Questions from Offerors and Government Response

Solicitation FA5613-13-R-0012

Notice to offerors regarding questions:

Please note the questions below have been edited slightly by the government to conform with the formatting of this document.

Any questions which have been submitted and are not answered below will be issued in the amendment to be posted on FedBizOpps on or about 23 Jan 13.

No further questions regarding the solicitation will be accepted after 1600 hrs Central

European Time (CET) on Tuesday, 22 Jan 13.

1. Reference: PWS, Appendix B-1, Building 2108:

a. Offeror Question: [Referenced Bldg] is named L1-Prestige in the block for Level

2 Services - is it a typo or will this building receive 2 different Service Levels?

b. Government Response: This is a typo –building 2108 should be L1 not L2

2. Reference: PWS, Appendix B-1/F-1, Building 2011:

a. Offeror Question: [Reference Bldg] is listed in Special restrictions spreadsheet but not on the building list/sqm overview

b. Government Response: Please delete bldg 2011 in Appendix F. It was included in error.

3. Reference: Appendix B-1/F-1, Building 2058:

a. Offeror Question: [Reference Bldg] listed in Special restrictions spreadsheet but not on the building list / sqm overview

b. Government Response: Bldg 2058 is under renovation right now and customer will move back in. Currently bldg 86 is customer’s temporary facility. This facility is listed on appendix B-1, page 1.

4. Reference: Questions about Frequencies / PWS, Level 1:

a. Offeror Question: Restrooms 1 x 24 hours period - how many days per week?

b. Government Response: Please refer to Appendix F1 which lists all facilities with special opening hours.

5. Reference: Questions about Frequencies / PWS Level 3:

a. Offeror’s Question: Restrooms 1 x 24 hours period - how many days per week?

b. Government Response: Please refer to Appendix F1 which lists all facilities with special opening hours.

6. Reference: Questions about Frequencies / PWS Level:

a. Offeror’s Question: CDC - please provide sqm for areas "under 2 years" and

"over 2 years". Due to different frequencies, we need to know the sqm for each area to come up with a fair price.

b. Government Response: Square meters will not be broken out by room or category. They only apply to the overall facility.

7. Reference: CDC/YC/SAP

a. Offeror’s Question: CDC - please provide sqm for areas "under 2 years" and

"over 2 years". Due to different frequencies, we need to know the sqm for each area to come up with a fair price.

8. Reference: CDC/YC/SAP

a. Offeror’s Question: please provide sqm for "Admin Offices" and Staff restrooms". Due to different Levels per area, we need to know the sqm for each area to come up with a fair price.

9. Reference: Indoor Pool

a. Offeror’s Question: Please provide sqm for all different room types at the Indoor

Pool. Due to different frequencies within the building, we need to know the sqm for each area, to come up with a fair price.

b. Government Response: Information is not available as we do not have broken down the facility by room number. Square meters will not be broken out by room or category. They only apply to the overall facility.

10. Reference: Exhibit 1 vs. Appendix B-1 and B-2, SQM schedule:

a. Offeror’s Question: sqm per month are: sqm of building x frequencies or just the total space of all buildings?

b. Government Response: No – see explanation. The sqm totals for level 1,2,3 and glass cleaning refer to the grand totals of appendix B-1. Level 4: each customer like Fitness Ctr, Indoor Pool, YC/school age, CDC, KMCC, UKSU, WC has its own total and refers to a separate clin on Exhibit 1= first column(sqm/month). The third column reflects the monthly sqm x 12 = annual sqm and for the periodic cleaning times the frequency

i. Example

1. KMC Level 1 Facility cleaning as per Appendix B-1 = 15247 sqm carpet + hard floor

2. KMC Level 1 Facility cleaning as per SQM schedule = 15292 sqm carpet + hard floor

3. The 15247 sqm as per Appendix B-1 are the ground floor area

- not multiplied with a frequency, is this correct?

11. Reference: Appendix E, AFCOLS

a. Offeror’s Question: please clarify how to calculate the AFCOLS

b. Government Response: Please refer to FedBizOpps for the latest amendment(s) to the solicitation. Issues regarding AFCOLS pricing have been addressed and the solicitation has been amended accordingly.

12. Reference: Appendix D, Material Safety Data Sheet (MSDS):

a. Offeror’s Question: This is to find out if MSDSs of all cleaning agents are to be submitted with proposal or only of those which are to be used in CDCs?

b. Government Response: As per PWS Para 6.1. "The contractor shall furnish a listing of all cleaning and restroom supplies utilized during the contract period IAW Appendix D and Para 4.6.1 for acceptance by the CO".

13. Reference: Addendum to 52.212-1, Instructions to Offerors – Commercial Items, Section (b)(4), Technical Subfactor (2), Past Experience and section (b)(10), Past

Performance

a. Offeror’s Question: What does "workload data" refer to within this context?

b. Government Response: "Workload data" means any element of this custodial requirement that would reasonably be considered when determining whether the past performance/ experience of an offeror is similar and relevant. Examples include, but are not limited to the following:

i. Volume of area cleaned by the offeror (measured by sqm or any other standard metric)

ii. The various custodial services provided

iii. Types of facilities which were cleaned

iv. Manpower and management requirements

v. Quality assurance reporting and compliance

vi. Compliance with environmental, safety, legal, and other mandates

These are examples of what may be considered when determining whether an offeror's past experience/performance is relevant.

14. Reference: Attachments to the Solicitation on FedBizOpps

a. Offeror’s Question: Please can you send us the following documents as an excel-file?

i. Exhibit A - SQM Schedule

ii. PWS appx B-1 Est SQM KMC

iii. PWS appx B-2 Est SQM SAB

b. Government Response: These documents are receiving final updates/changes. For this purpose, the documents have not been provided yet. The documents requested will be provided as an excel-file via an amendment on FedBizOpps on or about 23 Jan 13.

15. Reference: Previous Request for Proposals (RFPs) on FedBizOpps:

a. Offeror’s Question: Was this requirement previously solicited under RFP #

FA5606-12-R-0005, titled something like "Custodial Services for Spangdahlem

Air Base"?

b. Government Response: No. This is the first time the consolidated requirement has been solicited.

16. Reference: General Requirement

a. Offeror’s Question: Under the new solicitation number you are combining

Kaiserslautern Military Community to Spangdahlem, correct?

b. Government Response: That is correct. This is a solicitation for Combined

Custodial for Kaiserslautern Military Community Area (KMC) and

Spangdahlem Air Base (SAB). Custodial services will be provided at both locations under this contract.

17. Reference: Pre-Proposal Conference, Q&A Session, Base Passes:

a. Offeror’s Question: Will base passes be made available for Ramstein AB and

Spangdahlem AB?

b. Government Response: For a new contractor we would be able to request

Base ID for both locations, but Security Forces has to coordinate with

Spangdahlem. That process could take up to approximately one week. If an offeror currently has a Base ID for either Ramstein or Spangdahlem, the other Base can add the additional one to it (a limit of two bases).

18. Reference: Pre-Proposal Conference, Q&A Session:

a. Offeror’s Question: Not all buildings referenced in App B are listed in App F –

Special Requirements (Levels 3 and 4).

b. Government Response: It is understood this may be in reference to building

2011. Which according to the Response provided in question #2, building

2011 should be deleted from Appendix F.

19. Reference: Pre-Proposal Conference, Q&A Session:

a. Offeror’s Question: Bldg 2011 is not listed in Appendix B-1.

b. Government Response: That is correct. It should have never been listed in

Appendix F-1.

20. Reference: Site-Visit, Ramstein Fitness Center:

a. Offeror’s Question: Is glass included in the contract for the RAB Fitness Center?

b. Government Response: No. Glass is not included.

21. Reference: Site-Visit, PAX Terminal:

a. Offeror’s Question: Are the bridges/ramps down to the airfield also included in the contract?

b. Government Response: The bridges/ramps down to the airfield that are permanently fixed to the facility are included. The mobile bridges/ramps are not included.

22. Reference: Site-Visit, PAX Terminal:

a. Offeror’s Question: Are custodial personnel required to be escorted at this or any other facility?

b. Government Response: An appendix to the PWS will be added to list which facilities require escorts. The information requested will be provided via an amendment on FedBizOpps on or about 23 Jan 13.

23. Reference: Site-Visit, Kaiserslautern Military Community Center (KMCC):

a. Offeror’s Question: What glass is included?

b. Government Response: Major glass considerations for the KMCC - All glass ceilings are included. Glass railings are included. Glass in KMCC major entryways are included. Glass elevators are included. Glass that is part of the hotel rooms are not included.

24. Reference: Site-Visit, Kaiserslautern Military Community Center (KMCC):

a. Offeror’s Question: Do you have to clean both sides?

b. Government Response: Yes. All glass outside and inside has to be cleaned.

25. Reference: Site-Visit, Spangdahlem:

a. Offeror’s Question: Will there be a site-visit at Spangdahlem?

b. Government Response: The government will not host a separate site-visit at

Spangdahlem. If a particular contractor requests a site-visit, the site-visit will be coordinated by the contracting officer.

26. Reference: Post Site-Visit Q&A, AFCOLS:

a. Offeror’s Question: Various issues were addressed during the post-site visit Q&A session between the government and the contractor. All questions revolved around how the AFCOLS were to be priced. When will this be addressed?

b. Government Response: Please refer to FedBizOpps for the latest amendment(s) to the solicitation. Issues regarding AFCOLS pricing have been addressed and the solicitation has been amended accordingly.

27. Reference: Level 4, CDC/YS/SAP:

a. Offeror’s Question: the exterior windows will receive 2x year service and interior windows 4 x year. Please provide the sqm per area (interior and exterior sqm) for

Level 4 CDC/YS/SAP/Gym/Terminal/UKSU.

b. Government Response: The area for window cleaning is divided into exterior and interior and is provided in Appendix B of the PWS.

28. Reference: Spangdahlem (current custodial contract):

a. Offeror’s Question: May we get the name of the current custodial contract for

Spangdahlem? (for RAB it is GEG)

b. Government Response: If the question is understood correctly, the customer is asking about the current contractor for the Custodial Services contract at

Spangdahlem. If this is correct, the contractor is Piepenbrock GmbH.

29. Reference: KMC and Spangdahlem (current custodial contracts):

a. Offeror’s Question: When did those contracts start?

b. Government Response: It is understood “those contracts” refers to the current Ramstein and KMC custodial contracts.

i. KMC Performance start date: 1 Aug 2011

ii. Spangdahlem performance start date: 1 Apr 10

30. Reference: Spangdahlem Current Custodial Contract:

a. Offeror’s Question: Are the previous Request for Proposals (RFPs) (history) from current contracts still at internet so we may take a look at them? If so and if authorized, what were the RFP numbers?

b. Government Response: The RFPs for the current contracts for KMC and

Spangdahlem may still be available in the archived solicitations at www.fbo.gov (FedBizOpps). The solicitation numbers were:
