MAINTAIN TURBINE-GENERATOR #5

QUESTIONS AND ANSWERS AMENDMENT 0001

12 JULY 2012

1. The structural drawings provided in the solicitation are unreadable. As discussed at the plant visit on 2 July 2012, the government is willing to provide better drawings on a CD or via email. We would like to receive these drawings as soon as possible for engineering review in regards to shoring of the floor in the lay down area.

A: The structural drawings will be provided via the AMRDEC automated document delivery system. See **NOTICE TO OFFERORS** in amendment 0001 of the solicitation for further details.

2. Will the equipment technical manuals be made available? When?

A: The solicitation includes 197 pages from the turbine O&M manual. The complete manual will be available at the plant for the successful bidder.

3. Is the government open to replacement of the control system as an option?

A: Yes, the Government is open to replacement of the control system instead of rebuilding the existing panel; however bidders should bid on the control panel changes as specified. If the successful bidder wants to, he may propose a complete new control system after the contract has been awarded.

4. Can the control drawings for the EMD in regards to the relocation from the existing Turbine

#5 panel to the EMD panel be made available? Ref. SOW 3.8, para C.

A: We have been unable to locate control drawings for the EMD diesel generator. If we find them, they will be available for the contractor’s use.

5. Are the Generator retaining rings Non magnetic?

A: If you are referring to the collector rings, no, they are not magnetic.

6. Section 15699 part1 general 3.9 Acceptance Test J Vacuum. It is stated that the vacuum must be maintained at 28.5” at all loads and the hogger is to maintain a vacuum of 28” alone.

A. Has a leak test been conducted on the vacuum side of the turbine?

Answer: No.

B. What is the current vacuum operating at with different loads on the turbine with the air ejectors?

Answer: 28 – 29 in.vac. Hg

C. What is the vacuum when only the hogger is operating?

Answer: 25-27 in. vac. Hg

D. What is the Delta T across the condenser (inlet cooling water temp verses outlet cooling water temp) ?

Answer: 20 o F

Replacing the air ejector system is not a guaranty that any existing vacuum problems will be resolved. The main cause of vacuum problems can be in several different areas such as the main condenser having to high of non-condensable gases, cooling system is not performing, plugged cooling tower, scaled up condenser.

Response: The existing air ejection system is operating satisfactorily, however, it is hard to use in its current location and the in-line inter/after condenser is difficult to maintain.

A new system with separate inter and after condensers and in the new location will be easier to maintain and easier to operate.

7. There is a stairwell, and crane bay approximate 3 feet from exciter and no room to support the field. Is there a structure on site, suitable for supporting generator field during removal and installation?

A: Previous contractors have used the overhead crane and slings to remove and install the field. There is no temporary floor support available at the plant, however, the contractor may provide his own if he wishes.

8. If pumps are required to facilitate the moving condensate from the Air Ejector. Are the controls to be at the pumps in the basement? Or at the new control panel, “What about auto level control?" "Is a tank needed?" "Where will the required power come from, is there a spare MCC?

A: We anticipate the amount of condensate produced will be relatively small. We assume a commercially available duplex condensate station (such as are made by Armstrong or

Spirax/Sarco) could handle the volume. Condensate stations come complete with tank, pumps, and pump controls (level control and pump alternator). If a condensate station is needed, provide a high level alarm on the revised control panel, the other controls can be downstairs with the condensate station. Obtain power for the condensate station from a panel that is an approximately 150-foot conduit run from the new air ejection system location.

9. Are the past 2 inspection reports and pictures available?

A: We have copies of the last two inspection and overhaul reports. These will be available for the successful bidder’s use at the plant.

10. Section 3.9 JJ: Condenser water meter "II" where will the required power for Badger come from?

A: Power will come from an open space in a breaker panel that is an approximately 150-foot conduit run from the water meter location.

11. How much clearance around the 24” pipe for installing the new badger condenser meter under section 3.9 JJ?

A: There is 6 inches between the pipe and the side of the trench, 8 inches between the two pipes in the trench, 8 inches between the bottom of the pipe and the bottom of the trench and

4-1/4 inches between the top of the pipe and the bottom of the diamond plate covering the trench.

12. If the hog is to remain in its current location, will contractor be required to provide new access, or chain operator? "I believe the current access is the air ejector platform?

A: The specification has been revised. The hogger jet shall be relocated. Refer to the revised spec.

13. Would government, consider replacement of diesel controls? To minimize vulnerability, while moving existing controls.

A: The specification has been revised to require all new components for the diesel controls as a way to minimize the time the generator will be unavailable for use. Refer to the revised spec.

14. What controls operating mechanism of extraction non-return valve that is to be replaced? Is it hydraulic, air or electric?

A: It is hydraulic.

15. Section 3.7 A: Can the rotor and field be transported off site for polishing and balancing?

A: The specification has been revised. Burnishing and de-Gaussing are no longer required.

Our preference is to have the rotor balanced on-site, but if that isn’t possible, or is unreasonably expensive, it may be taken from the plant for balancing.

16. What are the current vibration readings for all bearings on the turbine/generator?

A: Vibration readings (in mils) taken July 11 th with a generator load of approximately 7.3

MW were as follows:

17. What are the current vibration trip settings on the turbine/generator?

A: The machine trips at 4 mils.

18. The existing valve 18-inch, Class 300 Gimpel, Dwg number NP2222, with hard packing, double leakoffs, flanged ends, operating cylinder and counterweight. The industry standard for Extraction Steam valves today is to use BWE connections in lieu of Flanged connections. Would the Government accept a BWE connection with?

A: We prefer flanged ends and would not consider BWE connections.

19. Is the data sheet or drawing for the 18-inch, Class 300 Gimpel, Dwg number NP2222 available?

A: All of the information we have on the existing valve is already included in the O&M

Manual excerpts included with the solicitation. See pages 161-164.

20. The Section 3.5 Item DD is for the installation of a vapor extractor on the coupling! Instead of a vapor extractor would the government except piping a vent from the coupling to the top of the lube oil tank that already has a vapor extraction system on it?

A: The intent is to remove oil vapor from the coupling area and eliminate the oil drip. Any system that will achieve that goal will be considered.
