Site Visit Questions
Reference Question Answer
IFB CLIN 0003 Fence Additive Priority
#1
It was brought up during the site visit that both sides of the Chavez entry control point will have a wall constructed on both sides on the road heading west towards the ECP – in CLIN item 0003 it states 115ln/ft however this footage would be incorrect please clarify.
Fence identified along the both sides of the roadway leading up to the entry control point is identified in SOW 3.8. Option 1 is for the rod iron fencing and gates crossing the roadway. Refer to the revised drawings and SOW for clarification.
SOW §3.10
Is the existing MNS under any warranty currently, will the Government require any specialized certifications of the person or persons relocating the panel? Does the
Government have a wiring schematic of the existing MNS system?
The mass notification system is not under warranty and is required to be tested prior to being moved to verify it is in working condiiton. A wiring schematic is not available for the existing system.

How far north does the base property line exceed into the farmers field on the north end of existing wall and security fence? Does the Government have a preferred route they would like the contractor to adhere to within this area?
The property line varies in distance from the perimeter fence line and driving along the north side of the perimeter may require the government to get a right of way from the abutting property owner depending on the size of the equipment and space need for construction. Anticipate approximately three months for the Air Force to process the right of entry request from the property owners.

What is the period of performance remaining for the contractor working near the ranch vale highway? It was discussed the contractor will need to coordinate and secure the site at the end of each day during this phase.
Both contracts will be working simultaneously. Government will coordinate access once a schedule is submitted for review. Contractor to anticipate a schedule review time of 30 calendar days to coordinate.
NO REFERENCE GIVEN Will weekend work be permitted if need be on this contract?
Weekend work should not be anticipated on this project, however, with a valid justification exceptions will be made on a case by case basis.
SOW §3.1.1
Is the contractor responsible for providing the industrial pad locks to be used on these gates?
If so please provide requirements.
Padlocks will not need to be included as part of this contract but the locking mechanism must be capable of accepting a padlock identified in the Cannon AFB Door Hardware Specification Guidline and
Performance Specification.

Yes, the new gate is to match the existing gate East of building 7019 and 7008.
SOW §3.4.2 Please provide a detailed drawing and any further requirements for these signs.
Exact verbiage to be confirmed. For the purposes of estimating a cost, the sign shall be a MUTCD type sign and will not exceed 9 square feet in size.
SOW §3.5.1
Will the contractor be allowed to drive vehicles and delivery trucks along the unsecured side of this fence and wall? Will contractor be allowed to store material on the unsecured side of this fence and wall?
The contractor will be allowed to drive on unsecure side of the fence, however, driving along the north side of the perimeter may require the government to get a right of entry from the abutting property owner depending on the size of the equipment.

Please provide the wiring requirements for the locks to be used on these doors. Will magnetic door hold-open devices be used? What other hardware will be required (i.e. kick plates, wall bumpers, floor sweeps, smoke seal)?

Install per manufacturers instructions and connect alarm signal to fire alarm panel. Door, frame, kick plates, hinges, child finger protection, closures, latches, exit devices, strike plates, wall bumpers, smoke seal, floor sweeps, threshold, and wiring for a complete door system.
SOW §3.11 Please provide a detailed drawing and any further requirements for these signs.
Install new warning signs to match existing on the new wall, fence, and at each gate. Max spacing for wall and fence shall be 200 feet. Follow the Air Force Visual Aid (AFVA) 31-
211 Installation Warning Sign
18X15 design and AFVA 31-206, Military Working Dog Notice, directly below AFVA 31-211. These signs should use a white background and black for the lettering. Signs adhered to sheet metal and fastened to the block wall, rod iron, and/or chain link fence.
SOW §3.12 What are the requirements for temporary fencing?
Work area shall have a weather-proof sign posted on the external side of the gate listing the prime contractor, contact information, the current contact number(s), and the expected completion date of the contract. In addition to this information, the contractor is required to comply with EM 385-1-1 and OSHA standards for work safety signage.
(e.g. EM 385-1-1 04.A.04 and applicable paragraphs of section 8 for the work elements to be performed).
SOW §3.14.1 Can these doors be installed during off hours when there will be no pedestrians present?
Work hours outside of the Daily Work Schedule (SOO paragraph 14) should not be anticipated on this project, however, with a valid justification exceptions will be made on a case by case basis.
SOW §23 What are the signage requirements for temporary fencing?

Sheet C-303 On detail 2, a reference is made to sheet A-302 for reinforcing and fill. Should the reference be to C-305. Yes, drawings updated to reflect changes.
Sheet C-304 On drawings 1 and 4, references are made to a cable conduit and a reference to A-302. Is a conduit needed and, if so, what size? Cable and conduit not used on this project. Detail to be updated.
Sheet AS401 This sheet has details for a fence for a dumpster enclosure. Is a dumpster enclosure required?
