Question Set 1: 2 May 2016 Question: The solicitation calls for contracts that are $5M or larger (within past 3 years or ongoing). Would SABER and JOC contracts valued and performed upon over $5M fulfill this requirement?
Answer: First and foremost, the work must be relevant as defined by the solicitation:
Relevant past performance consists primarily of interior renovation and new construction of a similar nature to this requirement. The past performance shall include major aspects of a renovation/new construction to include HVAC, Electrical, Plumbing, and elevator installations. The relevant past performance submitted for evaluation must contain similar work and be valued at no less than $5,000,000.00.
Recent: To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this solicitation.
Assuming the work meets the abovementioned definitions of recent and relevant, it must be one project. The question asks if the lump sum of an IDIQ contract may total over $5,000,000.00; this is not acceptable. To elaborate, a series of contracts with relevant work cannot be used in combination with one another to meet the minimum dollar threshold of $5,000,000.00.
Question: I noticed the window section required Aluminum Clad divided light windows. it is my understanding that all windows on base must meet minimum anti-terrorism specifications. With that being said, there are not aluminum clad windows which will meet this requirement. How can I view an actual window specification for this project? Would it be possible to make a site visit to view the conditions? Can I get plans?
Answer: The intent is for the lites to be divided with internal (between the panes) divisions. Basically, a "picture" window with strips of metal inside. It should be similar to the windows at the Main VAQ building 5155 (which we can show at the site visit on 5 May 2016, if necessary).
