South Loop Taxiway Mill and Overlay

Q1. It appears that JA-3 specification section 32 12 15.13 is missing pages 3 through 6.
Please furnish missing pages or verify that there are no missing pages.
A1. There are no missing pages. Pages in question have been omitted.
Q2. Paragraph 3.2 of Attachment JA-1, the statement of work, states “Place, grade and compact new PG52-28 SBS modified asphalt…” while paragraph 2.2 of technical specification section specifies “Asphalt cement binder shall conform to AASHTO M 320
Performance Grade (PG) 52-28.” PG52-28 is neat oil (not modified). These are conflicting specifications, further confused by the fact that the common SBS modified grade of asphalt cement produced in Interior Alaska is PG58-28. PG58-28 has been specified and used on many Eielson airfield projects. What asphalt cement will be used for this project?
A2. PG58-28 will be utilized. The technical specs on page 113 SECTION 32 12 15.13 page 20 have been updated to reflect this. (see highlighted change)
Q3. Paragraph 3.6 of Attachment JA-1, the statement of work, states “Install 44 static ground points” while Attachment JA-7 (South Loop Grounding Diagram) shows 74 static ground points. How many static ground points will be installed as part of this project and which ones are they on Attachment JA-7?
A3. There will be 45 static ground points installed. An updated grounding diagram will be provided.

Q4. Paragraph 3.1 of Attachment JA-1, the statement of work, states “Mill within the work limits to a 2” depth. The total area to be milled and overlaid is approximately 3060 ft.
by 175 ft.” The taxiway with paved shoulder on each side is 175’ wide. For a 2” mill and fill project to be successful the existing asphalt, prior to milling, needs to be at least 3 ½” thick and not heavily fatigued by cracking/alligator cracking/small block cracking. The asphalt thickness on the shoulders appears to be 2” – 3” thick and in poor condition. The shoulders are badly alligator/block cracked showing signs of base/subbase failure. Asphalt this thin and badly damaged will not survive the milling process. The milling machine will punch thru the asphalt in many areas.
A4. Milling will not exceed half the depth of pavement thickness. Mill within the taxiway, between the double yellow lines, to a 2 inch depth. The shoulders on the South Loop Taxiway are between 3-3.5”; DO NOT exceed a milling depth of 1.5” for the shoulders! Depressions unable to be milled will be left and covered with asphalt mat flush to taxiway grade.
Q5. There are approximately 30 concrete patches, some of them badly damaged, in the shoulder asphalt. Does the government want these pieces of concrete removed?
A5. Yes the government wants the concrete pads removed.
