FA4610-15-R-0005
1. Question: Please clarify if the hauling of the demolished poles to the realization office is the responsibility of the Contractor.
a. Answer: Hauling of the poles to the base reutilization office is the responsibility of the contractor.
2. Question: Can demolished wood poles be cut (in several pieces) prior to being hauled to realization office?
a. Answer: The poles can be cut into smaller pieces, but the contractor should try to keep the poles in as large of pieces as is practical to transport.
3. Question: Are demo pole groups A and B included in this RFP? Group B demo poles are in line with the new poles identified, whereas Group A poles are in line with poles outside of the new poles identified within this RFP?
a. Answer: The poles in group A are outside the scope of this project. Additionally, the poles in section A are already demolished.
4. Question: The RFP scope of work mentions poles K7 02/08 and K7 02/05 as being part of this RFP. However, it excludes (2) poles in line with the respective poles mentioned above:
K7 02/06 and K7 02/07. Please confirm if these (2) poles are indeed excluded from this
RFP.
a. Answer: Yes, poles K7 02/06 and K7 02/05 are to be included in this project. An amendment to the solicitation will be sent out.
5. Question: There is lack of access to the pole line from K7-02/05-03-07 to K7-02/05-04 -can an access road be installed? If so, permanent or temporary? If permanent, is there a standard you can provide?
a. Answer: The contractor is allowed to clear and grub an access path to the poles.
Please see the environmental drawings E112 and E114 for all restrictions on access.
6. Question: What is the policy on working on or near energized lines?
a. Answer: The contractor will keep safe clearance from energized lines. Work on energized lines is not permitted on Vandenberg.
7. Question: Can we rubber glove energized conductors?
a. Answer: No.
8. Question: Are outages lasting greater than (4) hours permitted without generation?
a. Answer: All outages which last longer than 4 hours will require the contractor to provide backup power to the affected facilities. As a result, the contractor should try to minimize outages to facilities in order to reduce generator costs.
9. Question: Is there an active back tie in location from the end of Clark Street near pole K7- 2/05-3-21 that we can feed the line back towards Arguello Boulevard (this will help tremendously during cut overs)?
a. Answer: Yes, K7 is a loop and there is an energized line near building 831 that can be used for backfeeding.
10. Question: Is vehicle access permitted on the grass area along poles K7-2/12-01 thru K7- 2/14-01? If so, will potential rutting be repair be the responsibility of the base or the awarded Contractor?
a. Answer: Please see the environmental drawings (E112 and E114) for driving restrictions.
11. Question: The pole line from K7-02/20-08 to K7-02/20-12 passes through what appears to be a planted field? Who owns this field? Can we drive on it to access the poles? Or should we plan on a large crane setting up in the road?
a. Answer: You can drive through the field, but it will need to be coordinated with CE.
12. Question: Is the contractor able to have the superintendent wear multiple hats? i.e.
Superintendent & SSHO, QC Manager/SSHO, Superintendent/QC Manager or all three, Super/SSHO/QC Manager.
a. Answer: The QCM and SSHO or the SSHO and Superintendent are allowed to be the same person. But the Superintendent is not allowed to be the QCM. So, the minimum number of people required would be two.
13. Question: On attachment #2 - SOW - paragraph 2.4 Design Phase, In paragraph 2.4.3 95% Design, there is a line that states the 95% design package shall be in a 100% design state with the exception of Government corrections/modifications. Is the 100% design effort limited to just phase 2 as indicated in figure 1-1?
a. Answer: The design effort is limited to the phase two poles which are indicated in the SOW.
14. Question: In Attachment 3, Sheet 3 of 52 (K-7-081474B-E002), under Environmental Protection the 4th paragraph indicates environmental monitoring (by VAFB-Approved Biologist, Botanist and/or Archeologist) is required. Please confirm the cost of said VAFB- Approved Biologist, Botanist and/or Archeologist is to be included in the cost of the contractor's proposal?
a. Answer: The all monitoring will be provided by the contractor. You will need to include this price in your bid.
15. Question: Since the design is at 95% with wood poles, has it been discussed to use fiberglass poles instead of concrete since all the designed materials would work on a fiberglass pole?
a. Answer: Fiberglass poles are not an option. The SOW calls for spun concrete poles.
The crossarms however will be fiberglass.
16. Question: Can a site visit be set up prior to bid due date?
a. Answer: A site visit was held on 3 March. A second site visit will not be held.
17. Question: K7-02/05-03-22, K7-02/05-03-23 and K7-02/05-03-24 are on the plans but not in the specifications. Are these three poles included in the required work as part of K7 Phase
II?
a. Answer: Additional poles are going to be added through a amendment to the solicitation.
18. Question: Please confirm pole numbers individually as there are conflicts between the phase map, E104, E102, and the SOW as to which poles are included in Phase II?
a. Answer: Additional poles are going to be added through a amendment to the solicitation.
19. Question: The drawings call for "insulated bolt and nut covers typical." This type of insulated covers are not typical to what is currently on base. Is this a requirement?
a. Answer: The drawings and specifications will need to be redesigned by the contractor to take the drawings from 95% to 100%. Stainless steel bolts and nuts will be used by the contractor.
20. Question: Insulated insulator brackets are called for as well and this is also not typical of what is currently on base. Is this a requirement?
a. Answer: The drawings and specifications will need to be redesigned by the contractor to take the drawings from 95% to 100%. Stainless steel brackets will be used by the contractor.
21. Question: Statement of Work states "The project under this contract is only to demolish and replace those portions as indicated as Phase 2 in Figure 1-1. On the power pole schedule this includes the poles on E902 from K7-02/05-03-03 To Poles K7-03/02 and Poles on E905 from K7-02/04 to K7-02/05-03-21 and pole K7-02/05-04." Poles K7-02/04 to Poles K7-02/05-03-02 on E 905 and Poles K7-02/05-03-03 To Poles K7-02/05-03-07 on E902 and Poles K7-02/08 to poles K7-02/11on E 902 are all poles which are indicated as being Part of phase 1 on figure 1.1. Please confirm if these poles are to be included in this project.
a. Answer: Yes, these poles are to be included.
22. Question: If the above poles are included, is it ok to take track equipment into that area as there is no road there?
a. Answer: You are allowed to take tracked vehicles in areas that are not biologically or culturally sensitive. The drawings indicate what areas you are not allowed to take vehicles. See drawings E112 and E114 and the Environmental Assessment for full details on vehicle access.
23. Question: Are Poles K7-02/05-3-22, K7-02/05-3-23, K7-02/05-3-24 to be included in this project? These poles are shown as being part of Phase 2 on figure 1.1 but are not included in the list of poles to be replaced in the statement of work.
a. Answer: Yes, these poles are to be included.
24. Question: Attachment 5, 2.2 Biological Resources calls for a biologist to be onsite all day, every day for all actions on the phase 2 portion. Is this correct?
a. Answer: The biologist will have to be onsite during all work.
25. Question: Please provide the load requirements for all buildings affected by this line in order to calculate generator sizes.
a. Answer: The generator sizes are as follows:
i. Building 809: 15kW
ii. Building 830: Two Generators are required (One 1MW and one 500kW)

iii. 856: 45kW Building 863: 15kW Building 865: 10kW Building 866: 15kW
26. Question: Building 852 seems to be abandoned. Please confirm if we are to reconnect this building.
a. Answer: The contractor is not required to connect to this building. The building is scheduled for demolition.
27. Question: Are the positions of Quality Control Manager and Site Safety Health Officer to be separate responsibilities or can the Superintendent perform these functions?
a. Answer: The QCM and SSHO or the SSHO and Superintendent are allowed to be the same person. But the Superintendent is not allowed to be the QCM. So, the minimum number of people required would be two.
28. Question: The primary riser pole feeding Bldg 864 isn't shown on map. Is this to be replaced?
a. Answer: Yes, an amendment to the solicitation will be sent to clarify that the riser pole will be replaced.
29. Question: The transformer bank and pole feeding Bldg 860 & 861 isn't shown on map. Is this pole to be replaced? Are transformers to be replaced or transferred to new pole?
a. Answer: Yes these poles are to be replaced. It is the contractor's responsibility to design a way to replace the riser pole to building 860 and 861.
30. Question: Will the 95% drawings be made available in DWG?
a. Answer: Yes, the selected bidder will receive the DWG files after the contract is awarded.
31. Question: Should poles K7-02/06 and K7-02/07 be included on this Phase 2 project? They are on E906 Schedule, and appear on map page E104.
a. Answer: Yes, these two poles should have been included in the contract, but were missed. An amendment to the solicitation will be given to include these poles.
32. Question: On Shervais Rd, the primary riser pole, attached to the pole supporting the transformer platform, that feeds Bldgs 852 and 853, appears to be the feed that comes back under Arguello Blvd. However, E102 states that there's a second primary riser pole just 2 poles east. Didn't see this in the field. Is this a typo?
a. Answer: You are correct; the primary 12kV feed comes from the same pole as the feeds to building 852 and 853.
33. Question: According to E904 it calls out for detail 2 / E803. Should this refer to Detail 1 because there is no detail 2? This is for 2 poles.
a. Answer: Yes, but the contractor is responsible for redesigning the pole details to utilize a concrete pole as is indicated in the scope of work.
34. Question: There appears to be a discrepancy between the specification and the drawings, and was hoping for clarification in order to provide an accurate proposal. In document FA4610-15-R-0005 Attachment 2, on page 2, It states that: "The Contractor shall ensure that all hardware for the poles be stainless steel". However, Drawings E820 through E824 all have hardware listings that specify "stainless" on some of the hardware, while on others, galvanized hardware is specified. Some of the material that could be considered "hardware" simply is not available in stainless, and would have to be custom fabricated.(dead-end Tees, double-arming bolts,eyebolts, etc.) This can be accomplished, however we would like to be certain this is what is required before continuing. Can you offer clarification on this? Can you also tell us if you require 304 stainless or 316 stainless?
a. Answer: The specifications overrule the drawings. The contractor is required to use stainless steel hardware. Additionally, even though the drawings show wood poles and wood cross arms, the contractor shall follow the specifications and provide concrete poles and fiberglass crossarms. Historically, the base has gotten its non-standard stainless steel hardware from ADSCO Line Products. However, the contractor can procure the material from any supplier that manufactures stainless steel hardware. The grade of stainless steel is not specified in the Scope of work, so it is up to the contractor.
