GENERAL

Hazardous materials within this building include asbestos containing mastic and some insulation, lead base paint, mold, and other miscellaneous materials, such as fluorescent light bulbs and lead acid batteries.

MOLD

The presence of significant mold in the first floor men’s bathroom shower area is an extremely serious problem that will only get worse if it is not addressed quickly. There is a small amount of mold growing on the ceiling in the second floor men’s bathroom shower room as well. The source of moisture has been removed, but the mold is now growing on the wall in the first floor men’s toilet/sink area where it is still warm.

Currently the species of mold found is Penicillium and Aspergillius. These are ubiquitous but may cause medical problems such as allergic reactions in some people. If the mold problem is not addressed quickly, spores will migrate outside the bathrooms. If an atmosphere with 50 percent or more moisture and food is available where a spore lands, mold will grow. Spraying with strong chlorine solution, such as undiluted household bleach will kill or greatly inhibit these two species of mold, but may not affect the more serious black molds.

The continued support of mold growth may provide a stable foundation for the development of a more serious mold such as Stachybotrus or Chaetomium. These belong to the molds generally referred to as “black mold” and have very serious health problems associated with them. Health problems range from flu like symptoms, headaches, dermatitis, memory loss, cancer, and inhibiting of cell replication.

Mold must be abated using the same containment requirements and personal protective equipment as the removal of friable asbestos. The Base’s Bio-Environmental Office should be notified and a copy of the test results provided.

Mold is a living organism that continues to grow until either it runs out of food; moisture source is removed, or is chemically treated. Spores are capable of spreading throughout the building and are ready to spring back into full growth if conditions are right. Food for mold growth includes any carbon, such as wood, paper, or carpet. Mold is known to become established in fiberglass insulation as well. Mold growth can become established if the humidity is above 50 percent, temperatures above 32 degrees and there is a food source.

HAZARDOUS MATERIALS

FTQW 12-1004B Repair for Education Facility requires that hazardous materials be abated or removed to allow other work.

Flooring

The mastics, Class II nonfriable materials are associated with the carpeting and floor tiles, which will be replaced in either A or B project. As indicated in the Hazardous Materials Report, the positive samples were varied and under all the different types and colors of flooring; but not all samples were positive for asbestos. This randomness of positive samples would indicate that the old asbestos-containing mastic was not completely removed when new floor coverings were installed in the past. Since it cannot be determined where the asbestos-containing mastic begins or ends, all of the flooring must be removed and disposed of as asbestos-containing material.

After removing the tile and carpet, the asbestos-containing mastic may be removed using a shot blaster which has an attached HEPA filtration system. This scouring method will remove all material with bare concrete remaining to be prepared for receiving new flooring. The mastic can also be removed by using solvents and scraping the mastic off the concrete. This method may be required for the stairs, as each tread has ACM mastic.

Piping insulation

High levels of asbestos (60 percent Amosite) were found around the piping within the women’s bathroom walls between the shower areas and the sinks. Two holes had been made by previous inspectors/abatement workers in the wall on the shower side to access the piping. Not all of the piping was exposed, and only those pipes directly inside the diameter of the hole had the asbestos insulation removed. The bathrooms are to be completely renovated. The demolition of the walls is allowed in FTQW 12-1004B Repair for Education Facility removing them down to the top of slab. These walls must be demolished with care, and that portion with piping must be demolished as ACM and disposed of as asbestos waste. It is expected that the ACM insulation may also in the women’s shower wall, as hot water is plumbed to that location and in the men’s bathroom walls as well.

All exposed piping within the main building pipe chase has had the asbestos-containing insulation removed and are labeled “asbestos free.”

The RFP will direct to contractor to dispose of the material in a landfill approved by the Environmental Protection Agency for disposal of ACM material.

LEAD BASED PAINT

Lead based paint was reported by the Eielson Air Force Base through a consolidation of test results between 1994 and 2004. Design Alaska’s Hazardous Materials investigation confirmed the locations of lead based paint present within Building 3125. (See Hazardous Materials Report) Lead based paint samples were included in demolition materials composite for the Toxic Characterization Leaching Procedure (TCLP) test to determine if the lead based painted material can be disposed along with the rest of the demolition waste. If the test result shows the level of lead to be less than 5 milligrams per liter in the leachate, the railings can be disposed of with the general construction waste and will not require special handling. The results of the test will be submitted to the EAFB project manager, and the disposal requirements will be included in the Hazardous Materials section of the RFP.

OTHER HAZARDOUS MATERIALS

There were 19 lead acid batteries identified within this building associated with the exit signs and the emergency lighting. These must be disposed of as universal waste. The contractor will be directed to collect these and delivery them to the EAFB universal waste collection site.

No PCB ballasts were found in the light fixtures. There are 966 fluorescent light bulbs that must be removed and disposed of as universal waste, as each contains mercury vapor. The contractor will be directed to collect these and delivery to the EAFB universal waste collection site.

1.0 BACKGROUND

Building 3125 was constructed in 1954 to be used as a dormitory. Since its original construction, the building has gone through several remodels and upgrades. The general floor plan of the original concrete CMU and cast concrete wall construction remains. The building contains approximately 26,069 square feet of space. In 1989 the building was converted to office space. The building is currently unoccupied.

Much of the interior finishes are in poor condition and the engineering systems are in need of repair.

After conducting a desktop study of the existing facility and determining the scope of work, a survey for hazardous materials was conducted for Building 3125 on October 13 and 14, 2011. The following inspectors are responsible for this project:

Hazardous materials that were discovered in Building 3125 included in this report include asbestos,lead, and other hazardous materials.

2.0 SCOPE OF WORK

The scope of work for this project involves developing the RFP for the renovation of the current building in order to meet the needs of the new tenants. Two options are to be considered for the development of the

RPF. Interior finishes and mechanical systems are expected to be demolished and upgraded in order to meet code and tenant need. Hazardous material sampling is required in the scope of the projects in order to adequately identify hazardous materials that may be encountered.

3.0 SUMMARY OF FILE RESEARCH

Previous file research provided by the Air Force indicated that mastic used in the carpet and flooring is

Asbestos Containing Materials (ACM). An additional sample indicates that window caulking used on the building is not ACM. The mastic samples do not define specific areas where the carpet mastic is ACM and where the carpet mastic is not ACM. Upon reviewing the As-Builts, it was found that carpet was changed out in the majority of the rooms and hallways under “Repair Airmen Dormitories” in 1974, and again under Renovate/Repair Building 3125 in 1989.

Additional hazmat testing of lead based paints was also provided by the Air Force for Building 3125.

Locations testing positive for lead included some select bathroom walls, bathroom ceilings and interior stair handrails. The location of these areas testing positive for lead were confirmed by Design Alaska.

4.0 SUMMARY OF INSPECTION METHODS AND RESULTS

Asbestos

Sampling for Asbestos Containing Material (ACM) was conducted in accordance with the EPA/AHERA sampling procedures of 40 CFR Part 763. See Appendix D, drawing HM1.0 for ACM location plan.

Samples testing positive for ACM include:

Black/Yellow carpet mastic 2% Asbestos

Floor tile mastic 3-4% Asbestos

Thermal System Insulation (TSI) in bathrooms 25-60% Asbestos

The carpet removal documents of 1974 and 1989 were compared against the asbestos sampling by the

Air Force and the asbestos sampling conducted by Design Alaska. The Design Alaska and Air Force asbestos sampling documents identify black/yellow mastic that has a variable asbestos content between

1% and 13% in some areas. The black/yellow mastic cannot be identified by the color or type of carpet that it is under. Building 3125 currently has a variety of carpet colors including, grey, red, speckled blue, brown/beige and blue. Additional samples of mastic under each of these carpets also did not define a specific area where the ACM mastic is located.

One explanation of this situation is that early in the building’s life, black ACM carpet mastic was used to stick the carpet to the concrete floor. During the subsequent carpet replacements, some areas had the black ACM mastic completely scraped off, and in other areas some residual black ACM mastic was left before applying the yellow non-ACM mastic.

Therefore, because of the random location of the black ACM mastic, all of the carpet mastic must be abated as ACM.

The removal of ACM in these areas stated above must be conducted by an asbestos abatement contractor. See Appendix A for the test results. See Appendix D for the plan showing the sampling locations. The majority of the building flooring is carpet. The estimated square footage of ACM carpet mastic, floor tile mastic and rubber tile mastic is approximately 24,169 square feet.

High asbestos contents were found in the TSI insulation in the bathrooms. In some bathrooms, it appeared that the insulation was removed. This material was enclosed in Concrete Masonry Unit (CMU) wall chases. If this wall in each of the bathrooms is scheduled to be demolished, care should be taken to properly remove all the asbestos TSI. The TSI insulation has mortar poured around the visible sections

(see Figure 1, Appendix C) and the overall quantity is unknown.

Aside from the bathrooms, the majority of TSI in the building is asbestos free. Blue tags are attached to the pipe insulation to indicate that it is asbestos free (see Appendix C, Figure 5).

Lead

Lead base paint analysis was performed using a Niton XLp 303A analyzer. All painted surfaces inside the building were tested, as well as the exterior siding, window and door trim. See Appendix A for test results. See Appendix D for the plan showing the sampling locations.

Lead base paint exists on the metal hand rail in the interior stair well on all three floors. Lead base paint was also found in the third floor ladies room, on the wall common to the hallway.

The lead base paint that exists must be removed before construction activity begins. Removal must be done by a qualified abatement contractor.

Approximately 800 square feet of lead containing paint needs to be abated. The handrails on all three floors need to also be abated, or unbolted and disposed of properly.

Mold

A steam leak in the Mechanical Room or the first floor bathrooms is facilitating excessive mold growth in the men’s bathrooms on the 1 st , 2 nd and 3 rd floor. A speciation was conducted on the mold using tape and swab samples. Three species of mold were found in the bathrooms: Penicillium, Aspergillus and Ulocladium.

Small quantities of mold species Penicillium and Aspergillus were found in the 1st floor men’s restroom tape samples. Large quantities of mold species Penicillium and Ulocladium were collected from the same bathrooms.

Penicillium and Aspergillus molds are ubiquitous throughout the environment. These molds can create type 1 allergic responses and type III hypersensitivity pneumonitis, inflammation of the lung tissue. Other diseases and fungal inflammations can be a result of the exposure to these types of molds.

Ulocladium is a high-water-requirement mold. This mold may cause type 1 allergic responses.

The mold that exists in the bathrooms must be removed before any construction work is done. During the removal of the mold, workers should avoid breathing mold and mold spores. Additionally, workers should wear gloves and masks. The respirators, gloves and masks should meet the necessary OSHA and NIOSH specifications for the mold removal work that is being conducted.

See Appendix A for the lab results of the mold sampling.

Approximately 1,000 square feet of walls in the bathrooms have visible black and green mold growth on the walls.

Miscellaneous Hazardous Waste

The fluorescent light bulbs being removed must be disposed of as universal waste. A light bulb count on October 13, 2011 found 118 U-shaped lights and 848 tube lights.

The fluorescent light fixtures do not contain Polychlorinated Biphenyls (PCBs) in the ballasts and do not need to be disposed of as hazardous waste.

Ten emergency lighting fixtures (see figure 1) in the hallways and stairs contain lead acid batteries and must be disposed of as universal waste.

Nine emergency EXIT signs (see figure 2) that contain lead acid batteries above the exit locations of the building should be disposed of as universal waste.

5.0 CONCLUSIONS

The drawings of 1974 and 1989 indicate carpet removal as part of the work completed in Building 3125.

Upon the visual inspection of the carpet mastic it appears that during the removal and installation of carpet at these times the original black ACM mastic was not completely removed. Yellow mastic was applied to the newer carpets. This created the black and yellow mastic found in the samples obtained by

Design Alaska.

When the carpet mastic was sampled for Asbestos by Design Alaska’s independent laboratory the results of same materials were both positive and negative. This is due to the two different ACM and non-ACM carpet mastics. The carpet and mastic must be removed and disposed of as ACM on the three floors of the Educational Facility. The total area of carpet removal is 24,169 square feet.

Any pipe insulation still remaining in any of the six wall chases between the shower rooms and the sinks is ACM. The rubber floor tile in the stairs and entryways was put down with ACM mastic.

Lead base paint exists on the metal hand rail in the interior stair well on all three floors. Lead base paint was also found in the third floor ladies room, on the wall common to the hallway.

The mold growth that has developed from a moist environment should be abated. This moist environment is believed to be due to a steam leak in either the first floor bathroom or Mechanical Room. This steam leak should be repaired during the mold removal to eliminate the conditions for mold growth.

The fluorescent light ballasts and the lead acid batteries in the exit signs and emergency power lights should be disposed of as universal waste.
