Questions and Answers 1

1. Will there be a deadline on Q&A for the proposed RFP?

a. The deadline for questions in response to the RFP are identified in the solicitation document, page 8 paragraph, xvi., prior to 10:00 A.M. AKST on Monday, June 6th, 2016.

(The solicitation incorrectly references the 6th of June as a Friday. This is a typographical error).

2. Under the PPQ section why is the current contractor not being allowed to use site performance or current employee qualifications for evaluation? Or the Government justification behind the section Part III Paragraph D?

a. The Contractors should take note that this is not a RFP but an RFQ. With that, the Government is evaluating this as a Lowest Price with Acceptable Past Performance as detailed in the solicitation (see addendum FAR 52.212‐2 for additional information). The Contractors are also reminded this is a total small business set‐aside, not a full and open solicitation. Per Addendum FAR 52.212‐2 (d)(1)(D) in any sub/prime contractor relationship the prime (a small business in this solicitation) shall be rated as acceptable to be eligible for award. As discussed in the RFQ, the Government is looking at acceptable or unacceptable past performance not the confidence ratings as discussed in RFPs.
