STATEMENT OF Work For
CONSTRUCTION SERVICES
Chavez CDC Post Chattanooga ATFP Upgrades
CZQZ 16-0053

BACKGROUND
Chavez Manor and Cannon Air Force Base (AFB) have identified potential security standard deficiencies at multiple areas that require additional Antiterrorism and Force Protection to minimize the likelihood of mass casualties from terrorist attacks against DoD personnel in the building in which they work and live.
GENERAL INFORMATION
1. PURPOSE: The purpose of this Statement of Work (SOW) is to notify approved Construction service providers of a potential project at CAFB. This SOW is not intended as an exhaustive description of the scope of work.
Instead, it generally describes Air Force requirements and objectives for the design, documentation and construction of the project.
2. BASIC CONSTRUCTION SERVICES: The Construction Entity shall furnish or arrange for others to furnish all labor, expertise, supervision, materials, supplies and equipment necessary to complete the work as defined by the approved construction drawings and specifications. The Construction Entity shall carry bonds and insurance as defined in the contract for services.
3. OBJECTIVES: The objectives of this Work consist of complete construction services necessary to complete the following in accordance with the drawings and specifications:
Option 1:
3.1. Install 115 linear feet (lf) of new rod iron fence and four gates with brick pilasters across the Chavez Entry Control Point (ECP). (Note: Installation of new fencing and gates may require asphalt/concrete demolition and shall be modified and replaced in like kind to allow newly installed gates to operate and be opened fully to allow the same existing lane width)
3.1.1. Install a locking mechanism to accept an industrial lock pad on each of the four gates to keep gates in the open position and the closed position.
Option 2:
3.2. Provide boulders along sidewalk West of Chavez CDC.
3.2.1. Minimum size of boulders shall be 2000 lbs. and 24 inch height.
3.2.2. Boulders shall be spaced 4’6” (54 inches) apart.
Option 3:
3.3. Install manually operated vehicle gates with a locking mechanism to take an industrial keyed lock pad to prevent unnecessary encroachment to buildings.
3.3.1. Install ~50’ gate South West of building 724 to prevent vehicle access from the parking lot area.
(Note: Requires two swing arm gates with a removable bollard and locking mechanism in center)
Option 4:
3.3.2. Install ~20’ gate and lock mechanism South of building 790 to prevent vehicle traffic from Chindit Blvd.
Required Objectives:
3.4. Install a 25 lf new double swing rod iron gate to match existing double swing rod iron gate approximately 200 feet south along brick wall.
3.4.1. Install heavy duty latch capable of being locked and drop rod to secure gates while in the closed position.
3.4.2. Install 9 square foot (SF) metal signage on gate with lettering stating for deliveries contact phone number. Exact verbiage to be confirmed and approved prior to placing ordering.
3.5. Demolish approximately 2,775 lf of existing 4’ high block wall with footing.
3.5.1. Backfill entire footing and where the new chain link fence will be installed, maintain less than a 2” clearance under the fencing fabric and to maintain an 8’ high security fence from the unsecure side.
3.6. Install 1,500 lf of new 8’high type FE6 chain link security fence with barbed wire on single outrigger.
3.7. Install 1,200 lf of new 6’ high block wall and footing to match existing block wall adjacent to new wall.
3.8. Install 655 lf of new rod iron fence with brick pilaster at Chavez Housing main entrance to match existing fence at Cannon Air Force Base main entrance
3.9. Install commercial grade lockable double swing doors and electrical circuits to separate Chavez CDC interior foyer and main hallway to classroom.
3.9.1. Doors shall be held open when conducting normal business and be capable of being closed in the event of an emergency with buttons at each of the two receptionist’s desks.
3.9.2. Doors shall also be equipped with panic hardware to allow egress from the classroom hallway to the foyer.
3.9.3. Finish and repair door frames and surrounding walls to match existing walls abutting the newly installed doors.
3.10. Relocate existing Mass Notifications System (MNS) panel and wiring adjacent to main entrance over to wall behind the receptionist’s desk. Finish and repair the existing location of the MNS panel after removal.
3.11. Install new warning signs to match existing on the new wall, fence, and at each gate. Max spacing for wall and fence shall be 100 yards.
3.12. All fencing, screens and barriers necessary to secure government property and protect personnel during the Work.
3.13. All labor and equipment necessary to maintain a clean and safe job site.
3.14. A phasing and road closure plan for Government approval in accordance with Construction Drawings.
3.14.1. The Chavez CDC will remain occupied at all times and the site inside and outside shall be cordoned off from pedestrian traffic at all times.
3.14.2. The Chavez ECP will remain operational throughout the duration of the project and security forces will be continually verifying and inspecting vehicle entry.
3.15. All phasing of utility and equipment removal and reinstallation.
3.15.1. Construction Entity will be responsible for all utility and equipment relocation planning, phasing and outages.
4. PROJECT LOCATION: Cannon AFB is located in Curry County, approximately seven miles west of Clovis, NM. Chavez CDC is located within Chavez Manor and is located north of Cannon AFB and US-84. The perimeter and entry fencing is to be installed at Chavez Manor. Buildings 790 and 724 are located at the Main area of Cannon AFB.
5. PROJECT DURATION: The Period of Performance for this Work shall be 150 calendar days or less. Period of performance shall also account for lead time to order materials.
6. MEETINGS: The contractor shall attend one project kickoff meeting within seven (7) calendar days of Notice to Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.
7. GOVERNMENT FURNISHED PROPERTY: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the Work. It is the Contractor’s responsibility to verify/validate the current existing conditions. Any deviations from provided AS- BUILTS, shall be reported, and modified by the first design submittal. In addition, the Government will provide assistance with base passes, identification badges, and registrations.
8. GREEN PROCUREMENT PROGRAM: In performance of this contract, contractors shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC [volatile organic compounds] paint) and any other environmentally sustainable product/method, to the greatest extent possible.
CONSTRUCTION REQUIREMENTS
9. BASE ACCESS AND SECURITY: The Contractor shall ensure that all employees comply with all security requirements imposed by Cannon Air Force Base (CAFB) when entering, occupying and departing the base. All contractor personnel shall be screened for security clearances as determined by CAFB.
10. PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging government-owned property including buildings, equipment and vegetation at CAFB. If the Contractor fails to use reasonable care and causes damage to any government-owned property, the Contractor shall replace or repair the damage at no expense to the government. If the Contractor fails or refuses to make such repair or replacement, the cost may be deducted from the contract price.
11. REMOVAL OR DISPOSAL OF GOVERNMENT PROPERTY: Unauthorized removal or disposal of government property is a crime. Government property includes all materials and equipment purchased directly or indirectly by any agency of the federal government for any purpose. No government property is to be removed or disposed without written permission from the AF Contract Officer Representative (COR) and CAFB Police Department listing each item and quantity of materials and equipment to be removed or disposed.
12. PROJECT SCHEDULE: Construction (AF 3064 and Gantt) – No later than seven (7) calendar days of the notice to proceed for construction, the DBE shall provide a comprehensive, legible project schedule in PDF format indicating all major milestones, submittals, critical path items and the anticipated completion date for all construction activities. The Construction Schedule project schedule must be approved by the government prior to the start of construction activities, and shall be updated monthly or as events require. The schedule must be in the form of an AF 3064 and Gantt chart, and sufficiently detailed to enable tracking of construction progress and the anticipation of critical tasks. Gantt chart shall show the critical path of construction.
13. SAFETY: The Contractor shall comply with UFGS 01 35 26 Governmental Safety Requirements and the Occupational Safety and Health Administration (OSHA).
13.1. Contracts are subject to job site inspections by OSHA and Air Force representatives. In the event of a conflict between the OSHA standards and Air Force requirements, the most stringent shall apply.
Resolution of OSHA citations for violations of OSHA standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.
13.2. All construction materials and equipment shall not block facility egress points and emergency vehicle access.
14. DAILY WORK SCHEDULE: Workdays shall be from 0700 to 1600, Monday to Friday. Federal holidays, military down days, military safety days, and weekend work will not be allowed unless approved by the CO.
The Contractor shall provide written notification to the Contracting Officer fourteen (14) calendar days lead time for work schedule changes.
15. PROJECT UPDATES: Weekly project updates will be emailed from the contractor project manager to the Government project manager and Contracting (CA/CO). This email will consist of the work that was completed that week and one week look ahead as well as any impact on the completion of the project.
16. CONSTRUCTION WASTE MANAGEMENT: The Contractor shall recycle and/or salvage nonhazardous construction and demolition debris. Construction debris shall be contained on-site, collected and disposed off-site each day or as often as conditions dictate. The Contractor shall develop and implement a construction waste management plan that, at a minimum, identifies materials to be diverted from disposal and whether the materials will be sorted on-site or off-site. Submit the Waste Management Plan to the CO for the project record.
17. CONSTRUCTION SITE MANAGEMENT: The Contractor may limit access to the work area to contractor personnel and essential, authorized Air Force military and civilian personnel. All construction activities shall be conducted in a safe manner to minimize risk of injury or property damage.
18. WORKMANSHIP: The work for this project shall be executed in the best and most workmanlike manner by qualified and efficient tradesmen who are skilled in their respective trades. Certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, are required for the performance of the work of each trade.
19. COORDINATION: The Contractor shall coordinate the work of all trades in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions.
20. ADMINISTRATION: The Contractor shall prepare submittals as required by the project specifications, the contract for construction or as requested by the CO. Submittals may include but are not limited to product data, installation and maintenance instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the CO for review and approval at least fourteen (14) calendar days prior to purchase or installation. Failure to present submittals to the CO in a timely manner will not justify any claims for a schedule delay or added costs.
21. VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor may visit the premises to become thoroughly familiar with details of the work and working conditions, verify dimensions in the field, and shall advise the CO of any discrepancies before starting the work.
22. DELIVERY AND STORAGE: All equipment and materials delivered and placed in storage shall be stored with protection from the weather, humidity and temperature variation, dirt and dust, and any other contaminants.
Store all materials in a secure, clean and dry location. Contractor shall submit a location with dimensions for government approval.
23. TEMPORARY FENCE: When job site fencing is required, the Contractor shall provide temporary screened fencing around the site perimeter and site signage as determined by the Air Force and the CO.
24. CONSTRUCTION DELIVERABLES: Upon completion of construction, the Construction Entity shall provide the following to the designated Contracting Officer (CO) and Contracting Officer’s Representative (COR) or Program Manager (PM):
24.1. AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents. Additionally, each page of the as-builts shall be labeled “As-Built.”
24.1.1. Electronic As-built Drawings and Specifications: Provide electronic stand-alone drawing files in a format compatible with AutoCAD 2010 including all external references bound to the drawing that are required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-6) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.
24.1.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.
24.1.3. Hardcopy As-built Drawings and Specifications: Provide four (4), two (2) full size and two (2) half size printed copies of the as-built drawings and two (2) copies of the final specifications.
25. OPERATION AND MAINTENANCE (O&M) MANUALS: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by Construction Specifications Institute (CSI) specification sections. All warranty information shall be compiled onto a separate spreadsheet for each piece of equipment and uniquely identified for all extended warranties lasting longer than a year. The spreadsheet shall include the following information: material quantity, material description, location (area identification/room #), model #, serial #, warranty start date, warranty expiration date, and manufacturer contact info.
26. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:
26.1. DATUM – WGS84
26.2. Coordinate System – Universal Transverse Mercator (UTM)
26.3. Units – Meters
26.4. Data in attribute Table will be Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) version 2.6 Compliant
26.5. Shapefile Geodatabase format
27. REAL PROPERTY RECORDS: Prior to completion of the project, provide an AF Form 1354 in accordance with UFC 1-300-08 with as much detail as possible. This document will assist the government in capturing all Real Property items into our base inventory.
