3.0 Vandenberg AFB Specific Requirements

3.1 Power Outages

Scheduled power outages shall be minimized and performed on weekends, if necessary, to avoid interruption to Stakeholder personnel facilities and/or launch operations. A minimum of 21 days advanced notice of planned power outages is required. Power outages shall be minimized in all cases and limited to initial disconnections and final connections.

3.1 Stakeholder Requirements

The Contractor shall coordinate with all stakeholders during design and construction. Roadways on South Base are utilized for transportation of oversized vehicles. Setback distances of proposed circuits may vary depending on Stakeholder requirements, including but not limited to crossings of Coast Road must either be underground or at least 93.6 feet high from the road in order to clear the highest payload. Proposed circuit alignments must be a minimum of 10-feet away from the edge of the road at any height.

3.2 Under-build Requirements

Under-built lines are not desired by Base Personnel. If any changes in alignment are necessary during construction, under-built lines shall be avoided.

3.3 “No Dig” Requirement The Contractor shall estimate and account for, as applicable, in the construction schedule “no dig” periods associated with launch activities. Contractor shall assume 7 calendar days per launch and 1 launch per month, totaling 84 calendar days per year. See ”No dig” example letter shown in this attachment.

3.4 Lompoc Gate Procedures

Construction vehicles are required to enter through the Lompoc Gate only, including access to South Base. See Lompoc Gate procedure requirements shown in this attachment.

3.5 Pole Nomenclature Requirement

Poles shall be physically labeled and annotated on drawings using Vandenberg’s nomenclature system. See example below.
