GENERAL

1. SCOPE OF WORK: The work covered by this specification consists of furnishing all plant, labor, equipment and material, and performing all work in connection with the VKAG 07-5012P1/P2, Demolish Military Family Housing Units in strict accordance with the Specifications and drawings and subject to the terms and conditions of this contract.

This work incorporates the asbestos abatement, demolition and removal of housing units in Berkeley Village and Wayne Manor. The addresses to be abated and demolished are on the attached list at the end of this section. The Government’s objective is to accomplish the necessary demolition while minimizing the destruction of trees, bushes, and grassed areas.

2. LOCATION: The work is to be accomplished at Seymour Johnson Air Force Base, Goldsboro, North Carolina. This base is accessible by public highway.

3. WORKWEEK: The contractor shall observe the same regular workweek being observed by the Seymour Johnson AFB Civil Engineering shop forces, which is 8:00 a.m. to 5:00 p.m., Monday through Friday, with Federal holidays excluded. Any deviation from this schedule will require 48 hours advance notice and approval of the Contracting Officer.

4. PRINCIPLE FEATURES:

The demolition work includes all structures (including asbestos abatement) associated with the affected units: houses, carports, fences, driveways, walkways, porches, patios, and landscaping rocks/bricks/borders. It does not include any streets, the aprons connecting the driveways to the streets, or the sidewalks running parallel and adjacent to the streets (except for Wayne Manor). Driveways are to be removed from the carport down to the joint closest to the house side of the sidewalk, leaving the apron intact as an integral part of the sidewalk path (except for Wayne Manor). Any portions of the sidewalks or aprons that are damaged by the Contractor will be replaced by the Contractor at the discretion of the Contracting Officer at no expense to the Government. In Wayne Manor, the contractor shall remove the driveway and apron entirely and install new curb/gutter to match existing. Contractor shall patch asphalt pavement to match existing as required. Contractor shall also install new sidewalk (if existing on that side of the road) to make a continuous walk way. Contractor shall ensure proper drainage of new sidewalks and curb/gutter. Contractor shall obtain an Erosion and Sedimentation Control Permit and the Demolition/Asbestos Permit from the State of North Carolina prior to the start of work. The Demolition permit application will be partially filled out by the government (certified asbestos inspector) and given to the contractor for him to fill out the remaining portion and submit to the State for approval.

4.1 The requirement to isolate the demolition site can be met by using tree protection fencing. There is no requirement to erect chain link fence. Contractor shall fence the entire area of each phase while working in that phase. The fence is not required during the grading and seeding portions of the work. All streets shall be accessible during demolition.

4.2 Trees and shrubbery are to be protected by placing fence at the drip line, (except for instances when the drip line encroaches within the 5-foot line of a unit, in which case the fence shall be placed on the 5-foot line). All trees and shrubbery impeding the demolition of said units (within 5 feet of unit) are to be removed. All others are to be protected.

4.3 Where slabs, footings, pavements, fence posts, etc. are removed, provide topsoil to return the affected area to grade, ensuring the former building sites are brought to a sufficient elevation to prevent ponding. All areas disturbed during the performance of the work, shall be backfilled, compacted, graded, topsoiled and seeded. Contractor shall install centipede sod for all disturbed areas within Wayne Manor only (Berkeley Village shall be seeded). Contractor shall provide erosion and sedimentary control as required. It is the contractor’s responsibility to maintain the seed/sod until fully established.

4.4 Water services and sewer laterals serving the affected units are to be capped at the mains and abandoned in place. Remove/replace sidewalk as required to cap.

4.5 Contractor shall remove aerial service lines back to the pole mounted transformers. *Ensure no interruption of service to neighboring power users.* Any underground electrical utilities (power, cable TV, telephone) are to be disconnected from the buildings at the 5-foot line. Any wires or cable buried less than one foot below grade must be cut and removed from the building to within 5 feet of the building. All electrical utilities beyond the 5 feet line shall be abandoned in place below grade. All wire or cable buried more than one foot below grade shall be cut one foot below grade and abandoned in place. The power and light poles serving the neighborhoods are not part of this work.

4.6 Contractor shall remove/dispose of all mechanical equipment, plumbing fixtures/piping, HVAC items, all electrical, etc as well as the entire structure/foundation at each site. Contractor shall remove/dispose of HVAC freon and mercury (thermostats) in accordance with all environmental regulations. Provide documentation as to its disposal.

4.7 The Contractor is responsible for mowing of grassed areas within their demolition fence until seed/sod is established.

4.8 The work can be sequenced such that the driveways are the last item removed in each phase. The Contractor will be allowed to perform the driveway work (removal, backfill, grading, and seeding) from the roadside with the demolition fence removed. The removal of the demolition fence does not alleviate the Contractor’s responsibility for safety, site security, or protection of trees and shrubs in the vicinity of the driveway removal.

4.9 The work for each phase will be closed-out when the demolition work has been completed, and the sites have been sufficiently graded/seeded (or sodded in Wayne Manor) and approved by the Government. It is the contractor’s responsibility to ensure the disturbed areas provide sufficient drainage. If ponding occurs, it will be the contractor’s responsibility to repair area to drain.

4.10 Lead-based paint test results for the units are not available. Contractor should be aware due to the period of construction for the facilities (circa 1958), lead-based and/or lead-containing paint can be anticipated. Contractor shall comply with all OSHA, federal, and state regulations for the removal and disposal of lead-based and/or lead-containing paint to include work safety precautions.

5. HAUL ROUTES: The Contractor shall use the haul routes indicated on the plans.

6. DISPOSITION OF NONSALVABLE MATERIALS: All non-salvable or unusable material shall be disposed of off base as directed by the Contracting Officer. All waste material generated by any work under this contract shall be handled, transported, stored, and disposed of off base, by the Contractor, in accordance with all applicable federal, state, or local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of law.

7. DISPOSITION OF SALVAGEABLE MATERIALS: There is no salvageable material anticipated for this contract.

8. SUBMITTALS REQUIRED: Required submittals are listed on AF Form 66.

9. BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST, AF FORM 103: The Contractor shall obtain AF Form 103, Base Civil Engineering Work Clearance Request, prior to work commencement from the Contract Management Section in Bldg 3300, 1095 Peterson Avenue. Upon receipt of an AF Form 103, the Contractor shall be responsible for locating all underground utilities. Utilities include, but are not limited to electric, water, sewer, steam, communication, telephone, fiber optic, cathodic protection, cable television, fuel lines, and natural gas. Historical drawings, as-built drawings, and topographic drawings, the accuracy of which the government does not guarantee, are available for research and review at the 4th Civil Engineer Squadron, Design element located in Building 3300. The contractor shall promptly repair/replace contractor damaged utilities at no additional cost to the Government. The repair/replacement shall be accomplished in a manner that is acceptable to and approved by the Government.

10. SAFETY: All safety requirements of the U.S. Army Corps of Engineers Safety Manual 385-1-1 dated 3 November 2003 will be strictly adhered to as related to all work covered under these specifications.

11. MATERIALS CONTAINING ASBESTOS: In the event the Contractor discovers materials suspected of containing asbestos that is not identified to be removed in the plans and specifications, the Contractor shall notify the Contracting Officer. The Contractor’s work shall proceed unless the materials suspected of containing asbestos are damaged or disturbed. Any suspected materials damaged or disturbed by the Contractor without permission from the Contracting Officer shall be removed by the Contractor at his expense IAW all applicable Federal, State, and local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of law.

Label lettering should have a minimum height of one half inch painted in white paint or other color that is in contrast with the color of the drum. The label should be sufficiently durable to equal or exceed the life (including storage and disposal) of the drum.

13. CONTRACTOR STORAGE TRAILER(S) AND BUILDING(S): The Contractor shall place or paint a sign on all of his storage trailer(s) and building(s) used on this contract. At a minimum, the sign shall contain the name of the Contractor and a telephone number at which the Contractor can be reached. The trailer(s) and building(s) shall be complete with gates and/or doors which can be locked. Only material for this project shall be stored in the trailer(s) or building(s). The Contractor shall remove the storage trailer(s) or building(s) within 30 days after completion of the contract and prior to submitting his final invoice. The area around the storage trailer(s) and building(s) shall be kept clean. This includes the mowing of grass during the growing season. The lawn mower shall be supplied by the Contractor.

13.1 The Contractor will be given a lot in the Contractor Storage Area for the life of the contract. The Contractor’s progress schedule shall include a line item (equal to 1%) for final cleanup of this storage lot. Final payment will not be made until this final cleanup is performed by the Contractor and accepted by Seymour Johnson AFB.
