About this file

This is a Questions and Answers document issued on 19 August 2026 for CCTV Delivery and Installation at Whiteman Air Force Base (Contract FA462526Q1128). The document clarifies ambiguities regarding system design, equipment specifications, and installation requirements for a 13-camera closed-loop CCTV system serving Water Treatment Plant and Wastewater Treatment Plant facilities.

Key requirements include: all cameras must be TAA compliant; the storage device must comply with FIPS 140-3; managed switches must come from the DISA Approved Products List; only DAF-approved software may be used with operating systems from current DISA and DAF-approved versions; the system must adhere to Risk Management Framework standards and FAR 52.204-25 restrictions on covered country telecommunications equipment; all ACS hardware, software, and card readers must be UL 294 listed and FIPS 201 approved. The system is standalone with no internet connection requirement and will be centrally managed from Building 2005 with redundant monitoring capability at Building 5034. Two 40-inch wall-mounted monitors with 3-axis keyboards will be installed at both locations. The government estimates 1,445 feet of new cabling/fiber and specifies managed PoE switches with 12 ports capable of accepting multi and single-mode fiber. Recording must be continuous 24/7 for 30 days minimum. The contractor determines system topology, camera type (IP-only or hybrid acceptable), cabling type, and required storage capacity based on selected camera bitrates. Mounting poles for two camera locations will be government-supplied. A one-year warranty is required, and the period of performance is vendor-determined with no Notice to Proceed issuance. Site visit attendance is not mandatory. Updated SOW Attachment 2 provides placement maps and fiber/trenching diagrams, with an attached Excel document specifying camera mounting locations and heights.
