DEPARTMENT OF THE AIR FORCE

27TH SPECIAL OPERATIONS COMMUNICATIONS SQUADRON (AFSOC)

CANNON AIR FORCE BASE NEW MEXICO

MEMORANDUM FOR: AFSOC 27 SOCE 12 Jun 2017

FROM: 27 SOCS/SCXP

SUBJECT: Communications Inputs to PXLY 140469 SOF CNS LZ DZ Storage Facility

MAFR

1. The requirements of the following reference documents will be used all communications work supporting this effort:

A. UFC -3-580-01,

B. EIA/TIA Communication Standards, (most current standard date at time of contract award) C. NEC standards, D. RUS standards, E. MIL-STD-188-124B, Ground and Bonding,

2. 27 SOCS provides the following local guidance for subject project: This is based on guidance from the user as far as facility communication requirements. Due to the unique nature of the Melrose Range wireless point to point Communication system may be utilized to support installation of the core service communication system needed to deliver Comm from the B3161 GECCO to the new facility. Base on this projects timing and the new communication project (Wireless Link‐Melrose Range/Cannon Microwave). If that project is not the first to be funded and awarded then the Microwave link and other items under that project will need to be support under this project. This callout is based on this project providing all Comm requirements.

Telecommunication Room/POP:

- The planned location of the facility is not near any current communication capability.

Based on timing the communication MH conduit system from this facility will enter into one of two facilities into their telecommunication room. Option # one will be planed facility PXLY100035, Range OPS Supports Fac. Option # two will be back to the Comm RF site in the NW area if that project is funded prior to this project. Plan on option # 2 as the design.

- TRs must be dedicated spaces not shared with other functions (i.e., electrical rooms, mechanical rooms, etc). TRs should be located centrally in the area they serve. TRs must be located such that maximum copper cable distance from the patch panel through the structured cabling system to the furthest outlet does not exceed 295 feet.

- The primary communications room needs to be 10X10.

- The room will require lighting and an access door opening out of the room, into the hallway or outside of the facility.

- The room will be secured with Best EZ series Electronic Lock with programming item.

- Floors, walls, and ceilings shall be treated to minimize dust. Finishes shall be light in color to enhance room lighting. Floors shall have anti-static properties.

Attachment 9

- Minimum clearance height in the space shall be 8ft without obstructions. The height between the finished floor and the lowest point of the ceiling should be a minimum of 10ft.

- TR doors must be a minimum of 36” (1 m) wide, 80” (2 m) tall, without doorsill, hinged to open outward and be fitted with a lock to control access to the room (see above for base base) .

- A minimum of one wall should be covered with 3/4 in (19 mm) A/C grade plywood. The backboard shall be 4ft x 8ft sheets, mounted vertically, and with the bottom of the plywood mounted 6 inches above the finished floor with best side toward the room. The plywood shall be finished with two coats of fire- retardant paint (should be painted prior to any installation).

Plywood shall be permanently fastened to the wall by means of wall anchors utilizing galvanized, zinc plated, or stainless steel hardware with a flat head. Finished installation shall have flush appearance with counter sunk screw heads to prevent splitting of plywood (Drywall screws are not acceptable).

- Ensure environmental controls; heating, ventilation, and air conditioning (AC/HVAC), maintain an ambient temperature within the manufacturers recommended parameters at all times within the communications closet.

- The Communications Room will provide primary communications support to the facility.

It requires a stand-alone HVAC systems to support the network equipment being cooled with its own controls.

- Recommended temperature of a communications room is 5 to 35 degree Celsius dry bulb.

- The humidity must not exceed 80% relative humidity, non-condensing.

- Physical dimensions for additional communications closets will be determined by the Base

Communications and Information Systems Officer (CSO) on a case-by-case basis. (AFSOCI 33-105)

Communications Cabinets:

- Provide and install Two (2) 24 inch, free standing, secure-type cabinets in the communications room. One communications cabinet will include OSP/ISP fiber and copper termination. All OSP copper shall be terminated onto a backboard mounted BET and then a house cable shall be terminated and ran from the BET over to and terminated on a cabinet mounted 110 patch panel within the Comm room. The second cabinet will house all network equipment.

- Cabinet equipment location within the comm. room will be provided to the contractor once construction starts.

Outside Plant Infrastructure and MH and Conduit System:

- The planned location of the facility is not near any current communication capability and requires a new MH and duct system connecting to the main Comm POP located in the new facility PXLY100035, Range OPS Supports Fac, MAFR or the Comm Melrose Range Microwave shelter based on timing.

- New MH’s will be required, they will be, H-20 rated manholes with a standard dimension of 6’ X 8’ X 7’ (width, length, height). Manholes shall be furnished with a ladder, cable racks, a sump, and a grounding system. Manholes shall meet the requirements of TIA/EIA-758. Prefabricated manholes are preferred. Manhole covers shall be labeled with 1/8” raised letters stating “COMMUNICATIONS”. Note: Manhole covers shall be lockable. It will be equipped with a 36 Inch lid size.

- Cable racks shall be installed in new manholes. All racks will be on rack extensions (standoff brackets). Splices shall not be supported by the cables that enter each end of the splice case. Telecommunications industry standard cable hooks of the appropriate length shall be used to support cables and splice cases. The cable hooks shall be secured using cable rack locking clips. All cables shall be supported using racking clips, cable racks, and cable hooks.

- All MH’s will be equipped with locking MH covers with locks. See attached info on type of system required.

- We require two (2) schedule 40 PVC conduits/entry ducts between the facility and the utility corridor as poutlined about.

- We require one, based on two conduits installed, conduits to contain MAXCELL (or equivalent) 3 each 3 x 3 inner-duct.

- The ducts shall be corrosion resistant and 4-inch inside diameter (I.D.) round or metric equivalent. The ducts shall be made of EPC-40 Polyvinyl Chloride (PVC) (Schedule 40) IAW NEMA TC-2. The only exception to use of Schedule 40 ducts is horizontal directional drilling (boring) only under pavement; in this specific instance high density polyethylene (HDPE) SIDR 11.5 in accordance with (IAW) current version of ASTM D2239 can be substituted for placement under pavement. Schedule 40 rated products such as Carlon Bore-Gard or equivalent products which are rated Schedule 40, are also acceptable for use in horizontal directional drilling (boring). The ducts shall be appropriately labeled indicating the composition material. Ducts shall have a sleeve or bell end type coupling and shall be watertight when assembled.

- All ducts will be sealed with duct seal or equal.

- Installation of underground conduits/ducts, shall be IAW RUS Bulletin 1751F-643; RUS

Bulletin 1753F-151; and T.O 31W3-10-22. Ducts across roads, sidewalks, parking areas, or areas to be paved, etc. shall be installed a minimum of 36" below grade. In manholes with knockouts, ducts shall start at the bottom knockout, allowing for upward expansion in the manholes. Where there are no knockouts, new penetrations for new ducts shall be a maximum of 12 inches from the corner in the walls of the existing Manhole; the ducts shall not be simply centered on the wall or enter through the floor. All ducts not installed a cross roads, sidewalks, parking areas, or areas to be paved, etc. shall have a minimum of 36 inches ground cover, where possible. The Contractor shall provide other protective measures, concrete cap, etc., in those areas where the minimum ground cover cannot be achieved. Grading of ducts shall be accomplished IAW RUS Bulletin 1751F-643.

- All bends between manholes (whether HDPE roll pipe materials or PVC materials) shall be a minimum 40-foot radius with the sum of bends in all directions not exceeding a total of 90 degrees. Only one 90-degree bend shall be allowed between manholes. Ducts shall have bell ends and enter a manhole perpendicular to the surface of the wall through which it is entering. All ducts/innerducts entering manholes must be sealed. For geotextile multicell fabric innerduct installed as part of this project, the contractor shall reference the manufacturer’s installation instructions for cutting and coiling geotextile ends, for tying off innerduct pull strings and for the installation of duct seal in ducts where innerduct is placed. Universal duct plugs or removable putty sealants may be used. Upon completion of conduit sections, a test mandrel ¼” (6.4mm) smaller than the inside diameter of the conduit shall be pulled through one of the two ducts to ensure proper alignment. In addition, all ducts shall be cleared of loose materials such as concrete, mud, dirt, stones, etc.

- All vacant ducts (or ducts with a single innerduct) installed shall be provided with a waterproof corrosion resistant pull rope for future cable installation. The pull rope shall extend into the manhole and be secured to the cable rack or pulling iron, etc.

- When communications ducts cross either power duct or buried power cable, maintain a minimum separation of 3 inches of concrete or 12 inches of well-tamped earth between the two or 12 inches of well tamped earth when parallel; for pipes (e.g., gas, water, oil) maintain 6 inches when crossing or 12 inches when parallel. All utility separations must be IAW NFPA 70 (National Electric Code) as a minimum.

- Along the length of the duct run, if the ducts are installed by trenching, spacers shall be placed at an interval of four (4) spacers per 20 feet and cable warning tape shall be buried one (1) foot below the surface and shall follow the duct route. The tape shall be a minimum of three inches wide and orange in color with the appropriate warning message.

At least one duct will have tracer wire or be otherwise locatable from the surface.

- When new entrance conduits/ducts or sleeves are required, the Contractor shall bore and install the necessary holes and install the ducts or sleeves, if knockout doesn’t exist.

Penetration shall not be in such a location through the wall as to block use of existing ducts in the manhole. New ducts will be a minimum of 18 inches from either the manhole floor or ceiling, if practical; also the new ducts shall be a maximum of 12 inches from the corner in the walls of the existing manhole. The minimum bending radius for entry conduit/ducts shall be no less than 10 times the inside diameter of the conduit. Ducts and openings around ducts shall be sealed to prevent moisture from entering the manholes.

- If project PXLY123001, Utilities Melrose Range will not be in placed by the time this facility is completed there must be a MH Conduit system between this project and PXLY100035 to provided Comm to this project.

- We require four (4) schedule 40 PVC conduits/entry ducts between this facility and facility PXLY100035 Range Ops.

- We require Two, based on Four Conduits installed, conduits to contain MAXCELL (or equivalent) 2 each 3 x 3 inner-duct.

Unclassified Cabling:

- A 25 pair Copper cable will be installed into the new duct system for this facility to the communication main POP as outlined about. It will be terminated on both ends within each of the main communications rooms onto a communication backboard into a protected communication BET. Within the new communication facility it will be extended and terminated into the communication cabinet using rack mounted 110 punch blocks with C5 Clips.

- This copper will run from this facility to the main Communications POP as outlined above for communications thru the newly install conduit system and then to the facility.

- A 12 Strand SM Fiber cable will be installed to the new facility comm. room from the POE main communication area, again see info above. The route will be based on facility construction and siting. Use installed Maxcell or inter-duct in all current and new conduits. The final route will be determined by the 27 SOCS once a final location and design of the facility.

- Install, terminate, label and test all fiber strands SMFO to the primary communications room from the POP (BXXX) facility. Use SC type connectors. All terminations will be fusion type terminations. Outside plant optical fiber cable shall be loose buffer tube, single mode, water blocked, suitable for outside plant underground applications and shall meet or exceed RUS Regulation 1755.900 and RUS Bulletin 1753F-601. All new cabling installed shall also meet or exceed the manufacturer’s specifications and specifications detailed within ANSI/TIA-568-C.3 Optical Fiber Cabling Components Standards. These standards address several items including cable transmission performances, minimum cable bend radius, cable pull strength/pull tensions, etc. All optical fiber cables shall comply with industry standards with regard to manufacturers’ cable markings, jacket, rip cords, filling compound/water blocking, fiber color coding, jacketing materials, etc. In addition, the fibers shall comply with industry standards with regard to mode field diameter, core-cladding concentricity, attenuation, and dispersion characteristics at 1310 nm and 1550 nm, and also be acceptable for 10-Gigabit Ethernet applications.

- Fiber appearances on patch panels shall be in the same order on each end of the fiber run.

Where the multiple fiber cables are terminated in the same patch panel the first fiber shall appear on 1 +12n position and correspond to a 1 +12m position on the distant end (m and n are integers). For further clarification contact 27 SOCS/SCX.

- Label all Out Side Plant cables using the provided labeling standard.

ISP Unclassified Cabling:

- All Patch panels should be installed from the top down.

- Unclassified communications premise wiring shall be CAT 6 or higher and blue in color.

All wiring will be within the walls in conduit and it will exit into a communications raceway with in the hallways running to the communications room. Proper cable management will be used at all times.

- All premise wiring jacks will be the same color as the face plate and terminate in the project provided lockable cabinet onto RJ-45 Patch Panels. Proper cable management will be used at all times.

- One dual jack for every 6ft of wall space in a room, or if space prohibits, at least one dual jack per wall in room within office type space.

- Label all jacks and new cables using the provided labeling standard.

- Provide test documentation for all copper cabling installed.

- One phone line located near the door will be installed within the comm. area and mech rooms.

- Several double jacks will be installed within all mech type rooms to support the EMCS and other CE type system requiring network connection; Base CE will provide required location.

- All new cabling will be installed to meet communications standards as identified in referenced documents.

- All LAN/Data system installations shall be tested for CAT-6 and FO cable performance per EIA or the latest approved version of the ANSI/TIA/EIA standards. Test results will be provided to the 27SOCS.

Maintenance Loops.

- When new cabling is installed, provide 30 feet of maintenance loops coiled in the first and last and every second manhole. A minimum maintenance loop of 25 feet of cable shall be installed on all cables entering and leaving a manhole splice case. All maintenance loops installed within manholes shall be formed and secured, and the secured loop must be supported by a total of two cable rack steps. Rack steps are to be positioned so the highest one supports the underside of the top of the coil and the bottom step supports the underside of the bottom of the coil. In the event there are more than one cable maintenance loop installed in a manhole, each loop is to be formed and secured separate from the other loops. All maintenance loops shall be recorded on the manhole racking diagrams, as to their physical location in a manhole and the total length of the loop.

Power:

- Power will be installed to the communications rooms. One 110VAC 20-Amp outlet, using NEMA 5-20P connections, each on its own independent circuit will be installed on each wall within the comm. Room.

- A power sub panel will be installed that feeds all comm. ckts within the comm. room.

- Power must be installed for each project provided cabinet.

o One 208VAC 30-Amp circuit using L6-30R twist lock connections, on its own independent circuit mounted on the top of each equipment cabinet.

o One dedicated110VAC 20-Amp circuit using L5-20R twist lock connections, on its own independent circuit mounted on the top of each equipment cabinet.

o One (1) dedicated 20-Amp circuit using NEMA 5-20P plug outlet mounted on the top of each equipment cabinet

Grounding:

- Proper communication equipment grounding will be provided in all communications rooms and to each cabinet and safe using green or green-striped # 6 gauge wire.

General Info:

- Grounding, bonding and shielding of all site facilities and structures, inside and outside, is of paramount importance for personnel safety and equipment protection. Grounding will satisfy requirements as set forth by MIL-STD-188-124B, MIL-HNBK-419 and R-56 Standards and Guidelines for Communications Sites.

- Design/installation shall meet all OSHA, AFOSH, and seismic requirements per Uniform Building Code for Cannon AFB/ Melrose Range area.

- Contractor shall comply with all federal, state, local, and site-specific codes, regulations, statutes, commercial standards as applicable, in performance of this work.

- All new cabling will be installed to meet communications standards as identified in referenced documents.

- All LAN/Data system installations shall be tested for CAT-6 and FO cable performance per EIA or the latest approved version of the ANSI/TIA/EIA standards. Test results will be provided to the 27SOCS along.

- The Contractor shall provide as-built documentation (shape files) of all new installed components and new cable components (including metadata) compatible with the Cyberspace Infrastructure Planning System (CIPS) Visualization Component (CVC) drawing system. Reference SOO Attachment 3, Generic SOO Drawing Supplemental Information. The government is responsible for providing the Contractor with a copy of the installation’s most current GeoBase Common Installation Picture (CIP), and current CVC drawings of the areas of interest. The government will review the shape files in CVC and transcribe the information to the CVC system.

- The Contractor shall provide as-built documentation for all installed MH conduit system butter fly drawing showing copper and fiber routing within and thru the system.

3. The above are all issues that must be considered during the programming/requirements identification of new MCPs and O&M renovation projects with the understanding that the 27 SOCS reserves the right to change or modify as mission dictates. Further coordination and in-depth communications engineering will be required as the project proceeds into the design phase.
