Question Set 4, 24 May 2016 No new questions may be submitted after today, 24 May 2016. I am hoping to have all pending questions answered by 3 June 2016.

Please see attached A3.15 drawing for clarification. Since the existing roof is a BUR (not metal roof), the roof does not extend over the elevator shaft as shown on sheet 4.4, so this drawing will clarify what needs to happen in the case of the east side lean-to.

Question: Page 46 of the FA4608-16-R-0011 item 4.1 states "Each offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format contained in Attachment 7." Are we to get a copy of the PPQ that is being sent to you from the respondents and reiterate in our proposal?

Answer: No. Any PPQ's should be submitted directly to our office. (I have received these already for various contractors)

Question: Page 46 of the FA4608-16-R-0011 item 4.2 states " Submit information in accordance with Attachment 7: Past Performance Information on a maximum of three (3) recent contracts that you consider most relevant in demonstrating your ability to perform the proposed effort." Are these to be the same as the ones described in 4.1 above and meeting the same criteria of in the past 3 years and above $5,000,000?

Answer: Yes, they may be the same projects and must meet the criteria of being in the past 3 years and valued over $5,000,000.

Question: Page 46 of the FA4608-16-R-0011 item 4.2 states "Also include information on three (3) recent contracts performed by each of your teaming partners and/or significant subcontractors that you consider most relevant in demonstrating their ability to perform the proposed effort." Is this to be in the same format as Attachment 7 or just the information as described in 4.2.1 (C)?

Answer: No, it does not need to be in the format of Attachment 7. As long as they list the information provided under 4.2.1 (C) so the information can be verified, that is enough. However, if they send out PPQ's and have them sent to our office, it saves us time from having to contact the people they list in their references.

Question: Page 47 of the FA4608-16-R-0011 item 4.2.1 (A) states "The Offeror shall forward a copy of the past performance questionnaire to no more than three (3) of their most recent references, for whom the Offeror has contracted similar services with Federal, State, and Local Governments." Are these references from the same recent contracts mentioned in 4.2 above or can these references be different from the contracts mentioned above in 4.2? If they do not have to be in correlation with the contracts in 4.2 then do these references have to be from a job that meets the same criteria of in the past 3 years and above $5,000,000?

Answer: The performance questionnaires should be sent to the references of the 3 contracts you intend to use as your past performance. If they are different than the 3 you submit as part of your proposal, we will evaluate only the 3 most recent ones and disregard any others. If any of the contracts you intend to use in your past performance volume have a completed CCASS or CPARS report, it is not necessary to get a PPQ for those contracts. We will check the Government system and download any applicable CCASS and CPAR reports for each contractor.

NOTE: PPQ's are sent directly to the Contracting Office. We understand that ensuring your references submit PPQ's in a timely manner, if at all, is out of your control. This is why it is important that your past performance volume lists the information in Section L, paragraph 4.2.1(c)(1-8). This allows us to follow up with those references by phone if we do not receive a PPQ or if we need additional information on the contract.

Question: The PD sheets call for video inspection of plumbing lines, please confirm that this requirement refers to waste/drain lines only.

Answer: Confirmed, waste/drain lines only.

Question: Please issue as-built drawings of existing plumbing system. The P sheets do not show where all the waste lines tie-in to the existing waste main, so we need to see the as-built drawings.

Answer: Checking on availability of any existing drawings.

Question: Please confirm that the new pre-engineered metal trusses are not part of this contract SOW. There is a specification for metal trusses and also note 1 on S1.3 that refer to the metal trusses.

Answer: There will be no work to existing roof structures, as roof work has been accomplished previously. Any new construction is per the drawings/specs, i.e. elevator shafts, awnings….

Question: Please confirm that the new metal fascia and sub-fascia are not part of this contract SOW.

Answer: Need to know exact reference in documents, if there is one, I cannot make a general comment.

Question: Please confirm that the new rigid insulation above the existing roof is not part of this contract SOW.

Answer: Need to know exact reference in documents, if there is one, I cannot make a general comment.

Question: Is hazardous material abatement part of this contract?

Answer: Contractor should perform hazardous materials survey.

Question: Is there a hazardous material survey of the areas of work available?

Answer: No, there is no survey, would highly recommend this be included in contract if contracting will allow it.

Question: Spec 01732 1.7 E states that there is a report on the hazardous materials. Can we get a copy of the report?

Answer: This should not have been in this specification – it’s a boiler plate comment that should have been edited. We have no idea if any hazardous material is present.

Base supplement: Contractor should perform hazardous materials survey.

Question: Spec 01732 1.7 E 1 & 2 states the following;

a. Hazardous material remediation is specified elsewhere in the Contract Documents. [I am unable to find a separate document]

b. Do not disturb hazardous materials or items suspected of containing hazardous materials except under procedures specified elsewhere in the Contract Documents [ I am unable to find elsewhere in the documents except as noted below] Spec section 01732 1.7 D 2 says Owner to remove hazardous materials under separate contract. Is this also including the hazardous materials referenced in the report? Does it include any lead discovered?

Answer: This should not have been in this specification – it’s a boiler plate comment that should have been edited. We have no idea if any hazardous material is present. If contractor suspects that hazardous material is found or identified, notify the base immediately for direction.

Base supplement: Contractor should perform hazardous materials survey.

Question: Are we able to use owner’s water and power at no cost?

Answer: Yes, but contractor to provide all labor and materials to hook up.

Question: 03300 1.2 B references Division 32 but there is no specification division 32.

Answer: Correct, there is no division 32. There should be adequate enough information on the plans and/or specifications for miscellaneous paving required for walks or ramps.

Answer: Yes, as long as they meet or exceed the design requirements.

Question: 14240 Electric Traction Elevators – Schindler is not listed under Manufacturers. Can they be added?

Answer: No Question: Sheet A6.1 shows the toilet partitions overhead braced. Spec section 10155 2.3 B states overhead bracing but spec section 10155 2.2 B & C state floor and ceiling anchored. Please clarify it toilet partitions are to be overhead braced or floor and ceiling anchored.

Answer: Overhead braced.

Question: Specification section 10536 Canopies does not have a local manufacturer of aluminum canopies Morse Covers, Inc (Scott Morse 318-422-9688) as one of the allowable manufacturers. Can they be added?

Answer: No Question: Can you confirm that the existing foundation is not post tension Answer: It is not.

Question: Please reference Attachment 1, SECTION 01732 - SELECTIVE DEMOLITION, page 5 of 690, paragraph 1.7.E. The referenced paragraph states that a report on the presence of hazardous materials is on file for review and use; however, we have reviewed all solicitation documents and are unable to locate this information. Could this please be made available to bidders?

Answer: This should not have been in this specification – it’s a boiler plate comment that should have been edited. We have no idea if any hazardous material is present.

Question: Will the hanger have any aircraft in it during construction? If there will be aircraft in the hanger will the construction workers require additional credentials/approvals to work in the hanger?

Answer: There will be no hangar in the aircraft during construction. The only items that will be in thee during construction will be the items that were there during site visit – in general.

Question: Will the phased areas under construction that are not occupied require temporary fire sprinkler protection or will we be able to have the system down until the new system is up and running?

Answer: Since there will be no daily “occupancy” other than construction, the system in that particular are shall be allowed to be shut down.

Question: 1 &2/A7.4 states to remove existing roofing materials in order to expose existing wood blocking at perimeter of roof. Is this for attaching the load bearing metal stud wall? 1/A4.4 shows location of track on the roof for studs to attach to in supporting the new framing form the roof. Will the roof need to be removed down to deck at all these locations also or can the track run on top of the existing roof.

Answer: The existing roofing will need to be removed in order to expose the existing metal decking. If the existing wall sections were built the way they were drawn then we need to leave the wood blocking in place in order to remain level with the decking. The intent is for the new metal framing to attach directly to the existing metal deck.
