STATEMENT OF WORK

FOR

PROJECT FTQW 15-2015

Mill and Overlay South Loop

1.0 INTRODUCTION: Eielson Air Force Base (EAFB) is located approximately 23 miles southeast of Fairbanks, AK. The airfield can be accessed from Flightline Ave. through the vehicle gates specified by the Contracting Officer.

2.0 SCOPE: Furnish all labor, supplies, parts, transportation, tools, equipment, and facilities necessary to perform work required to complete project FTQW 15-2015 in strict accordance with this Statement of Work, specifications, and the contract.

3.0 DESCRIPTION OF WORK: The work area will consist of the South Loop Taxiway from

Charlie/Delta Ramps to South Ramp as shown in the attached maps. Mill existing pavement to a

2 inch depth, apply a tack coat, overlay with 2 inches of new PG58-28 SBS modified asphalt and repaint pavement markings.

3.1 Milling will not exceed half the depth of pavement thickness. Mill within the taxiway, between the double yellows, to a 2 inch depth. The shoulders on the South Loop Taxiway are between 3-3.5”; DO NOT exceed a milling depth of 1.5” for the shoulders! Depressions unable to be milled will be left and covered with asphalt mat to match grade. The total area to be milled and overlaid is approximately 3060 ft. by 175 ft. Haul milled material to an

Eielson AFB approved asphalt site. Haul removed concrete to south end of runway concrete dump site.

3.2 Place, grade and compact new PG58-28 SBS modified asphalt for taxiway and shoulders and shoulders. Also included is the hauling of asphalt material from the asphalt mixing plant, layout, survey work, density testing and core sampling, required to meet the limits and grades as specified for quality control. Also included is distributing asphalt tack coat at the proper rate and distribution coverage, to the limits identified and preparation of the surface by removing any loose or objectionable materials. Clean-up all spills or inaccurate placements onto surfaces outside of the area identified, to eliminate any environmental concerns and correct misplacements that are unsightly or a nuisance and all calibration and test patterns within or outside of the work area required to obtain the specified distribution.

3.3 Remove a total of 32 4” concrete pads of varying in size totaling 12,142 SF in the South

Loop shoulders. Level and compact current base course, add D-1 base course not to exceed

2”, ensuring shoulders are level with the finish grade of the taxiway mat. Apply Prime Coat on base course and apply Tack Coat on vertical edges and all milled pavement.

3.4 Full depth repair up to 5000 SF of asphalt within the limits of the project. Areas to be repaired shall exhibit damage. The patches will be marked with marking paint and approved by the government before the work is performed. Saw cut and remove asphalt (Existing depth of asphalt is estimated at 5.5 inches). Haul removed material off base. Scarify, grade and compact the existing base course material to 100% density. Place PG58-28 SBS modified asphalt in these patches in 2 inch lifts.

3.5 Repaint all of the pavement markings within the limits of the project IAW ETL 04-2 and attached map. Paint single red restricted area line 6 in wide to match existing reference Tab 3 for approximate location. Layout, clean and prepare the surface before paint application.

3.6 Place topsoil and hydro-seed to a 6 in depth 5 ft. from shoulder edge for entire length of work area.

3.7 Install 45 static ground points. Use #2/0 bare copper wire between static ground points.

Install during the paving phase. After all ground points are installed, connected and buried, test using fall of potential to verify a maximum resistance of 10,000 ohms. Grounding must be IAW UFC 3-260-01. Reference Tab 6 for approximate locations.

3.8 Reset light fixtures to grade of new asphalt.

4.0 SUBMITTALS: As indicated in the attached AF Form 66, Schedule of Material Submittals.

5.0 GOVERNMENT FURNISHED MATERIALS: None

6.0 INSTRUCTIONS TO THE CONTRACTOR:

6.1 Photography is restricted to personnel who have worked through the Contracting

Officer to obtain required permissions.

6.2 The airfield is a secure area of EAFB that also contains restricted areas with sensitive Government property and equipment. The Contractor shall follow all EAFB regulations and instructions for working in these different areas. There will be free zones established that allow the Contractor to work in specified areas at scheduled dates and time to avoid conflicting with EAFB mission operations.

6.3 Due to Mission priorities taking precedence over this work scheduling and coordination with the Government must be done to ensure there is no conflict with the mission. This may lead to the potential for non-normal work hours. The Contracting

Officer shall be notified of any incidents or issues that may affect the work schedule or contract. On critical issues, oral notification should be made immediately, followed by written notification as soon as practical. The Contractor’s daily work schedule shall be confined to Monday through Friday except federal holidays. An expansion of these hours is possible if previously approved by the Contracting Officer and Airfield

Operations at least 24 hours in advance.

6.4 The period of performance run for 60 days, starting 1 August 2015 through 30

September 2015.

6.5 The Contractor shall keep the work area clean of all debris on a daily basis or more often as required. The Contractor shall keep storage areas clean and orderly at all times.

The Contractor shall dispose of combustible wastes at the end of each work day and under no circumstances allow them to accumulate.
