Langley - Fort Eustis Draft RFP Questions
1. Reference: Draft RFP. 52.212-2 2.c.(1)(a) Is there a page limit for the Mission Capability
Statement?
This is a draft RFP - Proposal format requirements will be communicated with the solicitation
RFP when posted on FedBizOps.
2. Reference: Draft RFP Draft RFP: 52.212-2 2.c.(1)(b) Is there a page limit for the Past
Performance?
This is a draft RFP - Proposal format requirements will be communicated with the solicitation
RFP when posted on FedBizOps.
3. Reference: Draft RFP: Draft PWS C.5.2.3.5 "The contractor will provide daily facility inspections of the assigned buildings to ensure all repairs have been completed Satisfactorily."
This statement implies that the facilities and buildings must be inspected seven (7) days a week.
Is this correct?
No, inspection is for normal work days, 5 days per week.
4. Reference: Draft RFP
• The Draft RFP does not follow uniform contract format (e.g., SF33 and Sections A through M). Is the final RFP going to include Sections L and M?
Unknown at this time.
• Is the Government providing a Site Visit for potential offerors? Yes
5. Reference: Draft PWS - 1.2.9.2 Standing Operating Procedures (SOPs)
• Will the Government provide current SOPs as guidance for the development of required
SOPS under this PWS paragraph? No
• Are the SOPs developed under this requirement considered Government or Contractor
Property? Contractor
6. Reference: Draft PWS - 1.4.1 PERMITS
• Can the Government provide a listing of required permits and the expiration dates?
This section pertains to certifications for tradesmen. All tradesman must be certified in their field of expertise; see section 1.2.7.10.
7. Reference: Draft PWS - 3.5.3 STANDBY STOCK and 4.4.1 STOCK LEVELS
• Is the Government providing the contractor with the current standby stock of material and supplies? Yes
• If so, will the contractor be required to purchase these existing items? No
• Is there an inventory list of current standby stock items and quantities? Yes
8. Reference: Draft PWS - 5.1.2.8 Computer Systems
• Does the Government provide the computer systems (hardware and network) for the operation of MAXIMO? Yes
• If so, is the contractor allowed to load management software onto these systems (e.g., accounting, timekeeping, purchasing/inventory, etc.)?
Not on Government network. Can use contractors owned equipment that is not on Government network.
• Is the contractor allowed to load Government provided software (e.g., MAXIMO) onto contractor provided systems? No
9. Reference: Draft PWS - 5.4.4.7 Energy Monitoring and Control Systems (EMCS)
• Can the Government provide more information on the JBLE-Eustis ESPC DO-1 & DO-2 and the JCI DL-1 AND DL-2 Service Plan? No, ESPC & JCI Dos are separate contracts.
Contractor only needs to know decision tree.
10. Reference: TECHNICAL EXHIBIT 1-005 - CED TRAINING REQUIREMENTS
• Are the required training classes provided by the Government or is the contractor required to obtain this training. (for example: SAEDA Training)?
SAEDA is only training on that list that Government provides. All others are contractor responsibility.
11. Reference: TECHNICAL EXHIBIT 1-004 - CONTRACT DATA REQUIREMENTS LISTS
(CDRLs)
• Is the Government requiring any of the CDRLs (Drafts) to be provided with the proposal?
No
12. Reference: TECHNICAL EXHIBIT 3-002-1 - Government Furnished Equipment
• Does the Government have "Condition Codes" for the major items of GFE? No
• Will major GFE items be available for inspection during a site visit? Yes
13. Reference: Technical Exhibit 3-004 - GSA Vehicles
• Are all the vehicles listed being used by the current contractor or are some used by
Government personnel? All listed vehicles are being used by current contractor.
14. Reference: TECHNICAL EXHIBIT 5-001 - INSTALLED SERVICEABLE EQUIPMENT
• Does the Government have condition codes and/or year installed (age) for the installed equipment? Only what is provided in the Tech Exhibit.
