About this file
This is a Questions and Answers document for a CCTV Delivery and Installation contract at Whiteman Air Force Base, issued on 21 August 2026 under contract number FA462526Q1128.
The project requires delivery and installation of a closed-loop CCTV system supporting 13 cameras across two facility locations (Water Treatment Plant and Wastewater Treatment Plant areas). The system must include 13 IP cameras with hybrid recorder capability as backup, an NVR/DVR server with minimum 30 days of continuous 24/7 recording storage located at Building 2005, two 40-inch monitoring stations with 3-axis keyboard controls (one each in Buildings 2005 and 5034), and managed PoE switches with 12 ports capable of accepting multi-mode and single-mode fiber. Cameras must be TAA-compliant, the storage device FIPS 140-3 compliant, managed switches must be from the DISA Approved Products List, and all software must be DAF-approved. The government estimates approximately 1,445 feet of new cabling/fiber requiring trenching or direct burial installation with tracer wire. Existing conduits have been verified as functional and may be reused; existing fiber-optic cable is in working condition and available for reuse. The contractor is responsible for obtaining dig permits through the 509 Civil Engineer Squadron. Mounting poles will be provided by the government at two locations; approximate mounting heights are detailed in an attached Excel spreadsheet. All electrical power is available at switch and server locations. A one-year warranty is required, and the contractor must provide a commissioning and acceptance test plan. The system must operate as a standalone network without internet connectivity, follow Risk Management Framework standards, and comply with FAR 52.204-25 regarding covered country restrictions. Site visit attendance is not mandatory.

1. Hybrid Recorder Requirement: Is a dedicated Hybrid Video Recorder (HVR) capable of directly supporting both analog and IP cameras required, or would an IP/network-based VMS with encoders to accommodate analog camera connections be acceptable, provided all other SOW requirements are met or exceeded?
No, see SOW para 2.1.2.3 no internet connection (closed loop system)
2. Camera Type: Are the new cameras required to support both HD-Analog (BNC) and IP (Ethernet) connections, or would IP-only cameras be acceptable if they meet or exceed all other specified performance requirements?
SOW para 2.1.2.1/2.1.2.3 determination based on the topology of the system determined by vendor
3. Analog Camera Integration: Is the hybrid/analog capability intended for integration with any existing analog cameras, or is it required only as a capability of the new system? The SOW states that existing exterior cameras are to remain inoperable and are not being removed as part of this effort.
No, SOW para 2.2.1.4
4. Please confirm whether existing conduits, handholes, pathways, racks, cabinets, and fiber connections are available and usable between the identified facilities.
See map for details on existing fiber, existing conduits were checked and found to be functional.
5. Will the contractor be required to provide any trenching, directional boring, new underground conduit, concrete work/restoration, or utility locating?
See map for new cable/fiber required via trenching direct buried cable or conduit. If direct burying conduit the contractor should install conduit where cable exits the ground and goes into facility or up pole.
6. The price schedule identifies 1,000 feet of cabling. Does this represent copper cabling, fiber-optic cabling, or the total combined quantity? If fiber is required, please confirm the required fiber type, strand count, connector type, and termination requirements.
After further review the government estimates 1445 feet of new cabling/fiber
7. Please identify the intended locations for the five managed PoE switches and confirm whether existing electrical power, UPS capacity, rack space, and any required environmental enclosures are available at those locations.
The number of switches is not specified and they should be used as-required and included on your quote.
8. Will an all-IP camera design be acceptable if the recording platform supports the required system functionality, or must each camera specifically support both BNC/analog and Ethernet/IP connections?
Yes an all IP is acceptable if that’s determined by the contractor.
9. Please confirm the required usable storage capacity, RAID configuration, recording frame rate, and bitrate needed to meet the requirement for 30 days of continuous recording for all 13 cameras.
