QUESTIONS AND ANSWERS

MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)
SCOTT AFB IL
26 May 2009
1. The following questions were received in response to the posting of solicitation FA4407-09- R-0003. Answers are provided as follows:
Question 1: What information is required of those who will be in attendance at the Pre- Proposal site visit?
Answer 1 : Submit your full name and company name to cynthia.strout@scott.af.mil.
In addition you will be required to have a drivers license, proof of insurance and vehicle registration to drive onto the base. Nothing else will be required to attend the pre-proposal conference and site visit.
Question 2: What type of documentation is acceptable for proof of participation and acceptance in the Mentor-Protégé Program?
Answer 2: IAW DFARS 219.7103-1 General: The procedures for application, acceptance, and participation in the Program are in Appendix I, Policy and Procedures for the DoD Pilot Mentor-Protege Program. This is a lengthy process, up to six months, and normally applies to research and development (R&D) and weapons system development procurements.
The construction industry is not a typical player in the scope of the DoD program. The Director, SBP, of each military department or defense agency has the authority to approve contractors as mentor firms, approve mentor-protege agreements, and forward approved mentor-protege agreements to the contracting officer when funding is available. (See attached Appendix I for program policy and procedures).
The Small Business Association (SBA) is another source for mentor protégé programs. Contact the regional SBA for procedures and assistance. The SBA may provide some type of documentation as proof of participation in SBA sponsored programs.
Question 3: We are in the process of printing the 24 drawings for the Bldg #504 EOD(Addition) Scott Air Force Base, we have noticed that pages 1(C-1), 4(A-5), 12(E-2) are 11 x 17 size, page 10(C-2) is 24 x 36 and the rest of the drawings are size 30 x 42. What should be the correct size we should print in order to get the correct scale?
Answer 3: CES response – PDF files may have been created under different sheet sizes.
AutoCad drawings have been added to FBO . We recommend printing drawings from the CADD files onto 24”x 36” sheets.
Question 4: Our office is having difficulties printing the site plan for the new MACC project at Scott AFB. Specifically, they are having problems getting it to scale. Do you know what size of paper it should be printed on, or know how I can obtain a site plan that is to scale.

Answer 4: (Similar to Question 3) CES response (similar to Answer 3) PDF files may have been created under different sheet sizes. AutoCad drawings have been added to FBO . We recommend printing drawings from the CADD files onto 24”x 36” sheets.
Question 5: There appears to be about a dozen Division One sections missing from the specifications? Will those be included?
Answer 5: CES response – There is only one specification under Division 1 – Section 01010 – General Requirements. Disregard all other Division 1 spec sections as these were reserved for Corp of Engineers (CoE) issued project specifications. This project is now a CES project.
