Answers to Questions #1

Q1. Base Takes Friable ACM- What are the fees associated?

A1. There are no fees to dump waste at our landfill.

Q2. Pricing on Item 002, 003, 0005 clearly speak about the pricing of contaminated soils however (and/or water) is included. Since water requires different testing, handling, disposal if water is encountered with contaminated soil, under the current pricing solicitation how is the contractor to identify handling of water separate from soils. The descriptions refer to setting soil aside, stockpiling, and exchange of 1 ton of contaminated soil for 1 ton of import. Can water be given a separate Item description that is applicable?

A2. Handling of water should be included in those line items.

Q3. During the walk through it was mentioned that 5226 must be completed prior to teachers returning in the adjacent school. The delivery dates all indicate 60 days after NTP. Can completions dates be more defined?

A3. Work should start NET 01 June and end NLT 31 July. Staff will be in the building thru 29 May and will start back up on 05 August.

Q4. Building 5226 asbestos survey does not include a chain of custody or sample results. During the site walk ceiling tiles with Glue dots were observed were either of these items tested? There was a textured coating on interior walls was this coating tested? There is a textured coating on the exterior of building 5226 was this sampled? Please provide comprehensive survey?

A4. These items were not tested. Per the Hazmat Survey, “The Air Force asbestos inspection is not to be considered absolute.”

Q5. Section 5.3.4 of the work Narrative indicates the contractor should assume that Pipe Insulation and Transite pipe are to be assumed positive. Interior pipe viewed on walk through appeared to be Fiberglass, Please quantify how much piping is to be assumed positive?

A5. Assume all pipe insulation is positive for asbestos.

Q6. The work narrative for building 3125 Refers to an asbestos survey attachment 5, I don’t see an Asbestos survey for Building 3125 in the solicitation, Please provide asbestos survey?

A6. See Hazmat Report attachment.

Q7. Section 5.5.3 of the work Scope refers to a base wide sampling plan that must be followed regarding contaminated soils. Please provide the requirements/plan so it can be incorporated into pricing.

A7. Please See attached SAP Plan

Q8. The connecting Hallway fire system requires reprogramming of the fire alarms in the

Elementary school when Hallway system is eliminated. Is any more information available on the existing system and its configuration and requirements of reprogramming?

A8. As-Builts are not available showing the configuration of the system. For re-programming requirements, follow UFC 3-600-01 for Fire Protection Engineering and UFC 3-601-02 for

Operation and Maintenance: Inspection, Testing, and Maintenance of Fire Protection Systems.

Anderson Elementary is maintained by a contractor though the school district. Per 3.10.1 of

SOW, KTR shall “coordinate specific requirements with the school and Eielson Fire Dept.”
