PRE-PROPOSAL CONFERENCE AND SITE VISIT MINUTES

SUBJECT: Solicitation FA4418-15-R-0021 Repair HVAC System, NPTU Bldg 2314, Joint Base Charleston (WS), SC

1. A site visit was held for the above referenced solicitation on 1 September 2015 at 8:30 AM EST. (See Attachment 1 Record of Attendance for a list of participants.) During this meeting various topics of the solicitation were covered.

2. 1st Lt Corey Arruda, 628 CONS, reviewed and discussed the proposal requirements and reiterated that the deadline for questions is 4 September at 2:00 PM EST.

a. The attendees were welcomed to the site meeting by the Government representatives (Solicitation FA4418-15-R-0021)

b. The attendees were reminded of the following items:

- This project is set-aside for 100% Small Business

- Government requires only one (1) original and one (1) copy of the proposal that is due no later than 3:00 PM EST on 16 September 2015

- Proposals MUST be mailed or hand delivered – faxed or emailed proposals will NOT be accepted

- Offerors shall submit a Proposal Bond in the amount of 20% of the proposed price

- After award, the contractor must furnish required performance and payment bonds of 100% of the awarded amount and proof of insurance before a Notice-to-Proceed will be issued

3. Some technical aspects of the project were discussed by Bob Foust, 628 CES. Mr. Foust began with a brief background on Nuclear Power Training Unit (NPTU) and that its primary mission is to train Navy Nuclear Power students. He then highlighted the importance of working with the customer and CES for proper scheduling/phasing of the project because the school will remain open during performance of the project. Another factor that Mr Foust stressed is that NPTU has strict security requirements which will require additional coordination to bring personnel and materials on the job site. Contractor personnel will require NPTU escorts while in the facility. Following Mr. Foust’s briefing, Mr Dave Elledge from NPTU conducted a brief

“Serving All” orientation on NPTU, radiation briefing, and procedures that must be followed while in NPTU facilities. Following Mr Elledge’s briefing, Government attendees and contractors were escorted through building 2314 and shown all of the areas where the HVAC equipment is located.

4. The site visit was concluded at approximately 12:30 PM EST. Copies of these notes and all attachments can be found on FedBizOps at https://www.fbo.gov/ under solicitation FA4418-15- R-0021.
