Case Narrative Analytica International - Fairbanks

Work Order: F1202156 Samples were prepared and analyzed according to EPA or equivalent methods outlined in the following references:

Test Methods for Evaluating Solid Waste, USEPA SW-8 46, Third Edition, Revision 4, December 1996.

SAMPLE RECEIPT:

Five (5) samples were received on 2/16/2012 at 11:2 0:00 AM at Analytica International - Fairbanks. The samples were received in good condit ion and in order per chain of custody.

The samples were transferred for analysis to Analyt ica Environmental Laboratories (AEL), 12189 Pennsylvania St., Thornton, Colorado 80241, w here they were received at a temperature of 5.7°C, in good condition and in orde r per chain of custody.

SITE SURVEY

1.0 BACKGROUND

Building 5226 was constructed in 1952 to be used as elementary and high school building. The building is currently used as the Base Community Center and Library. Since its original construction, the building has gone through several renovations and upgrades. The building’s original floor plan remains essentially the same. The building contains approximately 30,749 square feet of space. The building is currently occupied.

2.0 SUMMARY OF INSPECTIONS

Asbestos

The insulation shop has conducted a survey of Bldg 5226. The results are as follows:

Duct Insulation Approximately 130 LF of Duct insulation is present and contains asbestos in Room 1-29 and 2-26.

Pipe Insulation Approximately 10 Linear Feet of Pipe insulation is present in room 1-6.

Exterior Walls Basement wall exterior and footer is coated with asbestos water proofing mastic.

The remaining materials are assumed to be asbestos free. Some areas omitted from this survey due to inaccessibility are roofing and roof mastics. The Air Force asbestos inspection is not to be considered absolute. The contractor will be required to validate test results and ensure no asbestos remains in facility following abatement.

Lead

Testing for heavy metals and lead was conducted on the building on 16 February, 2012. The results of which yielded 0.19mg/L of Barium and 0.051 mg/L of Chromium were present. All other metals, including lead, were recorded below the minimum reporting limits. The full report is available upon request.

PCB Caulking

As the building was built before 1978, there is a possibility that PCBs may be present in the caulking around windows or doors. Upon visual inspection, the windows appear to have been replaced in recent years. This significantly lowers the likelihood of finding PCB caulking in the facility. However, if suspect material is discovered, in accordance with 40 CFR 761.62, PCB bulk product waste such as caulking and non-liquid demolition debris may be disposed of in a permitted non-hazardous waste landfill.

Contaminated Soil

The building has a concrete slab foundation that is to be excavated as part of the demolition.

According the Air Force environmental office records, contaminated soil is not expected to be present at this site.

Tanks

There are no above-ground or below-ground tanks present on the site.

Miscellaneous Hazardous Waste

The fluorescent light bulbs being removed must be disposed of as universal waste. A light bulb count on 11 January 2012 found 908 bulbs.

The fluorescent light fixtures do not contain Polychlorinated Biphenyls (PCBs) in the ballasts and do not need to be disposed of as hazardous waste.

A Visual inspection for other hazardous materials was conducted for this building on 11 January 2012. The results were as follows:

Thermostats containing Mercury: 23

Exit signs containing lead acid batteries: 10
