law. The Contractor shall provide the AO additional analysis data (unprogrammed). (See C-TE-1, SDSC10, SDSC11, and SDSC12 and C-TE-3, C05 thru C07, and C09 thru C23)
C5.6.1 LIMS-EV Data. Using the latest version of the LIMS-EV Zip tool, upload the LIMS-EV data to the Vehicle Management Community of Practice on the Air Force Portal daily. Upload the monthly file after completion of monthly processing, but NLT the 16 day of the following month IAW AFI 24-302.
C5.6.2 Reimbursable Report. The Ktr shall complete monthly reimbursable report (report is for maintenance performed for host tenant organizations) IAW AFI 24-302. (See C-TE-3, C21)
C5.6.3 Green Procurement Program (GPP). The Ktr will collect and report on the on the purchase and use on Engine Coolants, Hydraulic Fluids Greases-Truck, Sorbents, Re-refined Oil and Tires using the latest reporting tool from the Vehicle Management SharePoint IAW AFI 24-302. (See C-TE-1, SDSC18).
C5.6.4 Federal Motor Vehicle Registration System. The Ktr shall manage the registration and removal of government vehicles in the Federal Motor Vehicle registration System IAW TO 36-1-191.
C5.7 RESERVED
C5.8 War Readiness Materials (WRM) Assets. The Ktr shall provide WRM management services to include validating changes and inputting changes to the SBSS and OLVIMS-Legacy IAW AFI 24-302 and AFI 25 -101, War Reserve Material (WRM) Program Guidance and Procedures; serve as member of the Base WRM Review Board; and administer the WRM vehicle program as directed by the CO.
C6 OLVIMS. The work orders for vehicle maintenance are processed via the OLVIMS-Legacy. Work requests are received from the customer, information is input into the OVLIMS and a work order is generated. After work is performed, information concerning the completed work is also entered into the system and is used to generate various reports for local and higher headquarters use. The OLVIMS is composed of several modules which collect data on vehicle utilization, cost, dispatches, operator licenses, and other specialized data on the base vehicle fleet that is managed and supported. The OLVIMS system interfaces with the SBSS. The Ktr shall comply with OLVIMS operating procedures as described in AFCSM 24-1, AFI 24-301 and AFI 24-302. (See C-TE-1, SDSC11)

C7 Historical Folder. The Ktr shall establish and maintain a historical folder for each vehicle in the fleet that is maintained by the Ktr IAW AFI 24-302. These folders shall be maintained and be available for Government review for the life of the vehicle. Should the vehicle be transferred, this folder shall be provided to the receiving activity.
C8 Deployment Operations. The Ktr shall provide sufficient qualified personnel to perform deployment operations. Upon notification by the CO, establish a submotor pool and mobile maintenance function to operate and maintain vehicles.
C8.1 Prior to, during, and post-deployment operations, the Ktr shall provide support as ordered by the Deployment Control Center. Upon completion of each operation, the Ktr shall return all items to their proper location.
C8.2 The Ktr shall accomplish repairs on general and special purpose vehicles and material handling equipment identified to deploy and prepare duplicate Vehicle Historical Records grouped into packages based on the destination of the vehicle being deployed.
C9 Coordination. The contractor shall be responsive and timely in responding to requests for information, technical advice and input, or other collaboration when requested by the CO, AO, COR, FAC or AFRC. Submit inputs on support agreements, directives, OPLANS, instructions, manuals and like input to the AO for validation and signature as requested by the AO. (See Tab A, A-TE-3, A12)

ACCEPTANCE INSPECTION. An inspection performed on all new and used vehicles and equipment received on base, before placing them in service that shows the condition of the vehicle. Discrepancies noted on the AFTO 91 must be fixed before placing the vehicle in service if use of the vehicle would aggravate the problem or if the discrepancy creates a safety hazard.
ACCIDENT REPAIRS. Repairs required as a result of collision, regardless of whether the object collided with a vehicle, and regardless of whether the vehicle requiring repairs was the moving unit.
AGRICULTURAL EQUIPMENT. Equipment designed and used for landscaping, cultivating, or processing agricultural products.
AREA ASSISTANCE. A service provided by the geographical Air Logistics Center (ALC) to the requesting activity in resolving operational, maintenance, and technical problems.
AUTOMATED FLEET INFORMATION SYSTEM (AFIS). An interactive and user-friendly computer system to aid in managing vehicle fleets ranging in size from 100 to 2600 vehicles. The system automates vehicle operations functions such as vehicle dispatch, fleet analysis, operator records and licensing, and registered equipment management.
AVERAGE HOURLY LABOR RATE. The labor rate established locally, for use with OLVIMS documentation, according to AFCSM 24-1, and used for DOD reporting
COMMAND AIR FORCE VEHICLE INTERACTIVE MANAGEMENT SYSTEM (CAFVIMS). Interactive computer program used at Headquarters or Major Command level that consolidates base vehicle management data reported through the On-Line Vehicle Interactive Management System (OLVIMS).
COMMERCIAL REPAIR. Maintenance of vehicles or equipment accomplished by contract with an approved commercial organization on either a one-time or a continuing basis.
CORROSION CONTROL. That treatment required to prevent or correct corrosive action on vehicles and equipment.
DELAYED MAINTENANCE. Maintenance that can be delayed without serious damage to the vehicle or a compromise of safety standards.
DEPOT MAINTENANCE. Maintenance that is the responsibility of, and performed by designated maintenance activities to augment stocks of serviceable material, and to support organizational and intermediate maintenance activities. This maintenance is accomplished by more extensive shop facilities and equipment and personnel of higher technical skill than

As a rule, its phases consist of repairing, modifying, overhauling, reclaiming, or rebuilding parts, accessories, subassemblies, components, and end items; the emergency manufacturing of unavailable parts; the manufacturing of end items; and providing technical assistance to using activities and intermediate maintenance organizations. Depot maintenance is usually accomplished in fixed shops, by interservice support agreement, commercial contract, or by on-site teams.
ENVIRONMENTAL, SAFETY & OCCUPATIONAL HEALTH COMPLIANCE ASSESSMENT
MANAGEMENT PROGRAM (ESOHCAMP). A comprehensive self-evaluation and program management system for achieving, maintaining and monitoring Air Force compliance with environmental, safety and occupational health laws and regulations.
EMERGENCY VEHICLES. Vehicles designed and used to respond to situations that have or may result in injury, death to personnel, damage or the destruction of property; e.g., fire trucks, ambulances, etc.
INDICATORS. Used to monitor the operation or condition of a management goal.
INTERMEDIATE MAINTENANCE. Maintenance that is usually the responsibility of, and performed by designated maintenance activities for direct support of using organizations. Its phases usually consist of calibrating, repairing, or replacing damaged or unserviceable parts, components, or assemblies; modifying material, manufacturing emergency or unavailable parts; and providing technical assistance to using organizations. Intermediate maintenance is usually accomplished by the using command in fixed shops and by mobile service and repair units.
