Mandatory

Publications

Is it the intent of this requirement to require the contractor to comply with all revisions at no additional cost to the government? For example, if the UFC is revised that substantially increases the level of effort to comply, thereby possibly increasing risk. Please provide guidance how prospective bidders should predict such changes to mitigate some of the risk and yet provide best value to the customer.

Normally, when a regulation, manual or policy changes, there are no requests for equable adjustments. In the event there is a change the contracting officer will determine whether the change effects the intent, form, fit, or function of the contract and the significance of the impact on the cost, if any.

Backflow

Prevention

The requirement states „The Contractor shall maintain the backflow prevention program that is required on post pools in accordance with Air Force Instruction (AFI) 32-1066 (17 October 2007) and accepted industry standards. 23 11 PWS 1.2.2.1

Phase-In

Period

The phase-in is identified as 30 days prior to contract start date. However, phase-out is 60 days. The inclusion of several plans and analyses submittals 30 days prior to contract start date (Example: PWS

1.2.9.2 and 1.3.2) and 60 days prior to contract start date (Example: PWS 1.4.4.3) imply a 90 day phase-in is required, otherwise the awardee would have to prepare plans to be submitted on day 30 or day 1 of phase-in to meet the RFP requirements. Please clarify these requirements.

Plans to be submitted by end of 30 day Phase-in. During 1 st 30 days contractor is not expected to perform at full level.

24 22 PWS 1.2.8.1

Emergency/

Disaster/Seve re Weather

This plan is one of several in the RFP that is required 30 days after contract award. This also seems to conflict with a 30 day phase-in. Please clarify the requirements for this and other plans 30 days after contract award. All deliverable are expected to be complete and delivered on the date as stated even during the 30 day phase in.
