SUMMARY OF WORK

PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The general intent of this project is to provide HVAC repairs and improvements to the to the Nuclear Power Training Unit (NPTU) Training
Facility, Building 2314, to correct issues within the building caused by the
HVAC system. The Training Facility is a three story building of approximately 73,659 square feet that was constructed in 1993. The building is used primarily for education, with classrooms, offices, and ancillary program spaces. The building will be occupied during this renovation.
The work on the HVAC system will affect air handling units, electric duct heaters, filter modules, fan terminal and/or VAV units, and exhaust fans.
Work will also include selective demolition and repair/replacement of acoustical tile ceilings where impacted by the HVAC scope of work.
1.1.2 Location
The work shall be located at Joint Base Charleston – Weapons Station, in
Building 2314 approximately as indicated on Drawings. The exact location will be shown by the Contracting Officer.
1.2 OCCUPANCY OF PREMISES
Before work is started, the Contractor shall arrange with the Contracting
Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.3 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.4 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged, if any, shall remain the property of the Government.

WORK RESTRICTIONS

1.1 CONTRACTOR SPECIAL CONDITIONS
The project site is a high security facility with its own security force, access requirements, and Contractor Special Conditions that are in addition to those promulgated by Joint Base Charleston (JB CHAS). While some of the requirements of that document are reiterated in this Specification Section 01 14 00, the Contractor is responsible for compliance with the entire document and should review it in its entirety. The Contractor Special Conditions are included at the end of this section and are herein made part of the contract.
1.2 PLANNING WORK AT NPTU
a. The project site is a nuclear training facility with a rigorous operational tempo and high standard of excellence for the execution of work.
Although NPTU abides by the same federally mandated industry standards and environmental regulations that apply to government and private sector work, these standards are strictly enforced by NPTU. Furthermore, these federally mandated General Industry standards are implemented through unique work controls, keeping personnel safe and meeting the needs of the site. The processes and requirements referred to in the specifications and the Contractor Special Conditions document must be complied with, without exception, in order to ensure the successful completion of work at NPTU.
b. After contract award, the contractor shall arrange a meeting with the Contracting Officer and the NPTU, to schedule work in Building 2314. All required submittals including a preliminary Phasing Plan shall be submitted at the initial meeting, reviewed by the Government and revised as required to meet the requirements of NPTU. Work shall not commence until the Phasing Plan is agreed to and accepted by the Contracting Officer and the NPTU Point of Contact.
c. A Work Authorization Form (WAF) will be required at each Phase. The General Contractor will apply for a WAF for the next Phase once the Previous Phase has been completed and approved by the Government. This activity will require one week’s notice between the start of each subsequent Phase.
1.3 SPECIAL SCHEDULING REQUIREMENTS
a. Ongoing Scheduling Meetings will be required on a weekly basis with Contracting Officer and the NPTU, to provide a 30-day look-ahead, coordinate access to the various work environments for each Phase, coordinate utility or other interruptions that potentially impact the NPTU Users, and review progress in completion of work in one Phase, and the scheduling for moving into the next Phase.
b. It is anticipated that the Work will be completed in nine Phases. Each Phase is anticipated to take approximately 21 working days unless noted otherwise, including mobilization, work time, and demobilization. Whereas NPTU is operable 24 hours per day, seven days per week, and whereas Monday through Thursday are the busiest days, demolition work and other noisy work shall be completed on Fridays through Sundays.

c. The Phases for the completion of the Work shall be as shown on the drawings and is as follows:
Phase 1A: First Deck – Northwest Corner
Phase 1B: First Deck – Central and Southwest Corner, including Subway.
Phase 1C: First Deck – AHU-1 +East Side (Entry area work to be conducted only Thursday through Sunday. Work may exceed 21 days in its entirety.)
Phase 2: Second Deck – All areas, which require Red “E” Badging plus those listed to be in another Phase shall be completed at the same time.
Phase 2A: Second Deck – Room 201 + AHU-2
Phase 2B: Second Deck – Room 212
Phase 3: Third Deck – East Side + AHU-3
Phase 3A: Third Deck – Room 304 / 303 Quarter Deck – All areas require Red “E” Badging. It is noted that the 3rd Deck has one week of limited occupancy every 8th week. The Contractor can start work the Thursday of a graduation week, and have use of that Deck through Saturday of he following week. It is during that unoccupied time that all demolition and disruptive work needs to be accomplished. That following Monday the 3rd Deck is fully occupied.
Phase 3B: Third Deck – West Side
d. It is important that the Contractor complete the areas requiring the Red E badging consecutively to prevent changing security clearances, as that process can take 2 to 3 weeks. All areas not noted to require a Red “E” Badge, require only a White “E” Badge. NPTU will remove computers from Rooms 201 and 212, at which time only a White “E” Badge will be required for access.
i. Red E badge is required in the following areas: Second Floor, 129, 108, and other spaces as determined by the government.
e. The Contractor will be responsible for protecting and /or moving all room contents on all Decks, with the exception only of computers indicated to be removed by the Government. This includes rooms 201, 212, 303 and 304.
The Government will remove all “I.T.” type contents.
f. Contractor employees are to be escorted by assigned Government personnel at all times. For purposes of the Contractor’s understanding of this requirement, Within a White “E” security area, escorts must maintain line-of-sight observation of all contractor activity within a prescribed area or Work Environment, such that one or two escorts, at a ratio of no more than six contractor employees to each escort, may provide adequate observation of an entire work environment. However, any contractor employee leaving the work environment would have to be individually escorted, which could limit the ability of the remaining escort to fully observe contractor activity and result in delays. Within a Red “E” security area, the ratio of contractor employees to each escort is one to one.
g. For purposes of Bidding the Work, the Government will provide a minimum of ten (10) escorts during work hours. The actual number of escorts available will be determined at the weekly look-ahead meetings.

h. Phases will be established at the initial and subsequent weekly scheduling meetings. The ability of the Government to turn over a Phase to the Contractor for construction activity is limited by the ability of the Government to relocate the activities in the subject area, and the ability of the Government to provide adequate escorts and security for the Phase being considered.
i. The air handling units shall be removed in such a manner so as to minimize downtime. All AHU downtime will be coordinated and agreed upon during the weekly 30-day look-ahead meeting. The amount of time for downtime should be limited to least amount possible based upon the logistics of replacing a unit, and should be limited to 2 weeks per unit. It is preferable that all AHUs shall be replaced between October 15th and March 15.
AHU-3 replacement shall run concurrently with the 10 working day classroom dismissal period. No more than one air handler may be taken off line at any given time.
j. During the downtime of AHUs, fresh air shall be provided into occupied spaces. The period of time between an AHU being taken down and fresh air being provided to the occupied spaces shall be limited to 24 hours.
Ventilation air from the HRU shall be distributed by temporary fan(s) through the return ductwork. Additionally the CO2 level in all occupied spaces shall be monitored for the duration of the air hander replacement for the associated floor. The following actions shall be taken for the associated CO2 levels:
at 750 PPM's NPTU operations will be notified at 950 PPM's additional air will be provided via a 1 horsepower fan with flex duct entering the supply main duct at 1350 NPTU will be notified and potential de-manning of the building will take place
k. The chiller replacement shall but phased so as not to interrupt the chilled water supply to the building. The failed chiller shall be replaced as quickly as possible. The operational chiller shall then be replaced. Once CH- 1 and CH-2 have been installed and passed all tests the temporary chiller shall be removed.
l. Permission to interrupt any Activity and/or utility service shall be discussed in weekly look-ahead meetings and must be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.
1.4 CONTRACTOR ACCESS AND USE OF PREMISES
1.4.1 Activity Regulations
1.4.1.1 Subcontractors and Personnel Contacts
Strict compliance with all NPTU Contractor Special Conditions is required.
Application for, and use of badges, will be as directed. Non-US Citizens will not be granted access. Instances of lost or stolen badges should be immediately reported to the Contracting Officer.
All contractors shall submit (14 days in advance of access to GOV PM) on the company's letterhead the following: person's full name, date of birth, place of birth, social security number, all data relating to a GOV clearance (if held), and a brief explanation of why access is needed.

1.4.1.2 White “E” Identification Badges and Installation Access
Personnel data will be processed into the NPTU database for the required NPTU White "E" Access Badge (maximum six workers to one escort). A White "E" Access Badge is required for access into the building.
All contractors are required to complete the required Safety/Radiological Indoctrination Summary (15 minute video). This training is good for one (1) year.
All personnel are escorted when in this facility, advance notice (14 days in advance of access in writing) to GOV PM shall be coordinated for escorts.
1.4.1.3 Red “E” Identification Badges and Installation Access
Red "E" Access Badge is required in the secure areas (IDE, 2nd deck) and also requires advance notice (14 days in advance of access in writing) to GOV PM.
A Red "E" Access Badge (maximum one worker to one escort) is required in the IDE and 2nd deck areas. This requires addition background investigation.
All contractors shall submit (14 days in advance of access to GOV PM) on the company's letterhead the following: person's full name, date of birth, place of birth, social security number, all data relating to a GOV clearance (if held), and a brief explanation of why access is needed for the restricted area. This data will be processed into the NPTU data base for the required NPTU Red "E" Access Badge.
A Red "E" Access Badge (one on one escort) can access any of the locations required. A White "E" cannot access the secure areas (IDE, 2nd deck) a Red "E" is required. The contractor cannot have someone cleared for issuance of both badges at once, so those who have Red "E" will need to resubmit for White "E" once they no longer need access to the secure areas.
1.4.1.4 Personnel Entry Approval
Failure to obtain entry approval will not affect the contract price or time of completion.
1.4.1.5 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installations under the cognizance of Joint Base Charleston except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.4.2 Working Hours
Regular working hours shall consist of 7:00 am – 4:30 pm Monday through Friday, excluding Government holidays.
1.4.3 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer and NPTU User approval. Due to coordination of Government classroom activities, availability of escorts, and possible down time of HVAC units, work after normal working hours and on Government holidays is encouraged and

anticipated. Scheduling activities outside of regular working hours will be discussed and as agreed to in the weekly look-ahead meetings as outlined above. Make application 30 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress.
1.4.4 Occupied Buildings
The Contractor shall be working around and within existing buildings which are occupied. Contractor employees are to be escorted by assigned Government personnel at all times. Do not enter the buildings without prior approval of the Contracting Officer.
The existing Building 2314 and its contents shall be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer.
Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the building during the construction period.
Leave attached equipment in place, and protect them against damage, or temporarily disconnect, relocate, protect, and reinstall them at the completion of the work.
1.4.5 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in the paragraph "Work Outside Regular Hours."
b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, fire alarm, and compressed air shall be considered utility cutovers pursuant to the paragraph entitled "Work Outside Regular Hours."
d. Operation of Station Utilities: The Contractor shall not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor shall notify the Contracting Officer giving reasonable advance notice when such operation is required.
1.5 SECURITY REQUIREMENTS
Contract Clause "FAR 52.204-2, Security Requirements and Alternate II," and the following apply:
a. Project location is within the Nuclear Power Training Unit (NPTU) and access is restricted. All work shall be in compliance with NPTU Charleston Contractor Special Conditions.
b. NPTU is a Naval Reactors activity and subject to the requirements of Executive Order 12344

1.6 NAVY CRANE REQUIREMENTS
1.6.1 Contractor Operated Cranes
In addition to cranes rented or leased for operation by an activity, other non-Navy owned cranes are frequently utilized on activity property. These cranes can be from a variety of sources and are generally incidental to construction contracts, ship repair contracts, demolition contracts, maintenance and other service contracts, deliveries of supplies and equipment, etc. Numerous organizations, including tenant activities, ships, supply departments, ROICC's, etc., have contracting authority and very often the need for cranes is not anticipated when contract documents are written. The following requirements apply to any contracted work utilizing category 1 or 4 cranes at a naval activity. Activity (i.e., host activity) commanding officers shall promulgate the following minimum requirements to tenants and contracting officers for inclusion in contracts, statements of work, purchase orders, etc:
a. Require the contractor to comply with specific activity regulations pertaining to crane safety and operation (including allowable crane access routes and ground loading limitations), and to notify the contracting officer, in advance, of any cranes entering the activity.
Require the contractor to comply with applicable ASME standards (e.g., ASME B30.5 for mobile cranes, ASME B30.22 for articulating boom cranes, ASME B30.3 for construction tower cranes, and ASME B30.8 for floating cranes). For barge mounted mobile cranes, require a load indicating device, a wind indicating device, and a marine type list and trim indicator readable in one-half degree increments.
b. Require a certificate of compliance from the contractor (appendix P, figure P-1) that the crane and rigging gear meet applicable OSHA regulations (with the contractor citing which OSHA regulations are applicable, e.g., cranes used in cargo transfer shall comply with 29 CFR 1917; cranes used in construction, demolition, or maintenance shall comply with 29 CFR 1926; cranes used in shipbuilding, ship repair, or shipbreaking shall comply with 29 CFR 1915). For cranes at naval activities in foreign countries, the contractor shall certify that the crane and rigging gear conform to the appropriate host country safety standards. The contractor shall also certify that all of its crane operators working on the naval activity have been trained not to bypass safety devices (e.g., anti-two block devices) during lifting operations. Require that the certifications be posted on the crane.
c. For mobile cranes with OEM rated capacities of 50,000 pounds or greater, require that the crane operator be designated as qualified by a source that qualifies crane operators (i.e., a union, a government agency, or an organization that tests and qualifies crane operators).
Proof of current qualification shall be provided.
d. Require the contractor to certify (appendix P, figure P-1) that the crane operator is qualified and trained for the operation of the crane to be used.
e. Require a critical lift plan for each of the following lifts: lifts over 75 percent of the capacity of the crane or hoist (lifts over 50 percent of the capacity of a barge mounted mobile crane’s hoists) at any radius of lift; lifts involving more than one crane or hoist; lifts of personnel; and lifts involving non-routine rigging or operation, sensitive equipment, or unusual safety risks. The plan shall include the following as applicable:

1) The size and weight of the load to be lifted, including crane and rigging components that add to the weight. The OEM's maximum load capacities for the entire range of the lift shall also be provided.
2) The lift geometry, including the crane position, boom length and angle, height of lift, and radius for the entire range of the lift.
Applies to both single and tandem crane lifts.
3) A rigging plan, showing the lift points, rigging gear, and rigging procedures.
4) The environmental conditions under which lift operations are to be stopped.
5) For lifts of personnel, the plan shall demonstrate compliance with the requirements of 29 CFR 1926.550(g).
6) For barge mounted mobile cranes, barge stability calculations identifying barge list and trim based on anticipated loading; and load charts based on calculated list and trim. The amount of list and trim shall be within the crane manufacturer’s requirements.
f. Require the contractor to notify the contracting officer as soon as practical, but not later than four hours, after any WHE accident. (See definition in section 12.) Require the contractor to secure the accident site and protect evidence until released by the contracting officer. Require the contractor to conduct an accident investigation to establish the root cause(s) of any WHE accident. Crane operations shall not proceed until cause is determined and corrective actions have been implemented to the satisfaction of the contracting officer.
g. Require the contractor to provide the contracting officer within 30 days of any accident a Weight Handling Equipment Accident Report using the form provided in section 12 consisting of a summary of circumstances, an explanation of causes(s), photographs (if available), and corrective actions taken. These notifications and reporting requirements are in addition to those promulgated by OPNAVINST 5100.23 and related claimant instructions. The host activity shall ensure that contracts contain the above requirements, concur with the contracting officer’s oversight plan (paragraph 1.4.1.1), ensure that the oversight plan is being.
1.6.2 Contracting Officer Responsibilities
a. The contracting officer shall include the minimum requirements of paragraph 1.7.2 for contractor cranes in contracts, ensure compliance with contract requirements, provide oversight of contractor crane operations, and provide oversight of contractor accident investigations and corrective actions. The degree of oversight shall be based upon the risk to Government personnel and property. Appendix P, figure P-2, provides a checklist that shall be used during oversight of contractor crane operations. The host activity shall concur with the oversight plan. Copies of appendix P, figure P-2, shall be kept on file for one year.
b. The contracting officer shall notify the host activity of any WHE accident upon notification by the contractor. Additionally, the contracting officer shall notify the Navy Crane Center of an accident involving a fatality, in-patient hospitalization, overturned crane, collapsed boom, or any other major damage to the crane or adjacent property as soon as possible, preferably within 24 hours of notification by the contractor.
c. The contracting officer shall provide the Navy Crane Center and host activity a copy of every accident report, regardless of severity, upon receipt from the contractor. These requirements are in addition to any

5100.23 and claimant instructions. When the contracting office is not in the local area, the contracting officer shall designate a local representative to ensure compliance with the above noted requirements.

3. PLANNING WORK AT NPTU. NPTU is a nuclear training facility with a rigorous operational tempo and high standard of excellence for the execution of work. Although NPTU abides by the same federally mandated industry standards and environmental regulations that apply to government and private sector work, these standards are strictly enforced by NPTU. Furthermore, these federally mandated General Industry standards are implemented through unique work controls, keeping personnel safe and meeting the needs of this Site. The processes and requirements referred to in this document must be complied with, without exception, in order to ensure the successful completion of work at NPTU. A list of required documentation and their associated submission times is contained in Table 3.1 – Required Submittals. It is the desire of NPTU to create a safe work environment, not only for NPTU personnel but Contractors, as well. The following discusses the necessary actions, for a workplace medical emergency:
3.1. Medical Emergencies and Work Related Injuries. NPTU Medical will provide emergency medical assistance for serious injury or illness, if requested. A “serious injury or illness” is defined as a condition requiring immediate medical attention. Treatment of minor injuries requiring first aid or follow-up care after emergency medical attention is provided shall be by the Contractor or Contractor’s medical provider. Report all work related injuries or illnesses to your manager and the NPTU Work Controls Officer (WCO). This includes reporting any electrical shock.
There will be no cost to the Contractor for emergency medical services. However, the Contractor shall be responsible for providing any additional medical services as warranted.
3.1.1. Medical Emergency Action. Should a serious accident occur, immediately notify NPTU Security at 3-3333 (internal NPTU phones) or (843) 794-3095 (external phones). Subsequently, notify Contractor management and the WCO. Ensure the integrity of the accident scene is maintained to the greatest extent practical, until the Government can conduct a complete investigation and releases the accident scene.

4. SITE ACCESS AND SECURITY. NPTU is a high security facility with its own security force and access requirements in addition to those promulgated by JB CHS. Delays due to non-compliance with NPTU’s personnel and vehicle access requirements shall be the responsibility of the Contractor. In order to gain authorized access to NPTU, all Contractor personnel must submit a visit request at least five (5) working days prior to arriving at NPTU. The visit request may be faxed (Attn: Security Manager) to the NPTU Administration Department at (843) 794-5994. The request must be on company letterhead, signed by a supervisor, and include the following information for each individual requiring access:
Full Name, Social Security Number, Date and Place of Birth, Company Name and Location, Reason for Visit, Dates and Length of Visit, Type of Security Clearance (if applicable), Citizenship Status, NPTU Point of Contact, Contract number, and name of Contractor.
4.1. Physical Access. The Contractor’s main personnel entrance and exit will be via the Quarterdeck, or main entrance, of the Training Support Building (TSB), Building No. 2314. All vehicles and hand-carried items are subject to inspection prior to Site entry and exit. Prior to entry each day, visitor and Contractor personnel must present an acceptable form of identification. Approved forms of identification include state or government issued identification cards containing a picture (such as a driver’s license, military ID, or DOE standard badge). This identification card will be exchanged at the Quarterdeck for a NPTU access badge, which must remain readily visible on the upper torso at all times when within the NPTU perimeter. The use of a NPTU access badge by anyone other than the intended user is strictly prohibited. The Contractor’s identification card will be returned when the access badge is surrendered prior to leaving NPTU. In the event of a lost access badge the Contractor must immediately report to NPTU Security.
4.2. Escort Requirements. Contractors who do not hold current Department of Defense or Department of Energy security clearances will be issued an “E” badge, indicating that a NPTU escort is required. The Contractor must coordinate its escort requirements with Operations Department. Personnel being escorted are required to remain in the escort’s line of sight at all times. Problems obtaining an escort may be reported to the Operations Department Leading Chief Petty Officer at (843) 794-2060.
4.3. Vehicle Access. Parking is available in the westernmost parking lot from the Training Support Building.
Arrangements for vehicular access to the Site or temporary parking for loading or unloading equipment or supplies may be arranged through the Operations Department LCPO or WCO. Vehicles or other large equipment and materials will enter and exit via NPTU’s southwest security gate. Vehicles entering or leaving the NPTU fenced perimeter are subject to inspection for the prohibited items listed in section 4.4 below, as well as to prevent loss of NPTU property, to ensure proper material movement documentation, to limit the transport of hazardous material, and to identify leaking gasoline, diesel, oil, anti-freeze or any other hazardous or potentially hazardous fluids.
4.4. Prohibited Articles. In addition to items prohibited anywhere on JB CHS property, the following items are prohibited on NPTU property including NPTU parking areas: explosives, incendiaries, and alcoholic beverages.
4.4.1. Contraband Material. Personal Electronic Devices (PEDs) are prohibited inside of NPTU’s security enclosure.
PEDs include all forms of the following: cell phones, Personal Digital Assistants, digital photo frames, iPods and MP3 players, pagers, pocket/handheld PCs, advanced programmable calculators, flash media, jump drives, and shirt-pocket sized computing devices.
4.4.2. Restricted Items. The following items are restricted (i.e. will be confiscated or denied access) unless prior authorization is granted: cameras and film (unless accompanied by a camera pass), personal computers and laptops, radioactive materials not included in NPTU’s Radioactive Materials Accounting System, classified material (excluding NOFORN material, and unless in possession of a courier card for classified material), radio transmitters and receivers, personnel monitoring devices, and optical and magnetic media (CDs, DVDs, floppy disks, digital tape, etc.).
4.5. Photography. The Contractor shall not engage in photography in any way on the Site, without permission and direction in writing from NPTU. Any camera approved for use on Site must display a NPTU or JB CHS camera pass.
NPTU may utilize photography, including time lapse videotaping, for historical documentation of construction features and general construction progress. Photography activities will be planned and coordinated so that there will be no interference with the Contractor's execution of the work.

5. SITE INDOCTRINATION. All personnel performing work under contract at NPTU are required to attend a Contractor Site Indoctrination session, usually lasting thirty (30) to forty-five (45) minutes. This session consists of training and video presentations to familiarize personnel with NPTU emergency signals, basic radiological control, security information, and safety and environmental compliance requirements. Each individual receiving the indoctrination shall acknowledge participation by individually signing an attendance log maintained by NPTU and will be issued a card to serve as proof of indoctrination. The indoctrination is valid for a period of one (1) year.
5.1. NPTU Smoking Policy. Smoking is prohibited in NPTU buildings, barges, or on-site trailers, whether owned by NPTU or the Contractor. There are two authorized outdoor smoking areas available for use within the NPTU secure perimeter.
5.2. Food Service. Contractor personnel are permitted to use the Subway restaurant and dining area located at NPTU and vending machines on-site during scheduled operating hours. Both foods purchased in Subway and foods brought from off-site are allowed in the Subway seating area. Contractor personnel will not be permitted to use Subway if shoes or clothing are soiled with mud, tar, asphalt or other such materials. In addition, no entry shall be made while wearing protective work clothing or equipment used in industrial areas unless all materials subject to an exposure control level (e.g. asbestos, cadmium, lead, etc) have been removed from the clothing and equipment by NPTU Environmental, Safety, and Health (ESH) Office approved methods.
5.3. Eating in Industrial Areas. Consumption of food is prohibited inside industrial areas. Beverages may be consumed in industrial areas provided bottles or cups are capped or covered. Disposable drinking cups with water coolers are to be kept enclosed and sanitary and are to be disposed of after each use.
6. CONTRACTOR RESPONSE DURING SITE EMERGENCIES. All Contractor personnel shall become familiar with the worksite.
Specifically all Contractor personnel should know the building or barge name, nearest fire extinguisher and emergency exit, and evacuation plan for the worksite. If an emergency occurs, Contractor personnel shall heed Site announcements and evacuate the affected area. The Contractor’s on-site supervisor should account for all Contractor personnel at NPTU and report missing personnel to the WCO.
6.1. Destructive Weather. In the event of severe inclement weather, such as a hurricane or tropical storm, work at NPTU will be suspended a minimum of 96 hours prior to the storm’s projected landfall. The Contractor is expected to have all vehicles, tools, and equipment removed from NPTU, 96 hours prior to the storm’s projected landfall.
Resumption of Contractor work will be dependent on the severity of the storm’s damage. Contractors should not expect to return until at least 96 hours after the threat of severe weather has passed.
7. RADIOLOGICAL REQUIREMENTS. NPTU is a Navy training facility, a portion of which involves the use and management of radioactive material. As a result, certain special requirements are associated with working in such an environment.
7.1. Radioactive Sources. The Contractor shall not use any radioactive sources or X-ray generating equipment (examples include but are not limited to ionizing smoke detectors and thoriated tungsten welding rods) at NPTU unless specifically approved by NPTU Radiological Controls.
7.2. Material Colors. The Contractor shall not use the colors yellow or magenta (purple) to color code or identify its tools. Yellow and magenta are normally used at NPTU to color code tools for radiological reasons. Additionally, yellow-colored plastic, yellow tarps, and yellow nylon rope is prohibited. NPTU Radiological Controls must approve any deviations, such as Contractor-supplied yellow or magenta stock.

8. SAFETY AND HEALTH STANDARDS. Contractors, whether regularly involved in routine Site operations or engaged in temporary projects such as construction or repair, must follow the safety and health rules of NPTU.
9. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES.
9.1. Property. There is no government furnished equipment (GFE) provided by the Contractor Special Conditions and will be addressed elsewhere in the Statement of Work.
9.2. Temporary Services. In most circumstances, NPTU is able to provide a connection point for temporary electricity, water, sewer and low pressure compressed air. The Contractor must submit a request to utilize these temporary services. This request should be detailed to include: the size and type of fittings; the length of cables or hoses to be used; and for electrical connections, the voltage and current required. Normal temporary power furnished by NPTU is limited to 100 amps at 480 Volts AC. NPTU reserves the right to refuse connections if Contractor equipment is in disrepair and/or poses a risk to life, health, or safety.
9.3. Telephone Services. Business phone calls specifically relative to the Contractor’s work at NPTU may be made using the NPTU phone system.
9.4. Sanitary Facilities. Sanitary facilities in NPTU buildings and barges shall be available for Contractor use. The Government will not provide temporary facilities for remote or waterborne projects. Temporary facilities, if deemed necessary, shall be the responsibility of the Contractor. Contractor personnel may not use changing or bathing facilities at NPTU without specific permission from the WCO.
10. CONTRACTOR-FURNISHED EQUIPMENT AND SERVICES. The Contractor shall furnish all personnel, supervision, management, equipment, tools, transportation and supplies, as required, to perform inspections, preventive maintenance and repair of specified items. This includes any man-lifts required to reach high locations.
11. FORMAL PRE-EXECUTION MEETING. All Contractor quality control and safety supervisors with intent to supervise work at NPTU will attend a formal pre-execution meeting at NPTU with Civil Engineering Squadron (or other contracting agency) representatives and NPTU Operations Department management, at least five (5) working days prior to Work Start Date. Constrained time schedules will be dealt with on a case-by-case basis, at the discretion of the Operations Officer.
11.1. Plan of Action. To successfully complete this meeting, Contractors must provide a Plan of Action document that both includes a detailed procedure for the work about to be conducted and outlines expected dates and/or times for the following:
Performance of procedure steps.
Interruption of services (as governed by section 12.6).
Use of energy isolations (as governed by section 12.3).
Required NPTU support (as governed by section 12.5).
Mitigation of safety hazards (as governed by section 12.11).
11.2. Sub-Contractors. Contractors must inform NPTU of any on-site Sub Contractors they intend on employing. The Contractor shall assume all responsibility with respect to Sub-Contractors and shall ensure Sub-Contractors abide by proper Site procedures and work expectations contained in this document.
12. WORK SCHEDULING REQUIREMENTS
12.1. Notification of Intent. The Contractor should contact the NPTU WCO a minimum of ten (10) working days prior to commencing work to ensure NPTU understands and has taken necessary steps to support the intended work and is formally scheduled in the Site Plan of the Day.
12.2. Work Induction. On the day work is to commence, the Contractor will meet with the WCO to verify all required documentation and work is scheduled in the Site Weekly Activities Schedule. The WCO will then authorize the work via an Operations Department Work Authorization Form (ODWAF) and a copy will be given to the Contractor for placement at the work site. For projects covering more than one day, the Contractor shall meet with the WCO prior to commencing work each day, to inform the WCO of Contractor personnel on-site and the work planned for the day. Energized electrical work as defined in section 12.10.2.1 is strictly prohibited without explicit permission.

12.3. Energy Isolations.
12.3.1. Identification. Contractors are responsible for identification of all evolutions requiring energy isolations.
NPTU will provide an advanced copy of the local lockout and tagout instruction to Contractors on request.
Contractors should request the NPTU instruction via a formal written request for information.
12.3.2. Approval. Energy Isolations must be approved by the WCO prior to the commencement of work.
Requirements for Energy Isolation vary depending on system and location at NPTU.
12.3.3. Adequacy. NPTU will perform initial energy isolations; however, the Contractor is responsible for conducting their own independent verification of energy isolations. They also are responsible for hanging their own personal locks, even if NPTU already has a lockout present.
12.3.4. Energy Isolation Program. NPTU’s Environmental, Safety, and Health (ESH) Department will brief Contractors needing to utilize energy isolations. The brief will address: the appearance of Navy Danger and Caution tags, a comparison of Navy Tag-Outs and OSHA Lock-Outs, the need for NPTU and Contractors to hang their own respective tags and locks, the requirements for working on a tagged-out system and the verification dead check process. NPTU will perform energy isolation and verification dead checks prior to releasing equipment to a Contractor for work.

12.3.5. All evolutions requiring the use of energy isolation shall have a minimum two (2) working day notification and commencement of their approval process prior to their initiation. This requirement may be longer depending on the complexity of the request.
12.4. Electrical Installations. No new installations are allowed which incorporate multi-wire branch circuits (Edison circuits) as defined in National Fire Protection Association 70, National Electrical Code. Neither new system nor existing system modification drawings shall utilize Edison circuits.
12.5. Additional Support. Any support from NPTU needed by the Contractor, but not addressed in the Statement of Work, requires notification at least ten (10) working days prior to Work Start Date. For ongoing work a two (2) working day advanced notification to the WCO is required .
