About this file
This document is a Salient Characteristics specification for a Water and Waste-water Plant CCTV System, dated 15 May 2026.
The specification requires a 1080p PTZ camera system with Full HD resolution (1920 x 1080) at 30/60 fps, featuring 20x to 30x optical zoom for facial and plate recognition. The camera must include a Progressive Scan CMOS sensor with Wide Dynamic Range (120dB) for high-contrast lighting conditions, integrated infrared night vision with a minimum effective range of 100 meters, and pan/tilt speeds up to 300°/s and 200°/s respectively. The system must support at least 256 programmable presets and 8 guard tours, with cabling compatibility for both HD-Analog (BNC) and IP (Ethernet) connections to support hybrid video recorder requirements. A Hybrid Video Recorder (HVR) capable of processing multiple 1080p streams simultaneously must provide guaranteed 30 days of continuous 1080p recording at 15-30 fps utilizing H.265+ compression, with minimum storage of 8TB to 12TB. The HVR must employ surveillance-optimized hard drives rated for 24/7 high-write workloads and include front-panel USB 3.0 or eSATA backup capability. Network security must comply with Secure Shell (SSH) and Trade Agreements Act (TAA) standards. Monitoring station infrastructure must include dual 40-inch LED professional surveillance displays with 60Hz minimum refresh rate and 178° viewing angles, supported by a dedicated PC or client-box capable of decoding at least 16 channels of 1080p in real-time, with 3-axis joystick keyboard control and VESA-compliant mounting options.
