Questions and Answers
Question 1: The solicitation identifies a 20% bid bond requirement. We are assuming that will need to be included for the pricing portion of the project and not the first phase technical qualifications? Please clarify.
Answer: You are correct, the bid bond is required at the time your monetary bid is submitted.
Question 2: Can the technical proposal requirement be changed so that an electronic copy of the proposal can be sent via email and no hard copies would be required for the phase one technical portion? It is currently calling out two hard copies and one electronic. Please advise.
Answer: No, it cannot be changed. One electronic and two hard copy will be required. Our email cannot support large sized documents.
Question 3: Our representative attended the referenced pre-proposal conference and walk-through for the subject project. He has a good deal of experience working at Cannon. He recalls that SimplexGrinnell may have completed a project in the subject hanger in or around the year 2008. We are writing to request a copy(s) of any existing shop drawings, as-built plans, etc. which may have been produced as the result of that project and/or any other relevant project in/on the subject hanger.
Answer: CE has attached the Existing information available FP-1, FP-2, FP-3, and FP-4. The information will need to be confirmed on site as several projects have occurred since this information was received.
There are no specifications that accompany these drawings. There are no ACAD files for these drawings.
**PLEASE NOTE: No ACAD drawings are available. All information must be field verified by the contractor. Please plan accordingly. The government will not be responsible for information supplied in attached drawings.
Question 4: We are requesting the Shop drawings of the existing systems. There should be copies on file in the Civil Engineering files and the Base Contracting. If the drawings cannot be made available an extension to the bid deadline will be needed to make a complete jobsite survey of the existing systems and related equipment which will take two days to complete.
Answer: See answer to question 3 and attachments.

Question 5: If a new concrete pit is going to be required where the existing fire line enters the building, can a detail of specific design requirements be provided?
Answer: If this is a requirement of the contract, the Designer of Record is responsible for any details as this is a Design Build Project. Please refer to WBDG.ORG, UFC's and UFGS's and applicable Local and National codes for design criteria.
Question 6: Once the project is completed, will paint spray operations be conducted in any of the hangar bays?
Answer: No paint spray will occur in the bays.
