Instructions to Offerors IAW Addendum to FAR 52.212-1 Instructions to Offerors Commercial Items:

The complete proposal will consist of three (3) separate volumes:

VOLUME I - Price VOLUME II – Technical VOLUME III – Past Performance

Solicitation Closing Date: No later than 1400 hours Central European Time (CET) on 31 Jan 13. (Amended 17 Jan 13)

Email, Fax, and mailed proposals WILL NOT be accepted
Acceptable Delivery methods: Hand-delivery only
Award w/o discussions
If that is not possible, these proposed dates will move up accordingly

Subfactors for Award & Evaluation SUBFACTOR (1): Price (Total Price of all CLINs)

Offerors shall insert a unit price for each CLIN/AFCOL within Exhibit B, “AFCOLS Unit Pricing Schedule” (Amended 17 Jan 13)
Only EURO currency offers will be accepted

SUBFACTOR (2): Technical Requirements (Acceptable/Unacceptable)

Technical Subfactor 1: Quality Control Plan that conforms to ISO 9001 standards
Technical Subfactor 2: Past Experience

SUBFACTOR (3): Past Performance (Acceptable/Unacceptable) Recency – Performance within the past 3 years Relevancy – Up to 3 years of performance and similar in scope Scope means the work must have been custodial cleaning, similar to the workload data identified in the Performance Work Statement.

The offerors shall complete section A and B of the Past Performance Questionnaires (PPQs) and submit them to the Government with their proposal submission. The Government will send the received PPQs to the listed references for completion.

Scope Statement

The contractor shall provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed at the Kaiserslautern Military Community Area (KMC) and Spangdahlem Air Base (SAB) in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. (PWS, Section 1)

Includes all facilities except the Clinic and the NCO clubs.
Currently 351 buildings with a total amount of closely 250,000 sqm surface
Customer will provide further information in regards to the glass cleaning
Other customers included are DeCA Commissaries, UKSU (United Kingdom Support Unit) and the Air Mobility Command Passenger (AMC PAX) Terminal.

Essential Considerations (IAW Section 1 of the PWS)

Maximum cleaning frequencies are established with Levels of Services (LoS) in Appendix A, United States Air Force Custodial Standards.

Facility cleaning levels and estimated square meters (SQM) are established in Appendices B-1 and B-2, Estimated SQM and Cleaning Levels.

Appendix E, United States Air Force Common Output Levels of Service (AF COLS), pre-identifies common levels of service that could be implemented during the life of this contract. The contractor must take into account the possible implementation of AFCOLS in order to effectively price this effort.

USAF Custodial Standards (IAW Appendix A)

1. Level 1 (Prestige) General Officer, Wing/Base CC, MAJCOM Commander Suites (Offices, Lobbies, Conference Rooms)

Facility Waiting Areas, Base Operations, Library, Education Centers, Passenger Terminals, Recreation/Community Centers, Chapels

2. Level 2 (Basic) General Administrative and Industrial Areas -- Wing Staff Agencies, Admin Facilities/Offices, Education Center, Classrooms, PME Schools, Sq. Command Sections, Hangars, Laboratories, Shops, Warehouses, Computer Rooms, Auditoriums, Break Rooms, Lobbies, Conference Rooms, etc…

3. Level 3 (Academics) - Academic Facilities -- Air Education and Training Command (AETC) and US Air Force Academy

4. Level 4 (Special Requirements) - Child Development Centers, Youth Centers, School-Age Program, Fitness Centers, United Kingdom Support Unit (UKSU), Indoor Pool, Works Council , KMCC, PAX Terminal

Backup Information: Customer Difference in Service Levels not only based on location but also on frequency of cleaning tasks

Air Force Common Output Levels (Appendix E) AFCOL levels may reduce the maximum cleaning frequencies of services identified within Appendix A. The contractor MUST take these possible reductions in frequency into account in order to effectively price this effort.
