Reference: Solicitation price schedule items 0001AA, 1001AA, 2001AA, 3001AA, 4001AA and

PWS appendix 5.

Q 1. How does the contractor reimburse the government for the use of the vehicles?

A1. See PWS Appendix 5 Government Vehicles "Rental fees will be deducted to reflect usage as a monthly charge."

Q2. Could you provide historical data on the use of the vehicles?

A2. Historical Data on total rental charges for use of vehicles:

FY10 = $263.52 FY11 = $93.50 FY12 = $357.50 FY13 = $0

Reference: Solicitation price schedule items 0001AB, 1001AB, 2001AB, 3001AB, 4001AB and

PWS Page 8 paragraph 1.4.1.13 requires the contractor to recycle the glycol if economically feasible.

Q3. Could you provide historical data on the glycol concentration percentages of collected fluid?

A3. Of the 160 Gallons of Deicing Fluid used in FY12 it was removed from the holding tank in

FY13 at approximately 10%.

Q4. Does the government utilize propylene or ethylene glycol?

A4. The Government utilize’s Type 1 (Propylene).

Q5. Will propylene and ethylene glycol ever be used at the same time to deice and apply anti-icing agent at the same locations?

A5. No, propylene only, deicing fluid will be provided to the contractor by the government. See

PWS Appendix 5, GOVERNMENT VEHICLES.

I do not understand what we are charging for.

Q6. X002AC is for glycol recovery fees. Could you explain what services we will be providing for this item?

A6. The glycol recovery fees are charged when the actual recovery is provided. For instance:

TA is notified that a 69 RG Global will be Deicing prior to takeoff. TA is required to show up to check the amount sprayed and the levels of glycol on the ground. If amount sprayed doesn't require recovery then glycol recovery fees will not be applied. If recovery is required then recovery fees and recycling fees will be applied. This applies to all aircraft that require deicing services.

Q7. Does the contractor provide glycol recovery services for all aircraft departing Grand Forks

AFB or just the transient aircraft departing?

A7. The Contractor will provide glycol recovery services for all aircraft departing Grand Forks

AFB. IAW PWS 1.4.1. Flightline Glycol/Deicing Fluid Recovery. Flightline Deicing Fluid

Recovery. The contractor will provide aircraft deicing fluid recovery services for all transient aircraft and Global Hawk aircraft assigned to the 69th RG arriving and departing Grand Forks

Air Force Base.

Q8. Could you provide historical workload data?

A8. See PWS Section 5 Appendix 1, Historical/Projected Workloads – Table 1, Register of

Transient Flights from 2009 to 2013; Table 2, Sortie Numbers for Fleet Management from 2009 to 2013.

Q9. Will the government consider the contractors key personnel experience and past performance?

A9. See updated Addendum to FAR 52.212-1 Part II – Past Performance Information – “The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant Acquisition. Furnish the following information for each contract listed.”

Q10. Ref. PWS 1.4.1; Please review the verbiage of this line item. Should the word "and" be removed or is there additional wording that needs to be added to the end of the sentence?

A10. See updated PWS dated 6 Jan 14 Section 1 - 1.4.1. Flightline Glycol/Deicing Fluid

Recovery. “Flightline Deicing Fluid Recovery. The contractor will provide aircraft deicing fluid recovery services for all transient aircraft and Global Hawk aircraft assigned to the 69th RG arriving and departing Grand Forks Air Force Base.”

Q11. Ref. PWS 1.4.1.3; Will the contractor be required to provide deicing and glycol recovery for Global Hawk aircraft assigned to Grand Forks AFB?

A11. The contractor will be required to provide Glycol recovery ONLY for Global Hawk aircraft assigned to GFAFB. No deicing of Global Hawk aircraft assigned to GFAFB will be required.

Q12. Ref. PWS 1.4.1.10; is the necessary waterproof sealant required for the 23 drain blockers provided by the Government or purchased by the Contractor?

A12. The necessary waterproof sealant required for the drain blockers is purchased by the

Contractor. See PWS 1.4.1.10. “The existing 23 drain blockers / catch basins may be left in place but contractor will be required to perform debris removal, water flush once per year, and repair any missing / deteriorating sealant.”

Q13. Ref. PWS 4.2 - MANNING LEVELS: "A minimum of two people will be on duty for all transient service operations." Please clarify if the Government is requiring two people to be on duty during all hours of operation or only when actively handling and servicing transient aircraft.

A13. See revised PWS 4.2. Manning Levels, “A minimum of two people will be on duty during all hours of operation.”

Q14. Ref. PWS 4.14 - VEHICLES: Please clarify if the Government is requiring all transient aircraft Follow-Me vehicles to be 4X4 or a minimum of one 4X4.

A14. Yes, ALL transient aircraft Follow-Me vehicles are required to be 4x4.

Q15. Ref. PWS 4.14 - VEHICLES: Is contractor allowed to utilize on base gas stations for the

Follow-me vehicles and Glycol Recovery Vehicle? If so, is there diesel fuel available on base for the Glycol Recovery Vehicle?

A15. NO fuel may be purchased on base for ANY contractor company vehicles.

Q16. Is this a new requirement?

A16. No, contract in place FA4659-09-D-V001, Transient Aircraft Ground Services.

Q17. If not, who is the incumbent?

A17. The incumbent contractor is Shiloh Services Inc. 1022 Brettonwoods Dr. Cedar Park, TX

Q18. What was the total value of the prior contract that was awarded?

A18. $2.4 Mil

Q19. What was the PoP for the prior award?

A19. 1 Feb 09 – 30 Sep 13, Extended to 28 Feb 14.

Q20. What type of contract was awarded prior? (FFP, FFP LOE, CPFF, T&M)

A20. Firm Fixed Price (FFP)

Q21. When will the solicitation be awarded?

A21. On/about mid Feb.

Q22. What is the work shift? (1st, 2nd, 3rd).

A22. See work shift hours, PWS 4.1 Hours of Operation - “The contractor shall provide aircraft services from 0700-1900 Monday through Friday, and from 0800-1600 Saturday and Sunday.”

Q23. Is overtime authorized?

A23. Yes, see PWS 4.1 Hours of Operation - “The Government will reimburse the contractor for hours above normal service at the rate established in the price schedule under Overtime/Hrs.”

Q24. If travel CLIN is authorized, will it be a CPFF CLIN?

A24. There will not be a travel CLIN added for this requirement.

Q25. A teaming arrangement is contemplated and it is a first time joint effort together. Do both companies have to have TA past performance?

A25. Yes, see solicitation pg 31 of 71, FAR Clause 52.212-1 Addendum Part II, “If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past/present performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts.” See Solicitation pg 33 of 71, FAR Clause 52.212-2

Addendum (B) “Relevant performance includes performance of efforts involving transient alert ground services similar to items and services identified in the scope of work in the PWS.” For description of relevant contracts.

Q26. Will the Government please clarify the allocation of services required in PWS para 1.4 -

1.4.1.16 to CLIN's X002AA, X002AB and X002AC, to enable offeror's to correctly place prices in the appropriate CLINs?

A26. 1.4.1. -- X002AA when Deicing is accomplished -- X 002AB & X002AC when recovery is required after a deicing operation has been accomplished.
