2.0 Caution Personnel Changes
Offerors are required to verify and ensure the continuing availability of personnel for whom resumes have been submitted. If any personnel substitutions/changes occur or are made prior to submission of final proposal revisions, providing the Government has decided to open discussions, the offeror shall immediately notify the Contracting Officer (CO) of such change(s) and amend its proposal accordingly. Failure to do so may render the proposal unacceptable.
3.0 Discrepancies
If an offeror believes the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO, in writing, with supporting rationale as well as the remedies the offeror is asking the CO to consider as related to the omission or error. The offeror is reminded the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. This reservation includes matters of additional or substitute pages of the initial proposal.
4.0 Evaluation
Offers will be evaluated using the factors and subfactors in Section M, Evaluation Factors for Award. Noncompliance with the RFP may be grounds to eliminate the proposal from consideration for contract award. Offerors are advised proposals are presumed to represent the offeror’s best efforts and most complete responses to this solicitation. Cursory responses or responses which merely reiterate the Performance-Based Work Statement (PWS) will be considered unacceptable. Demonstration of capability and qualifications that clearly support the offeror’s claims are essential. The absence of such evidence will adversely influence evaluation of the proposal.

8.0 Retention of Proposals
In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. The Government will destroy extra copies of unsuccessful proposals.
9.0 Unnecessary Elaboration and Formatting
Elaborate brochures or documentation, binding, or detailed artwork, or other embellishments are unnecessary and not desired.
10.0 Classified Materials
Proposals shall be unclassified.
11.0 Operation of Nellis AFB Local Area Network (LAN) and Base Information Transfer System (BITS) Offerors shall be advised that Contractors operate LAN and BITS; therefore, if proposal information is submitted through either source, the possibility exists that another contractor may have access to the proposal information.
12.0 Completing the SF33
Complete blocks 13 through 17 of the SF33. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.
13.0 Mandatory Representations and Certifications
Complete the necessary fill-ins and representations and certifications (Reps and Certs) in provisions if Reps and Certs differ from content posted to https://www.sam.gov.
14.0 Proposal Acceptance Period
A statement that the offer presented is valid for no less than 90 calendar days from the proposal due date at the location identified in Block 9 of the SF 33.
15.0 Late Proposals
Late proposals will be processed in accordance with FAR 52.215-1(c)(3)(ii)(A) “Late submission, modifications, revisions, and withdrawals of offers.”
L-2 INSTRUCTIONS FOR PREPARATION OF PROPOSALS
1.0 Instructions – Instructions contained herein are for preparing proposals and providing data and presentations to the Government in response to this solicitation.
1.1 Compliance – Proposals must comply fully with these instructions. Proposals which fail to do so may be rejected as non-responsive. Proposals shall include all of the information requested in these instructions.
1.2 Electronic Copies – In addition to the paper copies required by Table L-2-1, the entire proposal shall be submitted on a virus-free CD-ROM in electronic file formats compatible with Microsoft Office 2003 or higher applications. The content and page size of electronic copies must be identical to the hard copies. Each CD-ROM shall be clearly identified with the Contractor’s Name, and Solicitation Number. Use separate folders / files to permit rapid location of all portions, including subfactors, exhibits, annexes, and attachments, if any. Do not password protect or compress files. In the event there are any discrepancies between the hard copies and electronic copies of a proposal, the hard copies will be used for evaluation. Replacement CD- ROMs may be required if the proposal is revised or if a final proposal revision is requested.
1.3 Cost/Pricing - All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal and Model Contract / Representations & Certifications Volumes. Cost/price information may be used in other volumes only as appropriate for presenting rationale for alternatives or decision-making processes.
2.0 Proposal Organization / Preparation
2.1 Binder Organization - Volumes shall be contained in standard three-ring, loose-leaf binders permitting the binders to lay flat when completely opened and allow for easy removal and replacement of pages. Staples and paper clips shall not be used. Binder contents, page limitation, and number of copies are identified in Table L-2-1 of this section. Each binder cover shall clearly identify the Company Name, Point of Contact, Address, Volume Number, Volume Title, “Original” or “Copy,” RFP Number, and RFP Title. Apply all appropriate markings including those prescribed in accordance with FAR 52.215-1, paragraph (e), Restriction on Disclosure and Use of Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information. All references to the company name should be removed from the Technical Proposal contents. Only the cover page should have reference to the company.
2.2 Clarity of Proposal - The proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of the offeror’s facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal.
2.3 Glossary - Each volume shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.
2.4 Illustrations and Tables - Proposals shall be prepared on 8 ½ x 11-inch paper except for foldouts used for charts, illustrations, tables, or diagrams, which may not exceed 11 x 17 inches.
For page count purposes, foldout pages will count as two (2) 8 ½ x 11-inch pages and shall only be used for graphics and exhibits, not text. All information (except for document numbers, page numbers, etc.) shall be provided within an image area of 9 x 15 inches. For page count purposes, each printed side of foldout page shall count as two (2) pages each. Text used for call-outs on graphics and exhibits shall be no smaller than Times New Roman or Arial, 8-point in height after final reduction. Call-outs may be single-spaced.
2.5 Indexing - Each volume shall contain a Table of Contents to identify the section and paragraph subjects within that volume. Tab indexing shall be used to separate and identify both Volumes and Sections. Tab indexes should remain in place when binders are placed in a vertical position in a storage cabinet
2.6 Page - A page is defined as each face of an 8 ½ x 11-inch sheet of paper containing information. Page margins shall be a minimum of 1-inch each for the top, bottom and sides. All material shall be contained within the page limitations in Table L-2-1 of this section. The page limitations shall be treated as maximum limits to assist in the evaluation of each proposal. Total page count will be based on the printed proposal submission. If page limitations are exceeded, the excess pages will not be read or considered in the evaluation of the proposal and will not be returned to the offeror. Double-sided printing is acceptable, but counts as two (2) pages. Number pages sequentially by volume. The background color of each page of the proposal submission shall be white or ivory paper only. If Final Proposal Revisions (FPRs) are required, the same page limitations apply.
2.7 Font – Font shall be Times New Roman or Verdana, no smaller than 11-point with normal proportional spacing. Text lines will be no less than single-spaced. EXCEPTION: For RFP Attachment 6, Past Performance Citation, 10-point font is permitted for all sections of the citation except the “Description of Effort” on Page 2 where 12-point font is required.

L-3 VOLUME I – TECHNICAL FACTOR
1.0 General
Ensure the Technical volume is specific and complete. Legibility, clarity, and coherence are very important. Your responses will be evaluated against the Technical subfactors in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing/satisfying these subfactors.
All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation.
Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. The Technical volume will be the primary basis for evaluating your proposed approach to meeting the minimum performance or capability requirements of each Technical subfactor. Your proposal shall describe the capability of your organization to perform this contract including pertinent aspects of the proposed approach such as teaming or subcontracting arrangements.

3.0 Technical Subfactors
Offerors shall submit a proposal addressing all requirements within the Performance Work Statement. In the technical volume, address your technical solution for meeting the Government’s minimum performance or capability requirements for each technical sub-factor.
3.1 Subfactor 1 – Contract Implementation Plan
The offeror proposals will be technically evaluated IAW FAR 15.3 and DoD Source Selection Procedures. This Factor is met when the offerors present a sound and realistic proposal to achieve all requirements within the Performance Work Statement. The following are highlighted to indicate to offerors where the Government intends to base a best value decision, more specifically the offeror’s proposal must clearly demonstrate:
3.1.1 The offeror shall submit an effective management approach for the Joint Terminal Attack Control Contracted Close Air Support CCAS Training (JTAC CCAS Training) program.
3.1.2 The offeror shall clearly demonstrates how many aircraft will use in order to meet the requirements of the contract.
3.1.3 The offeror clearly demonstrates the capability to provide JTAC Training Flights as stated in section 2.0 – Services, Service Delivery Summary (SDS) #1 – Provide JTAC Training Flights.
3.1.4 The offeror provides a plan that clearly and feasibly demonstrates how in-person pre-briefs and debriefs will take place as stated in section 2.0 – Services, Service Delivery Summary (SDS) #2 – Provide mission planning instruction and operations mentoring along with teleconference/VTC debriefs and two in-person debriefs, one midway through the class and one at the end of the class.
3.1.5 The offeror provides a proposed plan to meet air operations available for a minimum 60 minute for Live CAS and for Dry CAS on station time session 50 nautical miles (NM) from base.

3.1.6 The offeror will clearly describe how Government’s requirement will be met if aircraft are taken out of service for safety, maintenance, damage repair, or any other reason.
3.1.7 The offeror shall provide a list of personnel to include aircrew and maintenance personnel along with their qualifications IAW PWS 1.4 and 1.5.
3.2 Sub factor 2 - Safety Plan
3.2.1 The offeror will discuss in detail the company’s flight safety program as outlined in PWS section 2.5 – Safety.
3.2.2 The offeror shall identify the company safety representative as outline in PWS paragraph 2.5.1
3.3 Sub factor 3 – Aircraft Plan
3.3.1 The offeror clearly shows proposed aircraft specifications meet or exceed the following:
3.3.2 Speeds of 170 knots true air speed (KTAS) or greater.
3.3.3 Ability to sustain or exceed 4G load factors.
3.3.4 Capability to reach a minimum elevation of 10,000 feet above mean sea level (MSL).
3.3.5 Maintain loiter time of at least 60 minutes on station.
3.3.6 Ability to seat one additional Government personnel.
3.3.7 Demonstrate ability to meet communication and navigation capability as required by the FAA for Instrument Flight Rules (IFR).
3.3.8 Radio capability to include 2x UHF/VHF radios as outlined in PWS paragraph 1.3.4.
3.3.9 Ability to record all inter/intra flight communications as outlined in PWS paragraph 1.3.7.
3.3.10 Full Motion Video (FMV) recording capability as outlined in PWS 1.3.8
3.3.11 Show current certifications & qualifications or clearly discuss plan to obtain the required certifications and qualification prior to contract start date. See PWS section 4.0 – Airworthiness Requirements.
3.3.12 Ability to deploy BDU33 and the strafe mission in sufficient quantities as outlined in PWS paragraphs 1.3.6, 1.3.9, and section 3.0 - Scheduling, L-4. VOLUME II- PRICE PROPOSAL
1.0 General
Since this is a competitive acquisition, with adequate price competition anticipated, the cost documentation is considered other than cost or pricing data and shall not be certified in accordance with FAR Part 15.406-2. Should adequate price competition not exist after receipt of proposals, the provisions of FAR Part 15.403-4 shall apply, and the offeror will be asked to provide certification of cost or pricing data. Any updates, amendments, or modifications to the Section B originally submitted should be in the same media format, and include, or be accompanied by, a clear, concise explanation of such changes significant to the negotiation process and to the proposal.

2.1 Cost/Pricing Content
The offeror is required to submit its pricing information using Section B in the solicitation to the RFP. Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your cost/price position. All information relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the Cost/Price volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.

2.1 The offeror shall submit the following:
2.2 Signature Page – Complete blocks 13 through 16 and signature and date for blocks 17 and 18 of the Standard Form (SF) 33. Signature by the offeror on the SF33 constitutes an offer, which the Government may accept. The "Original" copy shall be clearly marked under a separate cover without punched holes, and placed in the “Original Binder.” Provide copy of the signature page in binders containing copies.
2.3 Proposal Expiration Statement – A statement that the offer presented is valid for no less than 90 calendar days from the proposal due date at the location identified in Block 9 of the SF 33.
2.4 Solicitation / Contract –Sections E through J.
2.5 Representations, Certifications, and Other Statements of Offerors (Section K)
2.6 Company Information – Provide company/division's street address, county and facility code;
CAGE code; DUNS code; TIN; size of business; and labor surplus area designation. This same information must be provided if the work for this contract will be performed at any other location(s). List all locations where work is to be performed and indicate whether such facility is a division, affiliate, or subcontractor, and the percentage of work to be performed at each location.
2.7 Authorized Offeror Personnel – Provide the name/title, physical and e-mail address, and phone/fax number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate the offeror contractually. Also, identify those individuals authorized to negotiate with the Government.
2.8 Government Agencies – In reference to current contracts or TOs, provide information on administering or cognizant Government agencies. Provide the name of the agency, mailing address, phone/fax numbers, and facility code (if applicable) for the cognizant Contract Administration Office, Defense Contract Management Agency (DCMA); Defense Contract Audit Agency (DCAA); Government Payment Office; or Administrative Contracting Officer (ACO).
2.9 Exceptions to Solicitation Requirements – Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. This information shall be provided in the format and content shown at Table L-5- 1.

3.0 Exchanges
3.1 The Government intends to award without discussions and make an award based on initial proposals; however in inadequate competition exists based upon unacceptable technical proposals, discussions or negotiations may be held and result in a Final Proposal Revision (FPR).
If it is determined to be in the best interest of the Government to hold discussions, the Government will make a Competitive Range determination, evaluation notices may be issued to
Offerors in the competitive range, responses will be requested from applicable Offerors, and discussions will be opened. The competitive range may be further reduced for purposes of efficiency pursuant to FAR 15.306(c)(2). Formal responses to evaluation notices (if applicable), discussion items, and final proposal revisions will be considered in making the award decision.
Any revision or non-concurrences to contract terms and conditions submitted in the FPR may not be subject to further discussion or negotiation, and may render the offer unacceptable to the Government. This provision is not intended to restrict the Offeror’s opportunity to revise figures (e.g., prices, rates, etc.); rather, it is intended to preclude any misunderstandings by the Government, which could result if new or revised terms and conditions are submitted in the FPR that have not been fully disclosed, discussed and understood during discussions or negotiations.
Hence, such new or revised terms and conditions are not solicited and, if submitted in the FPR, may render the offer unacceptable to the Government.
Offerors are cautioned to submit sufficient information and in the format specified in Section L.
Offerors may be asked to clarify certain aspects of their proposal. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract(s) without the opportunity for proposal revision.
L-6 VOLUME IV – PERFORMANCE CONFIDENCE FACTOR
1.0 General
1.1 Only references for relevant contracts are desired. Each offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format contained in RFP Atch 6, “Past Performance Citations.” This information is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners who are proposed to perform 20 percent or more of the proposed effort based on the total proposed price or perform aspects of the effort the offeror considers critical to overall successful performance. Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past performance.
1.2 Past performance information submitted shall be recent and relevant. Recent is defined as work completed or ongoing during the three (3) years prior to the Government due date for proposals. The Government is not bound by the offeror’s opinion of relevancy or quality, and will perform an independent assessment of relevancy and quality of the data provided or obtained. If the offeror has no recent or relevant past performance information, this should be documented in Volume IV. The Government reserves the right to determine whether any relevant past performance information exists and its relevancy, notwithstanding the alleged absence thereof by any offeror.

2.1 Section II:
2.1.1 Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between the conclusion of recent past performance efforts and this request for proposal. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, if applicable, include in this proposal a “roadmap” describing all such changes in organization for the offeror, joint venture partner(s) and proposed major subcontractors. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation / performance confidence assessment. Since the Government intends to consider past performance information provided by other sources as well as that provided by the offeror(s), your “roadmap” should be both specifically applicable to the identified efforts and general enough to apply to efforts on which the Government receives information from other sources.
2.1.2 Past Performance Citation - Offerors shall provide the information requested in the “Past Performance Citation” form for each contract reference. Offeror may use the sample form provided at Atch 6 to the RFP, or submit a modified version so long as all information included on the sample at Atch 6 is included and easy to locate on the offeror’s modified form. Each Citation shall be assigned a Citation number, and this Citation Number will be the same as used on the Past Performance Questionnaire Recipient List at RFP Atch 5. The Citation shall provide frank, concise comments regarding relevancy and quality of performance of the referenced Contract Number, and if applicable, each order (TO / DO / BOA / BPA) identified. If specific orders (TO / DO / BOA / BPA) are identified, the “Period of Performance” and “Contract Value” blocks shall address the Order(s) identified. Each Citation does not have to start on a new page.
Offeror shall submit no more than three (3) Past Performance Citations. At least one (1) “Past Performance Citation” is required for each “Lead Contractor.” NOTE: Offerors may choose to cite individual and specific projects performed under one non-order (TO / DO / BOA / BPA) effort with multiple Citations; however; each Citation counts toward the 3 Citation limit, and Citations combined will count as one Citation for purposes of calculating the 50% requirement in Section M-0002(c)(2) that states, “At least fifty percent (50%) of the past performance aggregate value ($) and CCAS hours on the past performance citations shall be relevant and recent work performed by the offeror.”
2.1.2.1 “Description of Effort” instructions: The “Description of Effort” block shall only reflect work performed under the “Contract Number” and, if applicable, the order(s) (TO / DO / BOA / BPA) identified in the “Contract Number” block of the Citation. The narrative description shall address the following:
2.1.2.1.1 General description of the program/project, and any technical (or other) area about this contract/program considered unique.
2.1.2.1.2 How your experience on this program is relevant to the applicable sub factor 1 – Contract Implementation Plan under Factor 1 - in Section M-2.
2.1.2.1.3 Specify, by name, any key individual(s), who participated in this program and are proposed to support the instant acquisition. Also, indicate their contractual roles for both acquisitions.
2.1.2.1.4 Describe the nature or portion of the work on the proposed effort to be performed by the business entity being reported here. Also, estimate the percentage of the total proposed effort to be performed by this entity and whether this entity will be performing as a prime, subcontractor, or a corporate division related to the prime (define relationship).
2.1.2.1.5 Include information on Quality Assurance Program or effort; security requirements for the effort, and identification of security problems / violations, if any; performance incentives and/or award fee earned vs. total award fee pool; management program in achieving program goals and schedules; cost control including any under runs or overruns, cost incentives earned or lost, etc.; and compliance with FAR 52.219-8, Utilization of Small Business Concerns, on the contract submitted.
2.1.2.1.6 The narrative description shall describe major program risks for the Past Performance referenced. For program risks that resulted in problems, describe how the problems were identified and resolved, what measures were taken to prevent recurrence, and management indicators that clearly support the problem was solved. For major program risks that did not result in problems, describe how proactive risk management techniques prevented problems.
Program risks are defined as potential negative program events, and problems are defined as actual negative program events. Providing past performance efforts where many program risks resulted in problems is not considered a weakness unless the offeror did not demonstrate the ability to overcome the problems encountered.
2.1.2.2 Joint Venture Partners shall specifically identify the managing partner and other partners.
Subcontractor / Teaming Partner shall identify Prime Contractor in Atch 5.
2.1.3 CPARS or other performance reports may be provided as attachments to the citation at the discretion of the offeror; however, they will be counted toward the total page count.
2.1.4 Consent Letters. Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor's or teaming partner's consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner past performance information to the prime during exchanges. In an effort to assist the Government's Past Performance Evaluation Team (PET) in assessing your past performance relevancy and confidence, have the major subcontractors/teaming partners identified in your proposal complete the Consent Letter and submit them as part of your Past Performance Volume. (See Atch 7 for Consent Letters)
2.1.5 Past Performance Recipient List. Complete all information required on the “Past Performance Recipient List” at Atch 5 to the RFP. Each Citation shall be assigned a Citation number, and this Citation Number will be the same as used on the Past Performance Citation at Atch 6. The offeror shall supply completed Past Performance Questionnaires from their sources that were identified by the offeror (See Atch 4 for questionnaire).
2.1.6 Past Performance Questionnaires (w/Transmittal Letter) – The Government requests the offeror send out Past Performance Questionnaires (Ref RFP Atch 4), with attached Transmittal Letter from the CO, to the Points of Contact (POCs) identified in the citation familiar with each past performance reference. Completed questionnaires shall be submitted directly to the offeror and provided as part of the offeror’s proposal NLT the due date of the RFP. The offeror may include their own cover letter requesting completion of the questionnaire in addition to the transmittal letter provided.
2.1.7 Aircraft Accidents and Incidents. The offeror is instructed to report every aircraft safety mishap within the past three years and corrective actions taken. Aircraft safety mishaps are any aircraft incidents or accidents that are reportable to the NTSB, FAA, or any other reporting mechanism.

SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS
General: The Government intends to award 1 (one) contract for the Contracted Close Air Support (CCAS) Program. The Government will eliminate any competitive advantage resulting from an offeror's proposed use of Government furnished property (GFP). The Government intends to make award without discussions. Therefore each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if the SSA determines discussions to be necessary. For the purposes of making the award decision without discussions, all proposals that are rated technically Unacceptable on any subfactor will be unawardable. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the
Final Proposal Revision are subject to evaluation and may introduce risk that the offeror’s proposal be determined unacceptable and ineligible for award.
M-1 BASIS FOR CONTRACT AWARD. This is a Subjective Tradeoff competitive best value source selection in which competing Offeror’s past performance history will be evaluated on a basis approximately equal to price considerations IAW DoD Source Selection Procedures and DFARS 215.3. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. All technically acceptable offers shall be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. During the performance confidence assessment, the Government reserves the right to seek information on higher priced offerors if none of the lower priced offerors receive a “Substantial Confidence” performance confidence.
M-2 EVALUATION FACTORS FOR AWARD
The following evaluation factors and subfactors will be used to evaluate the Offeror’s proposal.
Factor 1: Technical Factor

Factor 2: Price Factor Factor 3: Performance Confidence Factor
A. Technical Evaluation. Initially, the Government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning ratings of Acceptable or Unacceptable utilizing Table C-1 from the DoD Source Selection Procedures. The proposals shall be evaluated against the following subfactors:

Subfactor 1: Contract Implementation Plan Description: This subfactor evaluates the offeror’s plan to implement the requirements of the Performance Work Statement. This subfactor is met when the offerors present a sound and realistic proposal to achieve all requirements within the Performance Work Statement.
1. An effective management approach for Joint Terminal Attack Control Contracted Close Air Support CCAS Training (JTAC CCAS Training) program.
2. Clearly demonstrates how many aircraft the Contractor will use in order to meet the requirements of the contract.
3. Clearly shows the capability to provide JTAC Training Flights as stated in section 2.0 – Services, Service Delivery Summary (SDS) #1 – Provide JTAC Training Flights.
4. Clearly demonstrates how in-person pre-briefs and debriefs will take place as stated in section
2.0 – Services, Service Delivery Summary (SDS) #2 – Provide mission planning instruction and operations mentoring along with teleconference/VTC debriefs and two in-person debriefs, one midway through the class and one at the end of the class.
5. Proposed plan to meet air operations available for a minimum 60 minute for Live CAS and for Dry CAS on station time session 50 nautical miles (NM) from OP. (PWS para. 1.1 and 7.0)
6. How the contractor will meet the Government’s requirement if aircraft are taken out of service for safety, maintenance, damage repair, or any other reason.
7. Provide a list of personnel to include aircrew and maintenance personnel along with their qualifications IAW PWS 1.4 and 1.5.
Subfactor 2: Safety Plan
Description: This subfactor evaluates whether the contractor has a safety plan in accordance with the requirements of the Performance Work Statement.
1. Discuss in detail the company’s flight safety program as outlined in PWS section 2.5 – Safety.
2. Identify the company safety representative as outline in PWS paragraph 2.5.1
Subfactor 3: Aircraft Plan
Description: This subfactor evaluates whether the aircraft proposed meet the requirements of the Performance Work Statement. Specifically, the aircraft must meet the following requirements:
1. Clearly shows proposed aircraft specifications meet or exceed the following:
2. Speeds of 170 knots true air speed (KTAS) or greater.
3. Ability to sustain or exceed 4G load factors.
4. Capability to reach a minimum elevation of 10,000 feet above mean sea level (MSL).
5. Maintain loiter time of at least 60 minutes on station.
6. Ability to seat one additional Government personnel.
7. Demonstrate ability to meet communication and navigation capability as required by the FAA for Instrument Flight Rules (IFR).
8. Discuss is detail the radio capability to include 2x UHF/VHF radios as outlined in PWS paragraph 1.3.4.
9. Discuss in detail the ability to record all inter/intra flight communications as outlined in PWS paragraph 1.3.7.
10. Discuss in detail the Full Motion Video (FMV) recording capability as outlined in PWS 1.3.8
11. Show current certifications & qualifications or clearly discuss plan to obtain the required certifications and qualification prior to contract start date. See PWS section 4.0 – Airworthiness Requirements.
12. Clearly discuss ability to deploy BDU33 and the strafe mission in sufficient quantities as outlined in PWS paragraphs 1.3.6, 1.3.9, and section 3.0 - Scheduling, B. Price Evaluation. Next, the Government shall rank all offers by price. An offeror’s proposed prices will be determined by multiplying the quantities identified in Section B by the proposed unit price for each Contract Line Item Number to confirm the extended amount for each.
Offerors whose total evaluated prices is unreasonable (in accordance with FAR 15.404 and FAR 31.201-3), unbalanced (in accordance with FAR 15.404-1), or unaffordable (not within the budgetary information included in the solicitation) may not be considered for award.
C. Performance Confidence Assessment. Finally, the Contracting Officer shall seek recent, relevant, and performance quality information on all offerors based on (1) the past efforts provided by the offeror and (2) data independently obtained from the Government and commercial sources. The Government reserves the right to seek information on higher priced offerors if none of the lower priced offerors receive a “Substantial Confidence” performance confidence assessment. The Government requires the Offeror to submit completed past performance questionnaires as part of this evaluation.
D. Recency: An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.
E. Relevancy: The Government will conduct an in-depth evaluation of all recent performance information obtained to determine how closely the products provided/services performed under those contracts relate to the same scope and magnitude of effort and complexities this solicitation requires. For each recent past performance citation reviewed, the relevance of the work performed will generally be assessed the same scope and magnitude of effort and complexities this solicitation requires. A relevancy determination of the offeror’s past performance will be made based upon the aforementioned considerations, including joint venture partner(s) and major and critical subcontractor(s). In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. The past performance information forms and information obtained from other sources will be used to establish the degree of relevancy of past performance. The Government will use the following relevancy definitions when assessing recent, relevant contracts (Table 4).

F. Performance Quality Assessment: The Government will consider the performance quality of recent, relevant efforts (how well the contractor performed on the contracts). For each recent and past performance citation reviewed, the performance quality of the work performed will be assessed for a similar scope and magnitude however, all aspects of performance that relate to this acquisition may be considered. The quality assessment consists of an in-depth evaluation of all past performance information available, regardless of its source. The quality assessment may result in positive or adverse findings. Adverse is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comment received from sources without a formal rating system. For adverse information identified, the evaluation will consider the number and severity of the problem(s), mitigating circumstances, and the effectiveness of corrective actions that have resulted in sustained improvements. Process changes will only be considered when objectively measurable improvements in performance have been demonstrated.
G. Furthermore, the Government requires that the Offeror report every aircraft safety mishaps with the past three years and corrective actions taken. Aircraft safety mishaps are any aircraft incidents or accidents that are reportable to the NTSB, FAA, or any other reporting mechanism.
Any aircraft incidents or accidents may or may not affect the performance confidence assessment depending on what the Offeror has done to mitigate, avoid, or eliminate risk of future incidents or accidents.
H. Performance Confidence Assessment: The purpose of the past performance evaluation is to allow the government to assess the offeror’s probability of meeting the solicitation requirements based on the offeror’s demonstrated past performance. The assessment process will result in an overall performance confidence assessment of Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence as defined in DoD Source Selection Procedures, Table 5.
