GENERAL REQUIREMENTS

DIVISION 1 –GENERAL REQUIREMENTS

SECTION 01010-GENERAL REQUIREMENTS

DESCRIPTION OF WORK. The work consists of furnishing all labor, materials, equipment, services and supervision for Construction of EOD addition to existing building 504. The principal items of work shall include, but are not limited to, the following: Site work, general construction, mechanical, plumbing, electrical and fire suppression systems.

All work required by the plans and specifications shall be accomplished by the contractor even though minor items required may not be specifically mentioned in the above listing.

LOCATION. The work is located at Scott Air Force Base, Illinois. The Base is located approximately 20 miles east of St. Louis, Missouri, south of Interstate Highway 64.

DRAWINGS ACCOMPANYING SPECIFICATIONS. The following drawings accompany this specification and are part thereof.

STANDARD WORKDAY/WEEK. Work shall normally be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 7:30 A.M. and 4:30 P.M.

local time, excluding Federal Legal holidays and non-work days resulting from holidays

01010-1 occurring on weekends. When the contractor desires to work at other than the aforementioned times, he shall submit a written request to the Contracting Officer for approval, and written approval thereof shall be received prior to proceeding with work. The request shall be submitted at least three work days prior to the proposed performance of work, and shall indicate the day/days, time/amount of work, and reason why permission should be granted to perform work during nonstandard hours. Approval for work to be performed during nonstandard time will be given only in cases of extreme necessity.

SPECIFIC REQUIREMENTS FOR ACCOMPLISHMENT OF WORK. The existing building 504 shall remain occupied and in use during the construction. Construction operations shall not interfere with the daily operations of the personnel occupying the existing building.

BASE AND SAFETY REGULATIONS. The contractor shall comply with all applicable provisions of the Corps of Engineers Manual, EM 385-1-1, entitled "General Safety Requirements," and Air Force regulations and directives pertaining to security, safety, occupational health, fire, traffic, and personnel clearances insofar as they pertain to the contractor's activities on Scott Air Force Base. The contractor shall be responsible for providing, placing, and removing all barricades and safety devices during his construction activities.

SAFETY BRIEFING. Primary contractors will brief subcontractors on safety, occupational health, and fire prevention regulations, emphasizing the requirement to obtain a welding permit, when welding, cutting and brazing operations are required, and obtain authorization from the Base Fire Chief when open burning is intended. Maintain documentation that all subcontractors have been briefed.

SUBMITTAL REQUIREMENTS

Schedule of Material Submittals. The Contractor shall complete and submit the Schedule of Material Submittals provided by the contract. The Contractor may add items deemed necessary to the schedule. The Contractor shall identify all planned submittals dates on the schedule. The Contractor shall submit the schedule to the Contracting Officer within 30 calendar days after contract award.

Submittals. The Contractor shall submit for approval all items as required by other parts of these specifications. The Contracting Officer may request submittals in addition to those required by the other parts of these specifications when deemed necessary to adequately describe the work.

Submittals shall be made to the Contracting Officer. Each submittal shall include one original and five (5) copies of ENG Form 4025, Material Approval Submittal, and five (5) copies of supporting documentation. In general, submittals shall be provided a minimum of 30 calendar days in advance of scheduled purchase to allow satisfactory time for government review.

Additionally, unless stated otherwise, submissions on test results and other submissions of that nature shall be made within two weeks, 14 days, after the work or test is performed. Each submittal shall be complete and in sufficient detail for ready determination of compliance with the Contract requirements. Submittals shall include such items as Contractor’s or manufacturer’s shop drawings, descriptive literature, catalog cuts, diagrams, operation charts or curves, samples, certifications, test reports, test cylinders, operating manuals, installation procedures and recommendations, templates, and other descriptive literature. Catalog cuts and other descriptive

01010-2 data which may have more than one model or type shall be clearly marked to show the model, type, size, and all optional accessory equipment the Contractor proposes to install. Submittals on component items forming a system or interrelated items shall be submitted at one time as a single submittal in order to demonstrate that the items have been properly coordinated and will function as a unit. Approval of submittals will not relieve the Contractor of compliance with the project drawings and specifications. Submittal items that are disapproved will be promptly corrected and resubmitted by the Contractor. No materials shall be installed until submittals are approved by the Contracting Officer. The approved submittals shall be available at the job site for inspection by the Contracting Officer at all times. All submittals involving color selections, patterns and other decorative architectural features shall be submitted at the same time for both interior and exterior materials.

GEOBASE REQUIREMENTS. All contract deliverables that involve maps or other geospatial data must meet the following requirements:

1. All maps and associated data must comply with the latest version of Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) available from the CADD/GIS Technology Center at http://tsc.wes.army.mil/products/TSSDS-TSFMS/tssds/html/. These data will be organized using SDSFIE 2.20 specifications (latest available as of October 2002) for file, class and attribute nomenclature. Information must be collected at no less than 1:1200 scale for base cantonment areas and 1:4800 for large undeveloped base areas. This data will meet or exceed National Map Accuracy Standards at those scales and metadata using Federal Geographic Data Committee (FGDC) Content Standards for Digital Geospatial Metadata (CSDGM) for organization. Content will accompany all submissions.

2. Geospatial data must be delivered in a geo-referenced GIS (Geographic Information System) format (feature-based file structures including one-to-one cardinality between spatial records and attribute records) including attribute data and as specifically outlined in the specific task order contract. All geospatial data must be delivered in the North American Datum 1983 (NAD83) projection, State Plane Coordinate System, using metric coordinate units.

3. Survey Grade Global Position Systems (GPS) or comparable traditional survey methods will be used to collect geospatial data (e.g., northing, easting, and elevation above or below the Earth’s surface) for all contract activities where geospatial data is involved. This data will be obtained at the time of construction and prior to burial in the case of underground utilities. This data must be delivered to the installation in an open Relational Database Management System (RDBMS) with the associated attribute data. Examples include but are not limited to obtaining precise GPS data for new waterline endpoints, connections, and connected valves prior to burial.

CONSTRUCTION PERMIT. The Contractor shall obtain an AF Form 103 - Base Civil Engineer Work Clearance Request (hereafter referred to as a “digging permit”), from the CEOEP (Civil Engineering, Operations - Planning), Building 530. The purpose of the permit is to locate, prior to excavation, all known underground utilities.

The Contractor shall initiate the request for a digging permit a minimum of five (5) working days prior to performing any excavation or ground penetration. The Contractor shall clearly mark the location of the excavation or ground penetration with white, water soluble, spray paint, or white utility marking flags. The Contractor shall insure the markings are maintained until the area is cleared by all utilities. The Contractor shall also show the identified area on a site plan. The site

01010-3 http://tsc.wes.army.mil/products/TSSDS-TSFMS/tssds/html/ plan shall clearly delineate the proposed work area, nearest building, the nearest cross street to the location of digging. The Contractor shall provide this site plan to CEOEP when requesting the digging permit. In the event that a representative for the designated utility does not respond to the locating request, the Contractor shall immediately notify the Contracting Officer. After identified utilities have been cleared through each affected agency or office, the Contractor will receive a copy of the digging permit. The Contractor must have the digging permit on the job site during the excavation process. The Contractor shall exercise every precaution during excavation to prevent damage to the existing utilities. The Contractor shall immediately notify CEOEP if any utilities are damaged during the location or excavation process.

PROJECT SUPERINTENDENT. The contractor shall employ a full-time superintendent on this project. Full-time means during working hours, whenever contract work is being performed.

The superintendents' duties shall include overall management of the project, coordination of subcontractor's work, liaison with the Contracting Officer and Construction Management Inspector, and supervision of the common construction items.

24-HOUR POINT OF CONTACT. The Contractor shall provide the Contracting Officer with a 24-hour number or numbers where his authorized representative can be contacted at anytime day or night. This number should be provided at the pre-construction conference, but not later than the first day of contract work at the site or ten (10) days after the Notice to Proceed date.

CONTRACTOR’S OFFICE SPACE. Office space required for the Contractor’s operation shall be the responsibility of the Contractor. Any office space to be located on Scott AFB, must be approved by the Contracting Officer.

CONTRACTOR’S STORAGE AREA. The Contractor will be allowed to have one storage trailer at the construction site. The location must be approved by the Contracting Officer. All other trailers, storage, and equipment shall be stored at the site shown on the drawings. This site is located between Madison and Jackson Streets in the south central portion of the base. The government shall not be responsible for damages or losses.

SITE AND STORAGE AREA MAINTENANCE. The Contractor shall be responsible for the general maintenance of the construction site and storage area(s) while in his possession. This includes, but is not limited to, lawn mowing and disposal of trash and debris into appropriate receptacles from areas surrounding the construction site and storage area(s).

FINAL CLEANUP. Upon completion of the work, all construction equipment and debris shall be removed from the construction site(s) and storage area(s). The area(s) shall be left in an acceptable condition, approved by the Contracting Officer.

UTILITIES AND SERVICES. The contractor shall be permitted the use of utility services (electric, gas, sewer and water) from the government's existing system outlets. Temporary utility connections shall be at the contractor's expense and installation shall be subject to the approval of

01010-4 the Contracting Officer. Temporary connections to fire hydrants require prior approval from CEOIU (Civil Engineering, Operations-Infrastructure-Utilities), Building 533, to ensure the installation of a backflow preventer. CEOIU will provide and install the backflow preventer.

The Contractor shall provide telephone and other services required for the work. If portable sanitary facilities are utilized, said facilities are subject to the approval of the Contracting Officer as to the appearance, location, cleanliness, and maintenance.

UTILITY SERVICE INTERRUPTIONS. The contractor shall submit written notification not less than five work days in advance for each planned interruption of a utility service. No single interruption shall exceed eight hours. Utility service interruptions shall not be permitted unless approved by the Contracting Officer. Service interruptions shall be accomplished at other than normal work hours if feasible.

COMMERCIAL UTILITIES. The Contractor shall be responsible for any relocation of existing commercial utilities such as cable t.v., gas, telephone, etc.. The Contractor shall contact said utilities and shall pay for all relocation costs.

DUST CONTROL. The contractor shall maintain all excavations, embankments, stockpiles, access roads, and all other work areas free from excess dust to such reasonable degree as to avoid causing a hazard or nuisance to base personnel or surrounding facilities. Approved temporary methods consisting of sprinkling, chemical treatment, light bituminous treatment or similar methods will be permitted to control dust. Dust control shall be performed as the work proceeds and whenever a dust nuisance or hazard occurs.

PATCHING AND REPAIRING. After the work has been completed, any contractor caused damages to Government-owned structures, facilities, streets, curbs, walks, lawns, etc., shall be properly patched, repaired, or replaced to the complete satisfaction of the Contracting Officer.

Any holes, cuts, breakages, and damages made in finished surfaces of the area in which work has been accomplished, shall be properly repaired and the disfigured areas then painted over or otherwise repaired and resurfaced in kind to match the existing finishes to the complete satisfaction of the Contracting Officer.

DISPOSITION OF REMOVED GOVERNMENT PROPERTY. All materials and equipment to be removed by the contractor and not reinstalled or recycled under this contract, including debris generated by this project, shall be removed at regular intervals from the site and disposed of off-base by the contractor. Off-base disposal of materials shall be in conformance with applicable Federal, state, and local pollution regulations at the contractor’s expense.

MATERIAL AVAILABILITY. All materials for the phase being worked shall be on hand prior to beginning construction, unless otherwise permitted by the Contracting Officer.

AS-BUILT DRAWINGS.

The contractor shall, during the course of construction, keep an accurate record of as-built conditions by computer upgraded disks. Contract drawings and specifications disks will be

01010-5 provided by the Government for the Contractor’s use. Required computer and software material is the Contractor’s responsibility. Drawings software is AutoCAD 2000. Specifications software is Microsoft Word 6.0.

All variations from the contract drawings, for whatever reason, including those made because of the selection of optional materials, shall be clearly indicated. These variations shall be shown in the same general detail utilized in the initial contract drawings. The as-built drawings shall be maintained in a current condition during the course of construction, readily available for review by the Contracting Officer or the Construction Management Inspector at all times. The as-built drawings shall be furnished to the Contracting Officer not later than ten work days after the final inspection date.

As part of the as-built drawings a separate set of plans shall be marked-up showing areas containing existing/remaining asbestos containing materials and lead based paint and methods of encapsulation, if appropriate.

REAL PROPERTY RECORDS: At the completion of construction and before final payment, the following information shall be provided by the contractor to the Contracting Officer by building number for record purposes utilizing DD Form 1354. Submit six copies of each.

1. Prepare an accounting of installed property by building number (if multiple buildings are involved).

2. List Government-furnished/contractor-installed items and contractor-furnished/contractor-installed items.

3. List complete nomenclature of each item:

a. Manufacturer.

b. Model number.

c. Serial number.

d. Electrical rating, full nameplate data.

e. Capacity (MBTU, KVA, Tons, Etc.).

f. Other pertinent information (Warranty/guarantee information-start date, stop date).

g. Cost of each item (Equipment cost only).

4. List items including, but not necessarily limited to the following:

a. Electrical equipment (transformers, lighting fixtures, metering equipment, overhead door operators, exterior floodlights and poles, fire alarm and burglar alarm systems, etc., including the cost of each item).

b. Mechanical equipment (commercial refrigeration equipment, heating equipment, air-conditioning system equipment, pumps, boilers, sprinklers, meters, and other items of mechanical equipment, including the cost of each item).

c. Other items that are considered to be real property installed equipment, including the cost of each item.

MAINTENANCE INFORMATION.

Operations and Maintenance Manuals. Where required by the other parts of the specifications, the contractor shall provide the Contracting Officer the specified number of copies of operation and maintenance instruction manuals. Manuals shall contain complete instructions on operating and maintaining the equipment, including piping and wiring diagrams. The manual shall be assembled in book form having a cover indicating the contents by equipment or system name and project title. Manuals shall be submitted a minimum of ten work days before the contractor conducts the on-site operation and maintenance instruction. If such instruction is not required by the other parts of the specifications, manuals shall be provided at the final inspection.

Spare Parts List. Where required by the other parts of the specifications, the contractor shall provide the Contracting Officer the specified number of copies of spare parts lists. The lists shall provide the supply source, item description, and price of all parts and shall be cross referenced to equipment diagrams or pictures. Spare parts lists shall be assembled in book form and may be separate from or integral with the operation and maintenance instruction manuals. Spare parts lists shall be submitted with the related instruction manuals.

On-Site Instruction. The contractor shall provide the services of a qualified person, where required by others parts of the specification, to instruct government personnel in the proper operation and maintenance of the system. The instruction shall be in accordance with the procedures and methods recommended by the equipment manufacturer. The contractor shall schedule the on-site instruction with the Contracting Officer, but such instruction shall not occur until ten days after the receipt of operation and maintenance instruction manuals.

WARRANTY ITEMS.

Response Time. There shall be a maximum 24-hour response time by the contractor on all mechanical and electrical warranty items installed under this contract and identified as either malfunctioning or inoperative after acceptance of the item. The contractor shall notify both the Contracting Officer or his designated representative and the Inspector of the date, place, and time that the contractor will be on location to determine the cause of the problem. Response time shall be defined as the time from when the Contracting Officer contacts the contractor until the time the contractor is present at the location of the equipment with the appropriate personnel to determine what the problem is and what is necessary to correct the problem or malfunction.

Warranty items for mechanical and electrical equipment shall be defined as all equipment, components, appurtenances, and wiring to mechanical and electrical equipment and the labor and materials necessary to install the equipment, components, and appurtenances.

Corrective Action shall be completed within 5 work days from the time the contractor visits the location of the malfunction or inoperative equipment. Where parts are required to correct a

01010-7 malfunction, corrective action shall be completed within 5 work days from the time parts are received.

Failure to Respond. If the contractor fails to respond within the time frame indicated above, the government shall declare the contractor non-responsive and shall take all actions necessary to correct the problem with government resources. All costs incurred as a result of the government taking this action shall be properly accounted for and backcharged to the contractor.

SHORING AND SAFETY. The contractor shall provide all shoring as required in accordance with EM385-1-1 requirements for excavations utilized for this project's scope of work. All workers shall be protected from danger. Additionally all excavations shall be secured as necessary to prevent unauthorized personnel from entering the work sites and/or excavations.

PROTECTION OF BUILDING CONTENTS. The contractor shall protect from damage all building contents located directly beneath or immediately adjacent to the site of the work, and shall repair, replace or otherwise be held liable for all such damage. Building contents include, but are not limited to, furniture, equipment, materials, or items of supplies.

BRAND NAMES. References in specifications to any brand name equipment or materials shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may submit proposed equal equipment and/or materials for Government consideration during the submittal process of the contract after award.

ENVIRONMENTAL WORK. This contract requires specific environmental work be performed.

No non-environmental work shall be accomplished which will alter the environmental work specifications or cause contamination of non-contaminated materials and areas.

PRODUCTS NOT ALLOWED. Materials containing asbestos, transformers containing PCB fluid, and the use of lead based paints or paints containing chromates are prohibited from use in the completion of this project.

OZONE DEPLETING CHEMICALS. Ozone Depleting Chemicals, Class I and II listed in Attachment 2 of AFI 32-7080 are to be recovered by the Contractor and returned to the Government. The Ozone Depleting Chemicals may not be sold or given away to private industry unless otherwise specified by the government.

RECYCLE. In support of national environmental efforts, the Contractor shall recycle all ferrous and non- ferrous metals from the project. The Contractor shall also recycle general administrative refuse associated with this project. This refuse includes cardboard, one gallon mark 1 and 2 plastic bottles, type 1 and 2 plastic soda bottles, aluminum and steel soda cans, and mixed paper. All recyclable material shall be turned into the recycling center. The Base Recycling Center, Building 3286, on South Drive will accept these items Monday through Friday

01010-8 between the hours of 7:30 a.m. and 3:00 p.m and Saturday between 7:30 and 11:00 a.m. The telephone number for the Recycling Center is (618) 256-6431.

NATURAL GAS CONNECTION. It shall be the Contractor's responsibility to make arrangements with Illinois Power Company for the extension of natural gas service to a location adjacent to the mechanical room. The Contractor shall bear all costs associated with this extension and the installation of a meter. Existing natural gas lines are owned by Illinois Power Company. The Contractor shall complete all hookups to natural gas at completion of job.

PESTICIDE APPLICATIONS. All pesticide applications must be approved by the Contracting Officer through the Environmental Management Flight (EMF). A label and MSDS of the insecticide must be available for review. After treatment (if approved), the amount (meaning insecticide + water), percentage used (.05%, 1.0%, etc.) of the insecticide and total square feet of treatment must be submitted to the EMF.

PERMITS

1. Contractor is required to investigate, submit for any permits necessary for the design and construction of this project. All permit applications shall be submitted to the Contracting Officer Representative. Contractor shall pay all permit fees. The following section contains information on some of the various permits the contractor may be required to obtain for this project. This is not meant to be a complete list of all required permits. It is still the responsibility of the contractor to obtain all required permits for this construction, whether included in this RFP or not.

2 Special permits needed include:

2.1 Burn Permits: The Base requires the contractor to obtain a USAF Welding, Cutting, and Brazing Permit from the Base Fire Department prior to conducting any operation that will create a spark or flame. Contact: Scott AFB Fire Department, Point-of-Contact is Chief Carl Hodges(618)256-7212.

2.2 Notice of Proposed Construction or Alteration to Federal Aviation Administration(FAA): Construction activities will require advance notification to the FAA prior to commencing activities when exceeding certain height restrictions as described in 14 Code of Federal Regulations, part 77 pursuant to 49 U.S.C., Section 44718. When required by regulation FAA Form 7460-1 must be completed and provided to the Regional FAA Office 30 days prior to commencing construction activities. 2.3 NPDES Permit: As part of the NPDES permitting process for the state of Illinois, the contractor will be required to submit a Storm Water Construction Permit to the Illinois Environmental Protection Agency (IEPA) prior to any construction activities. 2.4 Notice of Intent: Contractor is required to submit to the Illinois EPA a Notice of Intent (NOI) General Permit to Discharge Storm Water Construction Site Activities. General information and forms can be found at http://www.epa.state.il.us/water/forms.html. A fee of $500 is associated with this permit application.

2.5 Water Permit: An application for construction/operation must be submitted to the Division of Public Water for water main installation and connection. Permit applications from the State of Illinois are available on their web site at http://www.epa.state.il.us/water/forms.html#permits-drinking-water. The water permit fees are based upon linear feet of water line. The fees noted on the Application for Construct Permit are; $0 for 200 feet and less; $240 for greater than 200 feet, but not more than 1,000 feet; $720 for greater than 1,000 feet, but not more than 5,000 feet; and $1,200 for pipe lengths greater than 5,000 feet. The contractor may contact the Illinois EPA in Collinsville, IL at (618) 346-5120 with any questions.

2.6 Sewer Permit: The extension of the existing sanitary sewer will require a permit. An application for construction/operation must be submitted to the Illinois Environmental Protection Agency Division of Water Pollution Control for the sewer installation and connection. Permit applications from the State of Illinois are available on their web site at http://www.epa.state.il.us/water/forms.html#permits-wastewater. The sewer permit fees are based upon the population equivalent (P.E.) going into the new sewer line.

The fees noted on the WPC-PS-1 Application for Construct/Operation Permit Schedule A/B are;

$100 for 1 P.E.; $400 for 2-20 P.E.; $800 for 21-100 P.E.; $1,200 for 101-499 P.E; and $2,400 for 500 P.E. and greater.

2.7 Excavation: Contractor shall apply for and obtain a Government Excavation Permit (AF Form 103, Base Civil Engineer Work Clearance Request) prior to any excavation. There is no charge for the permit. The following are the procedures for initiating and obtaining an AF Form 103 clearance by the Contractor:

1. Five days before scheduled work, the Contractor must submit dig permit, government furnished AF Form 103, and the working site plan to the Communications Squadron building 176, Plans Flight Office. The area of construction must be marked using white paint, flags or stakes.

2. The Communications Plans Flight will perform their own clearance review of the construction area and will comment on the AF Form 103 as to when the Government communications lines will be marked. A maximum of three (3) duty days will be allowed for the marking.

3. The Communications Squadron notifies the Contractor to pick up the coordinated AF Form 103, and bring it to building 343, Civil Engineer Customer Service desk. At this point the person behind the desk will either direct you to the person in charge of the digging permit program or they will take your permit and put it in their IN box. Add an estimated time of 10 working days for the Civil Engineering Shops to complete this process.

4. The Contractor shall notify Blue Staking for Commercial Communications lines.

Blue Staking will issue a control number that will be annotated on the AF Form 103. The Contractor shall refer to this number for any further communications with Blue Staking.

5. Once the dig permit is issued, the Contractor will be authorized to dig up to the Dig Expiration Date, typically 30 days from issue. It is the Contractor's responsibility to maintain the markings on the construction site, i.e., only approved markings, such as "rooster tails" in landscaped areas will be allowed for Contractor marking of construction.

6. The Contractor can obtain AF Form 103 from the CEOEP (Civil Engineering Operations-Planning) located in Building 350 at Scott AFB.

SECTION 02070 - SELECTIVE DEMOLITION

01. SCOPE:

This section includes everything necessary for and incidental to the execution and completion of all Selective Demolition Work as shown on the drawings with dotted lines, noted and/or specified herein. No attempt is made to allocate the work to a particular trade.

This will include, but not necessarily be limited to:

The removal of existing prefabricated stairway at the existing building. See drawings for general location of the above items and any other items to be removed.

The above items are not intended to be a complete take off of items to be removed but a general description of work to be performed. This Contractor shall visit the site, carefully examine present conditions, and shall be solely responsible for determining the extent of work and the amount of materials to be removed, handled and the amount of the labor involved to obtain the final results to complete the work.

Some items of work covered under other sections and not a part of this section are:

1.The demolition and removal of all existing structures, site improvements, paving and surfacing.

2.All utility lines to be disconnected, rerouted, reconnected or otherwise controlled.

3.Unless otherwise specified herein, all mechanical equipment, plumbing, piping, and electrical work will be removed, reconnected and/or otherwise disposed of under other sections of the specifications.

02. MATERIAL:

All materials, required for reuse, shall be carefully removed, cleaned and stored by this

Contractor for reinstallation by trades requiring the same.

All materials removed and noted to remain the property of the Owner shall be carefully removed by this Contractor and stored where directed.

All materials removed and not shown, noted and/or specified to be reused or remain the

02070-2 property of the Owner shall become the property of the Contractor and shall be immediately removed from the premises as directed by the Contracting Officer’s Representative (COR).

03. EXECUTION:

This Contractor shall take the site as he finds it and shall remove all materials and items required to be removed as shown and/or noted on the drawings, except as specifically excluded by items that are to be removed under other sections of the specifications as listed in 01. SCOPE above.

The existing building and premises shall remain in active use during demolition and construction operations. Precautions and provisions shall be made to hold noise, dirt and dust to a minimum. Consultations shall be held between this Contractor, the General Contractor, and Contracting Officer’s Representative (COR), so as to arrange the different phases of the work, to cause as little interference with the normal operation of base operations.

Execute all work in such a manner to avoid hazard to persons and property, interference with the use of the building and interruptions of free passage to and from the building.

Existing materials shall be cut, altered, removed and/or temporarily removed and replaced as necessary for the performance of the work to be done. Work remaining in place, damaged or defaced by reason of work executed under this section shall be restored equal to its original condition in a neat and substantial manner.

All cutting of existing materials, as shown and/or noted on the drawings, and as required to complete the work, shall be done in a neat and workmanlike manner.

Plaster and masonry materials, to be removed, shall be well wet during demolition operations to avoid excessive dust and debris, which may cause damage to building contents.

Provide and maintain all required safeguards such as partitions, barricades, signs, lights, etc.

Remove them when work is completed and when authorized to do so by the Project Engineer.

This Contractor shall be responsible to provide, erect and maintain all temporary shoring, scaffolding, etc., required in order to do the demolition work, and to maintain all floors, walls, partitions, ceilings, etc., in a satisfactory, safe condition until new work is in place.

Defective or damaged work or any material damaged before final acceptance shall be satisfactorily replaced at the Contractor's expense in accordance with the requirements of the

SECTION 02230 - SITE CLEARING

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes the following:

1. Protecting existing trees and shrubs to remain.

2. Removing existing trees, shrubs and grass.

3. Clearing and grubbing.

4. Stripping and stockpiling topsoil.

5. Removing above- and below-grade site improvements.

6. Disconnecting and capping or sealing site utilities.

7. Temporary erosion and sedimentation control measures.

1.2 MATERIAL OWNERSHIP

A. Except for stripped topsoil or other materials indicated to remain Owner's property, cleared materials shall become Contractor's property and shall be removed from Project site.

1.3 PROJECT CONDITIONS

A. Traffic: Minimize interference with adjoining roads, streets, walks, and other adjacent occupied or used facilities during site-clearing operations.

1. Do not close or obstruct streets, walks, or other adjacent occupied or used facilities without permission from Owner and authorities having jurisdiction.

2. Provide alternate routes around closed or obstructed traffic ways if required by authorities having jurisdiction.

B. Salvable Improvements: Carefully remove items indicated to be salvaged and store on Owner's premises where indicated.

C. Utility Locator Service: Notify base utility locator service and contracting officer the Project and coordinate utility location before site clearing.

D. Do not commence site clearing operations until temporary erosion and sedimentation control measures are in place.

PART 2 - PRODUCTS

2.1 SOIL MATERIALS

A. Satisfactory Soil Materials: Requirements for satisfactory soil materials are specified in Division 2 Section "Earthwork."

1. Obtain approved borrow soil materials off-site when satisfactory soil materials are not available on-site.

PART 3 - EXECUTION

3.1 PREPARATION

A. Protect and maintain benchmarks and survey control points from disturbance during construction.

B. Locate and clearly flag trees and vegetation to remain or to be relocated.

C. Protect existing site improvements to remain from damage during construction.

1. Restore damaged improvements to their original condition, as acceptable to Owner.

3.2 TEMPORARY EROSION AND SEDIMENTATION CONTROL

A. Provide temporary erosion and sedimentation control measures to prevent soil erosion and discharge of soil-bearing water runoff or airborne dust to adjacent properties and walkways, according to a sediment and erosion control plan, specific to the site, that complies with EPA 832/R-92-005 or requirements of authorities having jurisdiction, whichever is more stringent.

B. Inspect, repair, and maintain erosion and sedimentation control measures during construction until permanent vegetation has been established.

C. Remove erosion and sedimentation controls and restore and stabilize areas disturbed during removal.

3.3 TREE PROTECTION

A. Erect and maintain temporary fencing around tree protection zones before starting site clearing. Remove fence when construction is complete.

B. Do not excavate within tree protection zones, unless otherwise indicated.

C. Repair or replace trees and vegetation indicated to remain that are damaged by construction operations, in a manner approved by Architect.

3.4 UTILITIES

A. Locate, identify, disconnect, and seal or cap off utilities indicated to be removed.

1. Arrange with utility companies to shut off indicated utilities.

B. Existing Utilities: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify Architect not less than two days in advance of proposed utility interruptions.

2. Do not proceed with utility interruptions without Architect's written permission.

C. Removal of underground utilities is included in Division 2 Sections covering site utilities.

3.5 CLEARING AND GRUBBING

A. Fill depressions caused by clearing and grubbing operations with satisfactory soil material unless further excavation or earthwork is indicated.

1. Place fill material in horizontal layers not exceeding a loose depth of 8 inches, and compact each layer to a density equal to adjacent original ground.

3.6 TOPSOIL STRIPPING

A. Remove sod and grass before stripping topsoil. Strip topsoil to whatever depths are encountered in a manner to prevent intermingling with underlying subsoil or other waste materials.

B. Stockpile topsoil materials away from edge of excavations without intermixing with subsoil.

Grade and shape stockpiles to drain surface water. Cover to prevent windblown dust.

3.7 SITE IMPROVEMENTS

A. Remove existing above- and below-grade improvements as indicated and as necessary to facilitate new construction.

3.8 DISPOSAL

A. Disposal: Remove surplus soil material, unsuitable topsoil, obstructions, demolished materials, and waste materials including trash and debris, and legally dispose of them off Owner's property.

1. Separate recyclable materials produced during site clearing from other nonrecyclable materials. Store or stockpile without intermixing with other materials and transport them to recycling facilities.

1.2 Submittals. Government approval is required for all submittals.

1.3 Degree of Compaction. Degree of compaction is a percentage of the maximum density obtained by the test procedure presented in ASTM D 1557. This will be abbreviated herein after as percentage of laboratory maximum density.

1.4 Equipment.

1.4.1 Approval. All plant, equipment, and tools used in the performance of the work will be subject to approval before the work is started and shall be maintained in satisfactory working condition at all times. The equipment shall be adequate and shall have the capability of producing the required compaction, meeting grade controls, thickness control, and smoothness requirements as set forth herein.

1.4.2 Weather Limitation. Base courses shall be placed when the atmospheric temperature is above 35 degrees F. Areas of completed base course that are damaged by freezing, rainfall, or other weather conditions shall be corrected to meet specified requirement.

1.5 Sampling and Testing. Sampling and testing shall be the responsibility of the Contractor.

Sampling and testing shall be performed by an approved commercial testing laboratory. The materials shall be tested to establish compliance with the specified requirements. Previous test results that can be provided by an aggregate supplier are acceptable if those tests were conducted on a product proposed for use by an approved commercial testing laboratory in the past 6 months. Copies of test results shall be furnished to the Contracting Officer.

1.5.1 Sampling. Sampling for material gradation, liquid limit, and plastic limit tests shall be taken in conformance with ASTM D 75. When deemed necessary, the sampling will be observed by the Contracting Officer.

1.5.2 Tests. The following tests shall be performed in conformance with the applicable standards listed.

1.5.2.1 Sieve Analyses. Sieve analyses shall be made in conformance with ASTM C 117 and ASTM C 136. Sieves shall conform to ASTM E 11.

1.5.2.2 Liquid Limit and Plasticity Index. Liquid limit and plasticity index shall be determined in accordance with ASTM D 4318.

1.5.2.3 Density Tests. Density shall be measured in the field in accordance with ASTM D 1556 or ASTM D 2922. For the method presented in ASTM D 1556 the base plate as shown in the drawing shall be used. For the method presented in ASTM D 2922 the calibration curves shall be checked and adjusted if necessary using only the sand cone method as described in paragraph Calibration of the ASTM publication. Tests performed in accordance with ASTM D 2922 results in a wet unit weight of soil and when using this method, ASTM D 3017 shall be used to determine the moisture content of the soil. The calibration curves furnished with the moisture gauges shall also be checked along with density calibration checks as described in ASTM D 3017. The calibration checks of both the density and moisture gauges shall be made by the prepared containers of material method, as described in paragraph Calibration of ASTM D 2922, on each different type of material being tested at the beginning of a job and at intervals as directed.

1.5.2.4 Soundness Test. Soundness tests shall be made in conformance with ASTM C 88.

1.5.2.5 Wear Test. Wear tests shall be made in conformance with ASTM C 131.

1.5.3 Approval of Material. The source of the material to be used for producing aggregates shall be selected 14 days prior to the time the material will be required in the work. Tentative approval of the source will be based on an inspection by the Contracting Officer. Tentative approval of material will be based on tests of samples for the specific job. Final approval of both the source and the material will be based on tests for gradation, liquid limit, and plasticity index performed on samples taken from the completed and compacted subbase course.

2. PRODUCTS

2.1 Aggregates. Aggregates shall consist of clean, sound, durable particles of crushed stone, crushed slag, or crushed gravel, and screenings. The Contractor shall obtain materials that meet the specification and can be used to meet the grade and smoothness requirements specified herein, after all compaction operations have been completed. Slag shall be an air-cooled, blast-furnace product having a dry weight of not less than 65 pcf as determined by ASTM C 29.
