RPA SERVICE SUMMARY

1.0 All metrics in this appendix shall be measured and evaluated on a calendar month basis and on a site by site basis. Standards are set by HQ ACC or the Government Program Office as applicable and are subject to annual adjustments by the government. The contractor shall meet or exceed these established metrics. Metrics/Standards are defined in PWS Section B, Services Summary & Appendix H.

2.0 C4ISR Equipment/System Operational Readiness Rate (OR)

OR Shall be calculated as follows for each month:

2.1 System: Fixed Tactical

GCS (includes GDT) 99.50% 98.50%

2.2 Active hours: 24 hours a day, 7 days a week, unless otherwise specified by the government.

2.3 NMCU hours: Not Mission Capable Unscheduled System hours includes all time when system(s) are not mission capable because of unscheduled maintenance, associated delays, or downtime not approved by the government.

2.4 Non-chargeable Down Time:

2.4.1 Preventive Maintenance Inspections (PMI): Time periods approved by the government where equipment, system(s), or channel(s) is/are not active in its assigned mission due to the performance of scheduled preventive inspection(s). When a deficiency is discovered as a result of the PMI and prevents its completion, the PMI shall be deferred and a new maintenance action shall be opened to document corrective maintenance. The downtime shall be rescheduled and the PMI shall be completed after the deficiency is corrected (See Note).

2.4.2 Training: Government approved time period(s) when equipment, system(s), or channel(s) cannot perform its assigned mission due to training (See Note).

Note: When the sum of total system downtime per calendar quarter for preventive maintenance and training reaches 24 hours, any additional time for training or preventive maintenance shall be chargeable unless approved in advance by the government.

2.4.3 Government Authorized: Time period when contractor is directed or authorized by the government to shut down equipment or delay work due to personnel safety, interference with other equipment, parts delay, or higher headquarters requirements. A comment explaining the cause of the shutdown (e.g., personnel safety hazard, document, and directive) is required.

2.4.4 Awaiting Parts: Time period between documented item on order status and documented receipt of item shall be considered non-chargeable.

2.4.5 Commercial Power Failures: Time that equipment, system(s), or channel(s) is/are not capable of performing its assigned mission due to loss or instability of commercial/prime power..

Sites where back-up generators are available and contractor maintained, outage time shall be considered chargeable in the event of prime power loss and generator failure.

2.4.6 Modification or Relocation: Time period when an active equipment item is removed from its assigned mission to comply with Government-approved modification or relocation.

2.4.7 Depot Maintenance: Time period when the equipment, system, or channel is not operational due to scheduled depot maintenance. This includes jobs accomplished by Engineering and Installation (E&I), Central Repair Authority (CRA), or Mobile Depot Maintenance (MDM) teams.

2.4.8 Electromagnetic Interference: : Time period when a communications facility is experiencing interfering electrical signals which prevents the equipment from performing its assigned mission. The contractor shall report all suspected or observed Electronmagnetic Interference (EMI) incidents IAW AFI 10-707 Spectrum Interference Resolution Program,

2.4.9 Damage or Deterioration: Those time periods that the equipment is not performing its assigned mission due to uncontrollable equipment damage, which is not the result of equipment malfunction and is beyond the contractor maintenance activity’s control (e.g., natural disasters, vandalism, or riot).

2.4.10 Documented Software Error: Those time periods that equipment is not performing its assigned mission due to the occurrence of a documented software problem.

2.4.11 Atmospheric Disturbance or Weather: Time periods when equipment cannot perform its assigned mission due to severe weather or atmospheric conditions, such as anomalous propagation, high wind, hurricanes.

3.0 Aircraft Equipment/System:

Repairable: 100%

Consumables: > 97%
