PRQE 05-0101S2, Repair South Duct Bank Questions and Answers

1) Q: Regarding Section 01 10 00, Para J, how many contractor employees will be able to have free access within the construction areas? Will as many as the contractor deems necessary be allowed in the area as long as they have the proper base pass, Flight-line driver's license/pass, and vehicle credentials?

A: A free zone will be established and the number of personnel required to complete the work is up to the contractor.

2) Q: Section 01 45 00.00, para 3.1 states the project superintendent is in charge of quality control. Paragraph 3.4.2 of that same section says the QC Manager is a full time separate position. Which is correct?

A: The QC Manager can be project superintendent or a separate full time employee.

3) Q: Will the contractor (each crew foreman) be required to maintain contact with the tower while working on the airfield? If so, who provides the government frequency radios?

A: Yes, especially if crossing behind runways. The Government will be responsible for radio’s when working around runways. Contractor is responsible to provided properly trained personnel with properly marked vehicles on the airfield.

4) Q: Section 26 56 20.00 10, para 2.2.3.4 c. states control cable shall be neoprene jacketed rated for direct burial. Neoprene jacketed cable is not commercially available as it used to be. Will a PVC jacket be acceptable?

A: PVC Jacket is acceptable if rated for direct burial.

5) Q: Is Directional Boring an acceptable alternative to Jacking and Boring the casings under Taxiways C, D, and E?

A: No.

6) Q: On sheet E-1108 in the upper left corner a call out says "Continue TACAN circuit 1400' and terminate at existing transformer". We assume that cable extension will be in existing duct bank and not new duct bank.

A: Correct, intercepts existing duct bank.

7) Q: Sheet G-2001 shows the Low Pressure testing of electrical PVC conduits as an option. Is this work a bid option? Is the testing required or optional? Please clarify.

A: Bid Sheet and SOW have been corrected showing the low pressure test as option 1 and the Airfield Beacon replacement as Option 2.

8) Q: Please confirm that duct banks require #4 rebar only under paved areas and not in grassed areas.

A: Correct, duct bank reinforced only under pavements. Rebar is also used anywhere a cold joint has to be made.

9) Q: 150 calendar is not enough time to complete this project. It might be enough time to install the duct banks and manholes but not enough to pull all the new cables, test, splice to the existing cables and re-energize. We request that Phases B, C, D, and E all have 45 day completion periods in lieu of 25 and 15 days as shown on sheet G- 3002.

A: Please pay special attention to the addendum sheets and new SOW provided. The phasing of the project and duration of the project has changed. Total project duration is 360 calendar days however it is the Government intention that phases B and E of this project shall not be executed concurrently with Project PRQE 04-0078, Repair Taxiway Alpha North. The estimated completion of PRQE 04-0078 is 30 May 2014.

Remobilization may be required to complete Phases B and E. A total of 180 days is allowed for Phase A, D and C. An additional 120 days is allowed for Phases B and E.

10) Q: Section 26 56 20.00, Para 3.5.2 states 2" of separation between power ducts is acceptable. The details on sheet E-5301 indicate 3" of separation between power ducts by the dimensions shown. Which is correct?

A: 3” separation (5.5” center to center) is correct. Separation may drop to 2” where duct bank enters hand holes and manholes.

11) Sheets G-3002 and G-3008 show a shaded part of Area 4, Phase E running North and South along the east side of the 01L approach, about where existing handholes H001, H002, H003, are located. However, sheet E-1101 shows no work in that area.

Is there work required in this area?

A: No work in that area. The west runway project cleaned that up. This was reflected in E-1101 but never revised in the phasing dwgs.

12) Q: Will the contract require a "Flag Line" per section 01 20 00, Paragraph 3.7? If so, where?

A: Contractor shall be responsible for enclosing the entire work area with orange snow fence, low profile barricades and other identifiable markings approved by the government. This enclosure area will delineate the area where contractor will be allowed airfield access. This enclosure shall include all access routes from airfield contractor control point to work area and the work area.

13) Section 01 57 16 is for Temporary Pest Control. Is the use of pesticides anticipated? Please clarify.

A: The use of pesticides not anticipated

14) Q: Please confirm that a 500sf office trailer, 3 telephones, internet service, electricity, water, and bathroom are required for the sole use of the government on this project.

A: Please delete this requirement. Government will not require contractor provided office space of any kind

15) Q: Sheet E-1002, Electrical Equipment Note #2, says in part “In addition, install light base ground rods at intervals as shown in layout plans E-1101 - E-1109". We have not found that light base installation or access is required by the scope of this project. Please clarify.

A: No light pole bases will be installed.

16) Q: Regarding Sheet E-1002, Electrical General Note #2, it is our interpretation that this note applies to paved areas only, and that orange fence is adequate to protect open excavations overnight in grassed areas. Please clarify.

A: Correct.

17) Sheet E-1002, Electrical General Note #7 is not biddable. Quantities cannot be determined. Please clarify.

A: Sheet E-1002 should read “7. IN THE EVENT ANY UNPROTECTED DIRECT

BURIED CONDUCTOR (POWER, COMMUNICATION, FIBER OPTIC, ETC.) IS

ENCOUNTERED AND VERIFIED AS NOT ABANDONED IN PLACE, THE EXPOSED

FA4621-13-R-0003

PORTION SHALL BE PLACED IN A SPLIT DUCT CONDUIT (SPECIFICALLY

DESIGNED FOR POWER AND COMMUNICATION APPLICATIONS) SIZED

APPROPRIATELY AND ENCASED IN CONCRETE THROUGHOUT THE AREA OF

CONSTRUCTION. THIS WORK WILL BE DONE UNDER A CONTRACT

MODIFICATION.”

18) Q: Please provide profile drawings for the 4" sub drain system. It is not possible to determine the depth of the sub drain system on some of the plan sheets.

Sheet E-6101 indicates the invert elevation of the drains at hand holes 802, 806, 807, 809, 810, 811, 814, and 815 anywhere from 5' to 8' below the RIM/TOP elevation. Yet some of the plan sheets don't give enough elevation information to determine the total depth of the sub drain trench. Without this information trenching costs and necessary sheeting and shoring cannot be determined. This is extremely important since the drain is installed close to the taxiway pavement edge.

A: Contractor should use contours provided on DUCT BANK LAYOUT sheets (E-1101 thru E-1109) to determine approximate trench depth.

19) Q: When the invert elevations shown on Sheet E-6101, Electrical Drainage Schedule are compared to the 4x4 Hand hole top elevations it appears to us that the 4" sub drain will not coordinate well and can't be installed under the duct banks as shown on Sheet E-5302. For example: HH 801 Top elevation is 1351.5 and the invert elevation 1346.92. That means the sub drain invert is 4.58' below grade. Allowing for a 10" top slab, a 10" bottom slab, and 48" inside depth for the 4x4 hand holes, the overall hand hole outside height is 5.66', which means the sub drain can't be run under the hand hole. It also means the invert of the 4" drain (grate) in the hand hole is slightly lower than the invert of the 4" sub drain line. (4.83' below grade vs. 4.6' below grade).

Another example: HH 802 Top Elevation is 1351.5 and the invert elevation is 1344.02, which puts the sub drain invert elevation 7.48' below grade. That prevents the sub drain from being installed just beneath the duct bank as depicted on sheet E-5302. In order to avoid the conflicts of the sub drain elevation and the duct bank elevation we suggest installing the 4" sub drain system offset from the duct bank system by 10 feet or so, in totally separate trenches.

A: It is acceptable to construct the electrical drainage system in a separate trench from the duct bank. See the updated sheets E-5302 DUCT BANK AND COUNTERPOISE CONSTRUCTION DETAILS and E-5202 ELECTRICAL HAND HOLES DETAILS – 1.

20) Is it acceptable to install the 4” sub drain line 10-15’ west of the duct bank (most cases)--as suggested in question #19?

A: See 19. Yes

21) Q: The Sub Drain specs describe the drain as a perforated pipe system with draining type rock and filter fabric. But, the plans show non-perforated pipe sloped to drain with no filter fabric. Since the drain pipe is clearly shown with a slope we believe the plans are correct and will be based on the plans. Please let us know if our interpretation is incorrect.

A: Non-perforated PVC pipe sloped to drain.
