BOS – Questions and Answers:
Can you provide a copy of the current manpower and workload hours data for this contract? All historical manpower and workload spreadsheets are available in the Technical Exhibits as posted.
Regarding the above referenced solicitation, is there any way that a copy of the existing CBA can be posted along with the draft RFP documents? A search on GovWin yielded a copy of the agreement dating back to 2008. The current Collective Bargaining Agreement is with IBEW Local Union 1340 who can provide information on the CBA.
Who is the incumbent on this contract? What is the contract number for FOIA purposes? What was the dollar value of the previous contract? FedSpending.gov, (W911S-08-C-0001) you can find incumbent contract information on this site.
Why is this IDIQ FFP vs. a regular FFP contract? Is there a difference? Usually on an IDIQ contract, you get call orders for specific tasks. Firm Fixed Price/IDIQ; this contract will have task orders to accommodate fluctuating workload.
Is this a single award IDIQ or multi award? Single award Firm Fixed Price/IDIQ
Will call order be issued against this IDIQ? How does this part work? Will there be fulltime employment or each task is via call orders? Task order issued for scheduled 12 months of service.
Is the RFP still scheduled to be released Jan 6th, 2013? At this time it is scheduled to be released on: TBD
Is a facility clearance required to perform the work? Yes
Is a collective bargaining agreement in place under the current Base Operations Support contract? Yes
I am trying to find blueprints or some kind of drawings or something for this job. We supply all temporary traffic control, portable toilets, Dumpsters and storage containers. I would love to get a quote together but I am having a tough time finding anything. I looked on the websites that typically have drawings that we need. So if you could point me in the right direction or email or fax me some drawings I would greatly appreciate it. This is a pre-solicitation RFP – at this time we are not requesting proposals only questions based on the DRAFT RFP. Also note, this contact will not be bid in sections therefore you must bid the entire contract. We require a Prime with at least 50% (13CFR 125.6 para(a))of the contract functions, some functions may be sub-contracted. If you are interested in sub-contracting, you could find a partner (Prime) to submit a proposal once it is posted.
Will there be a Site Visit or Walk-Through scheduled before the RFP is due?
Thank you. Yes, a site visit will be scheduled before solicitation proposals are due. At this time we do not have a scheduled time or date.
The Presolicitation and Modification/Amendment notices have a deadline of 12/13 at 3 PM to ask question. Do you want technical questions at this time? Or just more general questions about the solicitation. Please ask any questions at this time based on our draft PWS/TE (technical or general), the question cut-off time is scheduled for 12/13 3pm EST.
Our company will look to subcontract for our HVAC water treatment services with prime contractors. I end up having to ask a lot of questions to be able to price out our services. Would it be advantageous to ask a lot of these questions earlier in the process, rather than you are buried with questions after the site visit. Please ask any questions at this time based on our draft PWS/TE. You will also have an opportunity to ask additional questions during the RFP solicitation duration. A site visit will be scheduled before solicitation proposals are due.

For the above draft solicitation that was released on December 5, 2012, questions are due to the Government on December 13, 2012 however a specific time was not provided. Please indicate the specific time on December 13th that offerors are to submit questions. Thank you. We plan to amend the draft solicitation to post a completion time of 3:00 pm EST for the questions.
