APPENDIX A
DEFINITIONS, ABBREVIATIONS AND ACRONYMS
1.0 GENERAL DEFINITIONS
ACC AMIC PROGRAM OFFICE. The Air Force office with responsibility for technical management of the T-38 Aircraft Maintenance Program (AMP) contract including the Program Manager located at Langley AFB, VA.
CONTRACT ADMINISTRATOR. A qualified contracting individual appointed by the Contracting Officer to administer a particular contract.
CONTRACTING OFFICER (CO). An individual specifically appointed by the Secretary of the Air Force, or his or her designee, with the authority to enter into, administer, and/or terminate contracts and execute related determinations and findings within the limits of the authority delegated. Only a contracting officer has the authority to contractually bind the government on behalf of the Air Force.
CONTRACTOR FURNISHED BENCH STOCK (CFBS). All consumable, expendable and non-MIL-Spec type items, unique to a particular weapon system, furnished or maintained under a Logistics Support Contract (LSC).
CONTRACTOR FURNISHED EQUIPMENT (CFE). Equipment provided by the contractor to supplement government furnished equipment. Use and maintenance of CFE is solely at the expense of the contractor. The contractor shall remove CFE from government facilities at the end of the contract.
CONTRACTOR FURNISHED MATERIAL (CFM). CFM are contractor-provided common hand tools e.g., screwdrivers, wrenches, sockets requiring replacement during the life of the contract.
CONTRACTOR FURNISHED SUPPORT EQUIPMENT (CFSE). CFSE is equipment provided to the Government by a contractor in support of a particular weapon system.
DAYS AFTER CONTRACT START (DAC). Days after contract start.
DEFECT. Any nonconformance with the requirements specified in the contract. Additionally, a defect is any nonconformance of the unit or product that prevents it from meeting specified requirements.
FISCAL YEAR (FY). The US government's accounting period of 12 months beginning 1 October and ending 30 September.
FUNCTIONAL AREA. The organization having responsibility for the actual performance of services. Under this contract, the applicable organization is ACC AMIC.
GOVERNMENT FURNISHED BENCH STOCK (GFBS). All consumable and expendable items provided by the Government and used in the performance of the contract.

GOVERNMENT FURNISHED EQUIPMENT (GFE). EAID, non-EAID, and government leased equipment in the possession of, or acquired by, the government and subsequently delivered or otherwise made available to the contractor. GFE includes, but is not limited to, items such as TMDE, telephones, copy machines, personal computers, etc.
GOVERNMENT FURNISHED FACILITIES (GFF). Real property in the possession of, or acquired by the government, and subsequently delivered or otherwise made available to the contractor. GFF includes equipment attached to, and made part of, buildings and structures, but is not limited to, land, buildings, structures, utility systems, etc.
GOVERNMENT FURNISHED MATERIAL (GFM). Government-provided materials required for completion of the contract; e.g., sheet metal, metal stocks, fabrics, plastics, special modification to tools.
GOVERNMENT FURNISHED PROPERTY (GFP). Property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract.
INTERFACE. It is a common boundary between two organizations or activities.
LOT. The total number of potential service outputs in an audit period.
LOT SIZE. The number of service outputs in a lot.
MAINTENANCE MANAGEMENT. Organizing, directing, staffing, controlling, and planning for effective and efficient use of resources to ensure equipment and facilities are in a safe, serviceable, and operational condition to meet mission needs. Ensuring personnel have the proper skills, training, and procedures to accomplish all maintenance to standard.
QUALITY ASSURANCE (QA). A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved. For purposes of this PWS, QA refers to actions by the Government.
QUALITY ASSURANCE EVALUATOR (QAE). A Government person responsible for surveillance of contractor performance.
OBJECTIVE. Desirable capability above the threshold. This is a capability desired by the user, and which the program manager would like to obtain.
QUALITY CONTROL. Those actions taken by a contractor to control the production of outputs or services to ensure they conform to the contract requirements.
RANDOM SAMPLING. A sampling method in which each service output in a lot has an equal chance of being selected for a quality assurance audit.
SAMPLE. A sample consists of one or more service outputs drawn from a lot for a quality assurance audit.

SAMPLING GUIDE. The part of the QASP that contains all the information needed to perform audits of the service output(s) by the random sampling method of auditing.
SERVICES SUMMARY. A listing of the service outputs under the contract that are to be evaluated by the QAE on a regular basis, and the performance requirements of those outputs.
THRESHOLD. Minimum capability required to satisfy user's need. If a threshold is not achieved, it is considered unacceptable.
2. 0. TECHNICAL DEFINITIONS.
ACCEPTANCE INSPECTIONS. Inspections performed when an aircraft, engine, or support equipment has returned from extensive maintenance of a depot level category or been permanently reassigned from any other unit. This includes, but is not limited to, aircraft returning from command utilized Queen Bee (depot), from a structural life extension program, and from the avionics upgrade program.
AEROSPACE GROUND EQUIPMENT (AGE) SUBPOOL. Pre-positioned AGE allowing immediate access for designated users.
AEROSPACE VEHICLE AUTHORIZATION AND INVENTORY. Authorization refers to the number and type of aircraft an organization is programmed to possess. Inventory refers to the number of aircraft actually assigned to a unit and identified against a corresponding authorization.
AIRCRAFT CLEAR-RINSE. A clear water wash without any soap substance (this is accomplished in areas where there is a high concentration of sea salt and/or spray).
AIRCRAFT IMPOUNDMENT. Isolation of an aircraft due to an unknown malfunction or condition making it unsafe for flight.
AIRCRAFT B-STATUS POSSESSION CODES. Sample B-status codes (specified in AFI 21-103): BJ=crash/battle damage awaiting AFMC assist/decision; BK=command programmed maintenance; BL=extended transit maintenance; BN=crash damaged (unit repairable); BO=battle damage; BQ=major maintenance awaiting AFMC decision/action; BR= major maintenance awaiting parts; BT=aerospace vehicle transfer; BU=depot level maintenance; BW=weather/bird strike damage awaiting AFMC assist/decision; BX=weather/bird strike damage repairable by unit.
AIRCRAFT D-STATUS POSSESSION CODES. Sample D-status codes (specified in AFI 21-103): DJ=awaiting depot level maintenance work; DK=contract work; DL=depot delivery flight; DM=undergoing depot level maintenance; DO=programmed depot maintenance; DR=post depot/contractor maintenance.
AIRCRAFT QUALITY SUPPORT INSPECTION GROUPS: T-38 AIRCRAFT (all MDS):
Group 1. Forward fuselage and cockpits (fuselage station (FS) 26.41 to FS 312.00).

Group 2. Forward center fuselage, wing, and main landing gear (FS 312.00 to FS 445.00).
Group 3. Aft center fuselage, engine bay, and vertical stab (FS 445.00 to cantilever FS 505.00).
Group 4. Removable aft section (cantilever FS 505.00 to cantilever 582.095). NOTE:
Areas 3 and 4 may be combined.
ALLOWANCE STANDARD (AS). Authorized document that identifies the amount and type of equipment for an organization.
ALTERNATE MISSION EQUIPMENT (AME). Equipment identified to a higher end-item, not listed in the table of allowance. Normally, -21 equipment.
APPLICABLE TECHNICAL DATA. Those Air Force Technical Orders (TOs), instructions, regulations, manuals, and Time Compliance Technical Orders (TCTOs) which direct or prescribe required maintenance/inspection procedures on assigned aircraft, engines, and associated equipment. Supplements and amendments are considered part of the basic publication and shall require compliance. Any reference to a publication is meant to include the basic publication and all of its supplements and amendments. Supplements or amendments to publications from any organizational level may be issued during the life of the contract.
AWAITING MAINTENANCE (AWM)—Designation for a deferred discrepancy on an aircraft awaiting maintenance.
AWAITING PARTS (AWP). Designation for a deferred discrepancy on an aircraft awaiting delivery of parts from the supply system.
AWP VALIDATION LISTING (D19). Provides AWP due-outs and corresponding due-in and status details. This information helps determine the status of AWP end items and their corresponding bits and pieces and identifies cross-cannibalization candidates. It is a daily listing and is provided to all work centers involved with AWP management.
BACKUP AEROSPACE VEHICLE AUTHORIZED (BAA). Aircraft authorized over and above the Primary Aircraft Authorization (PAA) to allow for scheduled and unscheduled depot level maintenance, modifications, inspections and repairs, and certain other mitigating circumstances without reduction of aircraft available for the assigned mission. Other mitigating circumstances may include specialized maintenance requirements, medium duration home station modifications, and unique squadron sizing and location.
BACKUP AEROSPACE VEHICLE INVENTORY (BAI). Aircraft assigned to meet the BAA. Attrition Reserve (AR): Aircraft procured to replace anticipated losses of Primary Aircraft Inventory (PAI) due to peacetime accidents or wartime attrition.
BENCH STOCK. Expendable material used in the performance of maintenance.

BENCH STOCK REVIEW LISTING (M04). Listing of recommended additions, changes, and deletions to organizational bench stocks based on consumption patterns. Do not automatically make additions/deletions based on this listing but rather on expected future demands. The M04 is provided monthly.
CANNIBALIZATION (CANN). Authorized removals of a specific assembly, subassembly, or part from one weapons system, system, support system, or equipment end-item for installation on another end-item to meet priority mission requirements with an obligation to replace the removed item.
CLASS I and CLASS II AIRCRAFT. Classification categories used when calculating aircraft’s weight and balance.
CODE 1, CODE 2, CODE 3, CODE 4, CODE 5. Landing status codes used by aircrew to inform maintenance of their inbound aircraft’s condition. A Code 1 aircraft has no additional discrepancies other than those it had when it last departed; a code 2 aircraft has minor discrepancies, but is capable of further mission assignments; a code 3 aircraft has major discrepancies in mission-essential equipment that may require repair or replacement prior to further mission tasking; a code 4 indicates suspected or known nuclear, biological, or chemical contamination; and a code 5 indicates battle damage. Codes 4 and 5 are entered into the Maintenance Information Systems (MIS) as code 8.
COMPOSITE TOOL KIT (CTK). A controlled area or container used to store tools or equipment and maintain order, positive control, and ease of inventory. CTKs are assembled as a kit and designed to provide quick, easy visual inventory and accountability of all tools and equipment. CTKs may be in the form of a toolbox, a shadow board, shelves, system of drawers (Stanley Vidmar, Lista, etc.), cabinets, or other similar areas or containers. The CTK contains tools and equipment necessary to accomplish maintenance tasks, troubleshooting, and repair.
CONSUMABLES. Items that are either consumed in use or which lose their original identity during periods of use by incorporation into or attachments upon another assembly.
CRASH DAMAGED or DISABLED AIRCRAFT RECOVERY (CDDAR). The ability to move damaged or disabled aircraft using specialized equipment
CROSSTELLS. Crosstells are used to highlight trends, benchmarks or safety conditions relating to maintenance equipment, personnel, training or processes. A crosstell is initiated to assist other maintenance or logistics personnel with similar equipment to do their jobs more safely and/or efficiently. Typically a crosstell will be initiated when a condition or trend is discovered regarding a weapon system or common components that should be shared with other users or potential users. This information should be transmitted using a digital message system to ensure widest dissemination and ensure it is brought to the attention of unit commanders in order to prevent or mitigate mishaps, injury or damage to AF personnel, equipment or property. Crosstells will provide relevant background information , history and can include such information as NSNs, part numbers, or specific location of problem areas.

DAILY DOCUMENT REGISTER (D04). The D04 is used to monitor and validate a unit’s supply account transactions. Review daily for all charges, credits, and other transactions (ISUs, TINs, DORs, etc.) affecting your account.
DEBRIEFING. Program designed to ensure malfunctions identified by aircrews are properly reported and documented.
DECERTIFICATION. The removal of a specific task certification from a person’s training records.
DEDICATED CREW CHIEF (DCC). DCCs are first-level supervisors in the flight line management structure who manage and supervise all maintenance on their aircraft, and are selected on the basis of initiative, technical knowledge, and management/ leadership ability.
DELAYED or DEFFERRED DISCREPANCIES. Malfunctions or discrepancies not creating NMC or PMC status that are not immediately corrected.
DEPOT LEVEL MAINTENANCE. Maintenance consisting of those on- and off-equipment tasks performed using the highly specialized skills, sophisticated shop equipment, or special facilities of a supporting command, commercial activity, or inter service agency at a technology repair center, centralized repair facility, or, in some cases, at an operating location. Maintenance performed at a depot may also include organizational or intermediate level maintenance as negotiated between operating and supporting commands.
DEPLOYMENT. A movement of aircraft requiring maintenance support at a location other than the assigned base. Aircraft are deployed to provide operational mission support.
DOCUMENT VALIDATION REPORT (DVR). Used to validate parts request records by end item serial number (e.g. when performing 14 day records checks).
DUE-OUT VALIDATION LISTING (M30). Provide the user a list of all outstanding due-outs for their organization as reflected in the supply system. Ensure all due-outs are valid and still required. If changes are required, annotate the listing and return a copy to base supply. The listing is provided monthly.
EQUIPMENT CUSTODIAN. Individual responsible for all in-use equipment at the organizational level whose duties include requisitioning, receiving, and controlling of all equipment assets.
EQUIPMENT IDENTIFICATION DESIGNATOR (EID). A number assigned to a piece of shop equipment, used to track status and accountability.
EQUIPMENT ITEMS. Item authorized in the allowance standard within an organization.

EVENT LIST (EVL). This is an on-line AMP unique inquiry that provides supply document numbers, aircraft discrepancies and equipment ID by event ID.
FLEET TIME AVERAGE. Average number of flying hours remaining on the possessed aircraft until next periodic and (or) phase inspection.
HANGAR QUEEN. Aircraft that have not flown for a specified length of time are considered in “Hangar Queen” status IAW ACCI 21-101.
IMMEDIATELY PRIOR TO LAUNCH (IPL). Specific tasks accomplished immediately prior to launching an aircraft.
IN-PROCESS INSPECTION (IPI). Inspection performed during the assembly or reassembly of systems, subsystems, or components with applicable technical orders.
INTERMEDIATE LEVEL MAINTENANCE. Maintenance consisting of those off-equipment tasks normally performed using the resources of the operating command at an operating location or at a centralized intermediate repair facility.
ITEM UNIQUE IDENTIFICATION. Designed to distinguish one object from another, allowing the DoD to track identical items individually throughout their lifecycles. It allows the DoD to have information such as what an item is, how/ when it was acquired, the initial value, current custody and how the item is marked.
JEWELRY. Any necklace, ring, earring, watch, hair adornments (barrettes, hair pins, bobby pins, etc), bracelet chain, or key chain worn under or over outer garments.
JOB CONTROL NUMBER (JCN). Number assigned to an aircraft/equipment maintenance work request. Also referred to as a year-event ID in AMP.
LEVELS. Computed and authorized requirements for a quantity of assets.
LOCKED OUT or TAG OUT. Energy isolating device is capable of being locked out if it has a hasp or other means of attachment to which or through which a lock can be affixed. Tag out devices, shall be substantial enough to prevent inadvertent or accidental removal.
LABOR.
DIRECT LABOR. Direct labor involves those tasks that are readily identifiable with a production work center's specific product or service, for example, sortie generation or component repair. Supervision of direct tasks is considered direct labor when direct labor encompasses fifty percent or more of the tasks.
INDIRECT LABOR. Indirect labor involves those tasks that are not readily identifiable with a production work center's specific product or service. The major categories of standard indirect work are: Directs work center activity, provides administrative support;
prepares for and conducts/attends meeting; performs planning and scheduling; maintains weapon system and equipment status, configuration, usage, location and historical

records; administers training, quality, budget, data collection and analysis programs;
manages supplies and tools, monitors and coordinates work center production, and performs clean-up. Supervision of indirect tasks is considered indirect labor when indirect labor encompasses fifty percent or more of the tasks.
OVERHEAD LABOR. Work and tasks related to overall management of both support and production activities. This category includes staff support activities, (for example human resources, contract management and overhead administration). Work is considered overhead when tasks encompass fifty percent or more of management tasks.
MAINTENANCE TRAINING. Any proficiency, qualification, or certification tasking required by a technician to perform duties in their primary AFSC.
MASTER INVENTORY LIST (MIL)—Primary source document for inventory of CTKs. The MIL indicates the total number of items in each drawer or section of the tool kit. MIL may be automated.
MICAP RECORD RETRIEVAL/UPDATE (1MM). An on-line SBSS inquiry that lists information on current MICAP conditions by equipment ID.
MICAP STATUS REPORT (R49). This report provides the current status of all active MICAP requirements and provides the data in clear text. Use this product to validate serial numbers of parts required for MICAP end items. In units supported by a base supply using the MICAP Asset Sourcing System (MASS), the E-40 may be used in lieu of the R49.
MICAP (NMCS/PMCS) SUPPLY DATA INQUIRY. IMDS inquiry that lists MICAP information by equipment ID.
MISSION DESIGN SERIES (MDS)—Alpha and numeric characters denoting primary mission and model of a military weapons system.
MINIMUM PROFICIENCY REQUIREMENT LOADING (MPRL). Frequency of munitions loading in order to maintain certification.
MONTHLY TCTO RECONCILIATION LISTING. This listing provides TCTO kit status and is used to identify or reconcile differences between supply computer records and maintenance TCTO documents. Refer to AFMAN 23-110, USAF Supply Manual. Perform this reconciliation monthly.
OFF-EQUIPMENT. Equipment attached to the aircraft, engine, or support equipment requiring in-shop repair.
OFF-EQUIPMENT MAINTENANCE. Maintenance tasks that are not or cannot be effectively accomplished on the aircraft, engine, or support equipment and require removal of the component to a repair shop and use of repair shop resources.

ON-EQUIPMENT. Equipment attached to the aircraft, engine or support equipment not requiring in-shop repair.
ON-EQUIPMENT MAINTENANCE. Maintenance tasks that are or can be effectively accomplished on the aircraft, installed engine or support equipment. Note: Maintenance on uninstalled engines and ejection seats are also on-equipment maintenance. . These components assume their own identity once removed from the aircraft.
ONE TIME INSPECTION (OTI). Local (L-code) or higher headquarters (J-code) directed inspection accomplished to determine equipment condition or status.
OPERATING STOCK. The bits and pieces needed to support a maintenance work center that does not meet the criteria of bench stock. It includes reusable items such as dust covers, hydraulic line covers, caps, items leftover from work orders, TCTOs, and items deleted from bench stock.
ORGANIZATIONAL BENCH STOCK LISTING (S04). This is a listing of all items and quantities authorized on the work center bench stock. The listing is provided semiannually or as requested.
ORGANIZATION EFFECTIVENESS REPORT (M24). The M24 reflects the level of supply effectiveness in meeting unit requirements. Percentages of effectiveness in issue/support and bench stock support for the past month are provided. Potential support problems may be indicated by the percentage of support provided in each area. This is a monthly product.
ORGANIZATIONAL LEVEL MAINTENANCE. Maintenance consisting of those on-equipment tasks normally performed using the resources of an operating command at an operating location.
OVERHAUL. The disassembly, cleaning, inspection, repair, or replacement of parts or components, reassembly, and test of any item or accessory IAW applicable TOs, directives, or authorized manufacturer's publications to provide an operationally safe, serviceable, and reliable item.
PERFORMANCE WORK STATEMENT (PWS). A document that describes accurately the essential and technical requirements for items, materials, or services including the standards used to determine whether the requirements have been met.
PERSONNEL PROTECTIVE EQUIPMENT (PPE). Equipment required to do a job or task in a safe manner (ie. gloves, helmet, safety glasses, etc.).
POSSESSION PURPOSE CODE (PPC). Also known as Purpose Identifier Code, it is a two-letter code that indicates ownership (possession) of the asset. For example, “BQ” = major maintenance awaiting AFMC decision/action; “CC” = combat; “DO” = depot level maintenance possession for depot work; etc.

PRIMARY AEROSPACE VEHICLE AUTHORIZED (PAA). Aircraft authorized for performing a unit’s mission (e.g. combat, combat support, training, test & evaluation). The PAA forms the basis for allocating operating resources to include manpower, support equipment, and flying hour funds. The operating command determines the PAA required to meet their assigned missions. “Authorized” refers to the number and type of aircraft an organization is programmed to possess.
PRIMARY AEROSPACE VEHICLE INVENTORY (PAI). Aircraft assigned to meet the PAA. “Inventory” refers to the number of aircraft actually assigned to a unit and identified against a corresponding authorization.
PRIORITY MONITOR REPORT (D18). Use this report to monitor due-outs and their corresponding status. It is provided to organizations having due-outs at a locally determined frequency (i.e., daily for UND A, weekly for UND B).
PROGRAMMED DEPOT MAINTENANCE (PDM). Inspection requiring skills, equipment, or facilities not normally possessed by operating locations.
QUALITY MAINTENANCE (QM). Those actions taken by a contractor to control the production of services so that they meet the requirements of the PWS. Note: References in Government publications to quality support (QS) or quality control (QC) shall be interpreted as meaning QM for purposes of this contract.
QUICK REFERENCE LIST (QRL). Listing of fast moving, high use items required for primary mission aircraft. The basic purpose of the QRL is to provide maintenance personnel with a speedy way to place a demand on the supply system.
RECURRING DISCREPANCY. A recurring discrepancy is one that occurs on the second, third, or fourth sortie or attempted sortie after corrective action has been taken and the system or sub-system indicates the same malfunction when operated.
REPAIR. The restoration or replacement of parts or components of material as necessitated by wear and tear, damage, failure of parts or the like in order to maintain the specific item of material in proper operating condition.
REPAIR CYCLE ASSET. Any recoverable item with an expendability, recoverability, reparability code (ERRC) category of XD or XF.
REPAIR CYCLE ASSET MANAGEMENT LISTING (D23). This listing is used to monitor repair cycle assets and as a management product to monitor the stock position and repair cycle status of repairable (DIFM) assets. It may be produced in several sequences and is provided to the customer daily. Refer to AFMAN 23-110, USAF Supply Manual.
REPAIR CYCLE DATA LIST (Q04). Provides data applicable to each repair cycle item. Data provided includes history of past repair, NRTS, condemn actions, percent of base repair and repair activity. The listing is provided quarterly.

REPAIRABLE SUPPORT DIVISION (RSD) DUE-IN FROM MAINTENANCE (DIFM)
REPORT. Provides senior managers information on assets remaining in the repair cycle over a user defined number of days (e.g. 10 days) which are tying up large amounts unit O&M funds (e.g. over $10,000). This listing allows management to spot check the health of the repair cycle under the RSD concept and is available on request. Use this list to avoid penalty charges for DIFM items in the repair cycle greater than 60 days.
REPEAT DISCREPANCY. A repeat discrepancy occurs on the next sortie or attempted sortie after corrective action has been taken and the system or sub-system indicates the same malfunction when operated.
RETROGRADE. Returning assets (particularly reparable assets) from the field to their source of repair.
SAFETY EQUIPMENT. Equipment to prevent injury while performing specific tasks.
SCHEDULED MAINTENANCE. Periodic prescribed inspections and/or servicing of equipment accomplished on a calendar or hourly basis (ref TO 00-20-1).
SERIAL NUMBER RECORD INQUIRY. This on-line SBSS inquiry provides all due-out requirements (MICAPs, deferred discrepancies, etc.) for any equipment ID.
SERVICEABLE. Capable of meeting the designed, or modified, requirement and performance.
SHOP CTK. Tool kits (not dispatched) used by work center personnel during a shift, provided a single person is responsible for the tool kit.
SHOP STOCK Includes items such as sheet metal, electrical wire, fabric, and metal stock, used and stored within a maintenance work center to facilitate maintenance.
SPARES. Serviceable assets that are available for future use, and in the logistics pipeline. The term spare carries the assumption that there are already enough assets in the Air Force inventory to satisfy end item or quantity per aircraft requirements.
SPECIAL CERTIFICATION ROSTER (SCR). Management tool that provides supervisors a listing of personnel authorized to perform, evaluate, and inspect critical work.
SPECIAL LEVEL REVIEW LISTING (R35). Provides information on all items with adjusted stock levels.
SPECIAL PURPOSE CTK. Small individually issued tool kits that because of the nature of contents or type of container could preclude shadowing or silhouetting (e.g., launch kits, recovery kits, cartridge cleaning kits, oxygen servicing kits, etc).
STANDARD. Acknowledged measurement of performance as determined by the Government.

STATIC DISPLAY. AF Museum or other designated aircraft or aircraft components used for public display or special functions.
SUPPORT AGREEMENTS. A written document that describes facilities, material, or services provided by the host to another organization.
SUPPLY POINT LISTING (Q13). This listing provides all supply point details, with the quantity authorized, on-hand, and due-out for each detail. It also identifies shortages, excesses and shelf-life items. Q13 is provided quarterly or as requested.
TAIL NUMBER BINS (TNB). Locations established and controlled to store issued parts awaiting installation and parts removed to “facilitate other maintenance” (FOM). Holding bins are set up by tail number, serial number, or identification number.
TECHNICAL ORDER DISTRIBUTION OFFICE (TODO). Function required to maintain records on TOs received and distributed.
TECHNICAL ORDER DISTRIBUTION ACCOUNT (TODA). Specific accounts under the Technical Order Distribution Office.
TIME COMPLIANCE TECHNICAL ORDER (TCTO). Authorized method of directing and providing instructions for modifying equipment, and performing or initially establishing one-time inspections.
TCTO STATUS REPORT (TCS). The TCS is an IMDS background product that identifies serial numbers, TCTO status codes, and kit, part, and tool requirements for equipment requiring modification, as well as a summary of affected equipment by TCTO status codes.
TOOLS. Items used in the performance of maintenance and inspection of a weapons system, support and training aircraft, subsystem, component, or the supporting equipment. Non-expendable replacement tools shall not be carried on bench stock. Expendable tools (apex bits, drill bits, etc) will be controlled, accounted for, and secured IAW ACCI 21-101.
COMMON HAND TOOLS. Tools that are found in common usage such as those applicable to or used on a variety of equipment and components. These items include but are not limited to wrenches, sockets, pliers, etc.
SPECIAL TOOLS. Tools that are designed and developed to perform a peculiar maintenance operation on a specific end item of equipment or component. These items include, but are not limited to, wheel or bearing pullers, special jigs, special cradles, alignment devices, vacuum pumps, floor jacks and cranes, engine slings, and those special tools listed in applicable equipment technical orders.
TOOL STORAGE FACILITY/TOOL ROOM. A controlled area within a work center designated for storage and issue of tools and equipment.

TOTAL ASSET VISIBILITY. The capability to provide users with timely and accurate information on the location, movement, status, and identity of units, personnel, equipment, materiel, and supplies. It also includes the capability to act upon that information to improve overall performance of the Department of Defense’s logistic practices.
TOTAL ACTIVE AEROSPACE VEHICLE INVENTORY (TAI). Total of all aircraft, determined by adding PAI +BAI + AR.
TRANSFER INSPECTION. Aircraft or equipment inspection performed prior to its transfer of possession to another unit or organization. Transfer inspections will be performed IAW TO 00- 20-1, AFI 21-103 and AFCSM 21-567.
TRANSIENT AIRCRAFT (TA). Non-assigned aircraft that land at the base.
TURNAROUND TRANSACTION (TRN). Repair and reinstallation of an item that updates the demand level for repair cycle assets.
TWO-LEVEL MAINTENANCE (2LM) CONCEPT. Under the 2LM concept, Air Logistics Centers (ALC) are responsible for intermediate-level repair of selected aircraft avionics components and engines on affected weapon systems.
UNSCHEDULED MAINTENANCE. Those unpredictable maintenance requirements that had not been previously planned or programmed, but require prompt attention and must be added to, integrated with or substituted for previously scheduled workloads.
USER MAINTENANCE. The care and servicing by personnel who own or use equipment, but do not possess overall responsibility, to maintain equipment and facilities in a safe and satisfactory operating condition by providing for systematic inspection, detection, and correction of minor defects before they develop into major defects. These actions include, but are not limited to cleaning, waxing, servicing, pre-use inspections, operational checks, checking fluid levels, tightening hardware, minor adjustments, and forms documentation.
UTILIZATION RATE (UTE Rate)—Average number of sorties or hours flown per primary assigned aircraft per period. Usually time period is based on a monthly rate.
VIRTUAL UNIQUE ITEM IDENTIFIER (UII). The UII data elements for an item captured in a database, but not yet physically marked on an item.
WEAPON SYSTEM PROGRAM DIRECTOR. The Item Manager/Item Manager Supervisor who centrally manages XB/XF items related to a particular weapon system.
WEIGHT and BALANCE (W&B) PROGRAM. Program used in calculating, verifying, updating, and computing weight and balance on a weapon system.
