1. Reference FAR Clause 52.212-1, Instructions to Offerors--Commercial Items, is incorporated by reference and FAR Clause 52.212-2, Evaluation--Commercial Items is included in full text.

Discussion Normally, 52.212-1 and 52.212-2 are coordinated and procurement specific, the instructions being tailored to the specific proposal format required by the contracting officer and the evaluation criteria being tailored to reflect the basis of award and how the Government will evaluate the proposals.

Question/Comment Will the Contracting Office be releasing a FAR 52.212-1, Instructions to Offerors-

Commercial Items, Clause tailored to this procurement reflecting the format required, including but not limited to font sizes, margins, page counts, and required sections and or structure of the proposal?

Government Response This is a draft RFP - Proposal format requirements will be communicated with the solicitation RFP when posted on FedBizOps.

2. Reference Technical Exhibit 1-003 – page 26

Discussion The listing of buildings to be constructed has proposed construction years, but the list of buildings to be demolished have no proposed demolition years.

Question/Comment 1. Are the buildings facing proposed demolition currently being used?

2. Would the Government provide a proposed demolition schedule?

Government Response 1. All buildings except for 2116 are being used at this time.

2. Unknown, demo is not funded at this time

3. Reference Technical Exhibit 5-001 Installed Serviceable Equipment

Discussion The listing of installed equipment is very comprehensive; unfortunately, many of the pieces of equipment do not have model numbers or sizes which would assist in being able to estimate the preventive maintenance requirements. The list itself is concluded with the caveat “Technical Exhibit 5-001 is representative but may not be complete.”

Question/Comment Would the Government provide historic data on preventive maintenance labor requirements by trade?

Government Response PM requirements are detailed in the PWS

4. Reference Technical Exhibit 5-002 Historical Data and 5-004 Fixed Staffing Requirements

Discussion There is a fixed staffing requirement of three FTE to support TRADOC buildings

950 and 661.

Question/Comment Do the labor hours reflected in TE 5-002 include work performed by the 3 FTE supporting TRADOC in TE 5-004. If so, could the Government provide data as to how much of TE 5-002 is performed by these individuals so as to ensure contractors do not double count the needed FTE?

Government Response At present, no dedicated staffs are assigned to these buildings. TRADOC did not begin using these buildings until May of 2011. In FY12, 2413 hours were spent on unscheduled tasks in Bldgs 661 and 950.

5. Reference Technical Exhibit 5.4-002 Required Scheduled Tasks

Discussion The table reflects “Actual Number”, “Freq. Description”, and “# Occur per Year.”

Question/Comment The # Occur per Year does not always match the “Actual Number” times the “Freq.

Description”. For example, there are 5 Deep wells requiring inspection monthly;

however instead of 60 deep well inspections, there is only a requirement for 12.

Would the Government please verify and clarify the information contained in this table?

Government Response It is occurrences per year for each piece of equipment

6. Reference Technical Exhibit 5.4-003 Post Lighting Systems

Discussion The table reflects 150 Aviation Runway Lights.

Question/Comment Are the lights reflected in this table Runway Side marker lights, Runway End

Identifier Lights (REIL), part of the approach lighting system, or part of the taxiway markers?

Government Response All of the above

7. Reference Technical Exhibit 5.6-001 Dining Equipment Maintenance Required Scheduled Tasks

Discussion The table reflects “Unit description”, “Freq. Description”, and “No. Occur per Year.”

Question/Comment The # Occur per Year implies that there is only 1 griddle top PM per year, yet there are 5 griddle tops reflected in TE 5.6-002, would it be more accurate to title the column in TE 5.6-001 “No. Occur per year per piece of equipment”?

Government Response It is occurrences per year for each piece of equipment
