BACKGROUND
Hangar/Building 199 is located at Cannon Air Force Base (AFB) in New Mexico. The hangar contains fueled aircraft, with the primary function of the hangar being general aircraft maintenance. Additional uses for the hangar include aircraft storage and aircraft wash-downs. The hangar was constructed in 1992 and the fire suppression system was installed in 2008. The aircraft servicing area consists of three hangar bay spaces, which are sized approximately as follows: 9,000 SF (Hangar Bay 1); 9,000 SF (Hangar Bay 2); and 14,000 SF (Hangar Bay 3). The fire suppression systems serving the hangar bay consist of four automatic wet pipe sprinkler systems and three high expansion foam systems. Water is supplied from Pump House Building 200/233, which contains three 2,000 gallons per minute diesel-driven fire pumps. The water supply for the pumps is from two above-ground water storage tanks, each 80,000 gallons. Currently, the Fire suppression systems (both wet-pipe and high expansion foam) for Hangar Bays #1 & 2 are operational, but the systems serving Hangar Bay #3 are off-line. The intent of this project is to restore functionally of both the wet-pipe system and the foam system in Hangar Bay #3, as well as fix all deficiencies in the entire facility that were identified in the Air Force Civil Engineer Center (AFCEC) Hangar Evaluation Installation Report (HEIR).
GENERAL INFORMATION
1. PURPOSE: The purpose of this Statement of Objectives (SOO) is to notify approved Design-Build service providers of a potential project at CAFB. This SOO is not intended as an exhaustive description of the scope of work. Instead, it generally describes Air Force requirements and objectives for the design, documentation and construction of the project. More detailed requirements, if any, will be identified during the design phase of this project and will be reflected in the contract for construction.
2. BASIC DESIGN SERVICES: The Design-Build Entity (DBE) shall furnish all services, labor, expertise, materials, supplies, equipment, site investigations, studies, supervision and travel necessary to produce construction drawings and specifications that completely and accurately represent the intent of this SOO. The DBE shall carry liability and other insurance as defined in the contract for services.
3. BASIC CONSTRUCTION SERVICES: The DBE shall furnish or arrange for others to furnish all labor, expertise, supervision, materials, supplies and equipment necessary to complete the work as defined by the approved construction drawings and specifications. The DBE shall carry bonds and insurance as defined in the contract for services.
4. OBJECTIVES: The objectives of this project consist of complete design and construction services necessary to bring the fire protection sytem to current standards.
4.1. DBE shall resolve all of the Life Safety, Fire Suppression and Controls deficiencies existing in the facility, as identified in the HEIR report.
4.1.1. Life Safety/ Egress deficiencies
4.1.1.1. Not all exit doors are clearly identified as exit. Doors shall be marked by an approved sign that is readily visible from any direction of exit access per NFPA 101 §7.10.1.2.1 requirement.
4.1.2. Wet-pipe Sprinkle System deficiencies
4.1.2.1. No Alarm Bypass (Inspector’s) Test Connection installed as required per NFPA 13 §8.17.
4.1.2.2. Water supply should not enter through floor slab as required per ETL 02-15 §A1.3.1.6.2.

4.1.2.3. No pressure relief trim device check valves as required per ETL 02-15 §A1.3.2.3.
4.1.2.4. No Hydraulic data plates on risers as required per NFPA 13 §25.5.
4.1.2.5. Not all required valves are supervised as required per NFPA 13 §8.16.1.1.2.
4.1.2.6. System shutoff valves and drain valves are not properly identified to indicate their function and what they control (not properly identified as to their normal position) as required per NFPA 13 §8.16.1.1.8.
4.1.2.7. Surge arresters are not currently installed on each separate wet-pipe riser above the riser check valve as required per ETL 02-15 §A1.3.2.6.
4.1.3. High expansive (Hi-Ex) Foam System deficiencies
4.1.3.1. Insufficient space for horizontal foam bladder tank needed for replacement as required per
ETL 02-15 §A1.3.4.7.2.

4.1.3.2. Foam concentrate system under constant pressure. Bladder tanks should only activate when the system is activated per Air Force Standard Design requirement
4.1.3.3. Hydraulic data plates missing from risers as required per NFPA 13 §25.5.
4.1.3.4. Not all required valves are supervised as required per NFPA 13 §8.16.1.1.2.
4.1.3.5. System shutoff valves and drain valves are not properly identified to indicate their function and what they control (their normal position is not identified) as required per NFPA 13 §8.16.1.1.8.
4.1.3.6. Surge arresters are not currently installed on each separate high-expansion riser below the deluge valve as required per ETL 02-15 §A1.3.3.1.2.
4.1.3.7. Hi-Ex Foam risers are incorrectly identified as Aqueous Film Forming Foam (AFFF).
4.1.4. Fire Alarm Control Panel deficiencies
4.1.4.1. Foam system is connected to the Fire Alarm Control Panel (FACP). New Foam System Control Panel (FSCP) required per ETL 02-15 §A1.3.5.1.3. See Section 4.2.2 in this document for additional requirements.
4.1.4.2. Portions of foam system are connected to FACP. Per ETL 02-15 §A1.3.3.1.2 requirement, foam system shall be rewired to connect to the new FSCP.
4.1.4.3. FACP is not located in a room with humidity and temperature controls as required per NFPA 72 §10.3.5.
4.1.4.4. FACP does not have a transient voltage surge suppression (TVSS) as required per ETL 02-15 §A1.3.5.1.2.
4.1.5. Manual Foam Discharge Stations deficiencies.
4.1.5.1. Discharge stations do not have a key resets as required per ETL 02-15 §A1.3.5.5.1.
4.1.5.2. Discharge stations are not mounted directly on to proper signage as required per ETL 02-15 §A1.3.5.5.2.
4.1.5.2.1. The sign for the manual releasing station will have a yellow or lime-yellow background with “START FOAM SYSTEM” in red lettering 3” high. The manual release station with tamper cover will be located on the lower center portion of the sign. The word “START” will be written in 1” high green lettering placed directly above the activation station. See Figure 3.
4.2. DBE shall include the following Fire Protection System Upgrades
4.2.1. Add Det-Tronics Multispectrum IR Flame Detectors X3301, or equal, to all three Hangar Bays.
Detectors are required as part of a new Air Force requirements to help reduce false foam activations due to fire sprinklers systems actuating on non-fire events.
4.2.1.1. Optical flame detection system will use triple infrared (IR) flame detectors listed/approved for the expected fuel hazards in the hangar bay. The detectors will be immune to radar and radio frequency emissions. Provide shielding for the detectors and their circuits from radio frequency interference.
4.2.1.2. A single optical flame detector alarm signal shall result in a latched fire alarm output to the fire alarm notification system.
4.2.1.3. Any two optical flame detectors in alarm simultaneously, or one optical flame detector in alarm with fire sprinkler system actuated, shall result in a latched foam suppression release.
4.2.1.4. Detectors must be mounted in accordance with their listing. The specifics for each design must take into account facility construction, type of aircraft, aircraft configuration and positioning, fixed and mobile equipment within the aircraft servicing area, and all other relevant factors. Do not mount optical detectors in inaccessible locations. The detectors will be angled and blinds will be provided such that the cone-of-vision does not extend more than 5 ft. outside the hangar bay.
4.2.1.5. The horizontal and vertical axis of the detector determined during commissioning will be permanently marked on each detector. The optical flame detectors will be installed with 5 ft. of flexible conduit to allow for any minor adjustments during testing or changes in mission of the hangar.
4.2.1.6. Provide a sufficient number of optical flame detectors such that a fire at any position within the hangar bay will be within the range and cone-of vision of at least two detectors.
4.2.2. Add Det-Tronics Eagle Quantum Premier Fire Detection/ Releasing System, or equal, to the new Foam System Control Panel (FSCP).
4.2.2.1. FSCP must be furnished complete with Safety Systems Software (S3) configuration/logic programming/diagnostic tools software package including USB dongle key and RS232 cable.
4.2.2.2. FSCP alarm, supervisory, and trouble signal reporting to the Fire Alarm Control Panel must be via discrete dry contact output points.
4.2.2.3. Modular type panel installed in a surface mounted NEMA 4 painted steel cabinet with hinged door and cylinder lock.
4.2.2.4. IR flame detectors must be networked with the panel so that during commission IR detectors can be calibrated from the releasing panel.
4.2.2.5. The FSCP must provide a real time display of current IR levels at any detector, have the ability to set the detector sensitivity for each detector from the panel, be able to download detector level log history, have remote test and diagnostics capability (manual self-test, lens dirty, sensor failure, power out of tolerance, device non-responsive), and remote setup and programing of detector options (lens heater power level, detector alarm LED function, alarm latching or non-latching, device address, sensitivity level, timing and gate count for alarm).
4.2.2.6. FSCP must be electro-magnetic interference/radio frequency interference (EMI)/(RFI) tolerant and rated to SIL level 2 capability (IEC 61508), a safety assessment evaluation which evaluates critical fault paths, redundancies, and statistical measurement/prediction to ensure a specific level of long term reliable performance and stability to co-exist with aircraft radar systems.
4.2.3. Add new Stop Foam System (Abort) stations directly adjacent to the Start Foam Discharge stations as shown in the Figure 3.
4.2.3.1. Provide foam stop stations of the "dead-man" type.
4.2.3.2. The stop stations must be used in conjunction with valves and equipment that will prohibit or stop the discharge of foam/water from the foam suppression system.
4.2.3.3. The stations must have distinctive signage at each device. Provide a red mushroom type push button and include the word “PUSH”. Colored portions of tamper cover must be blue and lettering on the cover must be “STOP”; the words “FIRE”, “ALARM”, or “AGENT” must not appear on the cover.
4.2.3.4. A manual foam stop station will be provided at each manual foam releasing station. Once depressed, and so long as the button is held down, the stop station will prevent/stop discharge from the foam system regardless of whether or not the foam system was activated automatically or manually and whether or not the activation occurs prior to or after the stop station is pressed and held. Unless the FSCP has been reset and all activation alarms (manual and automatic) have been cleared; when the foam stop station button is released, the FSCP will instantaneously restore system operation and foam discharge.
4.2.3.5. When the foam stop station button is depressed under full flow, the time to fully close the flow control valve will not exceed 15 seconds.
4.2.3.6. The time for the flow control valve to fully open upon release of the foam stop station button will not exceed 5 seconds.
4.2.3.7. Manual foam stop stations will be protected from mechanical damage and water infiltration (minimum NEMA 4).
4.2.3.8. Manual foam stop stations will be provided with a clear plastic tamper cover that must be lifted prior to actuating the station.
4.2.3.9. Conduits will enter the station back box from the bottom. Back box and conduits will not be placed in front of signage, and a breather and drain (at the low point in the conduit) will be provided.
4.2.3.10. Where manual stop stations and foam releasing stations are provided at an exit door, they will be located on opposite sides of doorway from fire alarm manual pull station. Where not located at an exit door opening, the manual stop stations and foam releasing stations will be located at least 5 feet apart from the manual fire alarm pull station.
4.2.3.11. The sign for the manual stop station will have a white background with a ½” wide blue boarder with “STOP FOAM SYSTEM” in blue lettering 3” high. The manual stop station with tamper cover will be located on the lower center portion of the sign. The word “STOP” will be written in 1” high red lettering placed directly above the manual stop station.

4.2.4. Provide pipe temperature monitoring for all three Hangar Bays (Wireless temperature monitoring thermocouples on the fire suppression pipes connected to the base Energy Management and Control System (EMCS)), as manufactured by Delta Trak Inc. or equal.
4.2.5. Provide blue visual alarm signals (strobe or rotating beacons) within aircraft to indicate foam system activation in all three hangar bays.
4.3. Repair both the wet-pipe sprinkler system and Hi-Ex foam system in Hangar Bay #3.
4.3.1. Currently the wet-pipe system is off-line.
4.3.1.1. Based on the HEIR report, it was calculated that 4000 SF of the system will need to be replaced. This includes branch lines and sprinklers. However, a thorough inspection of the system will be necessary to determine the extent of the damage.
4.3.2. Hangar Bay #3 system is currently susceptible to freezing. Per NFPA 13 §8.16.4.1, DBE shall provide protection against freezing. If a heat-tracing system is used, the system shall conform to the following.
4.3.2.1. Per NFPA 13 §8.16.4.1.4.1, where used to protect branch lines, the heat-tracing system shall be specifically listed for use on branch lines.
4.3.2.2. Per NFPA 13 §8.16.4.1.4.2, electronic supervision of the heat-tracing system shall provide positive confirmation that the circuit is energized.
4.3.3. Reinstall the Hi-Ex Foam System. The existing system was disassembled as part of a previous project.
4.3.3.1. System needs to be reinstalled from the Riser to the foam generators in accordance with current NPFA standards and UFC 3-600-01.
4.3.3.1.1. DBE shall determine how many foam generators are necessary for the hangar bay.
4.3.3.1.2. DBE shall provide structural supports required to mount foam generators to hangar ceiling.
4.4. DBE shall test all newly installed equipment/systems for functionally in accordance with NFPA 11, NFPA 25 and UFC standards prior to be turned over to the government.
4.5. DBE shall provide all electrical, mechanical/plumbing and structural work required to complete the design and construction aspects of this project.
4.6. DBE shall provide all fencing, screens and barriers necessary to secure government property and protect personnel during the Work.
4.7. DBE shall provide all labor and equipment necessary to maintain a clean and safe job site.
4.8. DBE shall account for all phasing of utility and equipment removal and reinstallation.
4.8.1. DBE will be responsible for all utility and equipment relocation planning, phasing and outages.
4.8.1.1. Ensure the following is enforced regarding communication utilities/equipment:
4.8.1.1.1. If removal of equipment is not required, an inspection shall be conducted prior to work start and upon completion to ensure equipment is operational. The DBE shall protect communication equipment from damage. If equipment has been damaged, the DBE will replace and install damaged item in-kind to bring equipment back to an operational status.
4.8.1.1.2. If equipment is damaged, the DBE will notify the Contracting Officer (CO) immediately, then the 27 SOCES project manager (PM), who will then notify 27 SOCS/SCXP of the damage.
5. PROJECT LOCATION: B199 is located on the north side of Cannon AFB, New Mexico (approximately at the intersection of Liberator Ave and Talon St.).
6. PROJECT DURATION: This Period of Performance for this Work is 225 calendar days. The design shall be completed in 105 calendar days or less. The construction shall be completed in 120 calendar days or less. See Section 16 of this document for information of the Daily Work Schedule.
7. REQUIRED MEETINGS: The DBE shall attend one Project Kickoff/Pre-Design meeting. The DBE shall prepare and distribute meeting minutes within seven (7) calendar days of meeting occurrence.
8. SUSTAINABILITIY GUIDANCE: The DBE shall comply with the Executive Order 13693: Planning for Federal Sustainability in the Next Decade, as well as any established Department of Defense (DoD) and Air Force (AF) sustainability policies.

DESIGN REQUIREMENTS
9. LEGAL COMPLIANCE: All design solutions must be in compliance with all public laws and the Code of Federal Regulations. In addition, design solutions must comply with any pertinent Executive Orders and Department of Defense (DoD) Instructions or Directives identified and provided by Air Force representatives during the course of project design. In addition, all drawings need to be signed and stamped by a licensed Fire Protection Engineer or qualified individual, as defined by UFC 3-600-01 Sections 1-5.
10. SPECIFIC DESIGN SERVICES:
10.1. Establish a schedule for design services including dates of anticipated site visits, team meetings and submission dates for 35%, 65%, 95%, and 100% (Issue for Construction) construction documents (Statement of Work, Design Analysis, Schedule of Material Submittals, and Drawings).
10.2. The DBE shall be responsible for resubmitting designs for any disapproved submittals. The 95% design drawings are expected to have all comments resolved before approval.
10.3. The DBE is responsible for furnishing all services required to coordinate and meet with building users, utility shop subject matter experts, and Air Force personnel as needed to clarify program requirements and to develop appropriate design solutions.
10.3.1. Conduct site visits, design charrettes and data gathering efforts to completely and accurately develop the design package for construction.
10.3.2. Investigate and verify existing conditions to confirm project feasibility and any other work that may be required to complete the objectives described above.
10.3.3. Document and submit meeting minutes from all data gathering efforts with government personnel.
10.4. At appropriate scheduled intervals, present proposed design solutions including product, material and color recommendations for Air Force review.
10.5. All utility outage requirements shall be included. All outages shall be coordinated the designated Contracting Officer (CO) and Contracting Officer’s Representative (COR) or Program Manager (PM). All outages shall be submitted on an Air Force (AF) 3000 form for approval of method, and require a minimum of fourteen (14) calendar days for approval.
11. DESIGN DELIVERABLES: The following must be provided to the designated CO and COR or PM:
11.1. PROJECT SCHEDULE: Design Schedule (AF 3064 and Gantt) - Within seven (7) calendar days of notice to proceed, provide a legible design schedule in printed and PDF format for design services to include dates of anticipated site visits, team meetings, design charrettes, design submittals, reviews, and other milestone dates. Design schedule shall be in the form of an AF 3064 and Gantt chart. The schedules must be sufficiently detailed to enable tracking of design progress and the anticipation of critical tasks.
11.2. SURVEY REPORTS: DBE shall submit assessment reports for the following:
11.2.1. Site survey of existing conditions. Document shall be submitted within seven (7) calendar days of the site visit occurrence.
11.3. DESIGN QUALITY CONTROL PLAN (DQC) Plan:
11.3.1. DBE shall submit and maintain a Design Quality Control (DQC) Plan as an effective quality control program which will assure that all services required by this design portion of the design-build contract are performed and provided in a manner that meets professional engineering quality standards. As a minimum, all documents must be technically reviewed by competent, independent reviewers identified in the DQC Plan. The same element that produced the product may not perform the independent technical review (ITR). Correct errors and deficiencies in the design documents prior to submitting them to the Government. Document shall be submitted within seven (7) calendar days of the notice to proceed.
11.3.2. Implement the DQC Plan by a Design Quality Control Manager who has the responsibility of being cognizant of and assuring that all documents on the project have been coordinated. This individual must be a person who has verifiable engineering design experience and is a registered professional engineer. Notify the Contracting Officer, in writing, of the name of the individual, and the name of an alternate person assigned to the position. The Contracting Officer will notify the DBE in writing of the acceptance of the DQC Plan. After acceptance, any changes proposed by the DBE are subject to the acceptance of the Contracting Officer.
11.4. DESIGN PACKAGE SUBMITTALS: Submission of 35%, 65%, 95%, and 100%/final design packages for review and approval shall be provided as follows: (Allow fourteen (14) calendar days from date of each submission for AF representatives to provide review comments and approvals).
11.4.1. 35% Design Package: Provide one (1) hard-copy and one (1) electronic copy of items 11.4.1.1.-
11.4.1.5. (See section 11.4.5. for method of submitting Electronic Files).
11.4.1.1. A Draft Statement of Work (for Construction). Government to provide required template to DBE.
11.4.1.2. Drawings (i.e. Cover Page, Site Plan, Civil, Architecture, Electrical, Mechanical, Plumbing, Fire Protection, etc.). Government to provide required title block to DBE.
11.4.1.3. Design Analysis shall be prepared (or reviewed) by the DBE’s Licensed Fire Protection Engineer or qualified individual, as defined by UFC 3-600-01 Sections 1-5. A design analysis is a document that contains written material covering general project parameters, functional requirements, technical requirements, code requirements, design objectives, design assumptions and provides design calculation applicable to a project's design. The design analysis shall be a representation of facts of the design, and it will help demonstrate that the concept of the project is fully understood and the design is based on sound engineering principles. The document shall include a Table of Contents.
11.4.1.4. A Draft version of the Schedule of Material Submittals (SOMS) for Construction.
Government to provide required template to DBE.
11.4.1.5. Specifications. A LIST of the proposed specifications for the project based on the Unified Facilities Guide Specifications (UFGS). DBE shall be responsible with insuring that all necessary specifications are included, and they shall comply with Government’s request to include any specification the Government deems necessary for the project.
11.4.2. 65% Design Package: Provide one (1) hard-copy and one (1) electronic copy of items 11.4.2.1.-
11.4.2.5. (See section 11.4.5. for method of submitting Electronic Files).
11.4.2.1. A complete Statement of Work (for Construction). DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.
11.4.2.2. Drawings (i.e. Cover Page, Site Plan, Civil, Architecture, Electrical, Mechanical, Plumbing, Fire Protection, etc.). DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.

11.4.2.4. Schedule of Material Submittals (SOMS) for Construction. DBE shall provide a complete Schedule of Material Submittals (SOMS). Additionally, DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.
11.4.2.5. Specifications. DBE shall provide a draft version of the specifications with Table of Contents based on the Unified Facilities Guide Specification (UFGS) format. (Use the most current UFGS sections from Whole Building Design Guide wbdg.org). It is recommended that the DBE utilizes the SpecsIntact software, which can be downloaded using the following link http://si.ksc.nasa.gov/software/SI32/si4/downform6.asp, as it provides a user friendly interface to edit individual specification sections.
11.4.3. 95% Design Package: Provide one (1) hard-copy and one (1) electronic copy of items 11.4.3.1.-
11.4.3.5. (See section 11.4.5. for method of submitting Electronic Files).
11.4.3.1. A complete Statement of Work (for Construction). DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.
11.4.3.2. Complete Drawings for all applicable disciplines. DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.
11.4.3.3. Complete Design Analysis shall be prepared (or reviewed) by the DBE’s Licensed Fire Protection Engineer or qualified individual, as defined by UFC 3-600-01 Sections 1-5. A design analysis is a document that contains written material covering general project parameters, functional requirements, technical requirements, code requirements, design objectives, design assumptions and provides design calculation applicable to a project's design.
The design analysis shall be a representation of facts of the design, and it will help demonstrate that the concept of the project is fully understood and the design is based on sound engineering principles. DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase. The document shall include a Table of Contents.
11.4.3.4. Complete Schedule of Material Submittals (SOMS) for Construction. DBE shall resolve any issues, as well as, incorporate any Government comments from previous design phase.
11.4.3.5. Complete Specifications. DBE shall provide a completed specification document with a Table of Contents based on the Unified Facilities Guide Specification (UFGS) format. (Use the most current UFGS sections from Whole Building Design Guide <wbdg.org>).
11.4.4. 100% ‘Issue for Construction’ Design Package:
11.4.4.1. Provide one (1) full size and one (1) half size printed copies and electronic files of the drawings.
11.4.4.2. Provide two (2) printed copies and electronic files of the statement of work, design analysis, schedule of material submittals, and specifications.
11.4.4.3. The DBE shall provide, as part of the complete and useable construction package, 100% design drawings, specifications and design analysis, which are stamped and approved by a Licensed Fire Protection Engineer. Additionally, each page of the 100% drawings, and the title pages of the specifications and design analysis, must be labeled “Issue for Construction.”
11.4.5. Electronic Files:
11.4.5.1. Electronic files will be shared between the Government and the DBE through the exchange of CDs or through the AMEDEC SAFE website https://safe.amrdec.army.mil/safe/Welcome.aspx. Meeting minutes, and other small files of 2 MB or less, may be emailed.
11.4.5.1.1. Statement of Work to be submitted in both Microsoft Word and PDF format.
11.4.5.1.2. Drawings to be submitted in both AutoCAD and PDF format.
11.4.5.1.2.1. Provide electronic drawing files in a format compatible with AutoCAD 2014 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-6) available in PDF format on many federal websites.
11.4.5.1.2.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.
11.4.5.1.3. Design Analysis to be submitted in both Microsoft Word and PDF format.
11.4.5.1.4. Schedule of Material Submittals to be submitted in both Microsoft Excel and PDF format.
11.4.5.1.5. Specifications to be submitted in both Microsoft Word and PDF format.
11.5. DESIGN PACKAGE COMMENT MATRIX RESPONSE: At each design phase, if Government provides a Comment Matrix (in Excel or PDF format), the DBE shall provide responses to all the Government’s comments no later than seven (7) calendar days after receiving the document.
11.6. OPTIONAL CONTRACTOR REQUESTED MEETINGS: At any phase of the design the DBE may request a meeting to clear up any outstanding design issues or attain clarification on any comments made in the Comment Matrix for this project. If such meeting occurs, the DBE shall be responsible for preparing and distributing meeting minutes, within seven (7) calendar days after each meeting. Meeting minutes shall be titled accordingly to whichever phase the project was at when the meeting was held (i.e. a meeting held during the 65% design phase shall be titled “65% Design Phase Meeting: …”).
CONSTRUCTION REQUIREMENTS
12. BASE ACCESS AND SECURITY: The DBE shall ensure that all employees comply with all security requirements imposed by Cannon Air Force Base (CAFB) when entering, occupying and departing the base. All DBE personnel shall be screened for security clearances as determined by CAFB.
13. PROTECTION OF GOVERNMENT PROPERTY: The DBE shall use reasonable care to avoid damaging government-owned property including buildings, equipment and vegetation at CAFB. If the DBE fails to use reasonable care and causes damage to any government-owned property, the DBE shall replace or repair the damage at no expense to the government. If the DBE fails or refuses to make such repair or replacement, the cost may be deducted from the contract price.
14. REMOVAL OR DISPOSAL OF GOVERNMENT PROPERTY: Unauthorized removal or disposal of government property is a crime. Government property includes all materials and equipment purchased directly or indirectly by any agency of the federal government for any purpose. No government property is to be removed or disposed without written permission from the AF Contract Officer Representative (COR) and CAFB Police Department listing each item and quantity of materials and equipment to be removed or disposed.
15. SAFETY: The DBE shall comply with UFGS 01 35 26 Governmental Safety Requirements and the Occupational Safety and Health Administration (OSHA).
15.1. Contracts are subject to job site inspections by OSHA and Air Force representatives. In the event of a conflict between the OSHA standards and Air Force requirements, the most stringent shall apply.
Resolution of OSHA citations for violations of OSHA standards is a DBE responsibility and shall provide for no basis of a claim against the Government.
15.2. All construction materials and equipment shall not block facility egress points and emergency vehicle access.
16. DAILY WORK SCHEDULE: Workdays shall be from 0700 to 1600, Monday to Friday. Federal holidays and weekend work will not be allowed unless approved by the CO. The DBE shall provide written notification to the Contracting Officer fourteen (14) calendar days lead time for work schedule changes.
17. PROJECT UPDATES: Weekly project updates will be emailed from the DBE project manager to the Government project manager and Contracting (CA/CO). This email will consist of the work that was completed that week and one week look ahead as well as any impact on the completion of the project.
18. CONSTRUCTION WASTE MANAGEMENT: The DBE shall recycle and/or salvage nonhazardous construction and demolition debris. Construction debris shall be contained on-site, collected and disposed off-site each day or as often as conditions dictate. The DBE shall develop and implement a construction waste management plan that, at a minimum, identifies materials to be diverted from disposal and whether the materials will be sorted on-site or off-site. Submit the Waste Management Plan to the CO for the project record.
19. CONSTRUCTION SITE MANAGEMENT: The DBE may limit access to the work area to DBE personnel and essential, authorized Air Force military and civilian personnel. All construction activities shall be conducted in a safe manner to minimize risk of injury or property damage.
20. WORKMANSHIP: The work for this project shall be executed in the best and most workmanlike manner by qualified and efficient tradesmen who are skilled in their respective trades. Certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, are required for the performance of the work of each trade.
21. COORDINATION: The DBE shall coordinate the work of all trades in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions.
22. ADMINISTRATION: The DBE shall prepare submittals as required by the project specifications, the contract for construction or as requested by the CO. Submittals may include but are not limited to product data, installation and maintenance instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the CO for review and approval at least fourteen (14) calendar days prior to purchase or installation. Failure to present submittals to the CO in a timely manner will not justify any claims for a schedule delay or added costs.
23. VERIFICATION OF DIMENSIONS AND CONDITIONS: The DBE may visit the premises to become thoroughly familiar with details of the work and working conditions, verify dimensions in the field, and shall advise the CO of any discrepancies before starting the work.
24. DELIVERY AND STORAGE: All equipment and materials delivered and placed in storage shall be stored with protection from the weather, humidity and temperature variation, dirt and dust, and any other contaminants. Store all materials in a secure, clean and dry location. DBE shall submit a location with dimensions for government approval.
25. TEMPORARY FENCE: When job site fencing is required, the DBE shall provide temporary screened fencing around the site perimeter and site signage as determined by the Air Force and the CO.
26. CONSTRUCTION DELIVERABLES: Upon completion of construction, the DBE shall provide the following to the designated Contracting Officer (CO) and Contracting Officer’s Representative (COR) or Program Manager (PM):
26.1. PROJECT SCHEDULE: Construction (AF 3064 and Gantt) – no later than seven (7) calendar days after 100% Design Package Approval, the DBE shall provide a comprehensive, legible project schedule in PDF format indicating all major milestones, submittals, critical path items and the anticipated completion date for all construction activities. The Construction Schedule project schedule must be approved by the government prior to the start of construction activities, and shall be updated monthly or as events require.
The schedule must be in the form of an AF 3064 and Gantt chart, and sufficiently detailed to enable tracking of construction progress and the anticipation of critical tasks.
26.2. CONSTRUCTION QUALITY CONTROL (QC) PLAN: Submit no later than seven (7) calendar days after 100% Design Package Approval. The quality control plan shall meet all requirement specified in UFGS 01 45 00.00 10 Quality Control.
26.3. AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents. Additionally, each page of the as-builts shall be labeled “As-Built.”
26.3.1. Electronic As-built Drawings and Specifications: Provide electronic drawing files in a format compatible with AutoCAD 2014 including all external references required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-6) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction.
Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.
26.3.2. Hardcopy As-built Drawings and Specifications: Provide two (2), one (1) full size and one (1) half size printed copies of the as-built drawings and one (1) copies of the final specifications.
27. OPERATION AND MAINTENANCE (O&M) MANUALS: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by Construction Specifications Institute (CSI) specification sections.
28. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the DBE in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the DBE is unable to provide GIS information as described, the DBE shall notify the PM so that other arrangements can be made. In such cases, the DBE is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:
28.1. DATUM – WGS84
28.2. Coordinate System – Universal Transverse Mercator (UTM)
28.3. Units – Meters
28.4. Data in attribute Table will be Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) version 2.6 Compliant
28.5. Shapefile Geodatabase format
29. REAL PROPERTY RECORDS: Prior to completion of the project, provide an AF Form 1354 in accordance with UFC 1-300-08 with as much detail as possible. This document will assist the government in capturing all Real Property items into our base inventory.
