PWS para 1.3 Scope. The contractor shall perform Preventive Maintenance (PM), Corrective Maintenance (CM) and inspections of boilers, water heaters with power burners, gas fired unit heaters/furnace systems, infrared heaters, and their associated components. The estimated quantities of work are listed in Appendix 4, Workload Data. The contractor shall provide and maintain a quality control program that shall assure all services conform to the standards and specifications in this PWS. The contractor shall perform all planning, coordination, surveillance and inspections of the activities necessary to ensure disciplined work performance and timely resources to accomplish all tasking under the contract. The contractor shall be responsible for maintaining communications with Contracting Officer and the Contracting Officer Representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract.

Question1 Please define corrective maintnenance as it is not defined in the documents How is the contractor to be compensated for corrective maintnence to the system equipment?

Answer1

1.5 Basic Services. The contractor shall perform maintenance on boilers, water heaters, gas fired unit heaters/furnace systems, infrared heaters, and their associated components. The contractor shall ensure that all equipment and components are fully functional and operational at all times in accordance with (IAW) Page 25 of 67 FA5000‐16‐T‐0069 Air Force Instruction (AFI) 32‐1068, Heating Systems and Unfired Pressure Vessels, and AFI 32‐1054, Corrosion Control, para. 4.5, Industrial Water Treatment (IWT), and the manufacturer’s specifications.

Question2 (AFI) 32‐1068 Table 2. minimum Boiler Attendance (Steam)states that for boilers over 1,000,000 Btu/h to 5,000,000 Btu/h (total boiler capacity) attendance in those boiler rooms will need to be twice per week during operation and for boilers 5,000,000 Btu/h to 30,000,000 will need an attendant twice per 8 hour shift. How many boiler rooms are affected by this code and is the contractor required to man these site 24 /7 during boiler operations?

1.5 Basic Services

Corrective maintenance is any work (outside of preventive maintenance) needed to sustain proper boiler operation within the standards identified in paragraph 1.5, Basic Services. Contractor is responsible for pricing their quotes appropriately based on the information provided in the solicitation. Workload data and other information will be provided in an upcoming amendment to the solicitation to provide background information on the status of the boilers.

Boilers and the capacity are listed on PWS, Appendix 4. The contractor will be responsible for meeting the requirements as defined in the PWS, to include AFI 32‐1068.

Question3 Section states contractor is responsible for all item in workload data. Neither walk through or PWS lists and accurate count of equipment includein g backflow protectors and "ancillary equipment" PWS lists infrared heat but none is listed nor was any visited at the walk through ‐ does the government intend to list all missing equipment along with Infrared buildings, make and model of equipment If not, how is the contractor to be compensated for missed equipment?

Answer3 Ancilliary equipment is anything down stream of the first shutoff valve downstream of the domestic water supply and all associated piping, gas and flue pipes, condensate drain lines, neutralizers, boiler main condensate station, boiler make up lines, supply and return lines to include shutoff valves. Additionally, the contractor shall be responsible, where applicable, for water softeners, humidifiers, chemical feeders and lines, as well as glycol/hot water boiler loop, condensate and circulating pumps, circulation pumps outlet and outlet valves on Steam Headers.

Existing infrared heat systems are not included in this PWS. The contractor will be responsible for newly installed infrared heaters added through a modification to the contract.

1.5.2 Preventive Maintenance (PM). The contractor shall develop, maintain and update a PM program for boiler and their components, water heaters with power burners, gas fired unit heaters/furnace systems, and infrared heaters. The contractor shall verify all PM requirements to be accomplished and systems to be maintained and shall keep the information current and accurate. Schedules shall be provided to the CO/COR before work is performed on a monthly basis.

Question4 Since all equipment is not accurately accounted for under the PWS how much time is allotted for the contractor to meet this requirement? Will the contractor be able to re‐negotiate the price for service based on a detailed site review?

1.5.3 Corrective Maintenance: Scheduled Sustainment Work/Corrective Maintenance (CM). Response time is within twenty four (24) hours after notification during normal duty times. Completion shall be within seven (7) calendar days of notification or within (7) calendar days after receipt of materials by the contractor.

Question5 Please advise how the contractor is to be compensated for corrective maintenance

Answer5 Contract is firm fixed priced. Contractor is reponsible for pricing their quotes appropriately based on the information provided in the solicitation.

1.5.4 Work Request Protocol. The Government will receive, initiate and prioritize in IWIMS Corrective

The contractor has 30 calendar days from the period of performance start date to provide an updated list.

The contract is firm fixed price. The contractor will not have the opportunity to re‐negotiate price based on any site review conducted after contract award. Contractor is reponsible for pricing their quotes appropriately based on the information provided in the solicitation. Workload data and other information will be provided in an upcoming amendment to the solicitation to provide background information on the status of the boilers.

Maintenance work request and act as liaison between the contractor and the customer receiving the service. The contractor shall provide a status report of all parts and materials on order, on a weekly basis.

Timelines for completion of services are outlined in Paragraphs 1.5.1, 1.5.2 and 1.5.3.

Question6 This section implies that the government will determine what is to be repaired and when?

What happens if there is an emergency call ? How is the contractor compensated?

Answer6 The government will submit work orders in accordance with the PWS paragraph referenced above. However, the contractor can and shall submit work orders for corrective maintenance identified during any work performed under this contract. Emergency Corrective maintenance is defined in paragraph 1.5.1 of the PWS.

Contract is firm fixed priced. Contractor is reponsible for pricing their quotes appropriately based on the information provided in the solicitation.

1.5.5 Acceptable Levels of Performance. The standards below qualitatively serve to help describe the acceptable level of performance to be accomplished in this contract. The standards listed below pertain to all work performed under this contract. All jobs shall be performed by qualified tradesmen and proper tools/methods shall be used consistent with industry standards; standards will be accepted by the CO.

� Timeliness ‐ One of the factors the Government will use to evaluate performance will be timeliness.

Question7 If the Government is determining repair schedule and priority ‐ how does this factor in on acceptable levels of performance if the government is the source of delay?

Answer7 The contractor will not be responsible for delays caused by the government.

Documentation – The contractor shall maintain various forms of documentation to include files and databases (Reference Section 1.7 Deliverables). The contractor shall document all work accomplished to include work performed, labor hours worked, dates for status changes, material requests, and signatures of employees notating performed work. The documentation shall be kept current so as to promote the effective accomplishment of work. The documentation shall be kept on site for review. Contractor documentation shall be compatible with current and future versions of the Computer Maintenance Management System (CMMS) used by 773 CES. Details of software will be discussed at post award.

Question8 Contractor is responsible to install a CMMS system that is compatible to the CMMS system used by 773 CES Please advise what is meant by compatible? Is contractor CMMS system required to integrate to 773 CES?

Please define what is meant by documentation kept on site? What site? Base or company office?

Please list the type, revision number and any planned CMMS upgrades to the 773CES CMMS system

Answer8 An excel spreadsheet is compatible with AF CMMS A contractor CMMS system is not requered to integrate to 773 CES.

Log books located in the respective mechanical rooms are the documents that are kept on site.

IWIMS, the Trirega, is the type of software currently used.

Preventive Maintenance Update – The contractor shall provide for the PM tasks as required. The contractor shall verify all PMs to be accomplished and systems to be maintained and shall keep preventive maintenance lists current and accurate. In the event that any installed equipment is replaced, deleted or added, the contractor shall update the information within 30 calendar days.

Updated information shall be submitted to the CO/COR. An updated version of the Inventory and PM lists shall be submitted to the CO/COR annually and upon expiration of the contract.

Question9 Since current list is inaccurate, how much time does the government allow contractor to properly update and list contracted equipment. How is the contractor compensated for equipment that is intended to be covered but not listed under the PWS?

Answer9 Just to clarify, the inventory list does not include any "contracted equipment". The contractor has 30 calendar days from the period of performance start date to provide an updated list. Contract is firm fixed priced. Contractor is responsible for pricing their quotes appropriately based on the information provided in the solicitation.

Question10 Will the Government provide storage space for all supplies and materials on site? Will the contractor be compensated for purchased materials that have not yet been installed but kept as a requirement of the contract for emergency work?

Answer10 Contractor storage space will not be provided.

Question11 How is the contractor to be compensated for calls that are responded to but are not covered under the contract? During both regular and non‐regular hours?

Answer11 This contract is firm fixed price. The Contractor is only responsible for work to be performed in accordance with the PWS.

4.7.2 Acquiring Supplies and Materials. The contractor shall be responsible for providing, maintaining, storing and tracking all materials, tools, cleaning and any other types of administrative supplies required for performance of the contract.

Question12 It was discussed during the walkthrough that there are a number of steam boilers that leak prematurely due to incorrect control of the boilers ‐ How is the contractor to be compensated for repairs or corrections that are created by others?

Answer12 This contract is firm fixed price. The Contractor is only responsible for work to be performed in accordance with the PWS.

Workload data and other information will be provided in an upcoming amendment to the solicitation to provide background information on the status of the boilers.

Question13 Are there any bonding requirements required for this Solicitation? If so, what are those requirements?

Answer13 This is a commercial acquisiton for services. There are no bonding requirments for this acquisition.

Question14 During the walk thru, we saw a substantial amount of equipment that was in need of repair. Many of these repairs have the potential to be labor intensive and costly. Should the bidding contractor plan on inheriting equipment in it's current condition and cover the cost of these repairs in their bid?

Answer14 Yes, Contractor is reponsible for pricing their quotes appropriately based on the information provided in the solicitation. Workload data and other information will be provided in an upcoming amendment to the solicitation to provide background information on the status of the boilers.

Question15 During the walk thru, infrared heaters were briefly discussed and thought to be not included in this contract. Should we include the infrared radiant heaters in our plan?

Answer15 No, Existing infrared heat systems are not included in this PWS. The contractor will be responsible for newly installed infrared heater through contract modification.

Question16 During the walk thru, it was mentioned that any repair over 32 hours will be submitted to the government for repair or a decision on how to proceed. During the meeting after the walk thru I believe we were told that is not the case. Can you confirm that this is intended to be a comprehensive maintenance and repair contract?

The contractor is responsible for all work as defined in the PWS to include repairs that will take more than 32 hours to complete.Contractor is responsible for pricing their quotes appropriately based on the information provided in the solicitation.
