The purpose of this amendment is to make the following changes:
1. To revise the liquidated damages rate. See FAR Clause 52-211-12 for additional details.
2. To revise Section 15699 of the specification. Please note that all changes are in bold text.
3. To answer questions which have arisen based on the RFP; see attachment labeled "Questions and Answers Amendment 0001". All questions are now closed.
4. To provide access to attachment JA-6. See **Notice to Offerors** on page 2 for additional information.
5. The offer due date has been extended from 4:00PM AST on 20 July 2012 to 4:00PM AST on 26 July 2012.

SUMMARY OF CHANGES
**NOTICE TO OFFERORS** Due to the size of the files associated with Attachment JA-6 - Structural Drawings, it has been brought to the Governments attention that the files on www.fbo.gov were not uploaded properly. As a result, the Government is utilizing a U.S. Army, automated document distribution system called ARMDEC Safe File
Exchange to distribute copies of this document. Interested offerors should email TSgt Nicholas Bastiani at nicholas.bastiani@us.af.mil NOT LATER THAN TUESDAY, 17 JULY 2012 AT 4:00PM, to request access to
Attachment JA-6. Offerors who request attachment JA-6 after 17 July 2012 will be granted access to the document but no additional offer due date extensions will be granted based on this information.

52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $214.00 for the first calendar day and $190.22 for each subsequent calendar day of delay until the work is completed or accepted.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $214.00 for the first calendar day and $190.22 for each subsequent calendar day of delay until the work is completed or accepted.
(b) Additionally, for each hour beyond the Contract Completion Date that Turbine-Generator #5 is not available to produce power because of the Contractor’s failure to complete the work of the contract, the Contractor shall pay
Type 2 liquidated damages in the amount of $253.00 per hour/ $6,072.00 per 24 hour period. This charge is based on the difference between the cost of coal needed to generate power with Turbine #5 and the cost of generating power using Turbine-Generators #1 and #2, which are significantly less efficient machines than Turbine #5.
