Question Set 3, 17 May 2016 *Please note that I have changed office phone numbers. My new number is 318-456-9895.

Additionally, if the answers to your questions are not posted within this set, they are with the engineer who designed the project. I will post those answers as soon as I obtain them.

Clarification: Due to the undermanned engineering shop, PLEASE SUBMIT ALL QUESTIONS NO LATER THAN 24 MAY 2016.

Question: Attachment 8 Revised PPQ Cover Letter states the building is B6625 other places in the documents it states B6825. Please clarify?

Answer: The correct building number is building 6825. The initial package came over with documents stating building 6625 rather than the correct building, 6825. Building 6625 is an irrelevant building number, please disregard.

Question: The original attachment 2 had 137 documents which included the architectural drawings (40 sheets) in them twice. When amendment 2 came out with the revised drawings there were only 97 documents. Page 29, Section J of the FA4608-16-R-0011 list Attachment 2 with 137 pages. This has created some confusion with the subcontractors as it makes it appear there are drawings missing from the revised set even though they are not. Can you provide a clarification in you next document you issue that there are only 97 documents?

Answer: There are only 97 documents. The Revised Drawings Package (zip file) contains all of the required drawings.

Question: A4.1 through A4.3 has a note to match the existing brick. The existing brick has been painted and in many places it is peeling. Is the brick we are matching to be painted to match the existing painted brick or what the brick’s original color was? If we are to match the paint then is the existing brick to be re-painted also or just paint the new brick?

Answer: Match brick to existing paint, with samples to be approved by 2CES architect.

Question: Due to the location of this project will the job be shut down when BAFB conducts drills? Is there a number of times a month and duration that can be anticipated if it is subjected to being shut down so we can relay it to our subcontractors?

Answer: No, we do not anticipate any shut down periods for this project.

Question: Attachment 3 Page 2 Environmental Management System (EMS) states that the contractor shall at a minimum complete the EMS Awareness Training. Is this the contractor’s superintendent that does this training or is it any personnel that work for the contractor including its subcontractors that are required to have this training?

Answer: We provide the training via a slide show. The Superintendent is the only one we provide it to. It is up to the Superintendent to share any information related to EMS with the workers and/or subcontractors.

Question: Attachment 3 Page 2 last paragraph states there is POL Management that contractors should take particular care in activities that could impact this area. Where is this area located?

Answer: POL stands for Petroleum, Oils and Lubricants; there are large quantities of these on this base. This just asks that contractors take extra care and/or precautions when dealing with these types of materials. This may or may not be relevant to the contract in which you are proposing as it is a standard statement in this attachment.

Question: Sheet A6.1 shows the toilet partitions overhead braced. Spec section 10155 2.3 B states overhead bracing but spec section 10155 2.2 B & C state floor and ceiling anchored. Please clarify it toilet partitions are to be overhead braced or floor and ceiling anchored.

Question: Is the owner providing Builder’s Risk Insurance if not is contractor required to provide it?

Answer: The owner does not provide Builder’s Risk Insurance. This is a contractor cost and should be included in your proposal.

Question: Can jobsite superintendent also be the quality assurance manager & safety manager? If not please confirm that a separate individual will be required full time during construction operations.

Answer: The Superintendent shall be a separate position from the QA/Safety manager. Therefore, 2 full time positions is the minimum requirement for this project.

Question: A9.2, A7.4 and other locations in the documents states all new metal roof and gutter will not be part of the contract. Spec 07610 Sheet Metal Roofing does not state this is not part of the contract. Please clarify.

Answer: Existing roofs and gutters have been completed prior to the solicitation of this project. There is some new roof and canopy work that is annotated on the drawings that is a part of this solicitation.

Question: Looking at A7.4 and similar sections please clarify what will be done by the metal roof contractors such as associated pre-engineered roof trusses, perforated prefinished metal soffit, 4” thick rigid insulation, prefinished metal sub fascia, downspouts, hat channel, and wood blocking?

Answer: There is no work to the existing roof system, as it has already been completed under another contract. Roofing work will only be done to new roof systems or canopies that are to be constructed per the contract documents.

Question: At what time during the project will the new roof be installed?

Answer: There will be no work to the existing roof systems, only to new systems that are to be added per the contract documents.

Question: The PD sheets call for video inspection of plumbing lines, please confirm that this requirement refers to waste/drain lines only.

Answer: Confirmed, waste/drain lines only.

Question: Please confirm that the new pre-engineered metal trusses are not part of this contract SOW. There is a specification for metal trusses and also note 1 on S1.3 that refers to the metal trusses.

Answer: There will be no work to existing roof structures, as roof work has been accomplished previously. Any new construction is per the drawings/specs, i.e. elevator shafts, awnings….

Question: Is there a hazardous material survey of the areas of work available? Is hazardous material abatement part of this contract?

Answer: No, there is no survey; the solicitation will be amended to include a fixed cost for a survey and the resulting abatement.

Question: Are we able to use owner’s water and power at no cost?

Answer: Yes, but contractor to provide all labor and materials to hook up.

Question: 14240 Electric Traction Elevators – Schindler is not listed under Manufacturers. Can they be added?

Answer: No Question: Specification section 10536 Canopies does not have a local manufacturer of aluminum canopies Morse Covers, Inc. (Scott Morse 318-422-9688) as one of the allowable manufacturers. Can they be added?

Answer: No Question: Will the hanger have any aircraft in it during construction? If there will be aircraft in the hanger will the construction workers require additional credentials/approvals to work in the hanger?

Answer: There will be no hangar in the aircraft during construction. The only items that will be in there during construction will be the items that were there during site visit – in general.

Question: Will the phased areas under construction that are not occupied require temporary fire sprinkler protection or will we be able to have the system down until the new system is up and running?

Answer: Since there will be no daily “occupancy” other than construction, the system in that particular are shall be allowed to be shut down.

Question: Section 15150 Part 2, 2.1 states "Refer to Part 3 for "Piping Applications"… Then Part 2 lists 2.2 Cast Iron, 2.3 Ductile Iron, 2.4 Copper, and 2.5 PE Encasement. Part 3 states that we can use any piping system allowed by local Plumbing code. Is PVC plastic pipe allow above and below ground, which is allowed by code, but not listed in Part 2 of the specifications?

Answer: Yes PVC will be allowed, as long as it is rated for the service being provided, is at least schedule 40 and meets all current code and UFC requirements.

Question: Can we get a plan of what offices, rooms etc. that are currently occupied and will to continue to have space in the building during the course of construction?

Answer: As you should have seen from the site visit, the West lean-to and the 3 story annex are occupied, but the East lean-to is empty. The occupants know that there will be some required movements as areas completed, they will move.

Question: What type of roof is existing on the Annex, East and West Wings?

Answer: BUR Question: No Fire Dampers are shown at floor penetrations. Are they required?

Answer: All work is to be accomplished according to stated UFC’s and required codes.
