Question Set 2, 10 May 2016 All questions that have been submitted as of 08:00 CST on 10 May 2016 are currently with the project manager. The questions and answers will be posted on FBO as soon as I obtain the responses from the project manager. In the meantime, please see the following questions and answers for reference.
Question: When is the last day to submit questions?
Answer: By 4:00 PM CST on June 1st, 2016.
Question: In Volume III, Past Performance – may offerors submit completed CCASS or PPQs completed for previous proposals in lieu of Attachment 7, Past Performance Questionnaires? Many government owners refuse to complete these past performance questionnaires once a CCASS is complete, and do not appreciate having to complete new PPQs constantly.
Answer: Yes, offerors may submit completed CCASS and/or CPARS for their past performance in lieu of requesting PPQ's for those projects. However PPQ's completed for previous proposals are not allowable.
Question: Is the email for Lt Kyle Cressy kyle.cressy.1@us.af.mil <mailto:kyle.cressy.1@us.af.mil>? Outlook indicates this email address is no longer valid Answer: Yes, the valid email is kyle.cressy.1@us.af.mil. I will confirm receipt of all emails, but feel free to call me at 318-456-6835 for verification of sent emails.
Question: The website has two amendments 0001. One is dated 4/26/16 (this references wrong project number) and the other is dated 4/27/16 (this references correct project number). Should we put both on the SF 1442 item 19?
Answer: The amendment with an incorrect project number does not need to be acknowledged. Per the revised description on FBO:
Please note that Amendment 0001 is an irrelevant document. Unfortunately, FBO does not allow the user to remove packages once they have been uploaded. To avoid confusion, there is one amendment to date, as of 28 April 2016. The relevant amendment 1 documents are as follows:
-Amendment 0001 Attachment 8 Revised (SF30) -Attachment 8 - Revised PPQ Cover Letter (Found under Amendment 2 package dated Apr 27 2016) The second document, Attachment 8 - Revised PPQ Cover Letter, was uploaded under amendment 2 package. This document is part of amendment 1 and is simply the revised attachment referenced in block 14 of the SF30. Please feel free to call or email me with any further questions. I apologize for the confusion.
Question: Attachment 11, Bid Schedule, includes unit cost columns, these cannot be filled out. Only lump sums can be entered into this breakdown.
Answer: If you are having trouble using the Excel spreadsheet let me know and I can email you another copy. This is more of a reference to guide you in providing your pricing proposal. Feel free to use your own template with the same price/cost divisions as seen on the sample bid schedule.
Question: Can we have additional site visits? If so, what do we need to do to arrange one?
Answer: The site visit on 5 May 2016 was the only allowable site visit. No further site visits may be arranged.
