MEMORANDUM 6 CTS/CC

SUBJECT: Current Syllabus Requirements

1. The 6 CTS syllabus currently requires two live fly missions for completion of the course. A third Full Mission Training (FMT) event is contained in the syllabus when additional training air support is available, but is a bonus and not required to complete the course. An excerpt from the 6 CTS syllabus of mission descriptions for each FMT is contained in Attachment 1. Additional emphasis items are:

a. FMT 1: Type 1 or 2 terminal attack controls with fixed wing aircraft in a permissive environment. The primary focus is solid JP 3-09.3 procedures, including AO Update, 9-Line, and a significant amount of time spent on visual target talk-ons and target correlation with the attacking aircraft. The 9-line, talk-on procedures, and target correlation are 80% of the emphasis with only 20% on the actual attack (aircraft nose position, geometry, etc.). A typical student accomplishes three 9-lines during FMT 1 due to poor talk-on/target correlation mechanics.

b. FMT 2: Type 1 or 2 terminal attack controls with fixed wing aircraft in a restrictive threat environment on a marked or unmarked target while conducting SEAD (usually artillery TOTs). Typically, a legacy tactical SAM system such as an SA-8 is utilized and is normally ‘destroyed’ after 2 attacks, approximately mid-way through the mission. The remaining portion of the mission involves Type 1/2 controls in a permissive environment, concentrating upon correct 9-line passage and target talk-ons. Some TGP talk-ons are executed in addition to visual talk-ons depending upon student proficiency during FMT 1. Once again, 80% of the emphasis is on building a foundation of JP 3-09.3 habit patterns (9-line, talk-on, target correlation, and SEAD/Artillery coordination) and only 20% on the actual attack. A typical student accomplishes three 9-lines during FMT due to additional SEAD/Artillery coordination requirements.

2. The 6 CTS is in the process of designing a new syllabus to meet the requirements specified for JTAC certification in the JTAC MOA 1 May 2015 (excerpt in Attachment 2). The expected timeline for this new syllabus is first or second quarter of FY2018. While still under development, the syllabus is expected to contain five total rides: FMT 1 and 2 (above) as well as a night FMT, an additional day FMT tailored to each student to cleanup student deficiencies from FMT 1 and 2 (T1/2 9-lines, talk-ons, geometry assessment, SEAD integration) as well as any additional controls needed to meet certification requirements and prepare the student for a Form-8 checkride during FMT 5.

3. The 6 CTS FY17 calendar in attachment 3 contains both class weeks for live student air

(green FTX Week) and proposed CT CAS (orange) with the number of hours required.

Additionally, three examples are provided of potential methods to execute during FTX week (one if the aircraft are capable of 4 hour time on station, one with 3 hours time on station without Saturdays and one with three hours time on stations including flying Saturdays). These examples are not binding but are provided as examples of one method of executing FTX week. The calendar is not finalized and is provided as a planning aid for building expectations of the expected FY2017 calendar.
