Demolish Military Family Housing Units
Project No. VKAG 07-5012P1/P2
1. Question: If a proper Asbestos survey has been preformed please supply us with this complete information so that we may properly bid this project Answer: The inspection/assessment for this demolition project was accomplished by North Carolina accredited inspectors/designers. They followed the state of North Carolina rules which follow NESHAP and OSHA regulations. This inspection, sampling and final write up was accomplished based on regulatory requirements. Comments were based on past inspection data, past sampling, current visual inspections in all units and current samples. AHERA does not apply to this base and project.
2. Question: If a proper survey has not been preformed then will we have to perform this survey? or will the movement perform this survey after the award. this survey must be preformed prior to demolition.
Answer: See answer #1.
3. Question: C) In the case that additional RACM is found in the survey there is no mechanism for additional quantities. we suggest that line items be add in the case of such event Answer: See Specifications, Section 01000, paragraph 11.
4. Question: Regulations state that you must have a complete survey performed on each unit. You have listed a block of units. This is not the proper format for reporting. For Bidding and Permit Notification purpose you need to have a survey preformed on each unit separately. You list on units Bolling 401-726, "Ceiling- Surfacing Material" as 2% Chrysotile in backing. this results leads me to believe that a composite sample was performed due to the fact that there are no individual analysis of each layer of material reported. On all your reporting you show the following- I) Ceiling - surfacing material, ii) Ceiling without surfacing material, iii) Sheet rock wall joint material/ plaster. It needs to be noted that all these samples taken appear to be composite samples. Under EPA regulations you cannot composite sample any multi-layer wallboard system with add-on material. An add-on material is any one of the following "spray-on material, paint, ceiling or wall texture etc." This means that any wall board system that is "painted" cannot be composted for analysis and must analyze each layer separately. (i.e. wallboard, joint compound, and paint) must have separate results. I respectfully ask that you provide all of the bidders with the proper information in that we may submit bids that are consistent with the regulations. if proper surveys are not available, I ask the bidding documents be amended due to insufficient data to treat all wallboard material as PACM and inform all bidders that all wallboard material must be abated prior to demolition.
Answer: See answer #1.
5. Question: Asbestos Surveys have been requested at the walk thru and as part of the questions and answer. We feel the information that was provided is missing allot of information and is not sufficient to provide a proper proposal. We ask that all contractors be provided with a complete Asbestos Survey for each unit in order to provide the government a realistic bid.
Answer: See answer #1.
6. Question: The Asbestos Surveys provided in the bid documents are not complete. This contract is scheduled to bid tomorrow and to date we have not been given the all the information that is needed to prepare an accurate bid. I respectfully ask that the bid date be postponed until all the contractors can have the total survey to work with.
Answer: See answer #1.
