BACKGROUND

Construct a SOF Landing Zone/Dropping Zone (LZ/DZ) storage facility in the Northwest Development Area (NWDA) in order to expand Air Force (AF) and Special Operations Forces (SOF) training capabilities.

Construction of the facility is required to store LZ lights, light-alls, cargo chutes, 32 range drones, iron ponies (land based) targets, 80 stationary infantry target lifters and target materials employed throughout the range. Currently, the Range Management Office (RMO) is using a caliche pad that serves as a support area in the Bombery and Gunnery (B&G). As part of the Melrose Air Force Range (MAFR) reconfiguration, all facilities are to be moved from the center of the range to the NWDA as sited in the 2012 Area Development Plan.

GENERAL INFORMATION

1. PURPOSE: The purpose of this Statement of Objectives (SOO) is to notify approved Design-Build service providers of a potential project at Melrose Air Force Range (MAFR). This project would entail constructing a SOF LZ/DZ Storage Facility. This SOO is not intended as an exhaustive description of the scope of work.

Instead, it generally describes Air Force requirements and objectives for the design, documentation and construction of the project. More detailed requirements, if any, will be identified during design and documentation and will be identified in the contract for construction.

2. BASIC DESIGN SERVICES: The Design-Build Entity (DBE) shall furnish all services, labor, expertise, materials, supplies, equipment, investigations, studies, supervision and travel necessary to produce construction drawings and specifications that completely and accurately represent the intent of this SOO. The DBE shall carry liability and other insurance as defined in the contract for services.

3. BASIC CONSTRUCTION SERVICES: The DBE shall furnish or arrange for others to furnish all labor, expertise, supervision, materials, supplies and equipment necessary to complete the work as defined by the approved construction drawings and specifications. The DBE shall carry bonds and insurance as defined in the contract for services.

4. OBJECTIVES: The objectives of this Work consist of complete design and construction services necessary to complete the following:

4.1 General Work:

4.1.1 Furnish all plant, labor, equipment, materials, services and associated appurtances to provide a complete and usable end product for the Government.

4.1.2 All work shall contain non-asbestos materials throughout the installation.

4.1.3 Brace and shore facility as required to maintain structural integrity.

4.1.4 Clean up construction sites and haul off-range all construction debris from the site upon completion.

4.1.5 Provide site work for site build-up to include, but not be limited to: clearing and grubbing. Contractor shall provide an independent means of electricity for construction (Government provided electricity is NOT available on-site).

4.1.6 Provide soil testing to determine the structural integrity of existing subgrade prior to design.

4.2 Design and construct a reinforced concrete foundation to support pre-engineered metal building (PMB) referenced below with all associated appurtances (i.e. anchor bolts). Contractor shall provide design analysis for Government review prior to construction.

4.3 Design, furnish and install a pre-engineered metal building (PMB) 4,000 SF building in accordance with the existing PMB currently utilized in the NWDA. The PMB exterior shall match existing architectural elements of existing buildings in the adjacent areas i.e. sloped standing seam metal roof.

Building design to incorporate the following:

4.3.1 Interior finishes to be exposed metal framing with spray-on insulation on all walls and ceiling.

4.3.2 Install rain gutters as needed.

4.3.3 Floor system shall be capable of supporting heavy equipment at least 10,000lb forklift with an extended concrete entry, capable of supporting the same load on either end of the facility.

4.3.4 Provide a 15x15 minimum functional area to include a wielding & wood working area for fabrication that includes wall & overhead outlets, floor boxes and shop lighting. Install a dust collecting system in the wood working area. The remaining layout shall have enough storage space to house LZ lights, light-alls, cargo chutes, 32 range drones, iron ponies (land based) moving targets, 80 stationary infantry target lifters, and target materials.

4.3.5 Interior lights to be 4’ fluorescent T5 or other energy efficient lighting. All interior lighting and electrical shall meet the minimum UFC 3-520-01 Interior Electrical System requirements and NEC.

4.3.5.1 Building electrical panel to have a transfer switch (in order to back feed panel with generator in case of alternate power requirement). As noted previously in paragraph 4.1.5 electricity is not available on site. Once the design is developed and the incoming feed is determined a request for a power drop from the local utility company will be requested. This contract shall include making the underground connection from the building to the power drop. Additionally, the contractor shall include making the connection from the building to the weatherhead including pulling wire, installing a service mast, and installing a utility provided meter base." The utility will make the final connection to the transformer and set their meter upon review of the installation.

4.3.5.2 The designer must provide the voltage, number of phases/wires, maximum wattage and estimated kWh per year consumption based on electrical loads.

Additionally, allocation of the power drop must be submitted using lat/long.

This must be provided to the project manager and in turn, the base energy manager.

4.3.5.3 Provide both 110V and 220V outlets for power and welding equipment. This shall allow capacity for at least (32) 110Voutlets for the range drones in addition to the required amount of outlets. The commercial grade panel shall have the capacity to support several hand tools and equipment being used concurrently.

4.3.6 Two (2) standard doors (lockable).

4.3.6.1 Two (2) roll-up doors (16’ x 20’) offset from the center of the short end of the facility; one on each end.

4.3.7 Design, furnish and install a lightning protection system (LPS), installed, inspected, and tested as per the requirements of UFC 3-575-01, NFPA 780 and AFI 32-1065.

4.3.7.1 IAW UFC 3-575-01, Chapter 3, Section 3-1, An LPS inspection shall be required prior to acceptance of the HVAC/LPS installation. The LPS shall be inspected by a commercial, third-party inspector whose sole work is lightning protection, and shall be certified by this third-party inspector as compliant with AFI 32-1065 and NFPA 780, in that priority order. An Underwriters Laboratories (UL) certification on its own shall not be adequate for acceptance of any Air Force project. Projects calling for an LPS addition to an existing LPS project shall consider the configuration of the final LPS in the initial design.

Projects of this type shall ensure the final LPS as a whole is compliant with Air

Force Instruction (AFI) 32-1065 and NFPA 780, in that priority order. The same third-party inspector requirements shall apply.

4.3.7.2 IAW AFI 32-1065, Section 14.7.1, Air Force-approved inspectors, with authority to recommend acceptance of LPSs that protect explosives facilities and communications facilities, are limited to: Nationally recognized inspection agencies who have a minimum 10 years’ experience in inspection of LPS for explosives facilities on Department of Defense (DoD) or Department of Energy (DoE) installations and who have exhibited accuracy in identification of discrepancies, evidenced by no modifications having been required to the system during the warranty period (see UFC 3-575-01).

4.3.7.2.1 All LPS design shall be included with the As-Builts submittal.

4.3.8 Facility shall be equipped with a Fire Detection, Alarm System, connected to a central receiver, located in the existing fire station. Fire alarm system to be compatible with existing system, i.e. Monaco, Fire-Lite, Fike, or Pyrotonics. All exit and emergency lighting shall be self-diagnostic.

4.3.9 Provide a HVAC system that meets that meets ASHRAE 90.1 requirements for heating and cooling. Facility shall be heated/cooled using electric heating units in accordance with ASHRAE 62.1, ASHRAE 55.1 (thermal comfort), UFC 3-410-01. National Fire Protection Association (NFPA): NFPA 70, National Electrical Code - 2008 Edition, ASHRAE 90.1and any other applicable standards.

4.3.9.1 Provide industrial strength exhaust fans on either end of the facility.

4.3.9.1.1 Provide heating, ventilation and cooling calculations.

4.3.9.1.2 Provide emergency shutoff switches in accordance with UFC 4-0101-

01.

4.3.9.1.3 Provide an electronic thermostat for both heating and cooling.

Thermostat shall have the ability to be password protected in order to secure CAFB temperature standards.

4.3.10 Determine the classification of the area to determine the proper installation of the new electrical, mechanical, and fire systems.

4.3.10.1 Install new manual pull stations where required.

4.3.10.2 Install new Carbon Monoxide Detection where required.

4.3.10.3 Install eyewashes where required by code.

4.3.10.4 Install fume hoods where required.

4.3.10.5 Provide a hazardous location classification of the building and install all new electrical systems in accordance with National Fire Protection Agency 70:

National Electrical Code.

4.4 Remediate all hazardous material as required.

4.5 Provide all basic communication wiring for a landline phone and computer connections. This shall include connection to NIPR net and a local communication room. Reference attached COMM Callout.

This shall include all COMM infrastructure back to the COM point of presence either to the COMM tower or the Range Operations facility for calculation purposes assume the longest distance. Reference attached COMM Callout specific to this project.

4.6 Provide all fencing, screens and barriers necessary to secure government property and protect personnel during construction.

4.7 Provide approximately 3,000 SF of semi-improved (caliche) parking access on SW side of bldg. and provide 2,000 SF access road from NE side to parking access.

4.8 Provide all labor and equipment necessary to maintain a clean and safe job site.

4.9 Provide a phasing plan for Government approval in accordance with Construction Drawings.

Bid Items:

1. Reduce the size of caliche pad and access road if necessary to accommodate only the width of facility.

2. Replace foam insulation with batt insulation.

5. PROJECT LOCATION: Cannon AFB is located in Curry County, approximately six miles west of Clovis, NM. The LZ/DZ Storage Facility are located in the NWDA on Melrose AFB in Melrose, NM approximately 34 miles southeast from CAFB.

6. PROJECT DURATION: This Period of Performance for this Work is 270 calendar days. The design shall be completed in 150 calendar days or less. The construction shall be completed in 120 calendar days or less.

7. REQUIRED MEETINGS: The contractor shall attend one project kickoff/pre-design meeting and one post-survey briefing following each site visit. The contractor shall prepare and distribute meeting minutes from each meeting (7) calendar days of each meeting.

8. GOVERNMENT FURNISHED PROPERTY: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the Work. It is the Contractor’s responsibility to verify/validate the current existing conditions. Any deviations, shall be reported, and modified by the first design submittal. In addition, the Government will provide assistance with base passes, identification badges, and registrations.

DESIGN REQUIREMENTS

9. SUSTAINABILITY: To the extent possible and practical, sustainability concepts must be incorporated into the design of all repaired and renovated facilities in accordance with LEED (Leadership in Energy and Environmental Design) requirements for Certification of Existing Buildings: Operations and Maintenance.

A LEED Silver rating in accordance with the Air Force “Memorandum of Understanding for High Performance & Sustainable Buildings" dated 24 January 2006, is preferred when possible and practical.

10. LEGAL COMPLIANCE: All design solutions must be in compliance with all public laws and the Code of Federal Regulations. In addition, design solutions must comply with any pertinent Executive Orders and Department of Defense Instructions or Directives identified and provided by Air Force representatives during the course of project design. In addition, all drawings need to be stamped by a licensed professional engineer. A registered professional engineer (P.E.) who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES) and has a minimum of five years of experience shall be involved and review every aspect of the fire protection design.

11. GREEN PROCUREMENT PROGRAM: In performance of this contract, contractors shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non- VOC [volatile organic compounds] paint) and any other environmentally sustainable product/method, to the greatest extent possible.

SPECIFIC DESIGN SERVICES:

12. Establish a schedule for design services including dates of anticipated site visits, team meetings and submission dates for 35%, 65%, 95%, and 100% (Issue for Construction) construction documents (Statement of Work, Design Analysis, Schedule of Material Submittals, Drawings, Equipment Data Sheets, and IECC compliance checklist). Include at least fourteen (14) calendar days for final review prior to any release of documents to bidders. Include anticipated contractor bidding and negotiation periods prior to execution of the contract for construction. Contract must follow Schedule of Materials.

12.1. Submission of 35%, 65%, 95%, and 100% final design packages in accordance with UFC 1-300-09N for review and approval that include the following:

12.1.1. Statement of Work (SOW) for Construction

12.1.2. Drawings including as-builts shall be originated in and submitted in CAD.

12.1.3. Design Analysis (Use UFC 3-600-01 Paragraph 1-4 Design Analysis for Fire Protection portion of design analysis)

12.1.4. Schedule of Material Submittals (SOMS) for Construction (Use Government Template)

12.1.5. Specifications (Use United Facility Guide Specifications [UFGS] from Whole Building Design Guide)

12.1.6. International Energy Conservation Code (IECC) compliance checklist (95% and 100% design packages only)

12.2. The DBE shall be responsible for resubmitting designs for any disapproved submittals. The 95% design drawings are expected to have all comments resolved before approval.

12.3. The DBE is responsible for furnishing all services required to coordinate and meet with building users, utility shop subject matter experts, and Air Force personnel as needed to clarify program requirements and to develop appropriate design solutions.

12.3.1. Conduct site visits, design charrettes and data gathering efforts to completely and accurately develop the design package for construction. Site visits shall include, but not limited to, a kickoff meeting, hazardous material testing, roof condition assessment, and verification of existing building and utility as-builts.

12.3.2. Investigate and verify existing conditions to confirm project feasibility and any other work that may be required to complete the scope of objectives described above.

12.3.3. Document and submit meeting minutes from all data gathering efforts with government personnel.

12.4. At appropriate scheduled intervals, present proposed design solutions including product, material and color recommendations for Air Force review.

12.5. Plans shall be stamped by a licensed, registered engineer and architect, and be denoted “Issue for Construction.”

12.6. Provide detailed specifications of the work to be performed.

12.6.1. All utility outage requirements shall be included. All outages shall be coordinated the designated Contracting Officer (CO) and Contracting Officer’s Representative (COR) or Program Manager (PM). All outages shall be submitted on an Air Force (AF) 3000 form for approval of method, and require a minimum of fourteen (21) calendar days for approval.

DESIGN DELIVERABLES: The following must be provided to the designated CO and COR or PM:

13. PROJECT SCHEDULE: Design Schedule (AF 3064 and Gantt) - Within seven (7) calendar days of notice to proceed, provide a legible design schedule in printed and Portable Document File (PDF) format for design services to include dates of anticipated site visits, team meetings, design charrettes, design submittals, reviews, and other milestone dates. Design schedule shall be in the form of an AF 3064 and Gantt chart. The schedules must be sufficiently detailed to enable tracking of design progress and the anticipation of critical tasks.

13.1. SURVEY REPORTS: DBE shall submit assessment reports for the following:

13.1.1. Hazardous material survey report

13.1.2. Site survey of existing conditions. Document shall be submitted within (7) calendar days of the site visit occurrence.

13.2. DESIGN QUALITY CONTROL PLAN (DQC) Plan:

13.2.1. DBE shall submit and maintain a Design Quality Control (DQC) Plan as an effective quality control program which will assure that all services required by this design portion of the design-build contract are performed and provided in a manner that meets professional engineering quality standards. As a minimum, all documents must be technically reviewed by competent, independent reviewers identified in the DQC Plan. The same element that produced the product may not perform the independent technical review (ITR). Correct errors and deficiencies in the design documents prior to submitting them to the Government. Document shall be submitted within seven (7) calendar days of the notice to proceed.

13.2.2. Implement the DQC Plan by a Design Quality Control Manager who has the responsibility of being cognizant of and assuring that all documents on the project have been coordinated. This individual must be a person who has verifiable engineering design experience and is a registered professional engineer. Notify the Contracting Officer, in writing, of the name of the individual, and the name of an alternate person assigned to the position. The Contracting Officer will notify the DBE in writing of the acceptance of the DQC Plan. After acceptance, any changes proposed by the DBE are subject to the acceptance of the Contracting Officer.

13.3. DESIGN SUBMITTALS: Submit progress Statements of Work, Design Analysis, Drawings, Construction Schedule of Materials, Equipment Data Sheets, IECC compliance checklist and specifications at 35%, 65% and 95% completion unless otherwise directed. IECC compliant form using Commercial Compliance (COMcheck) software for New Mexico shall be submitted with the 95% and 100% design packages. Allow at least fourteen (14) calendar days from date of each submittal for AF representatives to provide review comments and approvals. At each design phase, if Government provides a Comment Matrix (in Excel format), the DBE shall provide responses to all the Government’s comments no later than three (3) calendar days after receiving the document using the same format. Upon approval of the 95% drawings, the Contractor shall submit the approved drawings incorporating any comments as an “Issue for Construction” set. The “Issue for Construction” set will be the 100%/Final design package. The contractor shall prepare and distribute meeting minutes, within seven (7) calendar days after each review meeting.

13.3.1. 35% Design Package: Provide one (1) hard-copy and one (1) electronic copy of items 11.4.1.1.-

11.4.1.5. (See section 11.4.5. for method of submitting Electronic Files).

13.3.1.1. A Draft Statement of Work (for Construction). Government to provide required template to DBE.

13.3.1.2. Drawings (i.e. Cover Page, Site Plan, Civil, Architecture, Electrical, Mechanical, Plumbing, Fire Protection, etc.). Government to provide required title block to DBE.

13.3.1.3. Design Analysis shall be prepared (or reviewed) by the DBE’s Licensed Fire Protection Engineer or qualified individual, as defined by UFC 3-600-01 Sections 1-5. A design analysis is a document that contains written material covering general project parameters, functional requirements, technical requirements, code requirements, design objectives, design assumptions and provides design calculation applicable to a project's design. The design analysis shall be a representation of facts of the design, and it will help demonstrate that the concept of the project is fully understood and the design is based on sound engineering principles. The document shall include a Table of Contents.

13.3.1.4. A Draft version of the Schedule of Material Submittals (SOMS) for Construction.

Government to provide required template to DBE.

13.3.1.5. Specifications. A LIST of the proposed specifications for the project based on the Unified Facilities Guide Specifications (UFGS). DBE shall be responsible with insuring that all necessary specifications are included, and they shall comply with Government’s request to include any specification the Government deems necessary for the project.

13.3.1.6. Design Calculations shall be submitted no later than the first design submission.

13.3.2. 65% Design Package: Provide one (1) hard-copy and one (1) electronic copy of items 11.4.2.1.-

11.4.2.5. (See section 11.4.5. for method of submitting Electronic Files).

13.3.2.1. A complete Statement of Work (for Construction). DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.

13.3.2.2. Drawings (i.e. Cover Page, Site Plan, Civil, Architecture, Electrical, Mechanical, Plumbing, Fire Protection, etc.). DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.

13.3.2.3. Design Analysis shall be prepared (or reviewed) by the DBE’s Licensed Fire Protection Engineer or qualified individual, as defined by UFC 3-600-01 Sections 1-5. A design analysis is a document that contains written material covering general project parameters, functional requirements, technical requirements, code requirements, design objectives, design assumptions and provides design calculation applicable to a project's design. The design analysis shall be a representation of facts of the design, and it will help demonstrate that the concept of the project is fully understood and the design is based on sound engineering principles. DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase. The document shall include a Table of Contents.

13.3.2.4. Schedule of Material Submittals (SOMS) for Construction. DBE shall provide a complete Schedule of Material Submittals (SOMS). Additionally, DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.

13.3.2.5. Specifications. DBE shall provide a draft version of the specifications with Table of Contents based on the Unified Facilities Guide Specification (UFGS) format. (Use the most current UFGS sections from Whole Building Design Guide wbdg.org). It is recommended that the DBE utilizes the SpecsIntact software, which can be downloaded using the following link http://si.ksc.nasa.gov/software/SI32/si4/downform6.asp, as it provides a user friendly interface to edit individual specification sections.

13.3.3. 95% Design Package: Provide one (1) hard-copy and one (1) electronic copy of items 11.4.3.1.-

11.4.3.5. (See section 11.4.5. for method of submitting Electronic Files).

13.3.3.1. A complete Statement of Work (for Construction). DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.

13.3.3.2. Complete Drawings for all applicable disciplines. DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.

13.3.3.3. Complete Design Analysis shall be prepared (or reviewed) by the DBE’s Licensed Fire Protection Engineer or qualified individual, as defined by UFC 3-600-01 Sections 1-5. A design analysis is a document that contains written material covering general project parameters, functional requirements, technical requirements, code requirements, design objectives, design assumptions and provides design calculation applicable to a project's design.

The design analysis shall be a representation of facts of the design, and it will help demonstrate that the concept of the project is fully understood and the design is based on sound engineering principles. DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase. The document shall include a Table of Contents.

13.3.3.4. Complete Schedule of Material Submittals (SOMS) for Construction. DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.

13.3.3.5. Complete Specifications. DBE shall provide a completed specification document with a Table of Contents based on the Unified Facilities Guide Specification (UFGS) format. (Use the most current UFGS sections from Whole Building Design Guide <wbdg.org>).

13.3.4. 100% ‘Issue for Construction’ Design Package:

13.3.4.1. Provide one (1) full size and one (1) half size printed copies and electronic files of the drawings.

13.3.4.2. Provide two (2) printed copies and electronic files of the statement of work, design analysis, schedule of material submittals, and specifications.

13.3.4.3. The DBE shall provide, as part of the complete and useable construction package, 100% design drawings, specifications and design analysis, which are stamped and approved by a Licensed Fire Protection Engineer. Additionally, each page of the 100% drawings, and the title pages of the specifications and design analysis, must be labeled “Issue for Construction.”

13.4. DESIGN PACKAGE COMMENT MATRIX RESPONSE: At each design phase, if Government provides a Comment Matrix (in Excel or PDF format), the DBE shall provide responses to all the Government’s comments no later than seven (7) calendar days after receiving the document.

13.5. OPTIONAL CONTRACTOR REQUESTED MEETINGS: At any phase of the design the DBE may request a meeting to clear up any outstanding design issues or attain clarification on any comments made in the Comment Matrix for this project. If such meeting occurs, the DBE shall be responsible for preparing and distributing meeting minutes, within seven (7) calendar days after each meeting. Meeting minutes shall be titled accordingly to whichever phase the project was at when the meeting was held (i.e. a meeting held during the 65% design phase shall be titled “65% Design Phase Meeting: …”).

13.6. Electronic Files

13.6.1. Large electronic files will be shared between the Government and the Architect-Engineer (AE) through the exchange of Compact Discs (CD’s). Email or websites which share files will not be an acceptable method of exchanging large files. Meeting minute documents may be emailed, providing they are less than 5 Megabyte (MB) of electronic data.

13.7. DRAWINGS AND SPECIFICATIONS:

13.7.1. Electronic Drawings and Specifications: At each design phase, provide electronic drawing files in a format compatible with AutoCAD (Computer-Aided Design) 2010 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files shall be organized in general accordance with the Department of Defense (Architecture, Engineering, and Construction) A/E/C CAD Standard ([Engineering Research and Development Center/Information Technology Laboratory] ERDC/ITL TR-12-X) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf (rich text format) format.

13.7.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.

13.7.3. Hardcopy Drawings and Specifications: Provide three (2) half size printed copies of phases 35%, 65% and 95%. Provide three (2) full size and three (2) half size printed copies of the final drawings and three (2) copies of the final specifications, SOW, and SOMS.

13.8. SCHEDULE OF MATERALS SUBMITTAL (SOMS): Submit a Schedule of Materials for construction. Progress SOMS must be submitted and approved by the government with each progress submittal. Final approved SOMS shall be issued “For Construction.”

CONSTRUCTION REQUIREMENTS

14. BASE ACCESS AND SECURITY: The Contractor shall ensure that all employees comply with all security requirements imposed by Cannon Air Force Base (CAFB/MAFR) when entering, occupying and departing the base. All contractor personnel shall be screened for security clearances as determined by CAFB/MAFR.

15. CONSTRUCTION PERMITS: A properly approved and coordinated construction permit (AF Form 103, Civil Engineer Work Clearance Request) will be provided by the Base Civil Engineer prior to excavation activities. Open excavations shall be marked with barricades, flashing yellow lights (during night hours) and utility outages will be scheduled.

16. SPECIAL REQUIREMENTS:

16.1. Materials must Comply with the Buy American Act and be of commercial/industrial quality and made in the U.S.

16.2. In the event of strong winds, contractor will secure all materials at no cost to the government.

16.3. It is the Contractors responsibility to verify all measurements and conditions prior to submitting their proposal.

16.4. It is the Contractor's responsibility to secure the work site at the end of each work day.

16.5. The Contractor shall refrain from moving or removing any cultural or historically significant items encountered during performance of the contract. If cultural or historical artifacts are encountered, work will cease, and the CO will be contacted immediately.

16.6. UTILITIES: Water shall be made available to the Contractor by the Government from a well specified by 27 SOCES. The contractor shall provide a water truck(s) to haul water from well to site. The Contractor shall make the well available to the fire department when required. The water provided is not fit for human consumption. Bottled water must be brought by the contractor for consumption. Electrical power is not available on site. The Contractor shall provide own rest facilities for workers.

16.7. RANGE PRECAUTIONS: All construction personnel shall be required to view range safety briefing prior to beginning work. Laser protective eye wear must be available for each worker (see Protective Laser Eyewear below). Site supervisor must be in contact with Range Control Tower, and each vehicle operating under supervisor’s supervision. Range Operations shall coordinate for one radio at each work site.

16.8. PROTECTIVE LASER EYEWEAR: The Contractor is required to use/wear protective laser eyewear when instructed to do so (when laser operations are active) by the Range Control Officer. Laser eye protection shall be in accordance with ANSI Z136.1 and CE EN207 and shall protect from the following laser types: Argon, NDGA/YAG. Utmost care shall be taken to maintain the integrity of these glasses as minor scratches can render them ineffective for use in protecting eyes from laser damage. The Contractor shall propose to purchase one set of eyewear for each prime and subcontractor employee who will be working on this project. The Government will only reimburse the Contractor for the first set of eyewear to be issued to each employee. Any damaged eyewear shall be replaced immediately and the Contracting Officer (CO) shall be notified of such damage and replacement. The Contractor shall be responsible for the costs of replacing the damaged eyewear and will not be reimbursed by the Government. Upon completion of the project, the Contractor shall turn in all undamaged sets of eyewear to the Contracting Officer (CO) such that the Government receives one set of usable laser protective goggles/glasses for every set purchased by the Government through the contract resulting from this solicitation.

16.9. WELDING, CUTTING AND BRAZING: Fire Protection shall complete inspection of all welding, cutting and brazing operations prior to any operation. The Contractor shall provide the appropriate operable fire extinguisher. Contractor shall comply with OSHA STD29 CFR 1910.252 Welding, Cutting and Brazing (General Requirements) and AFI 91-203 (June 2012) Air Force Consolidated Occupational Safety Instruction. Air Force Form 592 USAF Welding, Cutting and Brazing permit will be issued prior to any operation and shall be kept on site till completion of operation or permit expires. Contact the Construction Manager or Fire Protection at (575) 784-2578 for issuance of permit.

17. PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging government-owned property including buildings, equipment and vegetation at CAFB/MAFR. If the Contractor fails to use reasonable care and causes damage to any government-owned property, the Contractor shall replace or repair the damage at no expense to the government. If the Contractor fails or refuses to make such repair or replacement, the cost may be deducted from the contract price.

18. REMOVAL OR DISPOSAL OF GOVERNMENT PROPERTY: Unauthorized removal or disposal of government property is a crime. Government property includes all materials and equipment purchased directly or indirectly by any agency of the federal government for any purpose. No government property is to be removed or disposed without written permission from the AF Contract Officer Representative (COR) and

CAFB/MAFR Police Department listing each item and quantity of materials and equipment to be removed or disposed.

19. PROJECT SCHEDULE: Construction (AF 3064 and Gantt) – No later than seven (7) calendar days of the notice to proceed for construction, the DBE shall provide a comprehensive, legible project schedule in PDF format indicating all major milestones, submittals, critical path items and the anticipated completion date for all construction activities. The Construction Schedule project schedule must be approved by the government prior to the start of construction activities, and shall be updated monthly or as events require. The schedule must be in the form of an AF 3064 and Gantt chart, and sufficiently detailed to enable tracking of construction progress and the anticipation of critical tasks. Gantt chart shall show the critical path of construction.

20. SAFETY: The Contractor shall comply with UFGS 01 35 26 Governmental Safety Requirements and the Occupational Safety and Health Administration (OSHA).

20.1. Contracts are subject to job site inspections by OSHA and Air Force representatives. In the event of a conflict between the OSHA standards and Air Force requirements, the most stringent shall apply.

Resolution of OSHA citations for violations of OSHA standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.

20.2. All construction materials and equipment shall not block facility egress points and emergency vehicle access.

21. DAILY WORK SCHEDULE: Workdays shall be from 0800 to 1600, Monday to Friday. No weekend, holiday, or military training day work allowed unless approved by the CO. The Contractor shall provide written notification to the Contracting Officer fourteen (14) calendar days lead time for work schedule changes. All MAFR Range mission numbers must be requested 30 days in advance. Mission Numbers can be scheduled up to 30 days in advance; 14 days or less requires additional request procedures. Please refer to Standard Operating Procedure 13-212 as provided. NOTE: Due to mission and safety requirements the RMO reserves the right to stop all construction activities and ask all parties to leave the range.

22. PROJECT UPDATES: Weekly project updates will be emailed from the contractor project manager to the Government project manager and Contracting (CA/CO). This email will consist of the work that was completed that week and one week look ahead as well as any impact on the completion of the project.

23. CONSTRUCTION WASTE MANAGEMENT: The Contractor shall recycle and/or salvage nonhazardous construction and demolition debris. Construction debris shall be contained on-site, collected and disposed off-site each day or as often as conditions dictate. The Contractor shall develop and implement a construction waste management plan that, at a minimum, identifies materials to be diverted from disposal and whether the materials will be sorted on-site or off-site. Submit the Waste Management Plan to the CO for the project record.

24. CONSTRUCTION SITE MANAGEMENT: The Contractor may limit access to the work area to contractor personnel and essential, authorized Air Force military and civilian personnel. All construction activities shall be conducted in a safe manner to minimize risk of injury or property damage. Every attempt to minimize sediment and erosion shall be made to include using grey water to reduce construction dust.

25. WORKMANSHIP: The work for this project shall be executed in the best and most workmanlike manner by qualified and efficient tradesmen who are skilled in their respective trades. Certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, are required for the performance of the work of each trade.

26. COORDINATION: The Contractor shall coordinate the work of all trades in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions.

27. ADMINISTRATION: The Contractor shall prepare submittals as required by the project specifications, the contract for construction or as requested by the CO. Submittals may include but are not limited to product data, installation and maintenance instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the CO for review and approval at least fourteen (14) calendar days prior to purchase or installation. Failure to present submittals to the CO in a timely manner will not justify any claims for a schedule delay or added costs.

28. VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor may visit the premises to become thoroughly familiar with details of the work and working conditions, verify dimensions in the field, and shall advise the CO of any discrepancies before starting the work.

29. DELIVERY AND STORAGE: All equipment and materials delivered and placed in storage shall be stored with protection from the weather, humidity and temperature variation, dirt and dust, and any other contaminants. Store all materials in a secure, clean and dry location. Contractor shall submit a location with dimensions for government approval.

30. TEMPORARY FENCE: When job site fencing is required, the Contractor shall provide temporary screened fencing around the site perimeter and site signage as determined by the Air Force and the CO.

31. CONSTRUCTION DELIVERABLES: Upon completion of construction, the DBE shall provide the following to the designated Contracting Officer (CO) and Contracting Officer’s Representative (COR) or Program Manager (PM):

31.1. AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents. Additionally, each page of the as-builts shall be labeled “As-Built.”

31.1.1. Electronic As-built Drawings and Specifications: Provide electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files shall be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-X) available in PDF format on many federal websites. 31.1.3. Hardcopy As-built Drawings and Specifications: Provide four (4) copies total, two (2) full size and two (2) half size printed copies of the as-built drawings and one (1) copies of the final specifications.

32. Operation and Maintenance (O&M) Manuals: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by Construction Specifications Institute (CSI) specification sections.

33. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:

33.1.1. DATUM – WGS84

33.1.2. Coordinate System – Universal Transverse Mercator (UTM)

33.1.3. Units – Meters

33.1.4. Data in attribute Table will be Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) version 2.6 Compliant

33.1.5. Shapefile Geodatabase format

34. REAL PROPERTY RECORDS: Prior to completion of the project, provide an AF Form 1354 in accordance with UFC 1-300-08 with as much detail as possible. This document will assist the government in capturing all Real Property items into our base inventory.
