Maintain Turbine-Generator #4 Answers to Questions #1

Q1: 3.5, B. what is meant by “single use bushings”? are valve bushings included in this?
A1: Single use means an item that, once removed from an assembly, the item would typically be discarded and replaced rather than reused or reinstalled. Control valve bushings are not included in this category.
Q2: 3.5,L. can the GOV provide crossectional of the bushings to be replaced, the drawings provided are difficult to depict the size.
A2: The drawings provided are the best we have available.
Q3: 3.5,M. are the roller and sleeve bearings bushing style or/and does the GOV have better drawings?
A3: Refer to the report from the previous overhaul (JA-7, Appendix 6 of the Solicitation), tabs 25 and 27.
Q4: 3.5,Q, does the GOV have a balanced spare coupling in house?
A4: No.
Q5: 3.5,R. are we to include the price to rebabbitt all bearings in 0001 price? If so do you have approx. bearing sizes? 4X4, 6x6? Or past reports?
A5: The cost of rebabbitting should be included in the basic bid price, CLIN 0001. For bearing information, refer to the report from the previous overhaul (JA-7, Appendix 6 of the Solicitation), tab 14.
Q6: 3.5,S, is the GOV going to dispose of the grit blasting media upon completion of the blasting? The GOV is supplying air for blasting correct?
A6: The contractor is responsible for providing compressed air and for clean-up and disposal of the used blast material.
Q7: 3.5,U. is the nozzle(s) bolted in, threaded in?
A7: The nozzles are bolted.
Q8: 3.5,V. is there room for a lathe onsite to grind/polish the shaft as required?
A8: A portable unit may be set up in the warehouse adjacent to the plant.

Q9: 3.5,GG. Will the GOV be supplying the tank for the oil to be pumped too? Will the GOV supply the pump?
A9: The Government will pump the oil from the tank and refill it.
Q10: 3.5,II, does the GOV have data on the past system installed? We would like to duplicate it on this machine.
A10: The only system installed at the plant is on Turbine #5, a 10 MW machine. Since Turbine #4 is only a 5 MW unit, we would expect the oil accumulator installed would be smaller than the one installed on Turbine #5. For reference, however, the accumulators installed on Turbine #5 are Greer Surgekushion model number 275K-10-8.
Q11: 3.5,TT,1.,d. does the GOV have the values for the DC HIPOT ?
A11: Refer to data contained in the last overhaul report (JA-7, Appendix 6 of the Solicitation, page 219).
Q12: 3.5,VV. does the GOV have the fuses and diodes onsite or should ST Cotter include them in 0001?
A12: The fuses and diodes should be included in the basic bid price, CLIN 0001.
Q13: 3.6, A, does the GOV have an example of the LRR to be reviewed?
A13: Yes; see attached example.
Q14: 3.7,A. if values are met a slow speed balance is acceptable by the GOV onsite?
A14: Spec section 15699, Paragraph 3.7.A allows the contractor to extrapolate the unbalance to 3600 rpm if portable balancing equipment is used.
Q15: 3.9,G, understanding the ST Cotter start up issues are on our monies, is the GOV stating that GOV startup issues that require multiple starts are at the cost of ST Cotter? i.e. run out of coal and there is a cold roll down causing rotor long, damage to wheels and repairs must be done, who will pay for this?
A15: The contractor will not be held liable for circumstances beyond his control. If, for example, a person not affiliated with the contractor improperly operates the machine or auxiliary equipment resulting in damage, the contractor would not be responsible. Except as described in 3.9.F, if multiple start-ups are required due to a lack of qualified government personnel to assist with the start-up, the contractor would not be responsible for the delay.

Q16: 0001 is for the total turnkey price for all work in the scope as written by GOV, correct?
A16: Yes.
Q17: 0002 is NOT to be filled in. this will be used when needed, if needed.
A17: Correct. At the time of award the Government will include a block funding for this CLIN its primary use is for funding of materials for approved LRRs.
Q18: 0003 Q: is this for our estimate of repairs that may or may not happen? If so should this be an estimate based on previous experiences? Or does the GOV have past recommendations to share from the past report?
A18: CLIN 0003 and its corresponding Sub-Clins are predominately for LRRs. The Government is requesting pricing from offerors for these labor categories. The prospective awardee will propose there labor hours for each LRR from these Sub-Clins. The Government does not have any recommendations for pricing of these categories. The Government relies upon the expertise of offerors for pricing of these Sub-Clins as well as ensuring Davis Bacon Wages are adhered to.
Q19: 0003AA this is a startup support engineer after the overhaul has been performed correct?
A19: See attachment JA-1 Specifications, 15699, 3.1 Technical Representative for description of personnel’s roles and responsibilities.
Q20: 0003AB Is this person part of the 0001 main number and this break out is for extra work?
A20: It is the Government’s assumption that there would be onsite supervisors involved in work that maybe independent of the Technical Representative. This Sub-Clin is for those personnel in support of LRRs.
Q21: 0003AC IS this 400 hours for extra work?
A21: Sub-Clin 0003 AC has a Not To Exceed (NTE) amount of 400 labor hours for the labor category of “Skilled Workers” in support of LRRs.
